Edward Comfort, registrar of deaths, said that he had never seen thecertificate produced, and the death had not been registered in eithername. Theundertaker(Gobby) had no right with the certificate, but he saidLe had shown it to the cemetery people.Charles Gobby, the undertaker, said he did not notice that the name

was incorrect on the certificate, and he intended to send the certificate tothe registrar on the Monday. In reply to a question of the coroner, theundertaker said that cases were often buried without the registrar'scertiflcate and it was possible for a person to be interred without a-certiflcate at all.The Superintendent of St. Mary's Cemetery, Kensal Green, deposed to

having received a letter from Mr. Gobby informing him of his wish to'bury Bianca Violeta di Giovanni the following day. When he came he-showed a doctor's certificate, and as the name was different he altered the'letter he had received. Since this case he had received instructionsnot to allow a burial unless on a registrar's or coroner's certiflcate.In reply to other questions, witness said that when a body had been

'buried on a doctor's certificate and he had sent the registrar notice ofit, still the certiflcate had never been forthcoming.By the Coroner: So that it might have been used to bury another person

*the next day in another part of London ?-Yes.The clergyman who buried the child stated that he was not told of any

discrepancies in the certiflcate.Mr. H. P. Dunn, of 54, Wimpole Street, who made the post-mortemn exami-

mation, said that death was due to gastro-enteritis, and the jury returneda verdict in accordance with his evidence, expressing their sympathywith the parents, and adding a rider that they considered the law snouldbe amended so that nobody could be buried except on a registrar's orcoroner's certificate. Thev also considered that the Italian should be-censured for practising without an English diploma without explainingto the people that he was not qualified.The Coroner then censured Monpalao, who replied that he had acted

out of pure philanthropy. This the coroner said he could hardly accept,when he had charged 3S. a visit.

RECOVERY OF CHARGES..PURSUER-The principal and assistant rshould attend to prove the pro-

fessional services rendered. The production of the Medical Register willbe sufficient evidence of the assistant's qualification, assuming that hisname has been duly registered. There may be technical proceedings tobe observed in the Scottish law courts, and our correspondent would bewell advised to consult his legal adviser.

OBITUARY,LAURISTON WINTERBOTHAM, M.R.C.S.

WE have to record the death, on August 8th, of Mr. LauristonWinterbotham, consulting surgeon to the Cheltenham GeneralHospital and surgeon to Cheltenham College. Mr. Winter-botham who had nearly completed his 66th year, was the sonof the late Mr. John Winterbotham, of Cheltenham. Hereceived his early education at Mill Hill School, was appren-ticed to Mr. Hawkins and became a student at St.Bartholomew's Hospital, where he was house-surgeon. Heobtained the diploma of M.R.C.S. in I856, and settled atCheltenham very shortly afterwards, when he was appointedhonorary surgeon to the Cheltenham General Hospital. Onhis resignation of that position he was appointed honoraryconsulting surgeon. Mr. Winterbotham was a man of refinedtastes and was an excellent amateur photographer. Hisgrandfather was a well-known Baptist minister in Plymouth,who was condemned in 1793 to a long term of imprisonmentand a heavy fine for preaching a sermon advocating the ex-tension of civil and religious liberty. His grandson, thesubject of this notice, was a consistent Liberal in politics.He leaves a widow and three children. Some years ago hesustained an injury to the knee from which he never completelyrecovered, and his health for some time had not been robust.The cause of death was double pneumonia.

POOR-LAW MEDICAL SERVICES.MANCHESTER PORT SANITARY AUTHORITY.

ON August gth, Dr. R. J. Reece held an inquiry for the Local GovernmentBoard into an application by the Manchester Port Sanit Authority foran extension of the order ot its constitution. By the Pulie Health Actof 1875, the Local Government Board may constitute a port sanitaryauthority by, among other methods, forming a joint Board consisting ofrepresentative members of any two or more riparian authorities havingjurisdiction over the port or any part of the port. The riparian autho-rities for the Port of Manchester are the Town Councils of ManchesterEccles, Salford, Warrington, and Widnes, the Urban District Councils ofIrlam, Lymm, Runcorn, and Salford, and the Rural District Councils ofBarton, Bucklow, Chester, Buncorn, Warrington, Whiston, and WirraLThe order constituting the Port Sanitary Authority was granted by the

Local Government Board in x896; this order has now expired, and thePort Sanitary Authority has applied for its extension, temporary or per-manent. The chief subject of contention was as to which of the townsconcerned should bear the cost of providing for cases of infectious dis-ease on vessels calling at the various landing stages on the ManchesterShi,p Canal. Manchester, Salford, and Stretford were willing to bear themain share, but asked the other riparian authorities to take the respon-sibility of treating cases arising within their own districts. The repre-sentatives of Chester and Irlam objected to those towns having to bearany expense in the matter, as they neither had nor were likely to havewharves. It was pointed out that in the case of a vessel bound for Salfordcalling for a short time at Ellesmere Port and having an infectious caseon board, a fair arrangement would be thatthe expenses should be borneby the authorities concerned in proportion to the amount of tonnage con-signed.As to whether the order should be made temporary or permanent, the

Clerk to the Port Sanitary Authority pointed out that a temporary orderwould have the advantage of enabling the authority to conclude arrange-ments with local authorities, as the necessity might arise, whereas thegranting ox a permanent order would involve the necessity of settlingsuch matters beforehand, in view of the great developments expected inthe Ship Canal.In answer to the Inspector, representatives of all the authorities except

the Chester Rural District Council agreed to treat any case of infectiousdisease on any vessel which might be bound for a wharf within their owndistrict. This concluded the inquiry.

HEALTH OF ENGLISH TOWNS.IN thirty-three of the largest English towns including London, S,J7births and 5,320 deaths were registered during the week ending Saturdaylast, August 12th. The annual rate of mortality in these towns, which hadincreased from 15.7 to 24.6 per c000 in the six preceding weeks, declinedagain to 24.3 last week. The rates in the several towns ranged from I3.6in Huddersfeld, 47 in.Blackburn, i6.o in Halifax, and z7.1 in Bristol to28.7 in West Ham, 30 3 in Sheffield, and 32.3 in Manchester, 33.6 in Liver-pool, and 36.3 in Plymouth. In the thirty-two provincial towns the meandeath-rate was 24.7 per I,ooo, and exceeded by i.o the rate recorded iDLondon, which was 23.7 per I,000. The zymotic death-rate in the thirty-three towns averaged 7.3 per x,ooo; in London the death-rate was equal to6.6 per x,ooo, while it averaged 7.7 per ,o000 in the thirty-two provincialtowns, among which the highest zymotic death-rates were II.2 in Ports-mouth, 11.4 in Liverpool, i3.5 in Burnley, I3.4 in 84lford, and it.g in WestHam. Measles caused a death-rate of i.o in Oldham, I.x in Halifax, 1.2 inLiverpool, 2.6 in Sheffield, and 2.8 in Burnley; whooping-cough of i.o inWest Ham; "fever" of 1.2 in Wolverhampton ; and diarrhoea of 9 3 inLiverpool, 9.8 in Plymouth, 10.4 in Portsmouth, IxI in West Ham, and zI.2in Salford. The mortality from scarlet fever showed no marked excessin any of the large towns. The 7I deaths from diphtheria in the thirty-three towns included 26 in London, 8 in West Ham, 8 in Sheffield, and &in Leeds. One fatal case of small-pox was registered in Hull, but not onein any other of the thirty-three large towns; and no small-pox patientswere under treatment in the Metropolitan Asylums Hospitals on Saturdaylast, August 12th. The number of scarlet fever patients in these hospitalsand in the London Fever Hospital, which had increased from 2,i6i to2,704 at the end of the twelve preceding weeks, declined again to 2,674 onSaturday last; 227 new cases were admitted during the week, against 292,307, and 297 in the three preceding weeks.

HEALTH OF SCOTCH TOWNS.DURING the week ending Saturday last, August 12th, 934 births and 54,deaths were registered in eight of the principal Scotch towns. Theannual rate of mortality in these towns, which had increased from I6.5 toi8.o per I,o0o in the three preceding weeks, declined to 17.9 last week, andwas 6.4 per I.o below the mean rate during the same period in thethirty-three large English towns. Among these Scotch towns the death-rates ranged from rI.5 in Paisley and XT.8 in Perth to 19.7 in Glasgow and20.5 in Greenock. The zymotic death-rate in these towns averaged 3.4 perI,ooo, the highest rates being recorded in Glasgow and Edinburgh. Th278 deaths registered in Glasgow included 12 from measles, 3 from scarletfever, 4 from whooping-cough, 2 from "fever," and 39 from diarrhoea.Two fatal cases of scarlet fever, 2 of whooping-cough,3 of "fever," and gof diarrhoea were recorded in Edinburgh; 8 deaths from diarrhoea oc-curred in Dundee, and 6 in Aberdeen.

ZYMOTIC MORTALITY IN LONDON.THE accompanying diagram shows the prevalence of the principal zymotiediseases in London during the second or spring quarter of this year. This announce-ment is satisfactory, for the nurses will in many cases have towork in trying climates, and it is essential that they shouldpossess a good physical constitution as well as skill andenthusiasm.

THE increase of the smoke nuisance in New York has led toserious steps being taken to check it. Over 300 instances ofviolation of the law in Greater New York have been detectedby the health inspectors, among the delinquents being thecity authorities, who are creating a smoke nuisance at apumping station on Long Island. Fifty complaints will bebrought before the grand jury, which has already indictedsome of the greatest offenders, but among these the cityauthorities do not seem to be included.

J. W. G.-Skating and tobogganing commence about Christmas at Grin-delwald, and rather earlier in the Upper Engadine. There is more sunin the Engadine, but Grindelwald is more readily accessible. A healthyperson, for whom high altitudes are suitable, can obtain a refreshingand enjoyable holiday both in the Engadine and at Grindelwald; thehotel expenses are on the whole rather less at Grindelwald.

HYDRoPATEIC.-Amongst textbooks on hydrotheraleutics, we may men-tion W. Winternitz on Hydrotherapeutics in von Ziemssen's Handbook ofGeneral Therapeutics, vol. v (English translation by F. W. Elsner. Lon-don: Smith, Elder, and Co. x886) ; and Dr. F. Bottey's Traiti Thdoretiqueet Pratique d'Hydrothirapie Medicale (Paris: G. Masson. I895). Thereare many books on hydrotherapeutics in various languages, but we donot know of one devoted solely to the managemjnf of a hydropathicinstitution.

HARVEY'S WORKS.T. T -No special value attaches to this x66o edition of Harvey's master-piece. The interesting volume is the Exercitatio Anatomica de MotuCordis et Sanguinis in Animalibus, published by W. Fitzer at Frankport in2628. It is a small quarto of 72 pages, followed by two pages of errata.

INFECTIOUS DISEASES (NOTIFIcATIoN) ACT.B.-Section xi of the Infectious Diseases (Notification) Act, 1899, sets forththat the Payment to any medical practitioner under the Act shall notdisqualify him from serving on a sanitary authoritv or Board ofGuardians. A medical officer of health can even claim his fee for noti-fying¶to himself. The fee is only 2s. 6d. for notifying cases in privatepractice. To GET RID OF ANTS.

DR. E. G. BARNES (Eye, Suffolk) writes: In reply to " H. J. W.'s" inquiryin the BRITISH MEDICAL JOURNAL of August 3th, I have on at Ieastthree occasions found the following plan efficacious: In the first place,ascertain by observation at what points the ants enter the house orstore cupboard. It will usually be found that they do so, not bytheopen door or window, but through a crevice between the boards of thefloor or between the skirting and the floor. Having found this, applystrong carbolic acid by means of an ordinary camePs hair brush, wellinto the crevice, and repeat the treatment for three orfour days, watch-ing meanwhile to see if the ants find a fresh place to enter, in whichcase that should of course be treated in the same way. At the expira-tion of this time, my experience is that the enemy is permanentlyrouted. This plan is preferable to washing with carbolic acid in solu-tion, or to exposing carbolic acid in saucers, as by so doing the food inthe store cupboard is apt to absorb the carbolic vapour and acquirethe characteristic taste. If good acid is used, such as one would use forsurgical purposes, and applied as I have described, no unpleasantnessresults.

Baxendell's report on themeteorology of Southport and your assertion that a new profession hascome into existence. You must allow me to make some strictures onyour remarks:

I. I wish to combat the statement that it is a new profession. If youwill refer to the Registrar-General's reports you will see that lr.Glaisher for many years has given returns from different stations inthis country, the observers being practical meteorologists.
