Planned ITT Process
The procurement follows the ESA Best Practice, all ITTs will be issued on EMITs. ESA, OHB-S and TAS review and approve all ITTs. Announcements in EMITs are made at least 2 weeks before ITT issue.Expected Subco minimum response time to ITTs is 6 weeks. An acknowledgment of intention to respond will be requested.The majority of the TEBs and TSBs are expected in 2nd and 3rd quarter 2011.Negotiations with the selected subcontractors will follow.Finalisation of the negotiations (80-90%) and contract signature before the end of phase B2.
Preparation of ITTs will start right after the KO of Phase B2For procurements directly under KT responsibility start of ITTs release approx KO + 4M. Some ITTs for very critical components will be released at KO + 1M (e.g. detectors) by TAS.
KT will ensure that each ITT will be in competition, i.e. there will be several bidders.
Key objective is to maximise the commonalities between FCI and IRS for combined or parallel procurements.
