PrefaceComprehensive data about the provision of Languages education in Victorian government schools has been collected centrally and published since 1991. This report provides an analysis of the provision of Languages education in Victorian government schools in 2012, including the Victorian School of Languages (VSL). For the first time this report includes data about the provision of Languages education in accredited Community Languages Schools (CLS) funded by DEECD in 2012. Community Languages Schools provide classes to students from Prep to Year 12 (depending on the language) outside mainstream school hours; i.e. after school or on weekends. The report does not include data about the provision of languages education in non-government schools.
The Victorian Government's Vision for Languages Education, released in November 2011, outlined the Government's commitment to extend and improve Languages education in Victorian schools. This includes a commitment to introduce compulsory languages education for all government school students from Prep to Year 10 by 2025, beginning with Prep in 2015.
In 2012, a range of initiatives and strategies that support the Vision were implemented. This included redefining the types of Languages programs necessary to achieve the Government’s languages education vision. Programs, which focus on developing cultural awareness and limited vocabulary in the target language (Cultural Awareness and Limited Language Programs), were previously included in data and reports on Languages education in Victorian schools. From 2012, these programs were not considered Languages programs on the basis that they would not lead to student proficiency in a language. They are therefore are no longer counted in the report, which only considers programs where the primary aim is language acquisition.
Data Collection ProcessThe data in this report is based on responses from primary and secondary schools to a web-based Languages survey. The Languages survey is administered as part of the DEECD mid-year (August) school supplementary census and the data collected provides a picture of the provision of Languages education at that time in Victoria.
In 2012, due to industrial action, more than 160 schools chose not to complete part of or all of the DEECD Mid-year (August) school supplementary census, including the Languages component. Some of these non-responses may have also been due to technical difficulties. Where 2011 data was available for those schools, this data was used in compiling the 2012 report. Therefore, if a school did not offer a Languages program or a Cultural Awareness and Limited Language Program in 2011, they are recorded as not having a Languages program in 2012.The lack of data from some schools has had most impact on findings detailed in the section 5 of the report. Appendix 8 of this report includes a list of the schools for which the Languages component of the August census in 2012 was not complete, and identifies where 2011 data was used.
OverviewIn 2012, twenty-two languages were taught in government schools, 50 languages were studied through the VSL and 43 languages were studied though CLS, representing 67 languages in total. Appendix 1 contains a list of the 67 languages studied in Victorian government schools, the VSL and CLS and lists the types of school in which each is taught.
Italian, Indonesian, Japanese, French, Chinese (Mandarin), German, Auslan and Spanish were the most-studied languages across all government primary and secondary schools. At the VSL, community languages were more widely studied. The eight most -studied languages at the VSL were Chinese (Mandarin), Vietnamese, Greek, Turkish, Japanese, French, Arabic and Italian. The six most-studied languages in CLS were Chinese (Mandarin), Greek, Vietnamese, Arabic, Somali and Italian.
Nine hundred and sixty-six or 66.4% of government schools in Victoria offered Languages programs in 2012, with a total of 266,146 students (49.7%) enrolled in these programs. A further 3,409 students were enrolled in taster programs at the secondary level. A taster program exposes students to a range of languages for a short period before they select one language for ongoing

study. There were also 15,586 enrolments at the Victorian School of Languages, with eleven languages provided by distance education mode. A total of 281,732 students were enrolled in language programs in 2012. In addition, 36,964 students studied languages at an accredited CLS. These students may also have studied a language at a government or non-government mainstream school.
The exclusion of Cultural Awareness and Limited Language Programs from the 2012 report has resulted in a decline in the reported number of Languages programs and the number of students learning a language, predominantly at the primary level. In 2011, 78,174 (40.6%) of primary students and 1,666 (1.8%) of secondary students were enrolled in a language and cultural awareness program (data from 1,539 schools). This needs to be considered when comparing 2011 and 2012 data.
Appendix 7 contains a list of government schools, which did not offer a Languages program in 2012 and indicates whether they offered a cultural program.

1. Overview of the Study of Languages in 2012The following analysis reviews Languages study overall and at the primary and secondary levels in Victorian government schools over the last seven years. It provides an overview of the current state of Languages and highlights the differing patterns in the study of Languages at the primary and secondary levels.
Victorian Government Primary and Secondary SchoolsThis report considers data collected in August 2012, from 1,454 government primary and secondary schools in Victoria. Across the 1,454 schools, 1,209 schools offered primary level schooling and 319 schools offered secondary level schooling. English language schools and special schools are not included in this figure, nor are they considered in this report.
It should be noted that the number of government schools changes slightly each year. For example, data from 1,470 schools was considered in the 2010 report, while this number decreased to 1,456 schools in 2011 and to 1,454 in 2012. Therefore, percentages, as well as actual numbers, are provided for clarity in some tables and figures (e.g. Figure 1.2).
Languages Programs in Victorian Government Schools In 2012, 966 (66.4%) of 1,454 government schools in Victoria offered Languages programs. A total of 266,146 students (49.7%) were enrolled in these programs. A further 3,409 students were enrolled in taster programs at the secondary level. There were also 15,586 enrolments at the Victorian School of Languages (VSL) bringing the total number of enrolments in Languages programs in 2012 to 285,141 (Table 1.1).
Twenty-two languages were taught in government schools in 2012, while 50 languages were studied through the VSL. Table 1.1 provides a summary of enrolments in Victorian government primary and secondary schools, including all enrolments at the VSL (including through distance education), for 2012. (Appendix 1 lists all 67 languages that were studied by Victorian government school students at their schools or through the VSL or CLS. The languages are listed by type of provider.)
Note that at the secondary level, students studying more than one language through taster programs are counted for each language they are enrolled in. Hence, Table 1.1 represents student enrolments, not the number of students studying a language.

Figure 1.1 provides trends in the six most-studied languages between 2006 and 2012. This figure includes enrolments at the primary and secondary levels, as well as all enrolments at the VSL (including distance education enrolments). The most noticeable trend across primary and secondary schools has been the decline in enrolments for Italian, Japanese and German. Enrolments in Indonesian also experienced a significant decline between 2006 and 2010 but increased slightly in 2012. Enrolments in French were stable, but experienced a slight decline in 2012. Chinese (Mandarin) was the only language among the six most-studied languages to consistently grow between 2006 and 2012, up 95.3%, albeit from a small base.
Table 1.2 provides the number of Languages programs in Victorian government primary and secondary schools in 2012. Overall decline in the number of Languages programs is the result of the exclusion of Cultural Awareness and Limited Language Programs. Of note however, is the continuing uptake of Chinese (Mandarin) by schools, up by 26 programs in 2012.

Trends in Languages Programs in Victorian Government Primary Schools (excluding VSL)There was a continual decline in the number of government primary schools providing Languages programs between 2006 and 2012 (Figure 1.2), along with a concomitant decline in student enrolments. The number of schools providing a Languages program declined from 82.9% in 2006 to 60.1% in 2012. The decline in Languages programs was relatively consistent across all year levels (Figure 3.1). Concurrently, the percentage of students studying Languages at the primary level declined from 79.5% in 2006 to 55.5% in 2012 (Figure 3.3). However, as is noted in the Preface, Cultural Awareness and Limited Language Programs are excluded from this 2012 report. This exclusion contributes significantly to this decline in the number of schools offering Languages programs and in the number of students studying languages between 2011 and 2012.
The number of primary schools providing each language fluctuated between 2006 and 2012. As can be seen in Figure 1.3, of the six most-studied languages, Chinese (Mandarin) was the only language with increased provision between 2006 and 2012. The number of primary schools offering Italian, Indonesian, Japanese, French and German declined over the same period.

Trends in Languages Programs in Victorian Government Secondary Schools (excluding VSL)The percentage of secondary schools offering a language program remained stable between 2007 and 2012 (Figure 1.4). Over the same time frame, the percentage of students studying a language at the secondary level decreased from 48.2% in 2006 to 42.4% in 2009 but remained relatively stable between 2010 (41.1%) and 2012 (41.7%) (Table 4.2). One of the most notable decreases in enrolments over time has been at the Year 9 and 10 levels, however, enrolments increased by 6.3% at the Year 9 level and by 7.8% at the Year 10 level between 2011 and 2012 (Table 4.2 and Figure 4.3).

The number of secondary schools providing each language fluctuated between 2006 and 2012. As can be seen in Figure 1.5, of the six most-studied languages, Chinese (Mandarin) was the only language with increased provision between 2006 and 2012. The number of secondary schools offering Indonesian, Japanese and French fluctuated over the same time frame, but remained relatively stable between 2008 and 2012, while the number of secondary schools offering Italian (-11.5%) and German (-12.5%) declined between 2009 and 2012.

The percentage of students attending government secondary schools who include a language in their VCE course of study has remained stable over a number of years, standing at 17.3% in 2012 (Table 4.6). This figure includes government school students who completed a Unit 4 Languages study through their government school, the VSL or a CLS.
When looking at enrolment changes for specific languages, among the six most-studied languages in government secondary schools, Chinese (Mandarin) is the only language to have experienced a continuing increase in student enrolments. Enrolments in French, Italian, Japanese and German have fluctuated but remained stable between 2010 and 2012. Enrolments in Indonesian have also fluctuated but increased notably between 2010 and 2012 (Figure 4.6). Overall, the six most-studied languages at the secondary level in 2012 were French, Italian, Indonesian, Japanese, German and Chinese (Mandarin).

ItalianIn 2012, 61,949 students studied Italian in Victorian government schools. It was taught by 304 teachers in 22.8% of primary schools and 25.1% of secondary schools with Languages programs. Overall, Italian was offered in 230 primary and secondary schools, as well as through 13 VSL centres, including through distance education. In 2012, 254 students eligible to graduate from secondary school had completed Italian study to Year 12 level (Unit 4). Table 1.3 provides student enrolments in Italian between 2006 and 2012.

IndonesianIn 2012, 54,476 students studied Indonesian in Victorian government. It was taught by 289 teachers in 22.1% of primary schools and 35.6% of secondary schools with Languages programs. Overall, Indonesian was offered in 246 primary and secondary schools, as well as through three VSL centres, including through distance education. JapaneseIn 2012, 53,099 students studied Japanese in Victorian government schools. It was taught by 277 teachers in 19.3% of primary schools and 30.9% of secondary schools with Languages programs. Overall, Japanese was offered in 217 primary and secondary schools, as well as through eight VSL centres, including through distance education. In 2012, 530 students eligible to graduate from secondary school had completed Japanese study to Year 12 level (Unit 4). Table 1.5 provides student enrolments in Japanese between 2006 and 2012.

FrenchIn 2012, 34,355 students studied French in Victorian government schools. It was taught by 276 teachers in 11% of primary schools and 29.5% of secondary schools with Languages programs. Overall, French was offered in 276 primary and secondary schools, as well as through 10 VSL centres, including through distance education. In 2012, 589 students eligible to graduate from secondary school had completed French study to Year 12 level (Unit 4). Table 1.6 provides student enrolments in French between 2006 and 2012.

It was taught by 150 teachers in 14.9% of primary schools and 17.1% of secondary schools with Languages programs. Overall, Chinese (Mandarin) was offered in 153 primary and secondary schools, as well as through 22 VSL centres, including through distance education. In 2012, 1,334 students eligible to graduate from secondary school had completed Chinese (Mandarin) study to Year 12 level (Unit 4). AuslanIn 2012, 9,629 students studied Auslan in Victorian government schools. It was taught by 37 teachers in 5.8% of primary schools and 1.8% of secondary schools with Languages programs. Overall, Auslan was offered in 48 primary and secondary schools. In 2012, 45 students eligible to graduate from secondary school had completed Auslan study to Year 12 level (Unit 4). Vietnamese In 2012, 2,992 students studied Vietnamese in Victorian government schools. It was taught by 18 teachers in 0.8% of primary schools and 2.9% of secondary schools with Languages programs. Overall, Vietnamese was offered in five primary and secondary schools, as well as through 11 VSL centres. In 2012, 368 students eligible to graduate from secondary school had completed Vietnamese study to Year 12 level (Unit 4). Table 1.12 provides student enrolments in Vietnamese between 2006 and 2012.

2. Summary of Findings
Victorian Government Primary SchoolsSchools Seven hundred and twenty-seven (727) government primary schools provided a
Languages program in 2012, 60.1% of the total of 1,209 primary schools.1 Across all schools, Languages study was most commonly offered at Year 5 (52.4%) and Year 6 (53.1%) (Figure 3.1 and Table 3.1).
Italian was the most widely-taught language in Victorian government primary schools, with 166 or 22.8% of schools providing a Languages program, followed by Indonesian (161 schools, 22.1%), Japanese (140 schools, 19.3%), Chinese (Mandarin) (108 schools, 14.9%), French (80 schools, 11%), German (53 schools, 7.3%) (Table 3.2). Appendices 2 and 4 provide details of primary schools and the Languages programs offered in 2012.
Students A total of 174,693 primary students studied a language in 2012, representing 55.5% of
government primary school students. Languages study was lowest at the Prep level, where 47.2% of students studied a language, while the highest concentration of students studying a language was at Years 4 (60.9%) and 5 (61.8%) (Table 3.3 and Figure 3.4).
Languages taught Twenty languages were offered in government primary schools in 2012 (excluding the
VSL). Aboriginal Languages, Hindi, Portuguese and Serbian, which were not offered in 2011, were taught in primary schools in 2012.
The seven most-studied languages in 2012 were Italian (accounting for 24.5% of enrolments), Indonesian (20.4%), Japanese (20.1%), Chinese (Mandarin) (11.1%), French (8.4%), Auslan (5.3%) and German (5.2%) (Table 3.4 and Figure 3.5).
Contact timeThe time spent by primary students on language learning varied considerably according to the type of program and the resources available to schools. Contact time ranged from 10 minutes to 300 minutes per week, with an average of 55.9 minutes per week (excluding Bilingual programs in which Languages programs were provided for between 450 and 750 minutes per week). Excluding Bilingual programs, only 0.4% of Languages programs consisted of at least 150 minutes of teaching per week, which is the minimum time recommended by DEECD (Figures 3.7 and 3.8).
Program type Three types of programs were considered in this data, Languages programs, Content and Language Integrated Learning programs (CLIL) and Bilingual/Immersion programs. The majority of primary school students, 86.9%, were in Language programs, with 12.1% of students learning languages through Content and Languages Integrated Learning (CLIL) programs. Bilingual / immersion programs accounted for 1% of enrolments. Cultural Awareness and Limited Language programs were not considered in this report (Figure 3.9).
Regional provision of languages In 2013, DEECD moved to deliver educational services through a four-region model,
replacing the previous nine-region model. Regional data has been analysed based on the four new regions. See the Regional provision sections in the primary and secondary sections for further details.
At the primary level, between 12 and 15 languages were offered in each of the four regions, with Italian the most-studied language in the South-Western and North-Western Victoria regions, and Japanese the most studied language in the North-Eastern and South-Eastern Victoria regions.

Victorian Government Secondary Schools
Schools In 2012, 275 or 86.2% of the 319 government secondary schools provided Languages
programs at one or more year levels (Figure 1.4 and Table 4.1).
Of the schools providing a Languages program, 43.5% provided a continuous language sequence from Year 7 to Year 12. The next highest percentage was for programs from Years 7 to 10, accounting for 13.1% of enrolments in Languages programs (Figure 4.2).
Indonesian was the most widely-taught language across Victorian government secondary schools, (98 or 35.6% of schools with Language programs), with Japanese (85 schools, 30.9%), French (81 schools, 29.5%), Italian (69 schools, 25.1%), German (56 schools, 20.4%), and Chinese (Mandarin) (47 schools, 17.1%), representing the six most-studied languages in 2012 (Table 4.1). Appendices 3 and 5 provide details of schools and the Languages programs offered in 2012.
Students A total of 91,453 students studied Languages in Victorian government secondary schools
in 2012, representing 41.7% of full-time students at Victorian government schools (Table 4.2 and Figure 4.4). A further 3,409 student enrolments were recorded for students studying an additional language (for example, through taster programs), bringing the total number of student enrolments to 94,862 (Table 4.3).
Among the students who were eligible to graduate from VCE in 2012, 17.3% completed a language to the Year 12 level (Unit 4) (Table 4.6).
Languages taughtSixteen languages were taught in Victorian government secondary schools in 2012. The six most-studied languages were French, Italian, Indonesian, Japanese, German and Chinese (Mandarin) (Table 4.3).
Male/female enrolmentsIn 2012, male students of Languages slightly outnumbered female students in Years 7 and 8, but by Year 12, females accounted for 64.3% of Languages students (Figure 4.7).
Languages study at the VCE levelAmong the students eligible to complete Year 12 in 2012, 4,608 or 17.3% of students completed a Languages course to Unit 4 level during their schooling, including through the VSL and CLS (Table 4.6). In total, 37 languages were studied, with the five most-studied languages at VCE level being Chinese (Mandarin), French, Japanese, Vietnamese and German (Table 4.7).
Contact time The average weekly contact time for Languages programs was 143.7 minutes at Year 7,
increasing to 230.2 minutes per week at Year 12.
In 2012, 74.2% of Year 7 Languages students and 76.1% of Year 8 Languages students were in programs that ran for a minimum of 140 minutes per week. At Years 11 and 12, 98.1% and 96.8% of Languages students, respectively, studied for a minimum of 190 minutes per week (Figure 4.8).
Program typeAmong Languages students at the secondary level, 97% studied a language through Languages programs, with the remaining 3% studying through Content and Languages Integrated Learning (CLIL) programs (Table 4.8).
Regional provision of Languages From the beginning of 2013, DEECD moved to deliver educational services through a
four-region model. Regional data has been analysed based on the four new regions. See the Regional provision sections in the primary and secondary sections for further details.

In 2012, Italian was the most-studied language in the South-Western and North-Western Victoria regions, French was the most-studied language in the North-Eastern Victoria region, while Japanese was the most-studied language in the South-Eastern Victoria region (Table 4.9).
In 2012, 44.5% of secondary students in metropolitan areas studied a language, while the percentage in regional areas was 35.1%. The greatest disparity between metropolitan and regional provision occurred at the Year 9 level where 53.6% of metropolitan students and 27.6% of regional students undertook the study of a language. By the Year 12 level, this disparity had decreased to 7.6% of metropolitan students and 4.3% of regional students (Figure 4.9 and Table 4.10). These figures relate to students enrolled in a Year 12 Languages program at their day school. Overall, including enrolments at the VSL and CLS, 17.3% of government school students had completed a Languages course to Year 12 level (Unit 4) by the time they graduated from secondary school (Table 4.6). See the Languages Study at the VCE Level section for further detail.
Teachers of Languages in Victorian Government Schools There were 1,587 Languages teachers with some level of Languages qualification
teaching in government primary and secondary schools in 2012 (Table 5.1). A further 134 Languages qualified teachers were working in primary and secondary schools in 2012 in areas other than the teaching of Languages, or were on leave.
Teachers of Asian languages represented 46.5% of Languages teachers, European language teachers accounted for 50% of teachers, while the remaining 3.5% of Languages teachers taught Aboriginal Languages, Arabic, Auslan and Turkish. Teachers of Italian comprised the largest group of teachers of European languages at 19.2% of all teachers, while teachers of Indonesian comprised the largest group of teachers of Asian languages at 18.2% of all teachers (Table 5.1).
In 2012, 80.7% of Languages teachers were female. Males represented a slightly higher percentage of teachers of Asian languages (20.7%) than of European languages (17.9%) (Table 5.1).
Bilingual Programs in Victorian Government SchoolsIn 2012, one special school and eleven primary schools offered designated bilingual programs where students are taught in or through the language for between 450 and 700 minutes per week (Table 6.1).
The Victorian School of Languages In 2012, 50 languages were provided across 40 Victorian School of Languages centres,
30 in metropolitan areas and 10 in regional areas. Appendix 6 provides a list of VSL centres and the languages each centre offered in 2012.
Of the 50 languages offered, 48 were studied at the primary level, and 47 were studied at the secondary level (Table 7.1). Students were provided with approximately three hours per week of instruction, mainly on Saturday mornings.
In 2012, 15,586 students from government, Catholic and independent schools, as well as home-schooled students studied Languages through the VSL. Enrolments totalled 6,811 at the primary level and 8,775 at the secondary level. These figures include enrolments through distance education (Table 7.1 and Figure 7.1).
Overall in 2012, government school students accounted for 68% of enrolments at the VSL, with students from Catholic and independent schools and home-schooled students accounting for the remaining 32% of enrolments (Figure 7.2).
VSL Distance Education The VSL offered programs in Arabic, Chinese (Mandarin), Classical Greek, French,
German, Greek, Indonesian, Italian, Japanese, Latin and Spanish by distance education in 2012.

There were 1,554 students from all educational sectors enrolled in Languages study through distance education in 2012 (17.7% of all secondary level enrolments at the VSL) (Table 7.2).
Community Languages SchoolsCommunity Languages Schools are conducted by incorporated community-based, not-for-profit organisations accredited for funding by the Department of Education and Early Childhood Development. In 2012, there were 181 accredited Community Languages Schools operating throughout Victoria, providing programs in 43 languages to 36,964 students (Table 8.1).

3. Victorian Government Primary SchoolsSchoolsIn 2012, 1,209 government schools offered primary level education in Victoria, with 727 or 60.1%
of these schools providing some form of Languages program. This figure represents a decrease of 53 schools in comparison to the previous year. It is important to refer to the caveat in the Preface relating to changes to the definition of Languages Programs in 2012 when considering this decline. There were 482 schools without a Languages program at the primary level, including twelve schools providing primary and secondary schooling (e.g. P-9, P-12 or Middle
Years schools) which offered a Languages program at the secondary level, but not at the primary level. The most frequent reasons why a Languages program was not provided were an inability to recruit suitable Languages teachers (60.5%) and being a small school and/or in a rural location (49.9%). Appendix 7 lists schools without a Languages program in 2012, and indicates whether or not they offered a cultural program.
The number of students studying a language decreased by 9.3%, down 17,803 students between 2011 and 2012. This decrease continues a downward trend at the primary level, where enrolments declined 28.6% overall between 2006 and 2012 (Table 3.3).
Although there were 727 government primary schools providing Languages programs, Languages study was not necessarily offered at all year levels within each of these schools. As can be seen in Figure 3.1 and Table 3.1, Languages provision was highest at the senior primary levels, from Years 3 to 6 (between 50.2% and 53.1% of students). Provision of Languages was lower from Prep to Year 2 (between 44.8% and 46.1% of students). Since 2006, there has been a notable decline in the number of schools providing a Languages program, although this decline was not limited to particular year levels, but consistent across all year levels (Figure 3.1 and Table 3.1).

In 2012, although there were 727 primary schools (60.1%) providing a Languages program, many of those schools did not offer a Languages program at all year levels. As a result, the percentage of schools providing a language at each year level in 2012 was lower than the overall percentage, as can be seen in Table 3.1.
Among the schools providing a Languages program, 64.7% ran continuous programs from Prep to Year 6 (down from 75.4% in 2011), with a further 6.1% of schools running programs from Years 3 to 6. The remaining 29.2% of programs, as detailed in Figure 3.2, consisted of non-sequential or partial sequences (Figure 3.2).

Twenty languages were offered at the primary level in government schools in 2012. Four languages - Aboriginal Languages, Hindi, Portuguese and Serbian, which were not taught in 2011, were taught in 2012. The number of schools providing Chinese (Mandarin) programs increased markedly in 2012, up 22 programs, while Spanish programs increased by six.

Students In 2012, 55.5% or 174,693 students studied a language at the primary level in government schools
(Figures 3.3 and Table 3.3). Although the percentage of students studying a language declined from 62.3% in 2011 (a decrease of 17,803 students), a majority of this decline can be attributed to the refocusing of Languages programs requirements, as is outlined in the Preface. Again, although Figure 3.3 shows a steeper decline in enrolments between 2011 and 2012 when compared to the historical timeline, this change is significantly explained by the redefinition of Languages programs.
Comparative enrolment numbers and percentages for 2006 to 2012, listed by year level, are presented in Table 3.3 and Figure 3.4.

Languages Taught Twenty languages were taught in government primary schools in 2012 (Table 3.4), with primary
school students also studying 48 languages through the VSL (out of a total of 50 languages available at the VSL), including via distance education at the Year 6 level. Overall, primary school students studied a total of 50 languages through schools and the VSL in 2012 (Table 1.1).
In primary schools, Italian retained the highest number of student enrolments (42,848 enrolments) in 2012. Indonesian (35,692), Japanese (35,050), Chinese (Mandarin) (19,368), French (14,701) and Auslan (9,222) rounded out the six most-studied languages, with these languages accounting for 89.8% of all primary Languages enrolments in government schools. The other languages taught in primary schools, in order of enrolment numbers, were German, Spanish, Greek, Turkish, Korean, Arabic, Vietnamese, Hindi, Macedonian, Aboriginal Languages, Dutch, Karen, Serbian and Portuguese. Table 3.4 provides details of student enrolments by language and year level. Figure 3.5 provides a proportional representation of Languages enrolments in government primary schools. Note that Figures 3.5 and 3.6 contain representations of the seven most-studied languages, as opposed to the six most-studied languages, in 2012. German has

Figure 3.6 outlines long-term the changes in enrolments for the seven most-studied languages in 2012. The most noticeable trend was the continuing decline in enrolments for Italian, Japanese and German, although enrolments in Indonesian increased slightly after a long period of decline. Enrolments in French declined in 2012 for the first time in a number of years, and enrolments in Chinese (Mandarin) continued to grow. Enrolments in Auslan have fluctuated over the same time period.

Contact TimeThe amount of time primary students spent on Languages learning in 2012 ranged from 10 minutes
to 300 minutes per week, with an average of 55.9 minutes per week. This data excludes the bilingual programs, which provided between 450 and 750 minutes per week. See the Bilingual Program section for further details. The largest proportion of students, 84.2%, was in programs of between 31 and 60 minutes per week, while only 0.4% of students were in programs for the recommended minimum of 150 minutes per week (Figure 3.7). Figure 3.8 provides the average contact time per week between 2006 and 2012. While minutes per week spent on Languages study decreased from 64.6 minutes per week in 2007, it remained relatively stable between 2008 and 2012.

Program TypesLanguages programs in Victoria are classified as one of the following three types.
1. A Languages program, which focuses on the teaching and learning of the target language and understanding the connections between language and culture.
2. A Content and Language Integrated Learning (CLIL) program which teaches content from another curriculum area, combined with explicit teaching of the target language with a focus on the vocabulary and structures required for the additional curriculum area. Content may include all or part of one or more curriculum areas.
3. A Bilingual or immersion program which teach at least two key learning areas, in addition to the Language, in the target language. In 2012, there were 14 designated bilingual programs in 12 schools that were required to provide at least 450 minutes of tuition per week in the target language.
In 2012, 86.9% of primary languages students were in Languages programs, 12.1% were in a CLIL program and 1% were in a Bilingual or immersion program (Figure 3.9). The percentage of Languages students in programs focused on language acquisition differed according to the language being studied. See Table 3.5, following, for details.
Cultural Awareness and Limited Language programs were not considered in this report.

Regional Provision of Languages ProgramsFrom the beginning of 2013, the Victorian DEECD moved to deliver educational services through a
four-region model. Regional data has been analysed based on the four new regions, which encompasses the former nine regions as follows:
South-Western Victoria (SWV) – encompasses the Barwon South Western, Grampians and Western Metropolitan Regions
North Western Victoria (NWV) – encompasses the Loddon Mallee and Northern Metropolitan Regions
North-Eastern Victoria (NEV) – encompasses the Hume and Eastern Metropolitan Regions
South-Eastern Victoria (SEV) – encompasses the Gippsland and Southern Metropolitan Regions.
Although, 60.1% of government primary schools offered some form of Languages program in 2012, this varied across regions, as is indicated in Figure 3.10. Table 3.6, following, provides both school numbers and percentages for schools offering Languages programs at the primary level, across regions, in 2012.

4. Victorian Government Secondary SchoolsSchoolsIn 2012, the number of government secondary schools providing Languages programs increased by two to 275 schools. This represents 86.2% of the 319 government schools teaching secondary level classes. There were 44 schools without a Languages program at the secondary level,
including ten P-9 or P-12 schools which offered a Languages program at the primary level, but not at the secondary level. Appendix 7 contains a list of schools without a Languages program in 2012, and indicates whether or not they offered a cultural program.
Of the secondary schools that offered Languages programs, provision was highest at the lower secondary level, with 92% of the 276 schools providing Languages programs at the Year 7 level. By the Year 11 and 12 levels, Languages provision had decreased to 52.2% and 53.3% of secondary schools with Languages programs respectively (Figure 4.1).
Of the secondary schools that offered Languages programs in 2012, 43.5% provided continuous programs from Years 7 to 12, enabling students the opportunity to study a language through to completion at school (Figure 4.2). A further 13.1% of schools offered Languages programs from Years 7 to 10. Note that around 6.5% of secondary schools, such as senior secondary schools, do not run from Years 7 to 12. Subsequently, as is noted in Figure 4.2, 4.4% of schools offered Languages programs at the senior secondary level only.

Sixteen languages were taught in government secondary schools in 2012, with no changes to the languages offered in 2011. The number of schools offering Aboriginal Languages, Indonesian and Chinese (Mandarin) increased, while, among the most widely-taught languages, there was a decline in the number of schools offering German, Italian, French and Greek. See Table 4.1 for further details.

StudentsIn 2012, 41.7% or 91,453 students studied a language in government secondary schools (Table 4.2). A further 3,409 enrolments represented students who studied more than one language through taster programs, bringing the total number of Languages enrolments to 94,862 (Table 4.3). The number of students studying a language in 2012 remained stable between 2011 and 2012 (Table 4.2), with just a slight decrease of 0.7% in student numbers. Increases in participation rates occurred at the Year 9 and Year 10 levels, up 6.3% and 7.8% respectively, but declined slightly at the other year levels. See Figure 4.3 and Table 4.2 for further detail.
Note that in Figures 4.3, 4.4 and 4.9 and Tables 4.2 and 4.10 students are only counted once (91,453 students). All other tables and figures in this section contain information on the number of enrolments in Languages programs (94,862 enrolments). Enrolment figures double counts students who are studying more than one language through taster programs. Twenty secondary schools offered taster courses in 2012, where, for example, students studied two languages for twenty weeks each per year.
It is also important to note that the Year 12 enrolment figures in this section count students enrolled in Year 12 and studying a language. However, a large number of students complete Languages study to the Unit 4 level before they are actually enrolled in Year 12. These students are not included in Year 12 figures in this section. The section, Languages Study at the VCE Level, explains this discrepancy and provides further details about the study of Languages through to the Year 12 (Unit 4) level amongst graduating students.

Overall, students at secondary schools studied a total of 49 languages through schools and/or the VSL in 2012. See Table 4.3 for details.
While enrolments remained relatively stable between 2011 and 2012, there were still some fluctuations in enrolments between languages. For example, enrolments increased for Indonesian, Chinese (Mandarin), Greek and Spanish, while declining slightly for French, Italian and Japanese (Figure 4.6).

Table
4.4 represents changes in the percentage of students who study the eight most-studied languages at the Year 7 level and at the Year 12 level. At the Year 7 level, French, Indonesian, Italian and Japanese were the most studied languages, but at the Year 12 level, proportional enrolments in Italian and Indonesian had decreased significantly. This trend was countered by a significant increase in proportional enrolments in Chinese (Mandarin), which is largely due to an increase in the number of students in Chinese as a first language programs at the senior secondary level (Table 4.7). While German, Greek and Vietnamese had proportionately lower enrolments at the Year 7 level, retention rates for these languages typically remain strong.

Male/Female EnrolmentsRoughly equivalent numbers of males and females undertook Languages study at the Year 7 and 8 levels in 2012 presumably due to the predominantly compulsory nature of Languages study at these levels. Changes in the proportion of males and females studying Languages over year levels followed similar patterns to 2011, with enrolments starting out as fairly even between genders at Year 7, but enrolments of male students declining as students progress through school. In 2012 64.3% of Year 12 students of Languages were female (Figure 4.7). Table 4.5 provides a breakdown of enrolments by gender and year level in 2012. The overall proportion of secondary Languages students was 50.6% female and 49.4% male (Table 4.5).

Among the 10 most studied languages, more females studied French (55.8%), Vietnamese (60.7%), Auslan (57%) and Arabic (75.7%) than males, while there were more males than females studying Greek (58%), Aboriginal Languages (56.3%) and Classical Greek (58.2%). See Table 4.5 for further detail.

Languages Study at the VCE LevelVCE (Years 11 & 12) enrolment figures in Tables 4.2 and 4.3 refer to students who are studying Languages at each year level. However, the flexible nature of the Victorian curriculum results in many students completing a Languages course before they enrol in Year 12. While Table 4.3 (above) indicates that 2,138 students are studying a language in Year 12, it is of note that around 2,000 Year 12 students had either already completed a Languages course or were continuing Languages study with the VSL or through a CLS.
Although Table 4.2 (above) indicates that 6.6% of students enrolled in Year 12 were completing Unit 4 in a Languages course, this figure rises considerably once we consider government secondary school students who completed a Languages course (Unit 4) at an earlier year level or outside of regular school classes through the VSL or through a CLS.
Among students from government schools who were eligible to graduate in 2012, 17.3% had completed a Languages course either through their school, through the VSL (including via distance education) or through a community languages school. This data was provided by the Victorian Curriculum and Assessment Authority. Table 4.6 lists the most-studied languages by students eligible to graduate from VCE in 2012, as well as figures for 2008 to 2011.

Snapshot of students eligible to graduate from VCE in 2012 (students from Victorian government schools) and the languages studiedTable 4.7, following, provides detailed information about the students eligible to graduate in 2012 having completed a Languages course during their senior secondary schooling. As outlined in Table 4.7, this included finishing a Languages course when enrolled in Year 10, Year 11 or Year 12. Overall, a majority of students, 59.1%, completed Unit 4 of a Languages course when they were enrolled in Year 12 (2012). A further 38.5% of students completed Unit 4 of a Languages course when they were enrolled in Year 11 (2011), while the remaining 2.4% completed Unit 4 when they were enrolled in Year 10 (2010).

Note that there is a discrepancy between the number of government secondary school students enrolled in Year 12 studying a language, as reported by schools, in Table 4.2 (2,138 students) and the number of government secondary school students enrolled in Year 12 studying a language in Table 4.7 (2,724 students), as reported by the Victorian Curriculum and Assessment Authority. This discrepancy is due to the fact that some students, who are enrolled in a government secondary school during the day, studied a language through a community language school after hours or on the weekend while enrolled in Year 12.

Contact TimeThe average contact time for Languages programs varied at each year level and across schools. At the Year 7 level, the average time allocated for Languages programs was 143.7 minutes per week, increasing across the year levels to an average of 230.2 minutes at Year 12. Average contact times at other year levels were Year 8, 152.5 minutes; Year 9, 163.4 minutes; Year 10, 203.2 minutes; and Year 11, 228.6 minutes (Figure 4.8).
The time allocated to Languages study also varied from school to school. In 2012, 74.2% of Year 7 Languages students (slightly up from 70% in 2011) and 76.1% of Year 8 Languages students (up from 72.3% in 2010) were in programs of a minimum140 minutes per week. (The recommended minimum is 150 minutes per week, although many school timetables produce 140–145 minute allotments per week). At Years 11 and 12, 98.1% and 96.8% of students respectively, studied a language for more than 190 minutes per week.

Program TypesThe range of Languages programs provided and the teaching methods used in secondary schools varied according to student needs and available resources. Individual Languages programs within schools can be divided into two types.
1. A Languages program, which focuses on the teaching and learning of the target language and understanding the connections between language and culture.
2. A Content and Language Integrated Learning (CLIL) program, which teaches content from another curriculum area, combined with explicit teaching of the target language with a focus on the vocabulary and structures required for the additional curriculum area. Content may include all or part of one or more curriculum areas.
In 2012, 97% of students were enrolled in Languages programs, with the remaining 3% enrolled in Content and Languages Integrated Learning (CLIL) programs (Table 4.8).

Regional Provision of LanguagesFrom the beginning of 2013, DEECD moved to deliver educational services through a four-region model. Regional data has been analysed based on the four new regions, which encompasses the former nine regions as follows:
South-Western Victoria (SWV) – encompasses the Barwon South Western, Grampians and Western Metropolitan Regions
North-Western Victoria (NWV) – encompasses the Loddon Mallee and Northern Metropolitan Regions
North-Eastern Victoria (NEV) – encompasses the Hume and Eastern Metropolitan Regions
South-Eastern Victoria (SEV) – encompasses the Gippsland and Southern Metropolitan Regions.
Between nine and 13 languages were offered across the four regions in 2012. Although enrolments were quite evenly spread across the major languages, Italian was the most-studied language in the South-Western and North-Western Victoria regions, French was the most-studied language in the North-Eastern Victoria region and Japanese the most-studied in South-Eastern Victoria region (Table 4.9).

In 2012, the percentage of students studying a language in metropolitan areas was higher than in regional areas at all year levels. The gap between metropolitan and regional students increased from Year 7 onwards, with a particularly large decrease in enrolments at the Year 9 level in regional schools. As a result, the proportion of Languages students in metropolitan areas was around double that of regional secondary schools from Year 9 onwards (Figure 4.9). Further details are available in Table 4.10. Overall, 44.5% of students studied a language in metropolitan areas, while the percentage of students in regional areas studying a language stood at 35.1% in 2012.

Regional differences at Years 11 and 12Overall, 8% and 7.6% of students enrolled in Years 11 and 12 in metropolitan areas studied a language in 2012, or 7.8% overall at the senior secondary level. In regional areas, the proportion of Languages students increased slightly to 4.6% and 4.3% at Years 11 and 12 respectively, or 4.5% at the senior secondary level (Table 4.10 and Figure 4.10). However, it too refers to the caveats outlined in the Languages Study at the VCE level section, with enrolments at the senior secondary levels likely to be higher in both regional and metropolitan areas than the numbers in Figure 4.10 indicate.

5. Teachers of Languages in Victorian Government Schools
In 2012, there were 1,587 teachers teaching in Victorian government primary and secondary schools, who had some level of Languages qualification (Figure 5.1). Among the Languages teachers, a small percentage played multiple roles, teaching in more than one school, or at both the primary and secondary levels. For example, 37 teachers taught at two or three schools. A further 134 qualified teachers of Languages in primary and secondary schools were not teaching a language in 2012. These teachers taught other subjects, were classroom teachers, had assumed other roles within schools or were on leave.

Teachers of Asian languages represented 46.5% of Languages teachers, European language teachers accounted for 50% of teachers, while teachers of Aboriginal Languages, Arabic, Auslan, and Turkish made up the remaining 3.5% of Languages teachers. There were more teachers of Italian than any of the other languages in 2012 (19.2% of all Languages teachers), followed by teachers of Indonesian (18.2% of Languages teachers) (Table 5.1).
The percentage of Languages teachers who were male stood at 19.3% in 2012. Twenty point seven percent (20.7%) of teachers of Asian languages were male, and 17.9% of teachers of European languages were male. Amongst the larger candidature languages, Japanese was the language with the highest percentage of male teachers (22.7%). Numerically, there were 1,281 female Languages teachers and 306 male teachers in primary and secondary schools in 2012 (Table 5.1).

6. Bilingual Programs in Victorian Government Schools
In 2012, one special school and eleven primary schools offered designated bilingual programs (Table 6.1). Bilingual programs provide students with the opportunity to learn curriculum content in, and through, both English and another language. In addition to the language curriculum, content-based teaching takes place in two or more of the domains within the Discipline-based Learning Strand of the AusVELS. Schools may choose from Science, Mathematics, The Arts and The Humanities. Within these domains, bilingual classes are run for subject areas such as visual arts, performing arts, health, sport and physical education, economics, geography, history and the study of society and environment (see Table 6.1). Students are taught in or through the language for between 450 and 700 minutes per week. Additionally, other activities at these schools may also be run in the language such as library time, school assemblies, camps and excursions.
Teachers in the designated bilingual primary programs are highly qualified and are often supported by teacher aides, assistants provided by overseas governments or volunteers from the community. As well as their teaching duties at schools, teachers also share their knowledge at a local, national and international level. Within local clusters of schools, for example, they may provide activities for other schools to use in their language classes. Teachers also provide training and support for student teachers and also host teachers from overseas, modelling effective teaching and learning strategies for use in their home countries. Many schools and teachers also support university researchers around Australia who are conducting research into teaching methodology, student outcomes and the benefits of bilingual education.
Once students near the end of their primary schooling, teachers and schools work with staff at secondary schools in their areas to provide the maximum opportunity for students to continue with their Languages studies at an appropriate level. This includes developing student portfolios so that secondary school staff are aware of each student’s linguistic achievements and, where possible, provide an advanced curriculum from the Year 7 level.

7. The Victorian School of LanguagesThe Victorian School of Languages is a government school which provides programs in 50 languages through its 40 centres (30 in the metropolitan area and 10 in regional areas), as well as through distance education in 2012. The VSL provides programs for students from government and non-government schools to develop their home or heritage language; students who may be seeking continuity in Languages study after changing schools or students who wish to learn a new language, who cannot access a particular language in their mainstream school. Lessons are provided outside regular school hours, usually on Saturday mornings, and are typically of three hours’ duration.
In total, 15,586 Prep to Year 12 students studied Languages through the VSL in 2012 (including enrolments via distance education). Of these, 6,811 were primary students and 8,775 were secondary students. Total enrolments at the VSL remained relatively stable between 2010 and 2012.
Of the fifty languages taught at the VSL in 2012, five languages - Chin (Falam), Chin (Matu), Classical Greek, Gujarati and Tamil, were not offered in 2011.
Distance education continued to provide an important avenue for Languages study, with enrolments in distance education representing 17.7% of secondary VSL enrolments in 2012. Nine students who were enrolled full-time at the Distance Education Centre of Victoria in Year 6 were also given permission to study a language at the VSL through distance education in 2012. All figures referring to the VSL in this section include enrolments through distance education. Further details on distance education are available in the Distance Education Provision at the Victorian School of Languages Figure 7.1 which provides a comparison of all VSL enrolments from 2006 to 2012 at the primary and secondary levels and shows that enrolments at both the primary and secondary levels remained relatively stable between 2011 and 2012.

Table 7.1 sets out the total VSL enrolments for each language by year level. Forty-five of the languages taught at the VSL were studied at both the primary and secondary levels, with Bulgarian, Syriac and Tamil only studied at the primary level and Latin and Classical Greek only studied at the secondary level. The five most popular languages overall were Chinese (Mandarin), Vietnamese, Greek, Turkish and Japanese. Together, these five languages accounted for 46.9% of total enrolments in the VSL, with the remaining students spread over a wide range of languages.

Chinese (Mandarin) was strongly represented across the primary and secondary levels - each had around 1,300 students - while enrolments in Vietnamese remained strong with around 1,000 enrolments at both primary and secondary levels. Overall, there were noticeable differences in patterns of enrolments between the primary and secondary levels for some other languages. Some community languages such as Greek and Sinhala, for example, had stronger enrolments at primary than at secondary level, although most community languages had fairly even enrolments across the primary and secondary levels. By contrast, Japanese, French, Indonesian, Italian, German and Spanish had a higher proportion of total enrolments at the secondary levels.
Figure 7.2 represents the proportions of primary and secondary students studying at the VSL who attend government and non-government schools and shows that access to Languages study through the VSL remained important to students from both sectors. Overall, the majority of students at the VSL were government school students, 68% of enrolments overall, with non-government school students (from Catholic and independent schools, as well as home-schooled students) making up the remaining 32% of enrolments.

Distance Education Provision at the Victorian School of LanguagesIn 2012, the Victorian School of Languages offered Languages programs through distance education in Arabic, Chinese (Mandarin), Classical Greek, French, German, Greek, Indonesian, Italian, Japanese, Latin and Spanish to primary (Year 6) students enrolled full-time through distance education and to secondary students wishing to study a language which was not offered at their school or not currently attending a school. Of all secondary students enrolled at the VSL in 2012, 1,554 students or 17.6% were studying a language through distance education (Table 7.2). Figure 7.3 provides changes in enrolments in the six languages most studied through distance education between 2006 and 2012.

8. Community Languages SchoolsCommunity Languages Schools (CLS), previously known as after-hours ethnic schools, are conducted by incorporated community-based, not-for-profit organisations accredited for funding by the Department of Education and Early Childhood Development.
Community Languages Schools provide languages education programs that are complementary to those provided by mainstream schools and the Victorian School of Languages (VSL). Community Languages Schools provide classes to students from Prep to Year 12 (depending on the language) outside mainstream school hours; i.e. after school or on weekends.
In 2012, there were 181 accredited Community Languages Schools operating throughout Victoria, offering programs in 43 languages to 36,964 enrolled students. Table 8.1 provides enrolments in CLS at the primary and secondary level by language, as well as listing the number of CLS offering each language.
Table 8.2 provides the number of teachers teaching each language. These teachers have a range of qualifications including primary and/or secondary teacher qualifications in Australia or from overseas, qualifications in language teaching methodology or no teacher qualifications. DEECD continues to provide support and training opportunities for teachers employed in CLS.
