What more could a first home buyer ask for? You purchased your first home in an internationally renowned destination resort area that boasts world class, year round recreation opportunities. You timed your purchase to coincide with the lowest interest rates in decades, the largest inventory of available housing in one of the highest demand real estate markets nationally, and you took advantage of a range of federal, state and local tax credits and energy rebates to offset the cost of your investment.

Now that’s a deal.But wait – that’s not all. First time home buyers,

Jeff Blom and Amy Alcorn found exactly what they were looking for in a place to call home. In South Lake Tahoe, they discovered a sense of community in a small town with a circle of friends and locals who share their common interests … taking advantage of year round mountain activities.

Job opportunities in the ski industry brought Jeff and Amy to Lake Tahoe over seven years ago. They were recruited as professionals and relocated with a mix of excitement and curiosity. However, after experiencing the community and the environment, it was the natural beauty of Lake Tahoe and its recreational activities that convinced the young couple to make the South Shore community their home. As Jeff recalled, it was simply, “I could live here”.

The couple first considered purchasing a home more than three years ago. At that time, however, they were concerned about the economy and high real estate prices. Their better judgment cautioned that they wait on buying and continue renting. Their decision to delay the purchase of their first home paid off…

On March 26, 2010, the couple closed on their first home in South Lake Tahoe. In doing so, they took advantage of the first time homebuyer’s $8,000 federal tax credit, and a sales price that made paying their monthly mortgage more appealing than paying rent. In addition, they took advantage of other local financial incentives including green incentives such as purchasing energy efficient appliances. (Ask your realtor to educate you on the range of credits and rebates available.)

Jeff and Amy admit that purchasing a home is a significant undertaking and a huge commitment. And, the process can be overwhelming. What made an important positive impact on their first-time home buying experience was the strong partnership they established with their real estate agent, Brooke Hernandez of Chase International.

Finding the right real estate agent made all the difference in their home buying experience. “Overall, it was a great experience working with Brooke…we

were always moving forward in a positive direction,” Jeff said. From the beginning of the buyer – realtor relationship, Brooke “got it”.

Once Jeff and Amy outlined for Brooke the home qualities they were seeking, things started off on a positive note. Brooke showed only property in the requested price range, she promptly responded to all questions, gave honest answers and really listened to us. “Brooke quickly understood our needs and desires, and we always felt our business was appreciated”.

Like many realtors in the community, Brooke wasn’t worried about making a quick sale - she worked patiently with Jeff and Amy for as long as it took them to identify the house they wanted at a price they could afford. The results were satisfaction all the way around!

With market conditions in the Tahoe Basin as they are – a high inventory with a steady sales rate - Jeff and Amy had the opportunity to consider a number of short sale and real estate owned properties.

A short sale is a real estate transaction that results in sales proceeds that are below the balance owed on the property’s loan. Short sales often occur when a borrower cannot continue to pay the mortgage, and the lender decides that selling the property at a moderate loss is better than pressing the borrower. Both the home owner and the lender agree on the process to avoid foreclosure. A real estate owned property or REO is a property that is typically owned by a bank after an unsuccessful sale at a foreclosure auction. Once a property becomes real estate owned, the bank or lender will try to get rid of the property by either selling it directly themselves or through an established broker.

Many buyers find these distressed properties more appealing because they can be purchased below market value. While the prices of some of these properties interested Jeff and Amy, in the end they steered clear of short sales and REOs. The rationale for this, in Jeff and Amy’s case, was simple. They wanted to buy a home in the near term and transition their rent payments to mortgage payments.

Short sales and REOs are typically saddled with a number of pitfalls that draw out the buying process – sometimes for months on end. Many of these properties are vacant, with no working utilities, which make it challenging to show to prospective buyers. In addition, it is often difficult to get responses from lenders in a short sale transaction, and there are no guarantees on whether an offer to purchase will be accepted or during what timeframe. These were all contributing factors that encouraged Jeff and Amy to stay focused on a traditional seller – buyer purchase. These transactions are far more straightforward and streamlined from both a process and timing perspective.

So while the economy nationwide has been consistently inconsistent, the real estate market at Lake Tahoe is alive and well. In fact, as demonstrated by Jeff and Amy’s experience, there are currently outstanding opportunities for buyers at the Lake. With 85 percent of land in the Tahoe Basin publicly owned, there is a finite amount of real property available to home and land buyers. Instead of visiting this renowned destination resort or deferring your home ownership in Tahoe any longer, why not consider buying at the Lake – the time is now.

News and Notes from the South Tahoe Association of RealtorsThe State of California is poised to offer home

buyers to get off the fence and to the dotted line. The $200 million program, split between first-time buyers of existing homes and new units, should keep the Golden State’s sales moving along post spring-selling season.

But, it might not get off to a peaceful start on May 1: Get ready for a stampede early on as some buyers rush to overlap with the federal tax credit that’s dangling to buyers. (Yes, that’s up to $18,000 for buying a house.)

For the federal incentive, contracts must be inked by April 30, while closings have to happen by June 30. The California credit covers closings on existing or new homes on or after May 1, leaving a short window for double dipping. “We already anticipated increased contract activity in March and April due to the federal tax credit with scheduled closings in May and June,” writes Credit Suisse builder analyst Dan Oppenheim. “These buyers will now be eligible for both the federal and state credit and will likely consume a significant piece of the state credit given the first-come, first-serve allocation.”

He estimates the tax credit will benefit about 14,000 new-home buyers, lasting as long as five months. KB Home and Lennar could benefit the most given “their outsized exposure to California at 44% and 25% of ’09 revenues, respectively, vs. the 20% group average.”

Given that the state’s existing sales dwarf new sales - 2009 saw an average of 42,500 closings per month - that allotment should be snapped up in about a month. Stampede, indeed. Today’s activity at the high-end

housing market reveals how more sellers are beginning to get more realistic about home prices and cut deals on million-dollar homes.

Many housing economists say that for borrowers who can get a mortgage and who have stable incomes, pulling the trigger on a house they like makes a lot of sense right now. (Of course, they also note that the days of buying high-end properties as high-yield investments are history, at least for the time being).

But while there are certainly opportunities at the high end, buyers shouldn’t feel a need to rush because the market is still oversupplied. And those who do make purchases need to be realistic about the potential for some future price declines. On the other hand, as mortgage rates are low for those who can get financing.

While some borrowers are worried that they’ll buy a new house only to see it decline in value, that’s a much bigger concern primarily for first-time buyers. Those who already have homes could also see the price of their current home fall in value.

The high end of the housing market didn’t see nearly the same spectacular appreciation as the bottom of the market, which has dropped much more sharply and is now showing signs of stabilization. In San Francisco, prices on homes for the bottom third of the market (currently homes under $325,000) have fallen 57% from the peak, returning to levels last seen 10 years ago, while for the top third of the market (currently more than $600,000), prices are down 23% to 2004 levels, according to the Standard & Poor’s/Case-Shiller

home price indexes. But prices rose by 4% over the last three months of 2009 at the bottom end, compared to just 0.5% at the high end.

One big headwind facing the high end: it’s harder to qualify for a loan than it used to be, which has reduced the pool of potential buyers. The market for million dollar homes was fueled during the height of the housing bubble by exotic mortgage payments that allowed high leverage. Now that those products are gone, banks are back to requiring much bigger incomes.

But the economic downturn has seen a big drop in the number of high-income earners. The number of households with gross taxable income of more than $200,000 fell to 2.8 million last year, according to estimates by Moody’s Economy.com, down from 4.57 million households in 2007.

Another headwind that faces the market: distressed sales. At the high end, more borrowers who took out exotic mortgages that will adjust to higher payments in the coming year or who have been holding out by living off of reserves begin to capitulate. One problem is that many homeowners at higher price points aren’t realistic about prices and wait too long to pursue a short sale, where a home is sold for less than the amount owed.
