Sidewalk connection between college and downtown; tourism for Shakespeare festival, Rangerettes, museum
Mindset/hesitation to use sidewalks, more visually apparent/understandable
More pedestrian-scale lighting/shade; practical/safety, not just aesthetic; especially downtown because events
Electric availability (on the Acre but want on Kilgore) for events, food trucks
Available space, several smaller parking lots, where can people park for parade? More consolidated parking location desired, also use for events instead of closing streets, outlets
Would like to see Kilgore street portion of Dr Whiteside’s lot developed for something other than parking, should be storefront

Overlay entertainment district previously
Also don’t need parking lots at every building, can walk some
No stop sign between Knowles and Main Street on Kilgore, too fast
Could the parking lot be shared between uses? Mainly events, residential behind.
Adequate supply of parking for daily traffic
Many vacant buildings, trying to help them come up to code; not sure why they won’t make improvements (ROI, cost prohibitive, what to do with them?)
Kilgore wants/needs more restaurants, especially in downtown

Enforcement, Main Street working on this
Underutilized buildings (self-storage)
Building owners should be involved in community input
Hard to make improvements that aren’t lipstick on a pig
Not enough traffic in downtown – no courthouse, not a main highway, have to be lured off main roads
What’s the best small downtown? Granbury, Fredericksburg, McKinney. Vineyards tourist attraction… what’s our attraction? People come for derricks, oil museum, Rangerettes.
When they visit, let’s make them want to live here, get kids to come back

Lots of traffic on I-20, how to get them here?
Geographically central
Need to develop I-20 sections. 42 somewhat developed, but 135 is industrial, nothing on either side. Nothing along 31 but high traffic volumes. Nothing at exits to encourage visitors.
Jack Ryan’s is an asset
People come here every day for work then go back home, ~10k people – why are they willing to commute/live elsewhere?
Finance is a main hurdle for making downtown successful
If it’s too cheap you won’t attract the quality
Develop the businesses and let the rooftops follow

Cyclical oil economy affecting housing projects to finish
Not enough starter homes- entry level housing is $120/sf
No middle market here
No nicer rental homes here
Half a million people within commuting distance- proximity and ease of access to other communities creates a drain-it’s easy to commute
Kilgore is starting to experience traffic issues

Missing land-uses: things to do after 6:00 PM, gathering places, destination social space (restaurant, family spaces)
Back porch a good gathering space
Parents live vicariously through their children- need a place for mom to get a glass of wine while she waits for kids to get done with activities
Opportunity areas for cool redevelopment could go: Fred’s, 59 corridor, from the College moving north,
Fast-food joints are killing restaurants
Kilgore college draws a lot for the City-Fast food joints energized because of the college.
What tends to be south of the College is older stuff. North of Kilgore you get into the floodplains. Best parts for growing are east and west, but not great thoroughfare access

Kilgore probably has more locally owned places than fast food joints
Land use- hard to find locations for the needs of companies
Has development challenges
Pipelines 259 west
Tons of floodplains
Surrounded by Cities that have less development constraints
More expensive to develop in Kilgore because of the oil field pipelines

Themes so far: transportation is generally good? Lack of east-west connectivity. Circulation good overall.
Connectivity issues on the west side of town due to railroad.
Most frontage is on 42 – storage facility, etc. but undevelopable due to floodplain
Downtown?
No development on I-20 because no service roads
KLG-LNG exit all floodplain, major development issue north and east
Oil field, railroad also issues
Too many FM roads, thins down volumes (no desire to take over roads)
Safety? I-20 at 31, if truck coming from west, issue to go south, have to exit left in ½ mile
Notes:
Where will residential growth happen? East or south, toward 259. Schools are to the south.
If we could steer growth, where should it go? Inward? North Street by FBC, lot could be MF (youth center coming)
Commuting patterns – west is closest to downtown; infill area in NW? oil field though.
Lots of infrastructure existing that could be reused, NW side of downtown, homes vacant/redevelopable (MLK Rd)
I-20 or 31 brings people in from the west
Regional opportunities – serviced by AA 2-3 flights a day
Synergy Park is main employment center; 42, North Kilgore Industrial Park; Energy Drive (missing from map?); industrial south of Kilgore

Improvements planned along I-20
Congestion? 259, Synergy Park is tough to get out of during AM/PM. Interchange by Chili’s/car wash, and this point south to Dudley Road due to college, stop lights, schools. Too many lights? No, needed for safety, couldn’t get on at all without them.
How many times do you sit through more than one cycle? Not often.
Major corridors, congestion/access management? Red lights are all state-operated. Truck activity on 135 and 42.
Kilgore College? Staying level. Branch in LNG took some of the students. 5,200 students.
Blank check, what do you fix? Repave Main Street, beat up old streets. It’s on the list.

Notes:
4,500 people working at Synergy Park, more coming
Better Synergy Park accessibility – have a truck entrance, 259 employee entrance, but trucks also use it then redirected to use truck entrance
Sidewalks? Patchwork, noncontiguous. Access ramps have sidewalks but they don’t connect to other sidewalks. Just had a public meeting about sidewalks around schools, SRTS, supposed to be done this FY to promote walkability. Have a nice walking trail now.
Traffic circle? TXDOT’s. Bad interchange. Trucks struggle to get through. But no room to expand ROW.
