It is time for the people to ask if their .government is responsive. If it is not, why not?

It is not by accident that governments of Newark, Je r­sey ‘City, Passaic and Hoboken— four of New Jersey’s lar- *he Rights,gest cities—are unsatisfactory today. All operate under the Walsh Act. All of them are examples of how bad commis­sion government can get.

In Passaic there is constant squabbling among the five commissioners. There are more conspiracies there thanin a Baltic kingdom. ----------
