Call to Order Chair Jeff O’Brien called the meeting to order at 1:02 p.m. After introductions were made, it was determined that there was a quorum present. Review and Approval of Minutes Larry Summers, City of New Albany, made a motion to approve the minutes of the February 8 TTCC meeting. Emily Liu, Louisville Metro Planning & Design Services, seconded the motion and it carried with a unanimous vote. Public Comment Period There were no public comments. Transportation Policy Committee (TPC) Report Larry Chaney, KIPDA staff, reported on the March TPC meeting. No action was required. Connecting Kentuckiana Project Evaluation Process KIPDA staff Larry Chaney, David Burton, and Adam Forseth presented a proposed process by which projects are to be evaluated for inclusion in the upcoming Metropolitan Transportation Plan Update. There was discussion. Keith Griffee, Bullitt County, made a motion to recommend approval of the proposed process by the TPC. Larry Summers, City of New Albany, seconded the motion and it carried with a unanimous vote. CR 311/US 31 Corridor Study Andy Rush, KIPDA staff, provided information concerning the recently initiated transportation planning study in Clark County. No action was required. FY 2018 Unified Planning Work Program Larry Chaney, KIPDA staff, asked the committee to recommend approval by the TPC of the Final Draft of the UPWP. There was discussion. Dirk Gowin, Louisville Metro Public Works & Assets, made a motion to recommend approval by the TPC of the Final Draft of the UPWP with the discussed edits and additions. Larry Summers, City of New Albany, seconded the motion and it carried with a unanimous vote. MEMORANDUM TO: Transportation Technical Coordinating Committee FROM: Nick Vail DATE: June 6, 2017 SUBJECT: Transportation Alternatives (TA) Set Aside Program Recommendations The Louisville/Jefferson County KY-IN Metropolitan Area receives a sub-allocation of Transportation Alternatives (TA) Set Aside Program funds from the Federal Highway Administration in both Indiana and Kentucky. The TA Set Aside Program funds are generally intended for non-motorized transportation facilities, but other project types such as historic preservation are also eligible. The Indiana Department of Transportation (INDOT) and Kentucky Transportation Cabinet (KYTC) require each Metropolitan Planning Organization (MPO) to have a locally approved selection process in place in order to award the TA Set Aside Program funds. The process was initially approved by the Transportation Policy Committee (TPC) in August 2015. On February 23, 2017, minor changes to the application and to various selection criteria were approved by TPC. The notice of funding availability (NOFA) for the TA Set Aside Program was issued on March 3, 2017 with applications due no later than April 14, 2017. There was a total of $462,634 in federal funds available in Indiana and $3,416,952 available for award in Kentucky. KIPDA received two applications in Indiana with a total request of $497,453. In Kentucky, six applications totaling $5,055,790 were submitted. Since KIPDA received more requests for funding than was available, a five-person working group was convened with representatives from INDOT, KIPDA, KYTC, Louisville Metro and TARC (rotating TTCC member). Each representative of the TA Set Aside Program Working Group evaluated the applications based on the criteria approved by TPC and has made a funding recommendation. Attached for your review are the recommendations from the TA Set Aside Program Working Group. The Transportation Technical Coordinating Committee (TTCC) will be asked to consider these and to make recommendations for TPC approval on June 23, 2017. Action is requested.

The KIPDA Regional ITS Architecture is a roadmap for transportation systems integration in the KIPDA Region over the next 10-20 years. The architecture, originally developed in 2004, has been updated through a cooperative effort by the region’s transportation agencies, covering all modes in the region. What is ITS?Intelligent Transporta�on Systems (ITS) use electronic technologies and communica�ons to improve the safety and efficiency of surface transporta�on.

Introduc�on The KIPDA Regional Intelligent Transporta�on Systems (ITS) Architecture is a roadmap for transporta�on systems integra�on in the Louisville, KY and Southern Indiana Metro region over the next 10-20 years. The Architecture has been developed through a coopera�ve effort by the region’s transporta�on agencies, covering all modes of surface transporta�on in the region. The Architecture represents a shared vision of how each agency’s systems will work together in the future, sharing informa�on and resources to provide a safer, more efficient, and more effec�ve transporta�on system for travelers in the region.The KIPDA Regional ITS Architecture represents a consensus blueprint for ITS investments in the Kentuckiana region. The Architecture starts by iden�fying the agencies, or stakeholders that own, operate or maintain ITS within the region. It then defines possible integra�on opportuni�es between agencies within the region as a set of services that have be or can be deployed in the region. The Architecture also iden�fies planned projects in the region and allows them to be fully compliant with the FHWA Rule/FTA Policy on Architecture and Standards, which will facilitate the approval of Federal funds to support ITS projects in the region.

Stakeholders The success of the Architecture update effort is due in large part to the collabora�on and par�cipa�on of the stakeholders represen�ng the KIPDA Region. These stakeholders par�cipated in a workshop, interviews and mee�ngs conducted in 2016-17 to develop the Regional ITS Architecture. Some of the key stakeholders who are included in the Architecture are: FHWA Louisville Metro Air Pollu�on Control District Indiana Department of Homeland Security Louisville Metro Emergency Services Indiana State Police Louisville Metro Police Indiana Department of Transporta�on Louisville Metro Public Works, including Metro Traffic Kentucky Jus�ce Cabinet Parking Authority of River City (PARC) KIPDA Transit Authority of River City (TARC) Kentucky Transporta�on Cabinet (KYTC) Traffic Response and Incident Management Assis�ng the Local Governments River City (TRIMARC) Louisville Fire Department

KIPDA Use and Maintenance PlanUse and maintenance of the KIPDA Regional ITS Architecture will be important to preserve the plan’s role as a guide for the implementa�on of ITS in the KIPDA Region. Stakeholders in the Region developed the following guidelines to address use of the plan for project deployments and maintenance of the plan to reflect changing needs and priori-�es.ITS Architecture Use:To ensure eligibility for the use of Federal transporta�on funding of regional ITS projects, developing projects will be compared to the ITS Architecture. Any discrepancies between a planned project and the ITS Architecture will be resolved by defining the changes that must be made to the Architecture. Changes to the Architecture will be docu-mented on an Architecture Maintenance Documenta�on Form. All change forms will be retained by KIPDA un�l the next maintenance plan update.ITS Architecture Maintenance:The regional stakeholders will review the Regional ITS Architecture annually. The recommended projects from the architecture will be reviewed to determine changes in the project status, priori�za�on, or the addi�on of new projects. Any changes will be documented by KIPDA. Prior to the Metropolitan Transporta�on Plan update the KIPDA Regional ITS Architecture will undergo a complete update. During the complete update, Architecture Mainte-nance Documenta�on Forms and changes to the ITS projects will be incorporated. In addi�on, any new stakeholders or elements in the Region will be included and any changes made to the Na�onal ITS Architecture will be evaluated for their impact on the KIPDA Regional ITS Architecture.

KIPDA ITS Architecture BoundariesThe geographic scope of the KIPDA Regional ITS Architecture is the Louisville-Jefferson County, KY-IN Metropolitan Planning Area. The region considered in the update of this regional ITS architecture includes all of Jefferson, Oldham, Bulli�, Clark, and Floyd coun�es as well as parts of Harrison County in Indiana and Shelby County in Kentucky.
