WELCOME

The biennial CO3 conference, aptly named Leading Change – Adding Value, is always a wonderful event and it presents us with an opportunity to reflect on 2016 and to consider the outlook for 2017. It also offers an opportunity to meet with colleagues and share stories of leadership and challenge.

2016 certainly brought with it many surprises in the political arena, at home and further afield. We enter into 2017 with much uncertainty about the future of the power sharing executive at Stormont and facing into another election in early March. This has left many in our sector feeling exposed and unsure of the future, particularly given the lack of an agreed budget, welfare reform and the looming uncertainly of what Brexit will mean. Despite all of this we as leaders in the Third Sector know that we need to remain focused on those who need us most, ensuring that they receive the support they need, ensuring that their voice is heard and advocating on their behalf. Now more than ever we must hold onto our values and provide strong leadership for our teams.

In addition to the keynotes, the workshops and the exhibition village, the conference will offer us time to collaborate, listen and network. Some of the topics of conversation throughout the conference will be focussed on:

• Strengthening leadership & governance• leading transformational change• sustainability • fundraising• the implications of Brexit• public sector reform and the role of the Third Sector • & risk management.

Of course one of the highlights of the two days will be the CO3 Leadership Awards, a wonderful way to recognise exceptional leadership in the sector. On behalf of the board of CO3 I wish to congratulate those shortlisted for an award.

In my final year as Chair of CO3, I wish to thank Board colleagues for their support. In particular I thank Nora and the team for all the hard work they have done in putting this event together. More than that, I wish to acknowledge the dedication of the team in supporting the members of CO3 on a daily basis.

I hope you have a wonderful conference and I very much look forward to talking with many of you at what promises to be an inspiring couple of days.

The non-profit sector has undergone so many changes in the last half-century and continues to evolve. We, as non-profit leaders, need to be leading that change.

Fifty years ago when I began my career in government, non-profits in the US were old-line, largely run by volunteers, who were untrained and often unfocused. No doubt they did “good work” but it wasn’t up to a high professional standard. Meanwhile the concept of philanthropy, or non-profit advocacy had not come to the developing world at all. In Africa, Asia and Latin America the rich were rich, the poor were poor, and government little influenced by the population, even in so-called democracies.

A revolution has taken place! Most governments now reflect at least the general “will” of the people and political leaders listen to the calls for greater spending of tax monies on health, education and welfare. When those things don’t happen they “revolt” or simply migrate. At the same time the non-profit, non-governmental sector has become professionalised. Hopefully it has done that without losing its soul and becoming too much like government or the private sector, things it should never be.

I believe we need to inspire and prepare non-profit leaders to be independent, passionate, financially literate and excellent stewards of resources, both human and capital. If we succeed then the non-profit sector will play its proper role as a strong voice advocating for social justice and equity, and as an efficient delivery mechanism for goods and services to those in need.

About Sally G Cowal

Ambassador Sally G. Cowal is Senior Vice President, Global Cancer Control, at the American Cancer Society. She leads the Society’s efforts to reduce the global burden of cancer primarily through advocacy for effective tobacco control measures; improvement of access to cancer screening, treatment and pain relief; and collaborations with other cancer control organizations, advocates, and governments.

She served as the U.S. Ambassador to Trinidad and Tobago and as U.S. Deputy Assistant Secretary of State for Latin America and the Caribbean. She was the founding Director for External Relations at the Joint United Nations Programme on HIV/AIDS, the CEO of two non-profit foundations, and the Chief Liaison Officer for Population Services International (PSI). She serves on several academic and foundation boards and is a Member of the Council on Foreign Relations.

She is a member of the 2016-2018 Board of Directors of the Switzerland-based Union for International Cancer Control (UICC).

Barbara Frost

Chief Executive, WaterAid

Barbara Frost has been Chief Executive of WaterAid UK since September 2005. During this time the global Organisation has expanded into 37 countries and substantially increased its income from £26.9 million a year to over £83 million in 2014/15.

Barbara believes that WaterAid’s success is due to retaining a clear focus on safe water, improved hygiene and sanitation to the world’s poorest communities and our emphasis on everyone’s right to these most basic of services.

Barbara has led on the development of our two Global Strategies that promote WaterAid’s aims and links the work of all WaterAid teams at country and regional level and across the globe with other WaterAid member countries – the UK, US, Australia, Sweden, Canada and Japan. She also also played a pivotal role in creating WaterAid international.

Prior to joining WaterAid, Barbara was Chief Executive of Action on Disability and Development; an international development organisation working with disabled people’s organisations in Africa and Asia to assist them to claim their rights and improvements in their living standards.

Mo was appointed Chief Executive of Our Lady’s Hospice and Care Services in 2006 and led the organisation through a strategic planning and change process in a period of significant financial pressure. Mo became Group CEO of Rehab in January 2015, where she has developed a new strategy for the organisation across the spectrum of care, learning and employment for people with disabilities.

Wendy Austin is the voice of the award winning BBC Radio Ulster programme Talkback. In a career spanning three decades Wendy has been a reporter and more recently presenter on both television and radio, in Northern Ireland and nationally.

For many years the co-anchor of Good Morning Ulster, Wendy’s voice was also heard on PM and Woman’s Hour on BBC Radio 4.

Jake’s first appearance at the Edinburgh Fringe Festival, appearing in a stand-up show entitled ‘Alternative Ulster’, received both popular and critical acclaim. Jake has also appeared at some of the country’s top comedy clubs including The Stand, Jongleurs and The Comedy Store.

Jake’s television and radio credits include appearances on the award-winning ‘The Empire Laughs Back’ as well as guest spots on ‘Two Ceasefires and a Wedding’ and ‘Give My Head Peace’.

Helen McLaughlin has been working alongside the voluntary and community sector in Northern Ireland for over 20 years, offering facilitation, training, research and evaluation. She has extensive experience of engagement at both a local community level, and at a strategic, programme and policy level. Richard Ramsey is Chief Economist, Northern Ireland, at Ulster Bank. He was a member of the Northern Ireland Finance Minister’s Ministerial Advisory Council on Public Sector Reform (June 2014 – June 2016), and is a member of the Department of Finance & Personnel’s Statistics Advisory Council.

Paula Sussex joined the Charity Commission as CEO in June 2014. The workshop delivered by FXL Ireland will have a particular focus on how to be a transformational leader and how to achieve a transformed level of performance within your organisation. Sharing the latest in leadership psychology and team dynamics in an accessible way, you will leave this event with your brain buzzing with practical ideas and business models for you to take and use in your organisation.

This workshop will be led by John F Kelly and Paul Barbour of FXL Ireland, who between them have over 50 years experience of leading change and adding value within the private sector in the UK and Ireland.

In a time of unprecedented uncertainty, what can leaders do to create an enabling environment that delivers the best outcomes for the people and places you work with?

This workshop forms part of a wider initiative being undertaken by Building Change Trust. The purpose of the initiative is to provide a platform for the voluntary, community and social enterprise (VSCE) sector, its funders and policy

makers to consider how to build an enabling environment that supports the sector to achieve the best outcomes for the people and places it works with. The aim is to provide VCSE sector and its partners with robust information to support the creation of policies and practices which will enable the sector to maximise its impact.

Today we live in a peer to peer world; we share our loves, our irritations, our ideas with our friends on Facebook. We browse for the best restaurants on Yelp. We find new music….and we can see what our friends are following on Spotify. Over the last 15 years as I worked in 24 countries with non-profits of all sizes and ages, I was a teacher but more importantly I was a student to what works and what doesn’t.

To remain relevant and have any chance of building sustainable income we have to build a movement of support within our communities. We have to be cause driven and mission moti-vated. In other words it has to be about more than just raising money, it’s what the money can do!

I had the unique opportunity to really see the challenges and the successes of fundraising today in this interconnected world and I’d love to share it with you! In my session I am going to share the key elements of peer to peer fundraising and build-ing a movement of support for your cause.

Writing for Impact with Alan Tyrell, PSG CommuncationsChances are that you have received a letter or an email that leaves you confused, sometimes even annoyed. You may even have found yourself wondering aloud at times “what on earth does it mean?” Unfortunately, chances are you have also been the author of just such a letter or email and prompted just such a reaction in your reader. The plain fact is that writing is easy but easy writing is useless. Like the sculptor selecting the right chisel, the writer must select every word with precision and use it with skill to convey the correct meaning.

PSG working closely with specialist insurer Ecclesiastical is bringing you a very easy workshop on the simple yet complex

craft of writing. This is not a course is grammar. Nor is it a course in English. You will not leave with newfound IT skills. You will though learn some simple techniques to help you write with impact. The type of impact that gets a response. The type of impact that gets your reader to do what you want.

Writing with impact is simply a matter of style and substance combined with thought and time.

How can public-sector reform enhance societal well-being?with Adam Knelman Ostry, OECDWhat are the opportunities and challenges of the third sector in service delivery?

In July 2016, the OECD launched a strategic review of public sector in N.Ireland. The OECD report was citied by the then Finance Minister Máirtín Ó Muilleoir as “…a roadmap to constitute our journey of transforming and reforming our public services. It is a welcome validation on our direction of travel on many issues and importantly, it provides key insights into how our public services compare on an international setting.” The report provided 30 strategic recommendations on nine reform themes, with these underpinned by a further more detailed 103 sub-recommendations. There are also 25

main recommendations from across six case studies.

Given the important role the Third Sector to play in the design and deliver of public services, the workshop provides a closer analysis of these recommendations with one of the report authors.

Third Sector leaders will also be offering their insight into how best to protect, shape and delivery public services to enhance societal well-being.

Engaging Senior Leaders in Risk Managementwith Mathew Couchman, Marsh Risk Consulting

The increasing focus on corporate governance by trustees, funding bodies, regulators and other stakeholders has heightened the need to embed risk management within voluntary organisations.

Risk management is often viewed as a means of providing assurance to the achievement of organisational objectives, however when effectively implemented from the top of the organisation it can deliver wider benefits.

Executive teams that are prepared to invest appropriate time and resources discover that risk management has a pivotal role within corporate governance frameworks, ensuring responsible management and service delivery.

Working closely with specialist insurer Ecclesiastical, this presentation will consider the level of accountability for risk management required of senior leaders within the charity sector and will highlight how effective risk management can support innovation and growth.

What can we learn about leading change from President Trump? To listen to much of the world’s media the short answer is “Not a lot”, or we might even learn how not to be the leader of the free world. OK, it is too early to identify a discernable leadership style or approach in office, however, I believe leaders in any sector or organisation can learn at least one lesson from how Donald Trump got elected as President.

Classic leadership descriptors such as laying out the vision, being of service, acting with humility, equanimity to others, even tangible goals and strategies were in many ways absent or seriously deficient in the campaign speeches, and yet he still did enough to get elected.

The key to his success has got to be his ability to really connect with the heart-felt emotions and deeply held hurts of a sufficient number of voters to have him elected.

Whether it was anti-establishment feelings or disillusionment with the present political system or a growing economy that still seemed to be leaving many adrift, Donald Trump connected with these people in a way that allowed his many other, let’s say “non-mainstream leadership views” to be forgotten or forgiven.

The lesson from President Trump has got to be that organisational plans and visions and goals and strategies may count for nothing, if the leader fails to connect with the deep emotions, values and hopes of the people she or he is called to lead.
