This is to inform you of the Postal Service's decision to transfer originating operations,except Priority Mail, from the Detroit Processing and Distribution Center (P&DC) to theMichigan MetroPlex, Michigan P&DC.
On May 8, 2006, you were advised of our intent to conduct an Area Mail Processing(AMP) feasibility study. After review, it was decided that this consolidation is in the bestinterest of the Postal Service. Implementation of the Detroit AMP is expected to becompleted by October. Enclosed, per your request is a copy of the completed study.
The Postal Service must continually look to improve productivity and increase efficiencywhile maintaining excellent service. The decline in mail volume and revenues due to theeconomic downturn has only heightened the need for such improvements. Theconsolidation of operations from the Detroit P&DC to the Michigan MetroPlex P&DC willallow us to accomplish this goal by making better use of excess space, staffing, andequipment, and to process mail more efficiently.
It is projected that this consolidation will result in significant savings for the PostalService. Some affected career employees may be reassigned to the Michigan MetroPlexP&DC or to other vacant positions. Reassignments will be made in accordance with thecoUective bargaining agreement.

1. BACKGROUNDThe DetrOit P&nC Is a USPS owned facility that processes all 0lfglFlaling and DeslinatJngmaD fotttie 481-482 ZIPCode range. It serves as an ADO, MOO. L009, and LOn site. Along withmail processing operations. the buildinghouses a retail unit, district offices for the Detroit Performance Clusler, Inspection Services regional offices and s'Business Mail EntryUnit(BMEU). The Detroit P&De is located approximately 36 milesfrom theMichigan MetroplexP&DCIn Pontiac, MI.
Forthetime period used for thebaseline AMPdata (July1, 2007 - June 30,2008), the Function 1 processing for the480SCFsnd 483SCFconsisted of fourmainmailprocessing facilities. The Royal OakP&CO was Ina USPSowned bundlng that housed letter mailoperations including operations associated with collection mall. The TroyAutomation Facility(TAF)wasa leasedfacility that housed fl8t: and parceloperations and the P&DCadministrativeoffices. 0001 had a totalof 21 OBCS machines and 6 docks. DDC2hada tolal of 18DBCS machines and7 docks.BothDOC'swere leasedfacilities. Mail processing operations also took place at the Southfield andUtIcaIStertlngAssociate Offices(LOC41). Mailprocessing operations from thesesix locations were consolidated into the newMichigan Metroplex P&DClocated In the clty of Pontiac, MI in summerand fall of 2008(Which Is after the period usedfor currentbaseline data). Data for the baseline tlmeframe was not fromthe four most recent quartersto avoidsplitting the baseline tsneframe between the old facilities and newone.
The total FHPto be Iransferred (average dailyvolume) is 1.050,499 pieces.
The Detroit P&Oe and the Michigan Metroplex P&De will continue to sendoriginating Priority and Express Mailtothe DetroitPMCfor processing, as they currently do. The DetroitP&DC wDI continue to process its Registry Mail,CFS mail,LOOS mail, L011 mail, mis-sent, loopmall, BMEU anddropshipments. Further, anyoperations thatprocess sacks, bundles, small parcels and rolls (SPRs), or large parcels will remain at the DetroitP&OC and will nolexperience a serviceimpact.

Consideration was given to creating a consolidationhub for collections from the~2 stations. Due to Its northernlocationand proximity to 1·75, the Oak Park Post Office was identified as a possiblesite. The travel time a'nd distancefrom Oak Park 10 MI Metroplex P&DC is 40 minutesand 25.4 miles. New trarispor13tlon wo~d be reqUired betweenOak Park and MI Metroplex10support this hub.The Southfield Post Office wasalso considered as a possibleconsolidation point. Travel time and distance from Soulhfleld to MI MetroplexP&DC Is 30 minutes and 16.3 mllas.New trips on existing HCR service would be neededto support this hub. Trips to carry collections to either po1entialsite would be detoursof approximately26 existing collectionschedulesto drop off only the AMP products(first class,single piece,stamped and metered letters and flats). 8. OTHER POTENTIAL COST SAVINGSThe Detroit pace Clirrentlyuses the Wichita REO while the Michigan Metroplex P&De utilizes the Salt Lake CityREO. It is assumed1hat letter and flat images from the Detroit pace would be processed by the Sail Lake City REOunder the proposed AMP.
9. MICHIGAN METRQPtEX CONSQUPATIQN DAR IMPACTSPrior to the AMP occurring the following four Function 1 facilities were consolidated into one buildIng,the MichiganMetroplex P&Oe. The facilities were the Royal Oak P&Oe (Bellinghambuilding), Troy Automation Facility (TAF),DOC.1 (BOSH), DDe-2 (Indusco BUilding). As stated in the DAR, this consolidatlonwasestimated to result in anannual savingsof 65,077 work hours. In the AMPworkbook, the Michigan Metroplax basehas not beenadjusted toaccount for the reduction In Function 1 hours (65,077 hOUrs) or complement (37 FTEl associated with theconsolidation. Events outside the scope & llmeline of the AMP are not included in the base of the AMP workbook.
While not explicitlyaddressed inthe DAR for the MiChigan MetroplexP&De, demand for Powered IndustrialVehicle(PIV) operations In the newMichigan Metroplex i$ much greater than in the previous Royal Oak PaDC. ThisIncreasain demand is not reflected in the gaIning site base work hours used for the AMP study. The base workhours for the gaining site is from the tlm'eperiod of July 1, 2007 toJune 30, 2008. During this time period the gainingsite was located at the Royal Oak P&OC. The Royal Oak P&DC was a'oollectlon of tour smaller buildings In whichthe distance from the machinesto the dock was relatively short. Relativelyfew work hours were spent transportingmail and those hours were not logged to Operation229 and 230 becausethe method of transport was walking. TheMichigan MetroplexP&De, however, Is a single large building where a long diStanceseparates the machines and thedock. Thegrealerdistance requresa different method of transport - La. Powered IndustrialVehicles. Theadditional work hours due to increasedPIV operations in the Metroplex: Is estimated to be 17,161'p8f year.
10. MICHIGAN METROPLEX MATERIAL HANDLING DAR IMPACTSThe new Michigan Metroplex building has an extensive material handling system. The system was sized, deSigned,and built to accommodatethe mall volumes from all Function 1 faciliti8$ in Southeast Michigan PerformanceClusterand the proposed collection volumes from the Detroit P&DC. It was not designed,$ized. or built to accommodateoriginating first class presort letter tray volume (Operation(02). /UJ stated in the DAR, the expected annual workhour savings is 132,112. In the AMP workbook the MichiganMetroplex base has not bean reduced to aceountforthese savings In work hours or complement. Eventsoutside the scope & tlmellne of the AMP arenot IncludedIn thebase of the AMP workbook.
11. EXISTING SATURDAY AMP IMPACTSince September 24, 2005, the Micl1igan MetroplexP&De (former1y the Royal oak P&De) has cancelled Detroit'soriginating letters and flats on Saturdays and some holidays. The base volume and INOrk hours In the AMP Workbookwere not adjustedto aCC01,1nt for the existing Saturday AMP.
12. FUNCTION 4 DPS IMPACTSFor the time period used for the baseline AMP data (July 1, 2007 - June 30. 2008), some Southeast Michigan DistrictDPS zones were processed on DBCS machines at twoAssociate Offices, the Southfield Post Office and theUticaJSterllng Heights Post Office. Other Southeast Michigan District OPS zones were precessed on CSBCSmachines in three other /UJsociate Offices. The Michigan MetropJex currenUy processes all of these DPS zones butbase volume and work hours in the AMP wolkbook were not adjustedfor these LOC 41 operations.
13. MICHIGAN METROPLEX DAR I EXPANSION OR RENOVATIONThe DAR for the Michigan Metroplex P&OCwas approved by the Board of Governors. There are no expansionorrenovationprojects associated with thIsAMP. Demolition costs for the 010 Barney system at the Detroit P&OC areincluded.
