Section (1/5) : Special Buildings

Chapter 1 Highrise Buildings:

1. Definitions:

Highrise buildings are those whose height exceeds the reach of the

fire brigade vehicles. These are usually buildings of eight storeys

or more. or whose height exceeds 24 metres from street level at

the entrance of the building where the fire vehicles will park.

2. General Requirements:

2/1. These regulations are applicable for highrise buildings in

general, taking into consideration careful implementation due

to the high risk in case of fire.

2/2. It shall be taken into consideration that the fire fighting and

prevention in highrise buildings relies primarily on the fire

protection equipment installed inside the building which

should be installed with utmost care to be ready for use at

any time.

2/3. A Safety Team shall be formed under the responsibility of a

qualified full-time employee to supervise the safety and fire

prevention procedures in the building according to the fire

regulations.

3. Construction Requirements:

3/1. Highrise buildings shall be constructed with Type One

materials as defined in Table (4) for the purpose of fire

resistance.

3/2. The building materials shall be non flammable and fire

resistant according to Table (5) i f structural steel elements

are used.

3/3. The conditions of steel protection shall be applied and

supervised by the consultant in co-ordination with the Fire

Department, according to a detailed and pre-agreed time

schedule.

3/4. It is not permitted to use any internal partitions made of

flammable materials. whatever their size and foamed plastic

materials shall not be part of their composition.

3/5. It is not permitted in any part of the building to use any

materials in the decoration and finishing works with a flame

spread rating less than (1).

3/6. Floor carpets, curtains, furnishing or finishing items shall be

made of previously approved materials by the Fire

Department, prior to supply which do not permit flame

spread according to the specifications in Table (5),

4. Fire Spread:

4/1. Each floor shall be considered a separate fire compartment

according to the conditions of Chapter (1 /1 /3) . Thus each

floor shall be deemed to be a safety refuge area in case of

fire on the floor below or above it.

4/2. Each storey shall be divided into at least two fire

compartments if its area exceeds 1000 m2in order to

provide a safety refuge in case of fire. Horizontal exits

according to the conditions of Chapter ( 1 / 1 / 4 ) shall also be

provided.

4/3. The conditions of Chapter (111/5) shall be applied to prevent

fire spread through vertical sha-fts. In case of services or

ventilation shafts, fire stops (one hour rating,) shall be

installed between the floors to prevent the spread of fire.

4/4. The conditions of Article (2/4/1 - 11113) shall be applied

concerning hidden spaces especially around the electrical

cables and services penetrations.

5. Means of Escape:

5/1. The general conditions of Chapter ( 1 1 1 / 4 ) shall be applied

with extreme care for highrise buildings.

5/2. Staircases shall be located at the external walls of thebuilding, and physically isolated from the building and

provided with natural ventilation according to the fire

regulations.

5/3. One of the staircases shall be designated for the firemen to

be used for the launching of the fire fighters into the building

to fight the fire according to the conditions of Chapter

( l f l /2)'

5/4. Temporary exits shall be provided according to the two

Articles (4/1) and (4 /2 ) . leading to temporary refuge areas in

case of fire, according to the conditions of Chapters (1/1/3)

and (1 i1/4).

6. Fire Fighting and Alarm Equipment:

6/1 . Wet risers shall be installed on all floors and in accordance

with the regulations.

6/2. Automatic sprinklers shall be installed on all floors with total

coverage and in accordance with the regulations.

6/3 Flow valves shall be installed on each floor and connected to

the fire alarm system.

6/4. A halon system shall be installed in places of high hazard in

accordance with the regulations.

7. Fire Alarm and Communication Equipment:

7/1. A manual and automatic alarm system shall be installed on

all floors of the building with total coverage and in

accordance with the regulations.

7/2. The main fire alarm panel shall be connected to the nearest

fire station.

7/3. The fire alarm system shall have the necessary provisions to

connect to other engineering systems such as ventilation,

elevators, and fire fighting equipment in accordance with the

regulations.

7/4. A voice communication system shall be installed, covering

all floors and connected with the main fire alarm panel, the

control room and the elevators to be used in case of

emergency by the building safety officials and the firemen.

8. Engineering Services:

The following engineering services shall be implemented with

special care and in accordance with the regulations.

8/1 . Ventilation and Control of Smoke:

Natural ventilation shall be provided as follows:

8 / 1 / 1 For lift shaft, staircase and atriums comply with the

regulations.

8/1 /2. Natural ventilation on each floor by providing

openings on the external walls or by providing special

shafts for this purpose with a capacity of at least 6 air

changes I hour in the average.

8/1/3. Ventilation can be by mechanical means suitably

calculated and in accordance with the regulations. In

this case, the operation shall be initiated by the fire

alarm system.

8/1/4. An air pressurization system to control the smoke in

the staircases and escape routes shall be installed

according to the regulations.

8/1/5. The ventilation and smoke control systems shall be

connected to the fire alarm system and other

engineering services as required to serve the purpose

of total fire prevention in the building.

8/2. Elevators:

8/2/1. Elevator installations shall be in accordance with the

fire regulations in general In addition to these

conditions.

8/2/2. At least one elevator shall be classified for use by the

firemen.

8/3. Emergency Generator:

8/3/1. An emergency power generator shall be provided and

sized to accommodate the following loads:

(a) Firemens elevator

(b) Escape route lighting and exit sign lights

(c) Fire alarm and communications systems

(dl Ventilation and smoke disposal system

(e) Fire pumps

8/3/2. Provide a suitable connection to feed the electrical

system from a mobile electrical generator outside the

building.
