Preface

The National Council for Higher Education (NCHE) is a semi-autonomous

institution aligned to the Ministry of Education. NCHE was established under the:

law NO.23/2006 governing the National Council for Higher Education.

NCHE is responsible for securing coherent provision of quality higher education

in Rwanda in line with the government policies and priorities. It is in this regard,

that NCHE has been publishing statistical data in higher education.

The Higher Education Statistics (HES) is one of the most important documents

as it provides the detailed information and data about the student’s enrolment,

Academic Staff, Gender parity index and other useful information in Higher

Learning Institutions that operate in Rwanda.

The data collection process and the report have been produced in house by staff

of the National Council for Higher Education. The report highlights the main

statistics which we think are very useful to the reader as well as the education

stakeholders with a purpose of addressing the higher education system in

Rwanda. This report is the second after the one published in 2010. We wish you

the best and your inputs will be highly considered.

INTRODUCTION

We are delighted to introduce to you the report on Higher Learning Institutions

statistics as they were collected from Higher Learning Institutions (HLI) that are

already operating in Rwanda.

These statistics were collected from August-September, 2011 and will provide

to the reader the picture of the Higher Learning situation.

The idea is that with unbiased credible data, the Higher Education Council will

be able to map out the way forward and meet the targets as set by the

government. In addition, statistics refers to the collection, presentation, analysis,

and utilization of the numerical data to inferences and reach decisions in the face

of uncertainty in planning, management, education, etc.

The primary mission of the Higher Education Council is the maintenance of

quality assurance in the provision of higher education, to ensure that higher

learning institutions in Rwanda produce citizens consistent to the labor market.

The mission can’t be achieved without statistical facts on which to base the

decisions for improving the higher education system.

CHAPTER ONE: LOCATION OF HIGHER LEARNING INSTITUTIONS

1.1. Locations of higher learning institutions in Rwanda

According to the data collected, out of 31 HLI’s In Rwanda 17 are public and 14 are private. The highest

number of HLIs is found in Kigali city, followed by Southern, Eastern and lastly in Western province. The table

below shows the detailed information.

CHAPTER TWO: HIGHER EDUCATION ENROLLMENT

2.1. Enrollment statistics in HLIs by 2010 and 2011

Female enrollment in private institutions improved on high rate from 2010-2011 than in Public institutions.

Students are limited by the cutting points, available admissions and the tuition fees factor in public institutions,

thus joining private institutions in big numbers.

By comparing the enrolment, the public enrolment counts about

51.5% and 48.5% for private enrolment.

But separately, the males’ enrolment in Private is 47% while women

count about 53%. However, the situation becomes inverse in public

where males are 66% and 34% for females.

From the Table 3 above, It can be seen that the change in enrolment from 2010 to 2011 in both

private and public institutions were 10,940 by which can be considered as the intake capacity.

About the change enrollment, the private counted about 4,602 students which represent 12.8%.

On the side of public institutions the change in enrolment was 6,338 which are approximately

16.7%. The female enrolment is considerably high in private institutions.

The most students are in the field of Social sciences, Business and

law with a rate of 52.3%. Services courses accommodate only 1.8%.

Sciences & Engineering make a total of 20%out of the total

enrollment.

In the private Institutions, most of the students are accumulated in the Social sciences, Business

and law. It can be seen that about 73% out of the total private enrollment are in the specified

field, while in the public, they are about 30%.

The government of Rwanda through Higher Education Students Loans

Department (HESLD) with the other organizations that are funding students

mainly FARG have supported and provided sponsorship to 40.3% of the total

enrolled students. However, About 60% are self sponsored and these are

enrolled mainly in Private institutions. The table above can be summarized as

follows:

Graduates are instantly increasing; this is due to the increase of Higher Learning

Institutions.

A big number of graduates were awarded the bachelors with rate of 79.0%, but an effort should

be made to increase the number of postgraduates.

Sciences, Health& welfare Sciences programs are the most expensive compared

to the other fields not only in postgraduates but throughout the other awards.

This is due to the scarcity of lecturers and equipments associated with such

fields.

Most of the academic staffs are Rwandans with 83.2% representation and the administrative & support staffs, it

is likely that about 98% are locals and the foreigners occupy only 2%. With gender consideration, the females

represent 18.3% in academics and 39.0% in the administrative & support staffs.

Full time lecturers make 74.2% out of the total teaching staff while the part time

academic staff total 25.8%. By gender consideration, the females have less

representations in both full & part time teaching staff with 21.2% and 10.0%

respectively.

Taking into account the ranks among the existing academic staffs, the full

professors represent 1.7% while the associates are 2.8%. Most of the academic

staffs ranked as assistant lecturers and lecturers with 29.1% and 28.6%

respectively.

Among the ranks, the big number of foreigners is ranked Lectures, next

assistant lecturers and then senior lecturers. Surprisingly, most of the full

professors are foreigners as they represent 60% of the total number of full

professors.

The senior managers in higher learning institutions are mostly males compared

to the females. From 2010 up to now 2012, the females representation seems to

be constant and it is always between 17 and 20% out of the total senior

managers of HLIs whom that they are decision makers in their respective

institutions.

CHAPTER FIVE: Conclusions and Recommendations

In the public institutions, the female students’ enrolment is still low

compared to the males. More efforts should be made for gender balance in

higher education enrolment.

The GER in Rwandan HLIs is 8.5% which is far less than that of

Developing countries. Many efforts to increase the students’ enrolment as

well as increasing number of Higher Learning Institutions are necessary.

It has been seen that, almost a half of the enrolled students are found in

the fields of Social Science, Business and Law compared to the other

fields of education. Encouragement should be done to increase enrolment

in the other fields in line with labour market information and employment

survey.

Most of the universities in Rwanda still lack the capacity to hold the

postgraduate programs, the government should encourage the institutions

to avail the relevant programs and encourage postgraduate enrolment.

Higher Learning Institutions are mostly concentrated in Kigali City; effort

should be made for the other provinces to increase access in higher

education enrolment.
