BENEFIT #1

The tax credit for making energy efficienthomes improvements is not 30% of the costof the improvements up to a maximum of$1,500. This means that if the improvementscost you $4,500, you owuld recieve a taxrefund of $1,500 when you file your taxreturns. Eligible improvements include ener-gy efficient exterior doors and windows, insu-lation, heat pumps, furnaces, central air con-ditioners and water heaters. Generally, yourhome improvement contractor and/or themanufacturer selling the improvements issuesa certification that clarifies whether theimprovements meet the necessary standardsfor energy efficiency. Most modern windows,furnaces, and air conditioners meet theserequirements. If you’ve been holding off onmaking some of these improvements, now isa great time to get a move on it - especiallywith all the great deals that are being offered.

BENEFIT #2

The tax credit available to first time homebuyers was increased from $7,500 to $8,000for homes purchased between January 1,

2009 and December 1, 2009. Also, the creditno longer needs to be paid back as long as youlive in the home without selling it for at least3 years. The previous version of the creditexpired July 1, 2009 and required home buy-ers to pay the funds back over a 15 year timeframe.

The income limitations remain the same($75,000 for single tax payers claiming thecull crdit and $150,000 for married tax pay-ers), as do most other qualification require-ments. Also, the credit remains refundable.This means that first-time home buyers whoowe less than $8,000 in taxes for the yera arestill eligible for the full $8,000 credit whenthey file their tax returns. In that case, the IRSwill write you a check for the differencebetween $8,000 and your actual tax bill. Infact, the credit can be claimed on your 2008tax returns that you file by April 15, 2009 ,even if you buy the home in 2009.

There is one catch, however, if you boughtthe home in 2008, the credit remains $7,500,and it still needs to be paid back over a 15year timeframe beginning in 2011 when youfile your 2010 returns.

Stimulus plan faces confidence testBy Ilyce GlinkInman News Service

It's been a busy session for Congress:After debating a $15,000 tax credit for allhomeowners, the House and Senate finallyagreed on an $8,000 tax credit for first-timehomebuyers who qualify under incomeguidelines.

That's better than the $7,500 tax creditthat was passed last fall. And the way thenew stimulus package is written, you won'thave to pay the tax credit back in $500increments over 15 years. In fact, the home-buyer would get the $8,000 credit with nopayback requirement.

The world of stimulus, investment, WallStreet and the credit markets is moving sofast, it's tough for a weekly columnist tokeep up.

But in its final form, the $787 billionstimulus package aims to give taxpayerssome additional help by providing a payrolltax credit of $400 for low- and middle-income workers ($800 for couples), expan-sion of the child tax credit, expansion of theEarned Income Tax Credit, further relief ofthe marriage penalty, incentives for buyingnew cars (including light trucks and SUVs),

and relief of the alternative minimum tax(AMT) that would have snared as many as26 million taxpayers in 2009.

Will it work? That depends on what theproblem is that you're trying to fix.

I've long felt that there is both a seriousfinancial component and an emotional com-ponent to the current crisis. Fixing thefinancial failings of Wall Street and MainStreet won't necessarily cure the crisis ofconfidence and trust that lingers.

It isn't just that Americans don't trust thehigh-paid bankers on Wall Street. It's thatthey no longer trust themselves to makesmart, long-term decisions for their family'sfuture. They are second-guessing the mostbasic financial moves they've made. Con-sider three letters that recently arrived in myinbox:

Letter 1: A single mom in California useda 40-year loan to stretch her finances andbuy a house for $500,000 that's now worth$350,000. She's paying her bills but won-ders whether she's possibly made the dumb-est move of her life.

Letter 2: A divorced woman wonders ifshe made her own dumbest move by askingfor the house based on its valuation when

she divorced in 2005 -- rather than gettinghalf of her ex-husband's pension. The houseis worth 30 percent less -- if she can evensell it.

Letter 3: A husband/father wonderswhether he'll ever climb out of the hole hisfamily has fallen into, now that he has losthis job and is on the verge of losing hishouse to foreclosure. He is contemplating alife of not even qualifying to rent a house inhis neighborhood of choice, not because hecan't afford it, but because he doesn't knowwho would want to rent a home to someonewith his credit score

These three individuals, the familiesthey're connected to and the thousands ofother Americans who write to me each weekare all wondering what money moves theyshould be making right now. Should theystay in their homes or sell? Should they buyor rent? Should they keep contributing totheir 401(k) plans at work, or contribute toa Roth IRA, or keep it in their mattress athome? (I'm not a big fan of stuffing yourmattress with money, due to the risk of fireand flood. Safe deposit boxes are better --you'll be safe even if the bank goes under.)

It's becoming clearer that the mantra on

Capitol Hill to "Do something, anything" isthe call of people desperate to help, but whoare unsure whether the help will actuallysolve the problem.

A few things are clear: If people havejobs, they'll pay their mortgage, taxes andother bills. If they don't, they'll choose foodand fuel over a mortgage payment or creditcard bill every day of the week. If they can'tafford to pay for COBRA after being laidoff, they won't carry health insurance. Andif they get sick, they'll head for the emer-gency room -- and perhaps after that bank-ruptcy court.

But with our self-esteem tied up so close-ly with our net worth, you almost want tosee Oprah lead a class on how to reprogramfinancial trust back into our lives. Becauseif you don't have faith that the next 10 yearsin this country will be better than the last,it's a big leap from there to buying a houseand sinking roots into a community.

Regaining trust in system will take work
