“We Need You”
Yes we need you, not to take up arms and go to war [although sometimes battles do take place] but to join your Parish Council.
I have heard people talking in the village shop and the pub about different things, for example,
“Who do I contact to reserve a plot in the cemetery”?
“Where does the money come from for the upkeep of the playing fields”?
“Who organises Christmas at the crossroads event”?
A lot of people have misconceptions of the Councils duties and responsibilities some even believing that we operate not unlike the goings on in The Vicar of Dibley tv show. They manage to mix parochial church matters with parish council goings on.
As you may have gathered by now we have a vacancy owing to a resignation of a councillor and would love you to put your name forward and join our dedicated team.
We come from all walks of life and backgrounds, you don't have to be a great orator or able to sing, just have a love of our village and be willing to give some time and energy towards keeping it a safe and very pleasant place to live.

Just one more thing. Speaking to a great friend of mine Monica Peasgood today she told me a funny story.
There was a man in Langtoft who worked on a farm ploughing with heavy horses nearly all his life.
He decided to change jobs and eventually secured a position driving a new fangled steam roller. One day whilst driving his machine through Langtoft he ended up putting it in the dyke that ran the full length of the village. Of course all the villagers ran to him and asked what had happened and he replied “well I shouted' whoa' but it did'nt stop.” Thanks Monica.

Minutes of Meeting held on 28 July 2015
Present: Cllrs Brian Branch (chairman), Andy Halfhide, Andy Hallam, Debbie Hallam, Roy Jackson, Yvonne McCulloch and Derek Risk (vice-chairman).
In attendance: Heather Gilling (clerk), District Councillors Rosemary Woolley and Kelham Cooke and two members of the public.
The meeting opened at 7pm with the Open Forum.
26/15 Open Forum
Questions asked/matters raised included the following:
Matters unresolved should be carried forward to subsequent meetings. This is being done.
Traffic lights at the crossroads should be set at busy times so they automatically go to red to help ease the problem of traffic leaving East End/West End. This will be investigated.
Why isn’t the notice of a casual vacancy on the website? The notice has been displayed on parish council notice boards.
Minutes of last two meetings not on the website. This has been addressed.
Incorrect figures were presented to the external auditors in 2013/14. It was the Parish Council which drew attention to this error.
Taking over of the pavilion field. We are considering the feasibility.
Litter and antisocial behaviour at pavilion field. If details are passed to us we can write to South Kesteven District Council.
Have we entered the Best Kept Village competition? Councillor not present this evening was dealing with an application.
Condition of telephone box – no need to keep it. It is a valued local amenity. Not everyone has a mobile phone and reception is sometimes difficult so it is a vital service in case of emergency.
Poor condition of boundary wall in front of council houses, West End. District Councillor Cooke offered to follow this up.
Poor condition of boundary wall behind northbound bus stop on A15. Some work has been carried out.
Ineffectiveness of road sweeper vehicle. District Councillor Woolley offered to follow this up.

29/15 Declarations of Interest
No declarations of interest were received.
30/15 Minutes of the meeting held on 25 June 2015
The minutes were approved as a true and correct record of the meeting on 25 June 2015.
31/15 Matters arising
There were no matters arising from the minutes of the meeting on 25 June 2015 – but in respect of the meeting on 12 May 2015 members expressed continuing concern at lorries travelling through the village either for or on behalf of Hanson’s, particularly at very early hours in the morning and late at night.
Action: Members to monitor movements/take photographs/record registration numbers and for this information to be conveyed via the clerk to Hanson’s.
32/15 Councillor Resignation
The chairman reported that he had received a letter of resignation from former councillor Tom Butterfield, who in the letter had made some complimentary comments about the current make-up of the council. The chairman had replied thanking him for his contribu-tions at recent meetings.
The notice of vacancy was currently displayed on the parish notice boards with a deadline of 5 August 2015. After this date, if no candidates have come forward to be elected, the Parish Council may fill the vacancy by co-option.
33/15 Reports from County and District Councillor and Police
District matters: District councillor Cooke reported that South Kesteven District Council had relaunched its website and invited members to view the new site. He advised that leaflets regarding dog fouling were to be distributed with the next Grapevine. (This led to a more general discussion regarding dog fouling. Members were advised to follow up instances of dog fouling that could be reported to SKDCs enforcement officer).
District Councillor Woolley reported on special responsibilities and asked if the Parish council wished to follow this up.
Agreed this should be an agenda item at the next meeting.
County matters: There was no report from LCC as County Councillor Robinson was not present.
Police matters: PCSO Laughton was unable to attend the meeting but had asked that Members be made aware of recent burglaries in Deeping St James, Market Deeping, Bourne and Stamford, with a request to ask people to be vigilant.
Cllr Halfhide reported that he had seen a white Transit van travelling around an area of Langtoft which he felt was possibly suspicious.
Cllr Jackson reported on instances of distraction burglaries whereby a caller to the front door would keep the householder talking while an accomplice entered the property.

It was resolved: A future issue of Grapevine should contain an article about
distraction burglaries.
Cllr Halfhide’s observations be reported back to PCSO Laughton.
34/15 Financial Report
The clerk explained that the financial report this time was jointly prepared by herself (with effect from her appointment on 1 July) and Cllr Risk who had looked after matters in the interim following the resignation of the previous clerk.
Cllr Risk presented a statement of transactions up until 30 June 2015, while the clerk presented transactions since 1 July 2015.
The clerk advised that a formal resolution was required to send to the Parish Council’s banker, Unity Trust, in order for her to be able to access the account.
Cllr D Hallam proposed and Cllr Jackson seconded a resolution to remove the name of the former Clerk, Miss Steina Bishop as an authorised account user of the council’s Unity Trust bank account, and to replace it with the name and contact details of the new Clerk, Mrs Heather Gilling, and that the amendments to the mandate for the operation of the bank account, payment instructions and banking services be approved and be provided to the bank by a person authorised to do so, (Mrs Heather Gilling) in accordance with the bank’s
procedures and the mandate.
Members also resolved that:
The bank is entitled to rely upon the amended mandate until it receives a later
mandate amending it
The bank will be notified in writing of any changes to the organisation as per
the terms and conditions of the account.
A resolution thanking Cllr Risk for his work during the interim period was proposed by Cllr McCulloch, seconded by Cllr D Hallam and approved
unanimously.
35/15 Purchase of laptop
Members discussed the need to purchase a new laptop for the Clerk for Parish Council matters.
Proposed by Cllr Halfhide and seconded by Cllr Jackson that up to £500 be
spent on a laptop and associated software. Agreed unanimously.
36/15 Internal/external audit
Because of confidentiality matters – discussion of this item would result in individuals being identified – it was unanimously agreed this item should be moved to the end of the agenda and taken with the public excluded from the meeting.
37/15 Training opportunities

The clerk reported that she had provisionally booked two LALC training sessions:
Council finances – Tuesday 15 September
Clerk’s training day – Wednesday 4 September
and would also like to attend a cemetery management and compliance and burial documentation training day on Wednesday 9 September.
Resolved: The clerk’s attendances on these courses be confirmed.
The chairman asked members if they wished to attend LALC’s councillors’ training session. District Councillor Woolley advised that if enough attendees came forward, perhaps teaming up with a neighbouring parish council, a training session may be possible locally.
Resolved: The clerk find out more about this and report back.
38/15 Dog waste bins
Cllr Jackson reported that the dog waste bins had now arrived. A discussion of where to site them concluded that East End Park and Black Bull Green would be appropriate location, along with Back Lane/Hyde Gardens. As the latter location was Lincolnshire
County Council land, the Clerk was asked to obtain any necessary permissions.
Cllr Jackson reported that he had obtained a quote for emptying the bins which he would pass to the Clerk.
39/15 Planning matters
Members discussed application no: S15/2031/HSH – detached games room and garden store in association with existing dwelling, 53 Stowe road, Langtoft, PE6 9NE and concluded the proposal was acceptable but would wish to see a condition attached to ensure this development was used only as ancillary to the existing property and could not become a separate dwelling. Neither should it create extra traffic using the vehicular access shared with neighbouring properties on to Stowe Road.
Members discussed application no: S15/1736/FULL for 8 dwellings with associated garaging/parking and access arrangements on land adjacent to 25 and 26 Cloven ends, Langtoft, PE6 9LF. There was some discussion that the mix of two large houses and six smaller ones seemed strange, and some concern regarding vehicular access and traffic. However members considered the application to be appropriate, but would seek assurance that a mix of building materials would be used, and would be in keeping with the area.
It was resolved to ask whether a contribution of Section 106 money could be given to the village to be spent on replacement of a piece of play equipment in East End
Park.
Action: Cllr Jackson to obtain a quote and give to the Clerk.
The clerk reported a decision of conditional approval in respect of application no: S15/1362/HSH – conversion of part garage to lounge, erection of front canopy and internal alterations, 11 the Rides, Langtoft, PE6 9RR.

40/15 Correspondence
It was agreed this item should be taken with item 36/15 following the exclusion of the public.
41/15 Play inspection report Black Bull Green
The chairman reported that the annual inspection at the Play Inspection Company of the play equipment at Black Bull Green had taken place on 9 July 2015. While a few recommendations for improvement had been made the overall conclusion was a pleasing ‘low risk’ designation.
Cllr Jackson pointed out that the inspection had taken place while there were still a few minor matters outstanding following replacement/renovation to some pieces of equipment. These had now been completed.
One matter which the inspection had highlighted and which had also been brought to the Parish Council’s attention by a local resident was that the ‘baby’ swing was too high off the ground.
It was resolved this matter would be addressed and the swing lowered to the
recommended 500-600 mm from the ground.
The inspection had also noted a ‘no dogs allowed’ sign was missing on one of the entrance gates.
It was resolved this sign would be reinstated.
42/15 Condition of BT phone box, boundary wall to council houses, West End,
and boundary wall near bus stop A15.
Members discussed the poor condition of the phone box and also the boundary walls. The chairman pointed out that some remedial work had been carried out to the wall near the bus stop. District Councillor Woolley offered to notify SKDC of the council’s concern of the wall at West End. The Clerk was asked to contact BT regarding the phone box, which members considered was a valuable amenity for the village and should be properly maintained.
43/15 Updates from working groups
Finance and General Purposes: this group had not met since the last PC meeting
Events and Cemetery: Cllr McCulloch reported that 28 people had taken part in the annual parish walk on 17 June 2015. It had been an enjoyable occasion, with refreshments at the Waggon and Horses at the end much appreciated by everyone.
Cllr McCulloch also asked for help in taking the next two issues of Grapevine to distributors as the usual deliverer was currently unwell. Cllr Garratt had al-ready offered to help. Several other members volunteered to help also.
Amenities and Highways: Cllr Halfhide presented some interesting statistics recorded by the electronic speed signs placed at East End and West End.

While it was still early days there was some evidence that the presence of the signs was making a difference in slowing down traffic travelling through the village.
Cllr Halfhide reported that the zip wire installed at East End park was now being used, although the council had not yet received the paperwork in respect of it. It was resolved that the Clerk should write to the donors in
respect of this and also an official handover ceremony.
Exclusion of the public:
The chairman moved a resolution to exclude the public from the remainder of the meeting because of the confidential nature of the business to be transacted,
which would relate to named individuals. This was agreed unanimously.
36/15 Internal/external audit
As discussion of this item began at 9.30 pm, Cllr A Halfhide proposed and Cllr A Hallam seconded that standing order 1d be suspended in order for the meeting to continue. This was unanimously agreed. Discussion under this heading centred on whether it was considered necessary for an internal audit to be carried out following the appointment of the new Clerk. It was reported that a number of matters remained outstanding following the resignation of the former clerk. It was resolved that a letter be sent to the former Clerk in order to resolve the outstanding matters as soon as possible. Under item 40/15 the new Clerk asked for guidance on how councillors wished to have the Clerk’s correspondence report presented to them. Members agreed to feed back their suggestions to her.
There being no further business the meeting closed at 10pm.

The meeting opened at 8pm. In the absence of the Chairman, the Vice-Chairman took the chair.
44/15 Exclusion of the press and public
This meeting had been convened to deal with an urgent financial matter during discussion of which the naming of an individual person would be inevitable, the Vice-Chairman moved a resolution to exclude the press and public from the meeting. This was seconded in several places and agreed unanimously.
45/15 Confirmation of the Clerk/Responsible Finance Officer’s action.
The clerk reported on telephone conversations, e-mails and written correspondence she had had with the various parties involved in the matter in her capacity as Responsible Finance Officer and asked members to confirm her actions.
Cllr Halfhide proposed and Cllr D Hallam seconded a resolution that the Clerk’s
actions be confirmed. This was approved unanimously.
Members expressed their thanks to the Clerk for her efforts.
46/15 To determine further actions that may be required.
Members discussed ways of progressing the matter to a satisfactory conclusion and agreed a number of ways forward. These included:

47/15 Statement to be presented at the next regular Parish Council meeting
The Clerk circulated a draft statement which she had prepared in advance of the meeting, as a discussion document.
After discussion, and some amendments, the statement was approved.
It was agreed to change the format of the next regular meeting of the Parish Council on 8 September 2015 as follows:

The Council has received a number of queries about the speed signs, This article gives some background to the Council’s decision to purchase these interactive signs and gives an update on progress. The scheme is operated by the Lincolnshire Road Safety Partnership and aims to reduce accidents resulting from vehicles being driven too fast in areas with 30 mph speed restrictions. It is not the Councils intention to identify individual drivers and the interactive signs are not a replacement for the speed recording devices used by the police authorities to identify speeding vehicles. The agreement between the Road Safety Partnership and LCC Highways also means that these devices must not be left in the same location for more than 3 weeks at a time and that is why we have additional mounting brackets for alternative locations. The aim of the signs is to remind drivers if they are travelling too fast in the 30 mph restricted zone so that they can check their speed. They do not remove the responsibility of all drivers to be aware of the speed of their vehicle particularly in speed restricted areas like almost all the roads in the village. The speed signs are battery powered and the battery life between re-charging is about 3 weeks. The signs have to be taken down and re-charged each time. During the summer months this meant that the signs were not always working and the Council is looking at improving the rota arrangements to recharge the signs. The Council has welcomed the offer of help but the signs are quite heavy , fixed quite high on the posts and close to the road and this gives rise to some insurance and health & safety issues which need to be considered before using volunteers. The interactive display of vehicle speeds does not operate at speeds below 29 mph, this helps to extend the time between charging the battery. The accuracy of the speed displayed on the signs has been questioned but at the Council’s request the supplier (Unipart) has been to check them and confirmed that they are operating correctly. Everybody should note that recent data indicates that too many vehicles are still travelling too fast in West End. The data indicates that 80 % of all vehicles passing the sign in September were travelling above the speed limit (43% were over 35 mph) and 15 vehicles were recorded at over 60mph. The data on the number of vehicles passing the signs and the profile of the speeds will also be used by the Council to support requests to LCC Highways to improve the traffic controls within the village.

Harvest Thanksgiving, sometimes given the grand title of Harvest Festival, has
started to lose some of its prominence in Twenty First century Britain. A lot of that
is to do with the fact that where as even thirty years ago many rural communities
had most of their residents living and working on the land, now very few people
do. Fewer folk are now directly linked to work on the land that this Thanksgiving
has become something that appears to have little resonance with many. Until the
1980's it was a “must” service to attend but now most churches see little increase
on their average attendance and people seem to question its relevance to today's
world.
However, we live in what is often called “The Bread basket of England” and
Lincolnshire's contribution to the Nation's food production as a whole is massive.
All around us we can see how much the land offers, how much hard work and
dedication is needed to ensure that crops are grown, nurtured and finally harvested.
It still is a major player in our lives even if fewer of us are directly involved in
agriculture as a whole. The trouble is not only have many Village and small Market
Towns lost that direct relationship with the land, but our modern lives have meant
we have lost a sense of how much of our lives are still dependant on the land
around us. Modern shopping at Supermarkets is very convenient but can often
prevent us from seeing the connection with the land we drive past to get to them.
Often we see the farm vehicles that are moving to and from our fields as an
inconvenience rather than realising that without them there would be no produce in
our supermarkets in the first place. Also, as food is “harvested” almost 12 months
in a year that connection with the end of the Harvest being celebrated has become
less apparent.
I believe it is time to reconnect with Harvest, to thank our hard pressed and
hard-working farmers for all that they do for us. To thank for all the other labourers
on our land who help to bring food to our shops and Supermarkets and, ultimately,
to our tables. It is time too, to give thanks for the land around us that gives so
abundantly to us and our nation. Ultimately it is time to give thanks to our God,
who brings forth the Seasons, the conditions for growth, for nurture and for
harvest, and the many blessings we have from his treasure store of food and
comfort. If we can reconnect in that way then Harvest will again be a time of
celebration, of thanksgiving and of communal gathering.

Table Top Sale - Saturday 3rd October from 10am to 12noon. There will be a good selection of stalls including cakes and produce, handicrafts, bric-a-brac and bring and buy. Also freshly made bacon butties to have with tea or coffee, and our usual ‘Pot Luck’ table. We look forward to seeing you! Our next monthly Saturday Sale is on 7th November from 10am to 12noon. The church will be open every Saturday morning through the autumn except for 17th October when we have a lunchtime wedding in church. Harvest Festival Service - Sunday 4th October at 10am. This will be an informal service suitable for all the family, followed by a ‘Bring and Share’ brunch. Coffee, tea and squash will be served with the meal, but if you fancy something a little stronger please bring your own! Janet Beadle’s leaving service - Sunday 11th October at 3pm in Thurlby church followed by afternoon tea. This is an opportunity to say goodbye to Janet Beadle, who has been vicar of the Ness group of churches since 1998. We wish her a long and happy retirement. It is likely that we will be without a vicar for some time, once Janet leaves. However, services will continue in our church and we will do our best to respond to any requests for help or support. If you are wishing to arrange a Christening or wedding, please contact our Ness Group administrator, Janet Low, on 07790 969438. Celebration Dinner - Saturday 24th October at 7pm for 7.30pm in the village hall. This is an evening to celebrate our Queen’s record breaking reign, and includes a meal with a royal theme, quiz, raffle and sing song. Tickets priced £10.00 for the evening are on sale in church or please contact me to book a table.

From the Neighbourhood Policing Team
Our Road safety partnership speed van team have had members of the public tell them
vehicles are not stopping at the crossing on the A15. I know this is an ongoing issue and
has been for a while, can we ask members of the public to try their best to get the
registration numbers of any vehicles that fail to stop at the red light and report it to us on
101.
Distraction Burglaries: We have made 3 arrests for them. Two local men and one from
Peterborough.
We have also had two more burglaries in Bourne recently where the offender/s has
entered property via the rear garden and smashed patio doors, so we still need to be
vigilant and report anyone suspicious.

Grapevine Spotlight
This edition the spotlight is on Judy Robinson
who has lived in the village for 13 years.
Judy moved to Langtoft in 2002, after selling
The Georgians restaurant which she had run
with her husband, Peter, since 1987. Prior to
that, they had set up and run The Laurels
rest home which they bought when Peter left
the army in 1985. Judy was a qualified occupational therapist with
experience in geriatric care, which proved very useful during her time
at The Laurels.
The bungalow they moved to in 2002 is just outside Langtoft village,
but well inside Peter’s catchment area as the county councillor for
Market Deeping, West Deeping and Langtoft. It also has the
advantage of space for Peter’s hens (his ‘girls’!) and a stable yard for
Judy’s ponies. Currently there are three ponies. Penny, the old lady
of 34, her son Magic, and the Welsh cob Bramble, and most of the
time they live out in a rented field near the bungalow. As well as
riding them, Judy enjoys driving the ponies, but unfortunately with the
roads so busy, it is becoming increasingly difficult to find anywhere
suitable to drive them. She also loves going for long rides and has
ridden a number of national routes and many others as well, on
occasions taking a tent and sleeping bag rolled up behind the
saddle.
Other hobbies include making things, writing and walking, and last
year Judy completed a 700 mile walk along the East coast of England
from Hadrian’s Wall to the Dartford Bridge. The walk started in 1988
and finished in 2013, so you can see she didn’t rush it! Judy also
enjoys cooking and for the past eleven years has been on the rota as
a volunteer cook at the Deepings Methodist Church lunch club for
elderly people.
Judy’s involvement with Langtoft church began soon after she moved
to the village. She had already noticed how friendly the local people

were, greeting her with a smile if they passed in the street. It was
the same with the church.
“I went along to a service one Sunday, and was struck by the
warmth of the welcome I received and the friendly atmosphere of
the church. By the time the service was over I knew I wanted to
be part of this lovely, caring church family.”
The involvement with the church grew, and a few years later Judy became a
churchwarden, a position she still holds today. In 2009, after completing the
appropriate training, she was authorised as a lay minister, along with
Richard and Jane Kelly. Among other roles, the lay ministers run the
monthly Family Services, where music and crafts are used in an informal
setting, to give children a basic knowledge of the Christian faith and the
values that underpin it.
Keeping the ancient building open and in good repair is an ongoing struggle
financially, and Judy is involved in much of the fundraising. She sees the
church building as a precious facility for the village. This is both for the
beauty of its architecture and as a place where people can come to mark the
milestones of life, or to worship, pray, or just sit quietly and experience the
healing power of stillness.
Judy said “I would like our church to be seen as a welcoming place where
people can find Christian love and friendship. A place where they can
explore and deepen their spiritual lives, and then discover the wonderful
richness of life and inner peace that this can bring.”

WELCOME TO NATURE CORNER This is a “first” for Nature Corner – two multiple birth announcements! There was great excitement at the Moss Family home and their neighbours in West End when a pair of Green Woodpeckers decided to nest in a poplar tree at the bottom their garden and - lo and behold – two baby woodpeckers were hatched. Apparently they left their nest with a rowdy kerfuffle. The Green Woodpecker’s nest is built in a hole in a tree and the eggs are smooth, glossy and white. Both adult birds share the duty of incubating the eggs as well as feeding the young; this must be sexual equality at its best!

The other birth reported was that of a family of five hedgehogs which Hazel and Cliff of Hyde Gardens discovered in their pampas grass. Some hedgehog feed was found for them at Waterside and the hedgehogs enjoyed feeding on this and mealworms. Hazel writes that the mother leaves them when they can feed themselves. Hazel hopes that they will stay around and maybe use the pampas grass as a winter home. She has made a mental note not to set fire to the pampas next spring! It is said that we all learn something new every day and I learned from Hazel that the name for baby hedgehogs is “hoglets” – a word to remember for all you quizzers out there! Do let me know if you ever come across this question and are able to answer it correctly. Thank you Hazel – we look forward to any further news you may have about them in 2016. I did a little further research on hoglets on the Internet and found the following facts:
Birlth – they are born grey with no spikes – I can’t help thinking that mum must be very relieved about this fact . . . their spikes usually appear within hours of birth and they are white.

The hoglet has no teeth and its eyes and ears are closed. At one week old they are 2-4 inches in length and weigh about 28-56
grams which increases to about 350 grams at 8 weeks. When they are 2 weeks old their eyes will probably still be closed but
would open soon and ears begin to appear. At 3 weeks old their eyes will be open and teeth beginning to appear,
but they will not be fully weaned. At 4 weeks they now look like a mini adult hedgehog and would be
accompanying mum on foraging trips. In week 8 they should be fully weaned and would be totally independent
of mum. I have a very interesting book called “Times Nature Notes” which is a Na-ture Diary for every day of the year. On the first of September the diary reports that wasps start to appear in force. There can be up to ten thousand of them in a nest, most of them worker wasps, which are infertile females. All the wasps in the nest, which is made of woodpulp and saliva, are the offspring of one queen, who laid the eggs during the spring and summer. Now the males and the new queens, who were brought up by the workers, are emerging from the nest to feast on rotten fruit and to mate with each other. The males will all die, as will the founder queen and the workers. The fertilised queens – the sole survivors – will hibernate, and each will start a new colony next spring. One might say “What is the use of a wasp?”. Having looked up the subject, apparently wasps do have a role to play in the natural world and to eradicate them would cause more problems than it would solve. As this comes magazine to press, no doubt we shall be starting to think of all the garden jobs which have to be done in preparation for Autumn and Winter; don’t forget to clean your bird tables and bird baths!
