Don't let financial ruin kill American DreamBy Ilyce GlinkInman News Service

If your goal is to get your finances real-estate-ready in 2009, there's not a moment tolose. While the real estate and financial mar-kets aren't expected to do much in the first halfof the year, they could pick up positivemomentum in the second half of the year, lead-ing to a much more active 2010.

If that's the case, and you decide to buy ahome, you'll want to have your finances inorder. If you currently have a mortgage but areunderwater, you may need to boost your sav-ings in order to qualify for a loan modificationor a refinance.

In last week's column, I suggested you putyourself on a budget (and trade down each ofyour expenses to a less expensive alternative),pay off your charge cards, and pay yourselffirst and last (as a way of building up yourcash reserves for a down payment and closingcosts).

But there are other ways to boost your per-sonal finances, especially if you've experi-enced a foreclosure, short sale or bankruptcyfirst-hand.

Focusing on building up your credit historyand raising your credit score is paramount. Butyou'll also need to set aside cash to cover therequired down payment (which is increasingto 3.5 percent on FHA loans), build up cashreserves, and pay for some closing costs andmoving expenses.

Future homebuyers should resolve to:1. Pay all of your bills on time. Whether

you're renting an apartment or you own yourhome, you'll want to make sure that you'repaying all of your bills on time. This is espe-cially important if you're trying to re-establishyour credit history after a financial crisis.

While the credit rebuilding process can takeyears, paying bills on time helps to show a pat-tern of progress. Late payments show thatyou're not managing money well, and even asingle late payment can drop your credit scoreby 50 to 100 points.

The higher your score, the more financialoptions you'll have, like credit-card offers withterrific balance transfer options. For those withthe highest credit scores, you'll get the bestmortgage options with the fewest fees and bestinterest rates.

2. Save your change. Every day when youget home, empty your pockets (or wallet) ofchange into a glass jar. After two weeks, alsostart dropping your lowest-denomination billsinto the jar. At the end of a month or two, takeit to the bank. You'll be shocked by how muchyou'll save and how you'll never miss it in yourdaily routine.

Creating a solid financial future isn't aboutwinning the lottery or speculating on a hotstock tip. It's about being smart with the dol-lars you have in your checking account at thebeginning and end of the month and thechange left in your pocket at the end of the day.

3. Contribute the maximum to your retire-ment plan. Although the financial markets aredown as much as 45 percent from their highpoint of October 2007, it's still important tosave for your retirement, preferably inside a401(k) or 403(b) plan.

If your employer offers you a retirementplan with a company match, sign up as quick-ly as possible to take full advantage of it. Evenif your employer doesn't offer to match yourcontributions, you should still open up a planand salt away cash before it ever hits your wal-let. (If you've got cash in your wallet or check-ing account, the temptation is to spend it.)

Traditional 401(k) retirement plans offertax-deductible and tax-deferred growth. Thatmeans, your money is growing far faster thanif you had to use after-tax dollars or if you hadto pay taxes on your earnings each year. Ifyour employer matches your contributions,every dollar of that match is free money.

If your employer doesn't offer a 401(k) planand you qualify for a Roth IRA, you shouldopen up a Roth IRA and start putting awaymoney for your retirement.

4. Resist the temptation to use your 401(k)or IRA as a piggy bank. The cash you've savedin your 401(k) or IRA should be touched onlyas a last resort.

The government allows you to withdraw upto $10,000 from an IRA account for the pur-chase of a first home (you'll pay taxes owedbut no penalties on the withdrawal). But if youwithdraw cash for any other reason, you'll paytaxes on the amount at your marginal tax rate(and the withdrawal may push you into a high-er tax bracket). If you withdraw from your401(k) or IRA and you're under 59 1/2, you'llpay a 10 percent penalty on the money.

Whether or not you can borrow any amountfrom your 401(k) or other retirement plan atwork depends on the plan rules (check withyour plan administrator).

Either way, carefully think it through beforeyou take the cash from these accounts. If the$10,000 is your entire retirement kitty, youmay be jeopardizing a secure retirement. If the$10,000 represents only a fraction of yourretirement savings, you may have more flexi-bility.

The better solution is to simply borrow themoney from another source. If you take out alarger mortgage, you may pay private mort-gage insurance (PMI). The good news is thatfor new loans taken out as of Jan. 1, 2007,your PMI premium is tax-deductible (if youearn $100,000 per year or less) and your tax-deferred cash will continue to grow intact.

5. Consider refinancing or a loan modifica-tion when interest rates drop or when yourcredit improves. Arguably, 2009 may be thebest year ever to refinance your mortgage orcomplete a loan modification because westarted the year with 30-year fixed-rate mort-gages at their lowest point ever (just above 5percent). Many real estate experts and industry

observers believe that the federal governmentwill continue to use Fannie Mae and FreddieMac to buy loans directly, pushing down theprice of mortgages further.

If you can qualify for a loan modification orrefinance, this should translate into big savingsfor you.

For many people, doing a loan modificationwill likely be the best and cheapest alternativefor a number of reasons: Most loan modifica-tions won't require a new appraisal for theproperty, which eliminates one big problemmany homeowners are having now; costs arelower than a traditional refinancing, becausegenerally the lender doesn't need a new titleinsurance policy; and you should be able tocomplete a loan modification (sometimesknown as a streamline refinance) faster than atraditional refinance.

Whether you do a loan modification or a tra-ditional refinance, your loan can be a goodway to find extra money in your budget eachmonth. If you can save even $50 per month,that's $50 you can invest in yourself and yourfuture.

Refinancing with a no-cost loan may be agood way to go, particularly if you'll be stay-ing only a few years in your home before sell-ing. Otherwise, consider paying some costs orfees and taking a long-term view with a super-low interest rate.

This year should offer some excellentopportunities to refinance adjustable-ratemortgages (ARMs) that may be coming due.You may be able to refinance to another 5/1ARM or even a 30-year fixed-rate loan andsave money. With all of the subprime issuesand mortgage problems out there, make sureyou understand the fees involved in obtainingthe loan, the rate you are getting for your loannow and in the future, and whether there areprepayment penalties associated with yourloan.

6. Keep up with your home maintenance. Ifyou keep your home in good shape, you'llspend less over the years than if you let littlethings build into big problems that needreplacing instead of repairing.

A small leak in your roof might cost $750 torepair. But if you let it go on for a year ormore, it might cost several thousand dollars torepair the problems caused by moisture infil-tration.

Regularly walk through your home, includ-ing the basement and attic, and around theexterior, looking for signs of rot, moisture orpest infestation. The sooner you take care ofthese problems, the easier and cheaper theywill be.

Don't expect your savings to growovernight, but if you start to implement a fewof these strategies, by this time next year,you'll notice a significant improvement in yourfinancial net worth.

Habibcontinued with his assessment thatwe may see a 7800/ 7400 Dow asmarket lows are tested. Most impor-tant, Habib stated historically the realestate market usually bottoms sixmonths before the stock markets. Ifthis theory holds true then a forecast-ed January stock market low couldsignal last June’s real estate low orre-test its lows?

Hauntingly today we are approach-ing these forecasted Dow numbers.

In November, the government alsoannounced it’s $750 Billion Bail OutProgram to infuse dollars into the USBond Markets through Quarter II of2009 with intentions to drive rates to4.50% range.

They succeeded not once, not twicebut three times now as 30 Year Fixedrates have dropped to 4.50% threetimes forming a trading pattern.When good news has come such as

Roller covers help achieve great paint jobBy Paul BianchinaInman News Service

Painting is certainly one of the perennialfavorite projects for do-it-yourselfers. You cantransform a room in just a short time, and per-haps best of all, you need only a few basictools.

In addition to a good paint brush, a qualityroller cover is one of the essentials. And as withbrushes, professional-quality equipment costsonly a few dollars more than the low-end stuff,and the difference in ease of use and the quali-ty of the finished product makes the small addi-tional expense well worth it!

ROLLER COVERSA roller cover is basically a long, hollow tube

covered with fabric, foam or other material. Itfits over the cage on the roller frame, and iswhat actually holds and applies the paint. Thereis a huge selection of roller covers available,but you need only a couple of them and they areinterchangeable on the roller frame, so you canmix and match the covers to suit just about anypainting situation.

There are several different types of fabricsand other materials that are used to make rollercovers, and choosing the right one can some-times be a little confusing. Which type youselect is dependent on the type of paint or otherfinish you're applying, the type of surfaceyou're painting, and the type of finish you want

to achieve (for example, smooth or textured).Synthetic Fabrics: Many roller covers are

covered with fabrics that are made from a blendof synthetic fibers. Often, these are proprietaryblends developed by specific manufacturers tomeet specific painting needs, so follow whatthat particular manufacturer lists as beingacceptable uses for any given roller cover.

In general, synthetic fabric covers are suit-able for most types of latex and oil-basedpaints, making them good all-purpose covers.They are typically not rated for use with suchcoatings as polyurethane and epoxy.

Lamb's Wool and Lamb's Wool Blends:Lamb's wool covers are generally softer andmore dense than synthetic fabric covers, so theyhold more paint with less spatter. They tend toroll out the paint a little faster and smoother aswell, creating a very uniform finish. The 100percent natural lamb's wool covers are typical-ly suitable for all paints, including latex, butthey actually work best with oil-based products.There are also lamb's wool and synthetic fiberblends, which take some of the best character-istics of each material and are better suited foruse with water-based products.

Mohair and Mohair Blends: Mohair coversare very good on smooth surfaces, such as inte-rior and exterior wood and metal doors. Theyhave virtually no shedding problems, and leavea very nice, texture-free finish. The 100 percent

mohair covers are intended for use with oil-based paints, epoxies, varnishes and urethanes.There are also some mohair/synthetic blendsthat will work with latex paints. Because theyare intended for smooth surfaces, you will findmohair covers only in short naps.

Foam and Slit-Foam Covers: Roller coversmade from 1/4-inch foam are generally bestsuited for smooth surfaces and the applicationof enamel, varnish and similar materials. Theyleave no lint behind and also do not impart anytexture to the material being applied, and thefact that they don't hold much material helpskeep you from overcoating the surface.

Longer, slit-foam rollers are great for paint-ing uneven surfaces such as masonry and stuc-co, and they are definitely the best choice forpainting acoustic ("popcorn") ceilings. Theycan be used with all types of paints, includinglatex.

Specialty Covers: There are also a number ofroller covers that are manufactured to accom-plish very specific tasks.

* Stipple: "Stippling" is a form of texturepainting, in which the paint is rolled on so thatit produces small bumps as opposed to going oncompletely smooth. This is accomplishedthrough the use of specialty stipple roller cov-ers that utilize a twisted fabric similar to low-nap carpet. They can be used with most kinds ofpaints, but are typically most effective when

used with thicker texture paints. These coversalso work well for applying anti-skid paints.

* Texture: With the popularity of faux fin-ishes, there are now a number of roller coverson the market that utilize a covering of loopedor twisted plastic to apply paint while leaving avery distinct texture. They are designed for usewith thicker texture paints, and also work wellfor applying certain types of masonry sealerson medium to coarse aggregate surfaces.

* Epoxy: These are special plastic or fab-ric-blend covers that are intended for use withdifficult to apply coatings such as epoxy andurethane. Coatings such as these are sticky, andspecialty epoxy roller covers allow the coatingsto release more quickly from the fabric forsmoother application.

NAP LENGTHThe nap length refers to how long the fibers

on the roller cover are. Naps range in lengthfrom 1/8 inch to 1 1/4 inches, and regardless ofwhat type of fabric you are using, there are twosimple rules of thumb to remember whenselecting a nap length:

* Shorter naps hold less paint and leaveless texture on the surface, while longer napshold more paint and leave more texture behind.

* The smoother the surface you're paint-ing, the shorter the nap should be; the rougherthe surface, the longer the nap should be.
