1. Introduction

On 18th August 2015, Land’s End Airport launched a stakeholder consultation seeking views on the introduction of a Global Navigation Satellite System, known as GNSS, for aircraft landing on runways 07, 25, 16 and 34.

The consultation closed on 16th October 2015. The timespan of the consultation was agreed with the Civil Aviation Authority (CAA) as detailed in the full consultation document, and this report is the ‘Report of the Sponsor Consultation’ and forms part of the Airspace Change Proposal (ACP) to be submitted to the CAA Safety and Airspace Regulation Group (SARG).

Notwithstanding that the consultation was targeted primarily at the listed stakeholder consultees, Land’s End Airport has given appropriate community publicity to this consultation. Submissions from individuals who were not listed as stakeholder consultees were welcome and have been considered by Land’s End Airport. The basis of this report is to provide a Consultation Summary Report which details the airport’s consultation process and engagement, together with analysis of responses received in order to provide an open and transparent summary of the consultation.

2. Statistics Consultation Invitations A total of 49 Consultation invitations were sent to stakeholder consultee organisations or individuals, comprising airlines and other local airspace users, members of the National aviation organisations represented on the CAA’s National Air Traffic Management Advisory Committee (NATMAC), Councillors and Officials of County, District and Parish Councils, and other representative organisations of communities which may be affected by the proposed change. Certain environmental organisations were included, as well as the Airport’s representative Member of Parliament. The consultee groups are detailed in Appendix E. The Sponsor Consultation Documentation was distributed via a dedicated link on the Land’s End Airport website and by individual targeted emails to consultees. A number of hard copy documents were also placed in St Just Library. Pre-consultation meetings were held in July 2015 in order to brief key stakeholders such as RNAS Culdrose, Isles of Scilly and Newquay Airports and their associated Air Traffic Control Units. A letter from the Airport Manager was sent to local residents immediately surrounding the airfield concerning the consultation and inviting their feedback. This is shown in Appendix A. On the 7th September 2015, the airport hosted an open meeting for local residents to come to the airport to speak to the team about the proposed changes and the consultation. This was attended by 16 residents and these were residents represented Zennor, Mousehole, Pendeen, Carnyorth, Cot Valley, St Just as well as areas to the North, North/East, South/East, South/West, North/West and East of the airport. Appendix B shows a poster advertising the ‘drop-in’ session at the airport on the 7th September and Appendix C shows a map of the poster locations. The Airport also placed an advertisement in the local media for a period of two consecutive weeks, advertising the ‘drop-in’ session and announcing the consultation. This is Appendix D.

Consultation Responses A total of 23 responses were received, which included 6 emails, 6 letters and 11 feedback forms. Table showing the number of responses and how they were received:

Within the 23 responses received; 10 were from local residents, 4 were received from NATMAC members, 1 was received from MPs, 2 were from Councils, 1 was from a Health representative, 2 were from local ATCU’s and 3 were from Environmental representatives. 3. Key Themes The consultation focused on two options:

• Option A – the airport’s preferred option – Introduce the GNSS approach • Option B – Do nothing

Of the 23 responses received, 21 gave their full support to Option A and 2 had no comment to make because it was not within their remit. It is important to note that the Airport did not receive any negative comments. The Airport has undertaken to enter into a Letter of Agreement with neighbouring ATCU’s (RNAS Culdrose, Newquay Airport and St Mary’s) in order to safeguard the airspace for all parties and ensure a safe, orderly and expeditious flow of Air Traffic. Key themes were:

4. Conclusions After careful consideration, Land’s End Airport will be taking forward Option A (the preferred option) via the formal Airspace Change Process (ACP). The Airport has reached this conclusion after reviewing the feedback received from the consultation process. There was unanimous support for Option A from all respondents that expressed a view. We did not receive any subsequent evidence or questions following closure of the consultation (16th October 2015). 5. Next Steps Now that the consultation has closed, the Airport is publishing this Consultation Summary Document in order to publicly report the feedback received from the consultation and its findings. Land’s End Airport will now be compiling its official submission to the CAA’s Safety and Airspace Regulation Group (SARG), which has up to 16 weeks to consider the Airport’s application. Should the ACP be approved, the airport will have to wait for two AIRAC (Aeronautical Information Regulation and Control) cycles to ensure the new navigation data is available to airlines in their Flight Management Systems (FMS). The Airport would then expect implementation of the new procedures to be operational around March/April 2016.

7. Confidentiality The CAA Safety and Airspace Regulation Group (SARG), formally the Directorate of Airspace Policy (DAP) requires that all consultation material, including copies of responses from consultees and others, is included in any formal submission to the CAA of an ACP. Land’s End Airport undertakes that, apart from the necessary submission of material to the CAA and essential use by our consultants for analysis purposes in developing this Report and subsequent ACP material, Land’s End Airport will not disclose the personal details or content of responses and submissions to any third parties. Our consultants are signatories to confidentiality agreements in this respect.

Land’s End Airport would like to extend its thanks to all stakeholder consultees and members of the public who have taken the time to respond to the consultation. We take the concerns and views of our local stakeholders very seriously, we try to maintain a constant dialogue with our neighbours that is characterised by a straightforward, open and honest approach, aimed at building understanding, trust and mutual respect.

Dear Consultee Re: Implementation of EGNOS GNSS Instrument Approach Procedures at Land’s End Airport (European Geo-Stationary Navigation Overlay Global Navigation Satellite System) In accordance with the Civil Aviation Authority (CAA) guidance and recommendations, I am writing to inform you that Land’s End Airport is proposing to implement GNSS (Global Navigation Satellite System) approach procedures to each of its four main runways (subject to approval by the CAA). The owner of Land’s End Airport, the Isles of Scilly Steamship Company (ISSC), has been providing lifeline services between the mainland and the islands for nearly 100 years. Air services from Land’s End Airport are now the most important year-round link between the mainland and the Isles of Scilly. The proposal for the new navigation procedures represents the final stage of a major investment programme to make year-round air services more resilient for the benefit of the island-based community and visitors. The attached proposal is related to improving the reliability of our existing services in reduced weather conditions and not about stimulating new traffic. We envisage that approximately 7% of arriving flights, approximately 334 per year, will be affected. The purpose of this letter is to ensure that you have an opportunity to participate in the consultation process for this new navigation procedure at Land’s End Airport.
