On Tuesday Nov. 5, 2019 voters across the State of Minnesota approved over $1.3 billion in referendums to meet public schools needs and continue to improve public education. The referendums passed by a rate of 3 out of 4 at the ballot box. These approvals will address a number of issues including deferred maintenance projects, overcrowding, expected enrol lment incre as es , s e c ur i ty upgrades, new schools, expansions and other funding needs. The largest referendum winner in the recent elections was the White Bear Lake Area School District, in which voters approved a $326 million referendum leading to construction of an addition to the high school, a new elementary school and other projects. White Bear Lake is one of more than 30 school districts that sought bond issues for major construction, while over 40 districts sought voter approval to renew or increase operating levies. Other large scale referendum winners were the school districts of Rochester ($171 million), Elk River ($113 million), Moorhead ($110 million) and Owatonna ($104 million). Many of the winning districts passed their referendums in convincing fashion, which can be attributed to communities recognizing their own unique school district needs.
When it comes to construction, school districts are more and more considering the benefits of prevailing wage requirements for their projects. These requirements have time and time again proven to ensure high quality construction and projects that are built on time and within budget through a highly skilled workforce. Prevailing wages ensure a level playing field for all contractors when it comes to wages and benefits and also help thwart unscrupulous bidders who continually cheat workers on wages and benefits.
A number of school districts have also been implementing Project Labor Agreements (PLA’s), which are a form of agreement between the owner, contractor and the local building trade unions. PLA’s are intended to enhance a cooperative effort through establishment of framework for labor-management cooperation and stability. PLA’s establish hours and

TWO NEW LECET BOARD MEMBERS ANNOUNCEDThe Minnes ot a LECET B o ard of Trustees announces two new Management Trustees who have joined the LECET Board. The board is made up of equal Labor and Management Trustees who help ensure the trust fund meets its mission, since 1992.
Andy Ristrom , Senior Project M a n a g e r /E s t i mator for Carl Bolander & Sons, Inc. joined t h e L E C E T Board in March,
2019. He was appointed to the open management Trustee spot occupied previously by Mark Ryan, also from Carl Bolander & Sons, Inc. Ryan retired from the board after serving the longest tenure recorded for board of trustees at 18 years. Ristrom got his start in the construction industry in the late 90’s working for a highway heavy civil contractor while earning his college degree. He joined Bolander in 2003 and also serves on the board of
the Minnesota Builders Exchange and an MPCA advisory panel. Ristrom is also a member of local 30-73.
Randy Kramer , O p e r a t i o n s M a n a g e r f o r over 15 years for Bituminous R o a d w a y s , Inc. joined the LECET Board in
June, 2019. He replaced John Kittleson, formerly of Bituminous Roadways, Inc., who had served on the board since 2008. Kramer began his road construction career as a Laborer 42 years ago and is a strong supporter of the Heavy Highway Unions. “I am excited to serve on the LECET Board to help build on the importance of labor and management cooperation, which will help ensure a bright and successful future for our industry,” said Kramer.

December 3, 2019 was a historic day at the LIUNA Training Center in Lino Lakes as officials from Enbridge Energy and the Building Trade Unions executed a Project Labor Agreement (PLA) for the Enbridge Line 3 Pipeline Replacement project before a crowd of around 100 people in one of the training bays at the center.
The PLA means that the company is committed to using 100% union labor in ensuring the Line 3 pipeline replacement project gets built on time and with high quality craftsmanship and integrity, a trademark expectation of the building trades’ highly skilled workers.
The Line 3 oil pipeline replacement runs on a route from Edmonton, Alberta
Canada to Superior, Wisconsin. The replacement is needed to replace a 60 year old system with modern, state-of-the art equipment and technology. While state regulators are still in the final approval process, the project is hopeful for a mid-2020 start. Line 3 spans 380 miles across northern Minnesota and is estimated to put 4,000 union workers to work, the majority of them local, with a total estimated payroll of $160 million covering all jobs including logistics and transportation for the project.
“LIUNA and the building trades have worked side by side with Enbridge Energy this whole time to get this important project started,” said Dan Olson, LIUNA International Representative and Business Manager of LIUNA Local 1091, Duluth. “The project will result in good union jobs that support families and stabilize Minnesota’s energy future.”
Brad Shamla, Vice President of Enbridge US Operations, shared a few reasons why the company sought out
the project labor agreement with the trades. “We know that the Laborers Union (LIUNA), the Operating
Engineers, Teamsters and Pipeliners Local Union 798 are very committed to the same values that we have in safety, integrity and respect,” said Shamla. “The training and workmanship that’s going to go in this new pipeline is going to ensure that we start out with a safe pipeline system and will have one that we will continue to maintain for decades to come.”

BRUNETTE, VANDA ENTER MINNESOTA BOXING HALL OF FAMEBoth LIUNA member greats will never forget their rootsIf you ever get a chance to meet Brian “The Saintly City Slugger” Brunette and Matt “The Predator” Vanda, two current LIUNA Local 563 Members, you will quickly realize that these two Minnesota boxing greats from St. Paul are very humble, yet incredibly proud of where they came from and where they are now.
Brunette and Vanda are somewhat opposites when comparing their personalities, but they do have some things in common. They both have a strong work ethic and are very family oriented. And they are now, officially, hall of famers, joining the Minnesota Boxing Hall of Fame on the same day, October 11, 2019.
Brunette who is known to be more reserved and determined in nature, is a 30 year member of LIUNA Local 563. He was 27-2 in his amateur career and an impressive 24-1 as a professional with his only loss being in a WBA World Championship Title bout in Naples, Italy in 1986 due to an accidental thumbing in the eye. The recurring eye injury ended his career at the age of 28.
Vanda, a more outgoing and excitable individual, is an ex-world champion who had 61 pro fights, winning 45, fighting for 4 world titles, winning one in 2005 – the I.B.A. America’s World Middleweight Championship title.
In 1976 Brunette joined the Laborers Union when his dad asked him what he was going to do for the summer. When he gave a bit of a roundabout answer, his father said, “Jump in the car, we’re going down to Local 132.” He credits earning his boxing and construction stripes during those summers working in construction and also training at the same time. “I learned that hard work ethic with the Laborers, and that went hand in hand as I trained and fought for world titles,” said Brunette. “I looked at work as exercise and conditioning.” Brunette would start his day at 4 AM with a run, work an 8 to 10 hour day in construction and still end up at the gym each evening for a training session. To be at his best as a pro fighter, it took persistence and Brunette said he could never miss a single training session. To this day, he carries that steady determination to do well, whether it is in his career or for his family.
“I am, very honored to be a member of LIUNA,” explained Brunette, who works in the organizing division with LIUNA. “I was a Laborer all through my boxing career and I don’t know that I would have had the boxing career I have had without being a Laborer.”
Vanda’s boxing career and path to LIUNA is a bit different than that of Brunette. He turned pro in 1996 and fought all over the
world in a 17 year career. He started his career as a skilled construction craft Laborer in 2012 as his boxing career was ending. The timing was perfect. “Joining LIUNA after boxing was the best decision for me and my family,” said Vanda. “When I first got into the Laborers Union, I didn’t know anything about construction. I learned a lot at the school (LIUNA Training Center). The training was awesome.” He went through the Laborers Apprenticeship program and does a lot of demolition (saw cutting, torch cutting and more) working for Mavo Systems, Inc. You might say he is a natural at busting up things. One thing is for certain, Vanda is known for his high energy, can do positive attitude. He enjoys living life to the fullest.
“Being able to take care of my family, is the best part of my career as a Laborer and LIUNA,” said Vanda. “I look at my work just as I would look at how I ap p r o a c h e d going into the boxing ring. The outlook for construction in Minnesota & North Dakota looks good again for contractors and workers across a number of industries in 2020. The public sector is predicted to be a leading sector as the market reaches the late stages of a recovery cycle.
From a national perspective, Dodge Data & Analytics forecasts some decline in 2020, but notes that the economy is in decent shape and there is no expected recession coming in 2020. This is based on assumption of a successful trade agreement being signed with China to “forestall an escalation in tariffs”1.
Residential construction is expected to decline some, but total non-residential
work is forecasted to rise 2.7% nationally by the end of the year. Housing and other expansion needs are expected to keep Minnesota contractors busy. School construction will be a bright spot in Minnesota, as voters approved $1.3 billion in referendums in 2019 that will generate work opportunities in the coming year. Kiplinger’s Economic Outlook for All 50 States reports that construction jobs will increase by 10% in North Dakota.
On the heavy highway side, experts predict about a 5% growth nationally. The Minnesota Department of Transportation is planning for an approximate $1.2 billion spend in the
state construction program. North Dakota is planning a $734 million program which includes both federal and state expenditures.
Some contractors are reporting that extreme weather conditions due to extensive rain and an early winter have pushed some of the unfinished work into the next cycle. All in all, contractors appear to be optimistic about construction work opportunities ahead in Minnesota and North Dakota.1 Engineering News-Record, Public sector work will lead market in 2020, Industry economists say. CONSTRUCTION OUTLOOK FOR 2020 REMAINS OPTIMISTIC
National Apprenticeship Week is a federally recognized nationwide celebration that gives businesses, communities and educators the opportunity to showcase their apprenticeship programs while providing valuable information to career seekers. Minnesota’s week included construction industry-related events in Anoka, St. Paul and Duluth during the week of Nov. 11-17.
LIUNA Minnesota and Local 563 helped participate and sponsor one
of the events put on during the week by the Minnesota Department of Labor & Industry’s Apprenticeship Minnesota. The event was hosted at the Iron Workers Apprenticeship Training Center for Achieve MPLS, a group that included over 90 school counselors. The presentation, moderated by Rick Martagon of Apprenticeship Minnesota, included an extensive panel discussion by LIUNA’s Dean Mills, IBEW’s Jennifer Mudge and Larry Gilbertson from the Iron Workers who
gave unique insight into each of their apprenticeship programs.
Per North America’s Building Trades Unions (NABTU), about 75% of all civilian registered apprentices are trained in the construction industry by the 14 NABTU union-affiliated training centers. “The registered apprenticeship model safeguards the quality of construction, the highest level of training and the safety and security of the most skilled, competent and competitive workforce to build the next generation of infrastructure in communities across America,” said NABTU.
LIUNA Minnesota boasts one of the largest registered apprenticeship programs with the State of Minnesota with 2,952 registered apprentices. The LIUNA Apprenticeship program is an earn-while-you-learn model and requires 288 hours of classroom training through the LIUNA MN & ND Training Center and 4,000 field hours over a three-year time frame for successful completion.

Women heard p r e s e n t a t i o n s a n d part icipated in events des igned to emp ower women in the trades.The conference is put on by the North America’s Building Trades Unions
(NABTU). “This conference grows exponentially every year and the impact is phenomenal,” said NABTU President Sean McGarvey who noted increased
opportunities and retention rates form women who are fulfilling trades careers. “Every day, we recruit more women into great Union construction apprenticeships and careers and these trailblazing women are moving up in the ranks of leadership.”At a separate event held by the Minneapol is Bui lding and Construction Trades Council, local women were honored
through the annual Women Building Success photo contest and ceremony on Nov. 13.

The Local was chartered on January 26, 1920 by the International HOD Carriers’ Building and Common Laborers Union of America, now the Laborers International Union of North America (LIUNA).
The Local union represents nearly 900 public works employees at nine different agencies from water treatment, sewer and distribution, to public parks, family service workers, public works and even mosquito control. These members treat and distribute water, pave and plow streets, maintain sewers, trim trees, maintain parks and ensure safety and comfort through public housing.
A celebratory event for LIUNA members and invited guests is planned for January 22, 2020 from 4-6pm on the second floor of the United Labor Center, 312 Central Ave. SE, Minneapolis, MN. For more information call (612) 379-4740.
