Linda Smith provided a brief update on the monthly reports for May and June 2017. She further informed the board that they attended the Impaired Practitioner Summit and met with Surgeon General Philip. She also notified the Board that IPN has received requests to present regarding the new Recognizing Impairment in the Workplace CE.

Dr. Newman thanked Board Staff and Mr. Baker for their continued hard work.

Ms. Johnson will be attending the Delegate Assembly with Ms. Forst in the next few weeks.

Dr. Hubbard is on the NCLEX Review Subcommittee, and will be traveling to Chicago soon.

Dr. Glymph attended the Multi Board Workgroup, and will be attending another meetingin November. He has also been selected as a Colonel in the Reserves this week.

Ms. Desmond attended the NCSBN Tri-Regulator Symposium at the end of last month in Chicago. There was lengthy discussion regarding the current Opioid crisis. Educating legislators on the crisis and options, as well as educating the public and providers has been identified as the first step towards tackling the current crisis. She has been promoted to Director in another area of her hospital starting later this month.

Ms. Forst will also be attending as a delegate to the NCSBN meeting in a few weeks, and thanked everyone for their contributions to the latest edition of the Florida NursingQuarterly.

C. Board Counsel1. Rules Reports- Ms. Guillemette gave a brief review of the rules reports and notified the Board that they were moved for adoption yesterday.

2. Rule 64B9-5.002 - Continuing Education Requirement. A motion was made by Newman to open the rule for development. Motion passed unanimously. 2. Litigation Update- Ms. Guillemette notified the Board that there is one CNA Exemption case on

from DOAH coming to the October meeting. She recently received a request from a program, but does not believe it will move forward with DOAH.

3. A motion was made by Newman to open rule development to allow the Board to develop a CNA exam application to incorporate it with the standardized DOH application. Motion passed unanimously.

D. Prosecution Services Unit

Mr. Witters gave a brief prosecution report for the Board. A motion was made by Newman to allow PSU to continue to prosecute cases that are over a year old. Motion passed unanimously.

3. Enhanced Nurse Licensure Compact (eNLC) Implementation Update- Mr. Baker notified the Board that the Commission had a conference call recently to review by-laws and elect

-Discussion ensued regarding the Compact and how it will impact current processes.

Mr. Baker mentioned that other states do not list an option for initial applicants to select a Single State or Multi-State License (MSL) license, they are simply granted a MSL if they qualify for it. He requested the Board do the same. A motion was made by Glymph to remove the option for MSL on the application that was approved at the Long Range Planning Meeting in June. Motion passed unanimously.

Ms. Gustafson notified the Board Members that due to the $75 fee for the Conversion application, a Statement of Estimated Regulatory Costs (SERC) would need to be completed and the rule would need to be ratified by the legislature, which could delay implementation for the Compact. She notified the Board that if they were to utilize the current fees of $100 for standard applications, they would not need to pursue a SERC or ratification. A motion was made by Newman to withdraw the previously approved fees for the conversion application in order to promulgate the rule. Motion passed unanimously.

Mr. Baker notified the Board Members that Board Staff met with ISU investigators in Jupiter on Wednesday. He officially welcomed Nicole Benson as the new Program Administrator for

the Licensure Unit. Sheronda McMillan has relocated to Texas, and Dontavia Sanders has been selected as the new Supervisor for the ARNP licensure team. Janet Doke, a Nursing Consultant has been approved to telework from Ft. Myers, which would also allow her to conduct site visits pursuant to the new statute changes this year. He thanked Board staff for their outstanding efforts and dedication to nursing regulation, as well as for the latest issue of the Florida Nursing Quarterly. He notified the members that a Conference Call will need to take place sometime before the end of the month to address additional licensure cases thatwere not able to be prepared/placed on this agenda- members will be polled next week to determine a date/time for a quorum.

He attended the QUIN Council meeting in Tampa on June 16th, as well as the Executive Officer Leadership Summit in June. He also attended the eNLC Transition Commission meeting in Chicago at the end of June. There is another meeting scheduled in Chicago on August 15th for the Interstate Commission.

He mentioned the Controlled Substances work group that came out of the Multi-Board Workgroup. The work group will have another meeting at the end of September, and possibly another in November. He will also be speaking to the Florida Nurse Practitioner Network on 8/11.
