  • The Case for Change We need a model that: supports systemwide services and the way we work now, via cross functional teams with knowledge of practices such as scholarly publishing, web archiving, rights management, and data curation; focuses on Council of University Librarians (CoUL) goals and priorities; supports communication, collaboration, and project management relative to systemwide services; encourages and advances innovative ideas from anywhere within the structure. 7
