Test Security Policy

• All personnel involved in any aspect of standardized testing must:– be trained (appendix V)– strictly adhere to all security policy

procedures– Only personnel trained in test security and

administration shall be allowed to have access to, or administer any standardized test.

• Materials: Storage and Use– A predetermined, secure, locked area should

be designated for storage of secure materials – the principal and School Test Coordinator (STC) should have the only keys for the duration of testing.

– No one is to work in the secure storage area without another person present.

• Materials: Storage and Use– Test booklets and answer documents are

secure materials that must NEVER be left in open areas or unattended.

– Test Administrators (TA) should be given access to test booklets ONLY on the day(s) the test is administered.

– Test Administration Manuals must be given out at least one week before testing begins.

• Materials: Storage and Use– All testing materials must be accounted for

using electronic documentation that is then emailed to District Test Coordinator (DTC) at the conclusion of testing (www.LEAPweb.org).

– At the conclusion of daily testing or during an extended break, all secure testing materials must be counted and returned to the secure, locked storage area.

Populations–Must be accommodations the

student receives on a regular basis throughout the school year (IEP, IAP, ACE).

–New accommodations or changes to an accommodation must be made to a student’s IEP or IAP 30 days prior to the start of testing.

• Accommodations (cont.)– Only accommodations actually used in

testing are to be coded – after testing is completed.

– Give TAs a list of the students that they are testing and their accommodations.

– For accommodations that allow responses on anything but an answer document, the responses must be transferred to a scorable answer document, using a No.2 pencil for the student to receive a score.

• Accommodations (cont.)– Test Read Aloud or Communication

Assistance – All tests except the ELA Reading and Responding sessions can be read aloud, signed, or cued.

– The directions only to that session may be read aloud, signed, or cued.

• LEP Accommodations– The TA may not translate passages,

questions, or answer options on the test from English, but may translate directions to the test, which appear in the TA Manual, as well as the boxed directions in the test booklet that appear at the beginning of the Reading and Responding and Proofreading sessions in the ELA test.

• LEP Accommodations (cont.)– Students must respond in English; student

responses may not be translated by the TA.– LEP students who are also classified as

special education or Section 504 may also receive accommodations as specified on their IEPs or IAPs.

• Testing Environment– Must be the same as the usual classroom

environment (Appendix IV).– Complete form if large room such as library,

cafeteria, etc., scan, and email to Emma.– Spacing between students– Space for students to handle materials– Procedures for controlling interruptions

–A change in set Pupil /Teacher Ratio or classroom must have written permission from LDE (Appendix IV).

• Classroom Preparation– The classroom must be prepared for testing.– Students need to be seated with sufficient

space between them. Seating needs to be staggered.

– Seating charts must be completed by each Test Administrator.

– Any content related bulletin boards, walls, or posters must be covered or removed.

– Testing signs) must be on door.

• Test Administration– If TA does not know students, then an ID

must be presented by the students before testing begins.

– Students must have room for materials and to write at desks.

– Test administrator must read directions as written.

– Test materials must be disseminated and picked up as directed in Test Administration Manual in a systematic order.

• Test Administration– Test administrator must periodically circulate

around the room and monitor students as they are testing.

– Students may not use highlighters, markers, or crayons on the answer document. If a student uses anything but a No. 2 pencil on the answer document, the responses must be transferred to a clean answer document.

• Test Administration– ELA Writing Topic for LAA2

• TA must read aloud the directions from the manual.• The Writing Topic may be read aloud, but not

discussed.• TA must stand next to a student and read aloud all of

pages 4 and 5 in the test booklet.• TA can translate the directions to LEP students, but

must read the Writing topic in English.• ELA test administrators must receive a copy of the

Writer’s checklist to read aloud during test administration.

• Test Administration– The TA Manual specifies where calculator use

is permitted.– Where calculator use is permitted, students

may not use calculators with CAS (Computer Algebra System) or other symbolic manipulation capabilities.

• Cell Phones, Cell Phone Watches, and Other Electronic Devices– All student and test administrator cell phones

and other electronic devices MUST be turned OFF during testing. This must be carefully monitored during testing.

– Students’ phones and other electronic devices must be turned in to the test administrator before testing

• Cell Phones, Cell Phone Watches, and Other Electronic Devices (cont.)– If an individual student’s cell phone is seen,

rings, or if there is any cell phone activity while the phone is on the student’s person during the actual testing sessions, then the test on which the student is working will be voided. In such instances, the teacher is to collect the student’s test and answer document immediately and have a hall monitor take the student to the office.

until testing is completed for that subject. An Irregularity Report and a Void Notification Form must be completed and sent to the District Test Coordinator as soon as possible.

• Cell Phones, Cell Phone Watches, and Other Electronic Devices (cont.)– If a student’s cell phone rings and it is with

the phones that have been collected, all students are to continue testing. An investigation by the Principal and School Test Coordinator will be conducted when testing is completed to determine if tests will be voided.

• Cell Phones, Cell Phone Watches, and Other Electronic Devices (cont.)– If a test administrator’s cell phone rings, is

seen, or if there is any cell phone activity during testing, all students are to continue testing. An investigation by the Principal and School Test Coordinator will be conducted when testing is completed to determine if tests will be voided due to Administrative Error.

– If an Administrative Error occurs, a retest may be given prior to the next scheduled test administration with the approval from the State. There will be a $350.00 charge assessed to the school for each retest due to Administrative Error.

• Emergencies During Testing– Students should place answer documents on

top of test booklet and hand all secure materials to TA as they file out of room.

– TA should carry documents with them outside of the building.

– If test security has been maintained, testing may continue after students return to the room.

testing should not be continued. Answer documents should be sent in with the responses that were completed prior to the emergency.

• Administrative Error– If tests are voided due to Administrative

Error, a retest may be given prior to the next scheduled test administration.

• What Happens After a Violation– The District Test Coordinator (DTC) shall be

notified in writing immediately by the School Test Coordinator (STC) and Principal.

– The District Test Coordinator (DTC) starts an investigation process.

– A report of the investigation and a written plan of action is provided to JPPSS and State Superintendents within 30 days.

Fall 2014 Alerts

• Seniors Taking the Fall Retest– Make sure retesting seniors who do not have

a full-day school schedule make arrangements to remain at school for full days during the fall retest administration.

• LAA 2 Fall Retest– LAA 2 students who are earning Carnegie

units toward a high school diploma may retest in the fall.

• Students who scored Unsatisfactory in both Science and Social Studies will retest in both.

• Do not retest students who scored Unsatisfactory in only one of the two.

• Unlike the GEE retest, the LAA 2 ELA and Mathematics tests are combined into a single test booklet and answer document.

Fall 2013 Alerts (cont.)• Answer Documents

– All answer documents are secure and must be returned to DRC.

– Soiled and damaged answer documents are to be returned to the District Test Coordinator (DTC) in the provided plastic bag.• Affix a Unscorable Document label to damaged

documents.

– Students must use only #2 pencils to mark and write in the answer documents.

– If a student uses anything other than a #2 pencil on the answer document, the responses must be transferred to a new answer document. 35

NOTE: If a student is testing in both LAA 2 and GEE, School Test Coordinators must contact the District Test Coordinator for further instructions. As of July 1, 2014, the GEE will be administered only as a district testing program. Districts must offer the GEE twice a year. There is no age limit for retesters.

General LAA 2 Administration Alerts

● Security checklists must be used to track materials. Electronic copies are available on www.LEAPweb.org. Be sure to indicate on the checklists which unused answer documents received Test Not Taken labels.

● STCs must return district office documents (security checklist copies, testing irregularities documentation, the Oath of Security and Confidentiality Statement). Scan and email them to Emma.

● STCs must provide test administrators a list of students approved for accommodations, as well as the accommodations the students are to receive.

● When testing students approved for accommodations, test administrators must make sure that they provide the assigned accommodations and code the provided accommodations on the students’ answer documents.

LAA 2 Bar-code Labels

There are no preidentified answer documents for LAA 2 fall retesters. Before testing begins, a bar-code label must be affixed to all answer documents and student identification information must be hand coded according to directions in the LAA 2 Test Administration Manual.

If a student is testing using more than one answer document, bar-code labels must be affixed to each and the fields coded exactly the same.

If a student took no part of a test, return the student’s unused answer document with all other unused answer documents. The School Test Coordinator must affix Test Not Taken labels to unused answer documents that have bar-code labels and/or hand-coded student information.

Do not return documents soiled with bodily fluids to DRC.

● If an answer document or test booklet is soiled with bodily fluids (e.g., blood, vomit), the DTC should destroy the document by shredding, if the document can be shredded, or by burning.

● Complete and fax the Soiled Document Form, available at https://la.drcedirect.com, to LDOE and DRC. The answer document or test booklet security number must be recorded on the form to ensure the document is not included in the missing document report.

● Packaging Nonscorable materials: Nonscorable materials should be sorted by content area. Test booklets and unused answer documents may be boxed together. If it is helpful, nonscorable materials for an entire school may be arranged in sequence according to security number. Used and unused test booklets may be intermixed.

DRC Return Bags for Scorable Materials

DRC return bags are provided in the shipment of LAA 2 test materials.●Districts and schools are provided large, gusseted bags to protect

scorable materials from water or other potential damage during transit.

●Make sure the School Test Coordinator has used a DRC return bag in each school box containing scorable materials.

●Test materials should be returned in boxes provided by DRC.

●After verifying scorable materials from each school, the DTC must seal each DRC gusseted return bag tightly using one of the provided plastic ties.
