1 Introduction 1.1 JMP Consultants Ltd (JMP) has been commissioned by Mactaggart & Mickel, to produce a

Transport Appraisal (TA) in order to consider the transport policy context, site accessibility and potential access opportunities in relation to the development of Land at Pirton Fields, Churchdown, Gloucester.

1.2 JMP has been retained by Mactaggart & Mickel since 2011 providing transport and highway support for the development of the Pirton Fields site. A first report was prepared in February 2012 to support the allocation of the site within the emerging Gloucester, Cheltenham and Tewkesbury Joint Core Strategy (JCS). During 2011 JMP consulted with Gloucestershire County Council Highways (GCCH) in order to ascertain the key transport and highway matters that would need to be addressed to enable delivery of this site.

1.3 Since the production of JMPs first report a number of matters have been progressed and agreed with GCCH, whilst relevant policy, including the JCS, has evolved.

1.4 This report has been prepared to update the transport and highway context of the site explaining how the emerging scheme meets the key transport and highway requirements of the JCS and more specifically polices A3 – South Churchdown Urban Extension, Gloucester and C7 – Transport Requirements.

2 Policy and Guidance Context 2.1 This section sets out a review of the Gloucester, Cheltenham and Tewkesbury JCS, Draft for

Consultation, October 2013 with particular emphasis on the requirements for residential development allocated within the South Churchdown area. Also included is a review of National Planning Policy Framework and DfTs Circular 02/2013 The Strategic Road Network and the Delivery of Sustainable Development, neither of which were adopted at the time our first appraisal was written in February 2012.

Joint Core Strategy 2.2 In 2008, the Councils of Gloucester City, Cheltenham Borough and Tewkesbury Borough agreed to

prepare a Joint Core Strategy to replace each of their existing Local Plans. The purpose of the JCS is to set out the Vision for the JCS area and identify the need and location for employment and housing sites along, with associated infrastructure to enable delivery of forecast growth, up to 2031.

2.3 With regards to the allocation and development of housing sites the JCS highlights a series of Strategic Objectives including requirement that new developments should be ‘well integrated with existing communities with regard to transport, infrastructure and service links.’ The document also provides an overarching thrust to ensure the promotion of sustainable developments which include the development of sustainable travel by all.

2.4 The Pirton Fields site is identified as part of policy A3, the South Churchdown Urban Extension, Gloucester in Chapter 5 – Strategic Allocation Policies, of the Draft JCS. This policy proposes that approximately 639 dwellings in addition to 17 hectares of employment land can be built as part of this urban extension which includes not only the land to the north of Cheltenham Road East (CRE) but also land situated between CRE and the A40 and to the south of the A40. The land to the south of the A40 incorporates a Park and Ride scheme which forms part of the wider infrastructure improvements for Elmbridge Court Roundabout. The key transport and highway requirements of policy A3 relevant to the Pirton Fields site are as follows:

• Demonstrate how the strategic allocation can be developed as a comprehensive urban extension.

• New pedestrian and cycle linkages required from north of the site towards Innsworth across the un-named brook.

• Improvements to Sustrans Route 41 providing a route through the broad location site from Pirton Lane to Elmbridge roundabout.

• Capability to integrate with current commercial public transport provision in Churchdown and Innsworth areas to be considered.

• All modes linkages to Churchdown would be supported to accommodate local traffic demand.

• New main junctions onto the Golden Valley and the B4063 should be provided to accommodate trips into Gloucester city and Cheltenham town centres, as well as trips onto the strategic road network outside the area. A new main junction onto the A40 to the west of the site should be provided to accommodate trips outside Gloucester. The exact location, type and size of the junctions to be determined.

2.5 In addition to policy A3 there are two further polices of key consideration to delivering the transport and highway requirements for the site, these are polices C7 – Transport Requirements and D2 –

Planning Assessments. Policy C7 identifies those transport measures that all proposals will need to account for, these are:

• a) All mode (walking, cycling, bus and car) accesses onto the local street network should be provided where possible to accommodate local demand (i.e. trips under 1km).

• b) All mode (walking, cycling, bus and car) accesses onto the principal road network should be provided at suitable locations to accommodate demand to adjacent town or city centres.

• c) Safe and suitable access should be located onto the existing highway network where it does not result in an unacceptable increase level of congestion.

• d) All new junctions should provide for safe and attractive movement for all people, including the needs of people with disabilities.

• e) If the evidence indicates a demand for significant amounts of movements away from the adjacent centres, consideration should be given to junctions onto the Strategic Road Network

• f) Opportunities to install or retro install new transport technologies such as electric charging plug-in and ultra-low emission vehicle fuelling should be facilitated.

• g) Parking to be provided across the site in accordance with the relevant guidance.

• h) Provision of covered and secure cycle parking at local centres and community facilities.

2.6 Policy D2 sets out the supporting information that will need to be prepared should planning applications for development ‘at the urban extensions, strategic allocations or other major development sites’ be forthcoming. This includes the requirement for a Transport Assessment to be prepared ‘to include transport modelling and cumulative impact assessment where relevant.’

National Planning Policy Guidance 2.7 The final version of the NPPF was published on 27 March 2012. It came into effect immediately

superseding the 2011 draft and all other planning guidance (except on waste).

2.8 The NPPF sets out the Government’s expectations and requirements from the planning system. It is meant as high level guidance for local councils to use when defining their local and neighbourhood plans. This approach allows the planning system to be tailored to reflect the needs and priorities of individual communities.

2.9 The NPPF also provides an overarching summary of relevant policy that is to be adhered to by those involved in the planning process. Those aspects of the policy considered most relevant to transport and highway matters are as follows.

• All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment.

• Plans should protect and exploit opportunities for the use of sustainable transport modes for the movement of goods or people. Therefore, developments should be located and designed where practical to:

� accommodate the efficient delivery of goods and supplies;

� give priority to pedestrian and cycle movements, and have access to high quality public transport facilities; and

� create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, avoiding street clutter and where appropriate establishing home zones.

2.10 At the heart of the NPPF is a presumption in favour of sustainable development which ‘should be seen as a golden thread running through both plan making and decision taking.’ It is also stated that ‘Policies in Local Plans should follow the approach of the presumption in favour of sustainable development so that it is clear that development which is sustainable can be approved without delay.’

DfT Circular 02/2013 2.11 Circular 02/2013, The Strategic Road Network and the Delivery of Sustainable Development, was

published in September 2013 and sets out how the Highways Agency (HA) will safeguard ‘the primary function and purpose of the strategic road network’ (SRN) whilst engaging with ‘communities and the development industry to deliver sustainable development and, thus, economic growth.’

2.12 The document provides explanation as to how the Agency will engage with the development planning and development management process. It provides the general context as to the process the Agency will follow when reviewing site allocations and planning applications. This includes:

‘Development proposals are likely to be acceptable if they can be accommodated within the existing capacity of a section (link or junction) of the strategic road network, or they do not increase demand for use of a section that is already operating at over-capacity levels, taking account of any travel plan, traffic management and/or capacity enhancement measures that may be agreed. However, development should only be prevented or refused on transport grounds where the residual cumulative impacts of developments are severe.’

and

‘Where development proposals are consistent with an adopted Local plan, the Highways Agency does not anticipate the need for engagement in a full assessment process at the planning application stage. In such circumstances, considerations will normally be limited to the agreement of the details of the transport solution, including any necessary mitigation measures, and to ensuring that the transport impacts are included in the overall environmental assessment provided to the local planning authority, rather than the principle of the development itself.’

3 Site Context 3.1 The Pirton Fields site is located to the north east of Gloucester, to the immediate south of

Innsworth and south west of Churchdown, as identified in Figure 3.1. The site boundary is identified on the plan provided at Appendix A.

3.2 The site is bordered by the B4063 Cheltenham Road East (CRE) to the south east, separated by a thin strip of land outside of the redline plan along most of this boundary. Highway records confirm that the strip of land that separates the site boundary from the back of the CRE footway is adopted by GCC as public highway. A copy of the plan received from GCC confirming the extent of the adopted highway is provided at Appendix B.

3.3 The site is bordered by development, largely residential, to the north and north east whilst the south west boundary runs broadly parallel to the A40 and is separated from it by a stretch of third party land approximately 200m wide.

3.4 The residential development to the north and north east incorporates a number of roads which cease at the border of the Pirton Fields site. Notably, Dancey Road and Parkside Drive to the north east are both orientated directly towards the site and, after serving residential development along their length, terminate at the site’s boundary. Highway records confirm that the site boundary abuts the GCC adopted highway alongside both Parkside Drive and Dancey Road.

3.5 To the north, Thompson Way and Luke Lane run parallel to the site boundary although highway records confirm that there is a strip of third party land that separates the site from Thompson Way whilst Luke Lane is not an adopted road.

Surrounding Highway Network Cheltenham Road East

3.6 The B4063 CRE runs in a north-east to south-west orientation, adjacent to the site boundary and runs directly along the red line for a short section at the eastern extremity of the site. At this point, where CRE enters Churchdown Village, the speed restriction reduces from 40mph to 30mph, when travelling away from Gloucester. The speed restriction change is reversed when travelling towards Gloucester upon exiting Churchdown.

3.7 To the south, approximately 200m from the southern extremity of the site, CRE meets the A40 at the Elmbridge Court Roundabout. The roundabout is part signalised, with no signals on the CRE arm of the junction. Underpasses are provided for pedestrian and cycle movement on most arms of the junction. The A40 is part of the strategic road network (SRN) and therefore falls under the Highways Agency’s remit of responsibility.

3.8 To the north east, CRE provides a priority junction arrangement with Heathdean Road around 200m from the site, a signalised junction with Pirton Lane around 300m from the site and, further north, CRE meets Innsworth Lane and Parton Road at a signalised junction at the Hare and Hounds Pub.

Dancey Road and Parkside Drive

3.9 The two roads which terminate at the site boundary to the north east of the site, Dancey Road and Parkside Drive, provide access to the wider highway network via the Heathdean Road / CRE junction.

Sustainable Transport Context Walk / Cycle Links

3.10 Existing foot and cycle links in the vicinity of the site are considered good, with footways provided along both sides of CRE, Parkside Drive, Heathdean Road, Mottershead Drive and Innsworth Lane. A footway is provided along the northern edge of Dancey Road.

3.11 National Cycle Route 41 passes along the south eastern boundary of the site, running along CRE as part of a joint cycle / footway.Route 41 will eventually link Bristol in the south with Rugby, via Gloucester and Stratford-upon-Avon to the north.

3.12 Elsewhere in the study area, underpasses are provided for pedestrians and cyclists around the Elmbridge Court Roundabout, a signalised crossing is provided for pedestrians at the CRE / Pirton Lane Junction and the majority of roads to the north and north west of the site are relatively quiet residential streets providing attractive and lightly trafficked routes for pedestrians and cyclists.

3.13 The location of the site is such that it provides a convenient location for residents or visitors to the site to be able to walk to the northern areas of the city of Gloucester and cycle to the centre of the city, including the train station and beyond. This is confirmed by the by the 2km foot and 5km cycle catchments presented in the catchment plan provided at Appendix C. The location of the site is such that cyclists are able to cross the A40 at Elmbridge Court Roundabout via traffic free routes.

Public Transport

3.14 There are covered bus shelters located on CRE both immediately south of the southernmost point of the site boundary and to the north at the CRE/Heathdean Road junction. These are currently served by the number 94 service, which links Gloucester with Cheltenham via Churchdown,

providing a 10 minute service frequency throughout weekdays and Saturdays; Sunday service frequency is every 15 minutes. The route of this service connects the site with locations including the Government Communications Headquarters (GCHQ), Gloucestershire Royal Hospital and the Oxtalls Campus of the University of Gloucester.

Summary

3.15 The location of the site is such that it would provide an extension to the existing Churchdown residential extension. The provision of a frequent bus service 7 days a week connecting the site with the centres of both Cheltenham and Gloucester along with significant employment, health and education establishments ensures the site is readily accessible for future residents. This is further enhanced by a traffic free cycle route running along the southern site boundary which connects into an extensive cycle network particularly to the south and the centre of Gloucester.

3.16 Overall the site can be considered as one offering a beneficial and sustainable extension to Churchdown.

4 Meeting the Requirements of the JCS 4.1 This section provides a summary as to how development of the Pirton Fields site meets the criteria

set down within Policy C7 Transport Requirements of the JCS.

Safe and suitable access should be located onto the existing highway network where it does not result in an unacceptable increase level of congestion.

4.2 In order to provide assurance that the site can provide appropriately designed access that can accommodate the projected level of development a ghost island right turn access arrangement has been prepared with a copy of the arrangement provided at Appendix D. The design presented is based on the design guidance of Design Manual for Roads and Bridges and as such achieves visibility which is suitable when considering GCC’s MfGS. The provision of a ghost island right turn arrangement meets with GCCs preferred requirements as confirmed in correspondence in 2011.

4.3 The proposed access design was, in August 2013, submitted to GCCH in order to confirm its acceptability. The response received from GCCH stated:

In terms of your scope, I agree that the trip rates are robust, and that the proposed access is acceptable in principle, subject to stage F and 1 RSA’s, design reports etc and the access complying with the necessary DMRB criteria.

4.4 The junctions is designed to meet DMRB criteria whilst it is the intention of Mactaggart and Mickel to complete stage F and 1 Road Safety Audits as part of any future planning application.

4.5 To support the vehicular access strategy a PICADY capacity assessment has been completed. The relevant input data and associated results of that assessment are presented at Appendix E.1 The findings of this assessment confirms that this single access arrangement is sufficient to accommodate forecast traffic associated with the development of the site for residential use; assessment is based on a site provision of 500 dwellings.

4.6 GCCH had previously advised that any access arrangement from CRE would need to ensure that there would be no detrimental impact on the delivery of a bus priority route along this route. It is understood that a bus priority route is no longer planned for CRE, primarily as an alternative is proposed for the A40. Nevertheless, the implementation of a ghost island priority junction does serve to minimise the impact on journey delay along CRE particularly for bus route 94.

4.7 Complementing the vehicular access, it is envisaged that two foot / cycle access points will be available to / from the site. The routes onto Cheltenham Road East, including separate foot / cycle access points will provide direct access to the traffic free cycle route running along Cheltenham Road East and provide access to the Cheltenham Road East bus stops that will serve the site.

North East of Site

4.8 Dancey Road and Parkside Drive to the north east of the site are both orientated directly towards the site and terminate at the site boundary. Neither street culminates in a standard turning head,

rather they appear to have been designed specifically so that they could be extended to serve future development on the Pirton Fields site.

4.9 Discussions with GCCH have confirmed that they will accept vehicular access arrangements utilising either Dancey Road and/or Parkside Drive.

4.10 It is acknowledged that providing vehicular access along these routes would require careful consideration if they were to complement the main site access proposals from CRE. Nevertheless, these routes provide an extension into the site and, at the very least, provide further opportunity to ensure foot and cycle access to the wider community. In light of this these routes form an important consideration to ensuring this site forms a seamless extension to Churchdown.

North of the Site

4.11 It is acknowledged that Policy A3 seeks for new pedestrian and cycle linkages to be achieved ‘from north of the site towards Innsworth across the un-named brook.’ The ability to deliver such a scheme is not currently within the remit of Mactaggart and Mickel due to land ownership constraint. Currently Luke Lane, according to the Highway Records of Gloucestershire County Council, is an un-adopted road and as such securing a pedestrian and or cycle link from the site to Luke Lane cannot be ensured. A copy of both the site boundary and the adopted highway boundary is provided on plans supplied at Appendix A and B respectively.

4.12 The incorporation of a pedestrian / cycle link can be investigated. In seeking this requirement however due consideration will need to be given to the view of relevant stakeholders and residents.

All new junctions should provide for safe and attractive movement for all people, including the needs of people with disabilities.

4.13 Consultation with GCC in 2011 identified that internal streets within the development should be designed to the principals set out in the MfGS, i.e. that pedestrian and cycle movement should be prioritised whilst direct through route opportunities are avoided so as to minimise the risk of rat running.

4.14 It is also acknowledged that the design for the movement of all, including the needs of people with disabilities, must be prepared within the context of paragraphs 5.2 and 5.3 (Meeting the needs of people with disabilities) of Manual for Streets.

If the evidence indicates a demand for significant amounts of movements away from the adjacent centres, consideration should be given to junctions onto the Strategic Road Network

4.15 The location of the site is such that direct access to the Strategic Road Network (SRN) is not required. Notwithstanding that the Highways Agency discourage new accesses onto the Strategic Road Network the location of the Elmbridge Court Roundabout Interchange approximately 500m to the south of the proposed CRE site access provides adequate access to the SRN.

Opportunities to install or retro install new transport technologies such as electric charging plug-in and ultra-low emission vehicle fuelling should be facilitated.

4.16 At this stage the design of site infrastructure has not been progressed however the inclusion of electric charging points will be encompassed where possible.

Parking to be provided across the site in accordance with the relevant guidance.

4.17 Currently there are no set parking standards for the Borough of Tewkesbury or the County of Gloucestershire and as such the likely allocation will be driven by the guidance contained in the NPPF with due consideration given to local car ownership levels.

Provision of covered and secure cycle parking at local centres and community facilities.

5 Site Benefits 5.1 In summary the benefits of this site considering highway and transport matters are as follows:

• The location of the site is such, coupled with its accessibility by all modes of travel that, through appropriate design of the development a high quality extension to Churchdown can be achieved without limiting the wider aspirations of Policy A3 of the JCS.

• Direct access to an extensive cycle network, particularly south into the centre of Gloucester is available on CRE.

1 Cheltenham Road East Site Access Capacity Assessment 1.1 To confirm that the proposed Cheltenham Road East access arrangement is able to accommodate

the forecast traffic associated with the Mactaggart and Mickel development PICADY capacity assessments have been completed.

1.2 The purpose of this assessment is to confirm that suitable vehicular access can be provided to the site.

Assessment Assumptions

1.3 The PICADY assessments are based on the following assumptions:

• AM (08:00 – 09:00) and PM (17:00 – 18:00) peak hour assessments

• 2024 Forecast Year – Traffic growth based on Tempro 6.2, Innsworth / Churchdown area data. Forecast assessment based on 2014 planning application and assessment based on 10 years post registration.

• 500 dwellings provided on site. TRICS data supplied at Appendix A confirms the scale of development traffic assessed.

• Development trips assigned in line with 2013 survey data for north east and south west traffic movements on Cheltenham Road East.
