ConnectedSoon, the new Bulevard Turístico del Atlán-tico will be completed. This new highway will link the peninsula of Samaná better to the rest of the country. The Bulevard con-sists of a 124-kilometer loop that connects Nagua, Sánchez, Samaná, El Limón, Las Terrenas and the airport El Catey. In addition, the direct road between Sánchez and Las Terrenas, at present gone to rack and ruin, will be brought back into shape. 18 kilometers east of Sánchez there will be a toll station. Therefore the entire route will offer a range of free emergency services.

DisconnectedFausto Figuereo, president of the Retailers Association (Fenacodep), announced that some supermarkets and colmados plan to disconnect from the state electricity com-pany CDEEE and want to take care for their own energy supply. The main reason is the disproportionate rise in electricity bills in May, by up to 50 percent, which served as the basis for the eight percent electricity price increase in June. Fenacodep members complain that their cold chain is frequently interrupted because of the extremely high electricity prices and the ongoing power cuts and they need to store the goods in fewer cooling equipments. Fenacodep re-ports that the complaints are made nation-wide, with the main focus in the north.

With a landslide victory of 87.18 percent of the votes, Danilo Medina made everything clear on 26 June: He is the undisputed presidential candidate of the ruling Partido de la Liberación Dominicana (PLD - Domi-nican Liberation Party) for the presidential elections next year. President Leonel Fernández also assured his full support to his old internal rival. Analysts think, however, that the president had not that much interest of another strong man in his party. If Danilo wins the elections, and will lead a possibly successful government, he might become a threat to Leonel's leadership role. However, if Danilo will lose against Hipólito Mejía, as he did already in 2000, he won't have a political future in the PLD, and Leonel Fernández will remain the un-disputed leader of the governing PLD.

According to various surveys, Hipólito Mejía currently is still leading in the voters' favor. The people are restless and dissatisfied with the current government. Lately, in more and more cities there are sometimes violent protests against the general rise in prices and the continuing power failures that make life a misery for ordinary people.Whether Danilo's election promises, „to continue what is good, to improve what is bad, and finally to do what was not yet done“, will convince the voters, will be seen in a year.

The opposition party Partido Revolucionario Dominicano (PRD - Dominican Revolutio-nary Party), celebrated its 50th anniversary in the Dominican Republic on 5 of July. The party was founded already 72 years ago in Cuban exile by Professor Juan Bosch (photo above) on 21 of January 1939. But until 1961, after the death of the dictator Trujillo, it was not possible for the party to operate on Dominican soil. Since then the PRD posted five presidents. The first was Juan Bosch in 1962, but he was overthrown in 1963. Due to internal problems in the PRD, Juan Bosch founded the PLD in 1973 - so he is the founder of both major parties.Other PRD presidents were Antonio Guzmán (1978 to 1982), Jacobo Majluta, 1982, inte-rim president for 43 days, after Guzmán com-mitted suicide. Salvador Jorge Blanco (1982 to 1986) and Hipolito Mejia (2000 to 2004).

Economists Apolinar Veloz and Bernardo Fuentes do not share the opinion expressed by Banco de Reservas administrator and former Hacienda Minister Vicente Bengoa who said that „the IMF has the government on its knees .“ (Read article on page 7.) According to Veloz, corruption and business deals made by public officials are what have made the country kneel down. As well as complaining about corruption, the econo-mist also criticized the way the Dominican government is spending funds from loans from international financial institutions, which the Dominican people will have to pay back with interest. Both economists agreed that the IMF has been very lenient with the Dominican Republic since the country has failed to fulfill its commitments, and despite receiving sharp criticisms in the last letter of review for failing to reach the targets set for the end of 2010 and the first quarter of 2011, the credit agency „is still there“.Economy and Development Minister Temístocles Montás said that it was the Fernández administration that requested the agreement with the International Monetary Fund. „The IMF is not here because it wants to be. It is here because the Dominican economic authorities invited it. Normally the IMF does not go to where it is not invited.“Economist Bernardo Fuentes said, the Fernández administration might pass the fifth, sixth and seventh, but he doubts that it will pass the eighth review of the Stand-by arrangement signed with the IMF. The next Dominican president will have to visit the IMF in May or June to begin talks for the re-newal of the agreement as soon as the new administration takes office in August 2012.

In elementary school, children are not taught about the responsible use of the most important foodstuff: water. People have no culture for the protection of water. Most rivers are polluted by urban, agri-cultural and industrial waste, the drains are clogged by plastic bags and other garbage.This is the result of an investigation made by the National Institute of Water Reserves (INDRHI) for its program "Cultura del agua" (water culture), to raise the awareness for the protection and use of water. Since 15 years, a project for a water law is put away in the drawers of the National Congress. Environment minister Jaime David Fernández says, different interest groups prevented its completion.Lack of water and waste of water are close together. In Greater Santo Domingo 50 per-cent of the water leaks out through broken water pipes. In Santiago, there is a water supply designed for 400,000 users, but twice the number of people are connected.According to Frank Rodríguez, director of INDRHI, Dominicans are consuming up to 600 liters of water per person and day - 200 liters would be normal, according to inter-national standards. There is a culture of ir-responsible waste of water, he complained.

The success stories of the state power company (CDEEE) on ongoing elevations of electricity production are in a strange con-trast to other reports in the media (see, for example, page one: “Disconnected”), for example angry protests of the residents of Boca Chica, La Caleta and Andrés. They threatened to dismantle their counters and throw them on the busy Autopista de las Américas because of the ongoing hour-long power outages and their bizarrely inflated electricity bills.

Nevertheless, according to the CDEEE, elec-tricity production increased significantly, 135,044 kilowatt hours, from 4.7 million to five million megawatt (a new way of cal-culating?) in the first five months of this year compared to the same period of last year. The diversification had been widely spread, away from oil. In 2009, 54 percent of the electricity was produced with oil, today it's only 41 percent. The use of natural gas rose from 19 to 30 percent. Coal-fired power plants increased their production from 16 to 18 percent, while the clean energy from hydropower plants remained at 11 percent. Solar energy continues to play no role.

Central Romana, the country's largest sugar producer, announced the most successful sugar cane harvest in its history. In total, more than 3.4 million short tons of sugar cane were processed in the factory in La Romana (photo above) to 430,000 short tons of sugar, producing 181.516 short tons of refined sugar, ensuring continuous supply and stable markets in the country. Central Romana also is the first Dominican sugar factory, which received the certifi-cation seal ISO-9001 for the quality of its production. The sugar company was foun-ded almost a hundred years ago and employs now more than 20,000 people in La Romana and the surrounding “bateyes” (villages of the sugar cane workers, mostly Haitian descendants). Because of the good business, the company could pay 631 million pesos of bonuses to its employees, a hundred million more than last year. “This is a record bonus for the benefit of all workers who worked during the harvest,” rejoiced Union-leader Guiller-mo Luna. Central Romana also is construc-ting a new modern three-story hospital.

It should start already on March 16, but apparently there were some difficulties to reopen the new old ferry line Santo Domin-go - Puerto Rico. Now, end of June, there was the official celebration of the restart of the ferry at the Don Diego terminal in Santo Domingo after its operation started already on June 3.The American Cruise Ferries invested 60 million dollars in the cruiser “Caribbean Fantasy”, which will carry about 80,000 passengers a year. In both, Puerto Rico and the Dominican Republic, this shipping route, that was shut down for more than a year, will provide about 1,000 direct and indirect jobs in 350 small and medium businesses. The effect on tourism in both countries is estimated a 30 million dollars per year.On the “Caribbean Fantasy” there are found restaurants, a casino, a nightclub, a piano bar, duty-free shopping is possible, ladies can visit a beauty salon, and there is also a jewelry shop and a swimming pool.The trip starts three times a week, Sunday, Tuesday and Thursday, at 7 p.m. in Santo Domingo and arrives at 8 clock the next morning in Puerto Rico. 148 cabins and 450 seats can be used by the 1,000 passengers.The ship also can transport 150 containers and 70 vehicles.

A study of the Harvard University indicates, that the Dominican Republic occupies only the 36th place of 57 countries where tourism is an important source of income, referring to the number of tourists per resident. Most tourist areas of the island stagnated or fell back, like Puerto Plata, La Romana or Santo Domingo. Only in Punta Cana there was a consolidation. In addition, the average of what a tourist is spending during his vacation in the Domini-can Republic is only 107.20 dollars, one of the lowest results in international compa-rison. This is because of the all inclusive model, where the guests do not leave the hotels, so they don't spend on extra food, beverages, entertainment or souvenirs.

The study, commissioned by the Dominican government, shows that tourism is con-trolled by hotel chains with beaches of the highest quality. Real gross domestic product (GDP) of tourism has quadrupled in the past 20 years and is well above the rate of the general GDP. The country has a huge po-tential for ecotourism in the provinces of Pedernales or Monte Cristi. In addition, adventure holidays, golf, camping, hunting, sport fishing, mountain hikes or vacations with medical care are interesting alternatives.

For Canadians, the Dominican Republic is the holiday destination number four. This is a result of a survey by the “Vancouver Sun”. First is the neighboring United States, and with Mexico and Cuba there are following two other Spanish-speaking countries.

In the first five months of 2011, 4.44 per-cent more tou-rists visited the country, com-pared to the

year before. 61.73 percent of all tourists are arriving at the airport of Punta Cana, in Puerto Plata, formerly number one tourist destination, it was just 10.81 percent - only about 195,000 tourists. The number of North American visitors increased, while the number of Europeans continued to decline. The number of South Americans, looking for the Dominican sandy beaches, increased by 48.07 percent, Argentines took the first place.

Kofi Annan, former Secretary General of the United Nations, now president for a Green Revolution in Africa, called hunger the challenge of our time. “In recent years there has been a decline in the common goals based on shared values,” said Annan. There is “a worrying rise in protectionism and unilateral bans on exports, land theft and exclusive agreements to meet the nutritional needs of the rich, but not of the poor,” said Kofi Annan.A sad example is once again neighboring Haiti: 60 percent of all deaths among under 18-year-olds are associated with mal-nutrition. 30 percent of Haitian children are chronically malnourished. Half of the population, five million people, earn less than two dollars a day, hundreds of thousands survive only by donations. Haiti's new president Martelly wants to promote agriculture, which is completely devastated due to cheap imports of subsidized food.Pope Benedict XVI. called the food crisis a “tragedy” that affects millions of children. He condemned the speculation with food. The Catholic Church “can not remain quiet before the fact, that even the food has become an object for speculation”.

“Who is thinking that (the crisis) 2008 was the peak, is dreaming,” warns David Nabarro, representative of the United Na-tions' program for Food Security. The inter-national financial speculation had worsened the situation of farmers worldwide. Argentina and Mexico are examples of how the production of biofuels is guilty for the increase of food prices. For the meat production in Argentina, it takes years before a cow is ready to be butchered. The cultivation of crops for biofuel on the vast aereas of the pampas needs only six months. As a result, meat production declined and prices rose double to three-fold. In Mexico, corn is grown for the bio-fuel market in the USA. As a result the maiz tortilla, the staple food of Mexicans, became three times more expensive. And even in extremest emergencies the hard-hearted don't have mercy: The seed donations of the USA for Haiti are hybrid plants that do not form fecund seed. So for the next planting season new seeds have to be purchased. Another form of colonialism.

Vicente Bengoa Albizu, director of the Banco de Reservas (top), was talking loud and clear, praising the solidarity of the diseased Venezuelan President Chávez with the Dominican people. Without the Petrocaribe Agreement and the support of Venezuela in 2008, the global crisis would have had dire consequences for the Dominican Republic, he said. If the price of oil rises above 100 dollars a barrel, the Treasury Department receives 60 per-cent of the difference that the refinery has to pay to Venezuela's PDVSA, according to the Petrocaribe contract. PDVSA currently has to cope with U.S. sanctions, because it trades with Iran.The Dominicans received 520 million dol-lars in 2008, as the price of oil was tem-porarily at 150 dollars. Also this year there are expected again 620 million dollars that come in this way.

Bengoa Albizu described the annual Petrocaribe meetings of President Leonel Fernández and Hugo Chávez in which he participated as a finance minister. “President Chávez has never asked for any conditions, neither financially nor politically”, said Bengoa Albizu. “The Petrocaribe Agreement has helped the Dominican Republic tre-mendously, without any consideration. This is a solidarity contract, unlike the one with the IMF (International Monetary Fund), forcing the government to its knees, calling for higher taxes for the Dominican people, imposing a capitalization law, obligating to pay this year 18 billion and next year 24 billion to the Central Bank, a totally absurd thing.”The Dominican Republic owes Venezuela a little over two billion dollars. Within 25 years that must be paid back at an interest rate of just one percent must. This year 59 million dollars are due. To date the Dominican Republic has paid 35 percent of the debts of this contract for 2011.Payment is made with liquid sugar, food, and black beans. “In reality we do not pay the Venezuelans with dollars, but in goods, produced by Dominican companies. In 1960 there was a break in relations when the then dictator Trujillo tried to kill his counterpart Rómulo Betancourt (photo above) with a bomb in Caracas. Betancourt survived with burns. After Trujillo's death, relations normalized in 1962.In September 2003, Chavez called back the Venezuelan ambassador in Santo Domingo and stopped the oil supply of the Do-minican Republic. He accused the Domini-can government of Hipólito Mejía to permit Venezuela's former president Carlos Andrés Pérez to prepare an assassination attempt against him.In 1980, the Dominican president Antonio Guzmán signed the Agreement of San José with the presidents of Venezuela, Luis Herrera Campins, and Mexico, José López Portillo, where the two oil producing countries agreed to sell 160,000 barrels of oil at preferential prices to eleven countries of the Caribbean and Central America

After days of speculation about the health of Venezuela's president Hugo Chávez, who disappeared to Cuba to do some medical examinations, he announced end of June, that a malignant tumor has been removed.The 56-year-old Chavez traveled to Cuba on 8 of June, where he appeared with Fidel and Raúl Castro. Then there were no news of him for 18 days, causing great concern in Venezuela. After the operation, Chávez was occasionally seen in TV with the two Castro brothers. He thanked Fidel for his support during his stay in Cuba and assured that his country was not without leadership, as the furious opposition claimed. Nationwide there was a wave of sympathy for the sick Chávez (right). Religious groups

prayed for the president, and Hugo Chávez thanked on Twitter for the “hurricane of love” that descended upon him from the Venezuelan people.

On 4 of July, one day before the celebrations of 200 years of independence of Venezuela, Chá-vez returned from

Cuba. But for his health conditions he could not participate at the military parade of the Independence Day on 5 of July. A sick looking Chávez only sent a message for the Independence Day on television.The opposition, which is united only by their dislike for Chávez, does not know exactly how to react on this new situation. Next year there will be presidential elections, and if Hugo Chávez would not be a candidate any more due to his illness, the politicians of the opposition had no reason to not pounce

on each other in order to become president for the own party. The president of the Inter-American Dialogue in Washington, Michael Shifter, warned already that each internal split has to be avoided be-

cause it will weaken the opposition. Simul-taneously, the American right is mobilizing. Roger Noriega, Secretary of State for Latin America (small pic down left), accused Venezuela in the Colombian diary “El Tiempo” to make common cause with terro-rists, drug dealers and Iran.According to him, the U.S. government is closing the eyes to what is happening in Venezuela. The USA had underestimated Chávez for a decade: “Now I am convinced that he represents a threat. But many people think Chávez is just a clown, that's a big mistake.”Meanwhile the U.S. Congress said it wouldn't “rule out any options” regarding sanctions against Venezuela. Connie Mack, right-wing Republican from Florida, made the ridiculous proposal to put Venezuela on the list of “states that sponsor terrorism” be-cause it is trading with Iran. As an expected reaction, Venezuelan Fo-reign Minister Nicolás Maduro answered: “They have only triggered a wave of patriotism and of international solidarity. Any of their threats strengthens us as a nation. No extreme fascist can threaten our country. “

PiratesA captain was sailing the Caribbean seas one afternoon, when suddenly over the horizon a pirate ship was seen. The captain yells “Everyone prepare for battle, and hand me my red jacket.” To which one of the crew members complied and handed him his jacket which he put on. The battle ended victoriously for the ship and his captain and they continued on in their voyage. Later, they again spotted pirates, this time two ships were a approaching. “Men, we must go to battle again! Someone get me my red jacket!” And a crew member brought the jacket and the captain put it on. After a fierce fight, and a truly stunning effort of the ships crew, the pirates were defeated. Noticing a trend, one of the ships crew members approaches the captain, “Why is it every time we go to war with another ship, you request to wear your red jacket?” To which the captain replies, “Well, if for some reason I should be injured and bleed, the red jacket will not show my wounds and thus the crew will not be alarmed and worried of my condition.” The crew member agrees that this is a good strategy and continues with his work. Later that day over the horizon, a massive fleet of pirate ships, ten in all, come over the horizon. The nervous crew looks up at the captain and he yells “Everyone prepare for battle, and hand me my brown pants!”

Lolita's sister Rosario Flores is also a singer, she won a Latin Grammy in 2001. Brother Antonio writes lyrics and makes pop-rock. The program “De Lolita Lola” includes the big hits of her career like “Amor, Amor” and the Spanish-fiery “Sarandonga”.

Úrsula Hilaria Celia Caridad Cruz Alfonso was born as a daughter of a fireman of a lokomotive and a houswife in a poor neigh-borhood of Havanna, Cuba, on 21 October 1925. Her bright shining star was dying out on 16 July 2003. Celia Cruz was a legend in her own lifetime, and the most famous and best paid Latin American singer of the 20th Century, who started her more than 50-years long career with more than 80 albums in Venezuela in 1949. Celia Cruz' golden age began in 1950 with the legendary band Sonora Matancera, where she met her future husband, Pedro Knight, the second trumpet player, with whom she was married until her death and who died in 2007.With a powerful voice, colorful, shimmering costumes and wigs, and with her shout “¡Azúcar!” (Sugar!) she tore anybody from lethargy. She was the absolute and only “Queen of Salsa”, idol of all other Salseros. She sang for and with all the Salsa legends like Tito Puente, Johnny Pacheco, Willie Colon and many others. In 1960, after a tour in Mexico, she did not return to Cuba when Fidel Castro took power during the Cuban Revolution. Tragically, her eternal dream of returning to Cuba, was not fulfilled in her lifetime.
