"When we brought up the issuewith SubangJaya municipal council-lor Robert Tan, he managed to dis-cuss with the counci\.Al)d broughtdown the licence fee: t(lfhe originalRM360 for each plot.

"However, we still hat! to buy theblue canopies with the MPSJlogo byJuly 1," he said.

Tee added that the canopy wastoo big to be carried around, espe-cially for traders who used motorcy-cles and cars.

"The council, on the other hand,should take action on the unlicensedtraders who hinder traffic and ensurethat the contractors pick up the rub-bish as soon as the cleaners finishtheir work," he said.

Tee added that there were about30%unlicensed traders at the morn-'ing market during the weekends.

WHEN dog-catchers took away her 12-year-old dog. Bavani Nadarajah neverimagined that it would be the last

time she would see her pet.According to Bavani. the incident happened

on Feb 18 in Taman Desa Kenanga. Semenyih.at noon. "Six men came in a white van and

caught my dog named Puppy. which I let out ofthe house for only five minutes so it could easeitself. It does not have a licence.

'The van did not bear any MPKj logo and thedog-catchers did not have any identification.

"The dog-catchers ignored our pleas andtold my mum to go to the council to pay thesummons if we wanted our dog back:' shesaid.

However, the worse has yet to come.Bavani and her father went to the council

the same day at about 3.30pm to get theirdog. .

"We were first told that our dog was not inMPKj and that the person-in-charge was notin.

"An officer told us that the council is givingthe dog-catching contract to a new contrac-tor:' she said.

'The officer also said MPKj rlid not keep anydogs that were caught:' she said.

Five minutes later, another officer deliveredher the bad news - her dog had been put tosleep.

"How could they kill my dog without inform-ing us or giving us any notice?

"The officer said there is nothing she coulddo as the contractors have buried it at a landfillin Sepang:' she said.

"I called the officer-in-charge and relatedmy story to her and asked if! could claim thebody of my dog. She replied sarcastically howcould I claim my dog when it has been buriedat the landfill.

"I also questioned her about the failure tonotifY us before our dog was put to sleep, towhich she replied: 'If there were 10 dogs,should I have to call 10 people (dog-owners)?'

"At the end of the conversation, she told meangrily that I could go to Sepang and dig outthe body of my dog if I wanted to."

Bavani said the incident caused her family

Good, but whatcan councillors do on the ground.if they have no executive powers?What can he or she dowhen councilworkers defy legitimate and legallycorrect instructions? PKNS to set up company to carry out maintenance at low-cost flats

HE many problems faced bylow-cost flat residents inSelangor may be a thing of the

past as the state government plansto set up a company to carry out themaintenance services at such plac-es.

State housing, building manage-ment and squatters committeechairman Iskandar Abdul Samad

.said the company,which wouldmost likely be set up under theSelangor State DevelopmentCorpoJation (PKNS), would handleall maintenance work at low-costflats from June next year.

Iskandar, who spoke to reportersafter attending a meeting at AngsanaHilir Flats in Ampang, said the stateexco had made the decision during ameeting last week. .

"This move will help ease thefinancial burden of the flat dwellers.

Maintenance fees will not be so highbecause a si~gle company request-ing quotations for repairs and main-tenance work for all the flats willsurely get a cheaper price than ip.di-vidual quotations from the differentflats," he said. .

He added that there were 78blocks of low-cost flats in the state

"A lot of companies do n,otwant totake on the job of maintaining low-cost flats because they know that theresidents are unable to pay highmaintenance fees which wouldmake them run ata loss," Iskandarsaid.

So far, there are a total of 250,000strata units iIi., Selangor and morethan 70% of them are low~cost unitsthat house about 1.2 million resi-dents.

ing fund was used for purposes otherthan major repairs.

"When a big problem comesaround, there is not enough in thesinking fund to carry out mainte-nance. It is a common misconcep-tion that the big problems are theresponsibility of the local authorityor state government," Iskandar said.

He said a loophole in the Buildingand Common Property (Maintenance

and Management) Act 2007 wascausing problems in collecting main-tenance fees at low-cost flats.

"This is because most of the low-

cost flat dwellers are only tenantsand the Act does not provide awayto penalise those who do not pay thefees.

"Landlords also do not pay for it orfail to inform their tenants to pay themaintenance fees," Iskandar said.

However, he said under the StrataTitle Act 1985, action could be takenagainst not only owners but also thetenants who failed to pay the main-tenance fees.

"I will be bringing this matter upat the next state exco meeting sothat we can try to find a solution tothis and see if there is a way topenalise tenants who fail to settlemaintenance fees," Iskandar said.

He said since last year, the stategovernment had embarked on theMy Beautiful, Happy and HarmoniousApartment programme to raiseawareness and educate low-cost flat

residents on their monthly mainte-nancefees.

"Flats with critical problems aregiven priority and we visit one loca-tion almost every week. After theprogramme is complete,we hopetobe able to start taking action to fixthe problems,"he added.
