Foreword
This report describes the outcomes of the scoping study to inform the
redevelopment of the property development, sales and management qualifications
framework in CPP07 Property Services Training Package.
The report comprises nine key sections.
Section one is an executive summary.
Section two outlines the background to the scoping study.
Section three sets out the objectives of the scoping study.
Section four details the project deliverables.
Section five describes the scoping study methodology.
Section six outlines the key findings of the scoping study.

1 Executive Summary
In June 2014, the Construction and Property Services Industry Skills Council
(CPSISC) commissioned Learning Australia Pty Ltd to undertake a scoping study to
inform the redevelopment of the property development, sales and management
qualifications framework in CPP07 Property Services Training Package.
These qualifications, which were endorsed in 2007, describe the competencies
required by people working in real estate, stock and station agency, business
broking, facilities management and community strata management. The
qualifications are:

CPP50307 Diploma of Property Services (Agency Management)
CPP50511 Diploma of Property Services (Asset and Facility Management)
CPP50409 Diploma of Property Services (Business Broking)

Both the CPSISC Board and PIAC have prioritised the redevelopment and re-design
of these qualifications.
The scoping study contains recommendations on:
the changes to the property development, sales and management units of
competency and qualifications in the Property Services Training Package
the governance structure for the proposed redevelopment process
an initial revised property development, sales and management qualification
framework, and
a listing of the names and contact details for key stakeholders.
Based on the study it is recommended that CPSISC:
1. Note the report of the scoping study to inform the redevelopment of the
property development, sales and management qualifications framework in
CPP Property Services Training Package.
2. Proceed with the redevelopment of the property development, sales and
management qualifications framework with the exception of the
qualifications supporting facility management.

2 Background
In June 2014, CPSISC commissioned Learning Australia Pty Ltd to undertake a
scoping study to inform the redevelopment of the property development, sales
management qualifications framework, which forms part of the CPPO7 Property
Services Training Package.
These qualifications, which were endorsed in 2007, describe the competencies
required by people working in real estate, stock and station agency, business
broking, facilities management and community strata management.
The qualifications are:

CPP50307 Diploma of Property Services (Agency Management)
CPP50511 Diploma of Property Services (Asset and Facility Management)
CPP50409 Diploma of Property Services (Business Broking)
CPP40507 Certificate IV in Property Services (Business Broking)
CPP40611 Certificate IV in Property Services (Operations)
CPP40307 Certificate IV in Property Services (Real Estate)

CPP30211 Certificate III in Property Services (Agency)
CPP30311 Certificate III in Property Services (Operations).
Both the CPSISC Board and PIAC have prioritised have prioritised the redevelopment
of these qualifications.
A project to review these qualifications was commenced in late 2011. However this
was put on hold pending the outcomes of the work on the establishment of a
National Occupational Licensing System [NOLS]. The Council of Australian
Governments [COAG] abandoned the NOLS process in December 2013 and the states
and territories agreed to work together through the Council for the Australian
Federation (CAF) to develop alternative options for minimising licensing
impediments to improving labour mobility.
Given this situation and industry demand to review and redevelop the
qualifications, a number of which underpin state and territory occupational
licensing arrangements, CPSISC decided in mid-2014 to progress the redevelopment
of the qualifications framework.
As some of the qualifications form the educational requirements for occupational
licensing, the redevelopment process needs to be cognisant of the existing
occupational licensing regimes across all jurisdictions.

Figure 1 provides an overview of the occupational licensing arrangements using
components of the property development, sales and management qualifications
framework. The information in this table was prepared during the COAG
consultations on national licensing for property industry occupations and will be
updated as part of the redevelopment of the property development, sales and
management qualifications framework.

The introduction of the Standards for Training Packages by COAG in 2012 and the
Commonwealth Government’s extension of CPSISC’s funding contract, including its
role in relation to the development and maintenance of Training Packages,
provided the impetus for CPSISC to initiate this scoping report.
Given the time since the qualifications were originally developed, the delays in
reviewing the qualifications arising from the NOLS process and the changing nature
of the industry, CPSISC decided to commission this scoping study to inform the
redevelopment of the qualifications framework.

3 Objectives of the Scoping Study
The objectives of the scoping study were to:
consult with key industry stakeholders to identify the scope of changes required
to the property development, sales management qualifications framework units
of competency and qualifications in the Property Services Training Package.
identify the governance arrangements for the proposed project to redevelop
the property development, sales management qualifications framework.
identify and provide contact details for key stakeholders and subject matter
experts who should be engaged in the consultations associated with the
proposed redevelopment project.
prepare a report for CPSISC.

4 Deliverables of the Scoping Study
The major project deliverable is this report. This report is designed to inform the
redevelopment of the property development, sales and management qualifications
framework in CPP07 Property Services Training Package.
Specifically the report provides:
recommendations on the changes to the units of competency and
qualifications for the property development, sales and management
qualifications framework;
the governance structure for the proposed redevelopment project;
an initial revised property development, sales and management qualifications
framework; and
a listing of the names and contact details for key stakeholders.

5 Scoping Study Methodology
The scoping study methodology involved four key stages. These were:
Establish project. Consultant met with the CPSISC Project Manager to confirm the project methodology in July 2014.
Undertake consultations with key stakeholders. Consultant met with relevant
national industry bodies to gather information and viewpoints on:
gaps and problems specific to the units of competency and qualifications in each industry sector.
the property development, sales management qualifications framework.
a governance model for the proposed project.
The groups consulted in each industry sector were:

The consultant also reviewed:
o key documents, including the national occupational licensing review.
o industry analysis and / or development of qualifications in specific industry sub sectors, such as Strata Community Australia’s work on entry level qualifications and Facilities Management Australia’s accredited course.
Prepare draft scoping report. Consultant prepared a draft report based on the
consultations.
Prepare final scoping report. Consultant met with the CPSISC Project Manager
to consider the draft report. Feedback on the draft report was considered and
incorporated into the final version of the project report. The consultant
finalised the report in line with contract requirements.

6 Scoping of the Property Development, Sales and Management Quali fications Framework
The following is a summary of the key findings of the research and consultations
undertaken in relation to the units of competency and qualifications in the
property development, sales and management qualifications framework.
6 .1 Qua l i f i ca t i on s f or s tock and s ta t i on agency i ndus t r y sec to r
The qualification in CPP07 Property Services Training Package that is of primary
concern to the stock and station agency industry sector is CPP40407 Certificate IV
in Property Services (Stock and Station Agency) although the sector shares an
interest in the CPP50307 Diploma of Property Services (Agency Management) with
the real estate industry sector. The Certificate IV is used for the occupational
licensing of stock and station agents in New South Wales.
There are seven Registered Training Organisations (RTOs) that currently have this
qualification listed on their scope of registration. These are all based in New South
Wales1. As indicated in the following table government funded enrolments in this
qualification peaked at 29 in 2011 and all enrolments between 2009 and 2013 were
in New South Wale. This is consistent with the qualifications being linked with
occupational licensing arrangements in New South Wales.2

Discussions conducted with the Australian Livestock and Property Agents Association (ALPA), the peak national body representing stock and station agents, indicated that there were no major concerns with the current units of competency or the qualification.
ALPA argued that the current qualification and units of competency should be
retained but the opportunity should be taken to review the stock and station agent
specific units of competency in the qualification.
ALPA raised concerns about the quality and consistency of assessments undertaken
by RTOs offering CPP40407 Certificate IV in Property Services (Stock and Station
Agency). A key concern was the lack of industry experience amongst assessors. The
association viewed the introduction of the Assessment Requirements section of the
unit of competency template as part of the Standards for Training Packages as a
positive development and felt that this may lead to improvements in RTO
assessment practices.
ALPA proposed a two-stage process for the redevelopment and re-design of the
existing units and structure of the CPP40407 Certificate IV in Property Services
(Stock and Station Agency). The first stage would involve a desktop review of the
units and qualification by ALPA in conjunction with the CPSISC consultant. The
second stage would involve validating the revised units of competency and
qualification with the three key industry groupings, namely: Elders, Landmark and
Rural Co. ALPA proposed that the validation exercise be coordinated through their
head office with assistance from the CPSISC consultant.

The qualifications in CPP07 Property Services Training Package relevant to the real
estate industry sector are:
CPP50307 Diploma of Property Services (Agency Management)
CPP40307 Certificate IV in Property Services (Real Estate)
CPP30211 Certificate III in Property Services (Agency)
There are 30 RTOs that currently have CPP50307, 80 that have CPP40307 and 25
that have CPP30211 on their scope of registration.
As indicated in Figures 3-5, there were 8150 students enrolled in government-
funded training places in the three qualifications in 2013, with 79.0% of these
students being enrolled in New South Wales and Victorian based RTOs. In total,
97.4% of students enrolled in CPP50307, 80.5% in CPP40307 and 68.1% in CPP30211
were enrolled in Victorian and New South Wales based RTOs in 2013.
The qualification with the greatest number of enrollments in 2013 was CPP40307 –
this reflects the use of this qualification in occupational licensing arrangements in
Victoria and New South Wales.

The qualifications that are relevant to the business broking industry sector are:
CPP50409 Diploma of Property Services (Business Broking)
CPP40507 Certificate IV in Property Services (Business Broking).
There are no RTOs that currently have CPP50409 and six that have CPP40507 on
their scope of registration.
As indicated in Figure 6, there were no enrollments in government funded training places in CPP50409 in the period 2009-2013. Given the lack of enrolments and the fact that no RTOs have this qualification on their scope of registration consideration should be given to deleting this qualification from the Property Services Training Package. Figure 7 shows that the number of enrolments in government funded training places
in CPP40507 contracted sharply in the period 2010 – 2013. In addition, all of the
enrolments in the qualification were in New South Wales. While this may call into
question the viability of this qualification, it should be noted that this qualification

is linked to occupational licensing requirements in New South Wales. As a
consequence this qualification should be retained but CPSISC should continue to
monitor its viability.
CPSISC has sought input on several occasions from the Australian Institute of
Business Broking [AIBB], a peak national body representing business brokers, on the
redevelopment of CPP50409 and CPP40507 however no response has been received.
The Real Estate Institute of Australia [REIA], while acknowledging the role of AIBB
in relation to the business broking qualifications, has noted that the research
undertaken as part of the NOLS process identified potential pathways between the
real estate and business broking qualifications and has suggested that these be
further explored through the proposed qualification redevelopment project. Given
this situation, CPSISC proposes that the working group established to redevelop the
real estate qualifications should also oversee the redevelopment of the business
broking qualifications. A report on possible changes to the units of competency in
the business broking qualifications was prepared in February 2012 by the CPSISC
NOLS working group for Business Broking. This report should inform any
redevelopment of qualifications in this industry sector.
In relation to the real estate qualifications discussions were held with REIA, the
Real Estate Institute of the Northern Territory [REINT] facilitated by the REIA
nominee on the CPSISC board, industry regulators in Victoria and New South Wales
and the Australian Property Services Association [APSA], as part of this scoping
study on the redevelopment of the real estate qualifications.
In general there were few significant concerns with the real estate units of
competency. However virtually all groups consulted expressed the view that the
units of competency were due for review and that there may be scope for
consolidation of some of the existing units. The REIA argued that the
redevelopment process should work towards developing consensus on a core set of
26 national units that would provide the basis for national mutual recognition for a
Diploma level qualification. This exceeds the current educational requirements for
licensing in some jurisdictions.
All stakeholders appeared to welcome the introduction of more explicit assessment
requirements associated with the move to the new national format for units of
competency.
While there is general acceptance of the need for qualifications at Certificate III to
Diploma level in the real estate industry sector, there are divergent views amongst
regulators about the level of qualification required for licensing purposes in the
real estate industry. On 13 December 2013, the Council of Australian Governments
(COAG) agreed to not continue with the National Occupational Licensing System
and to develop alternative licensing reforms to minimise impediments to labour
mobility through the Council for the Australian Federation [CAF]. In the first
instance, CAF has agreed to develop licensing reforms to enhance labour mobility
for electrical and plumbing/gas fitting occupations. Other occupations, including
those in the property industry, will be considered at a later date.

The REIA developed a comprehensive position paper as part of the NOLS process
that sets out the Association’s views on the relationship between qualifications and
occupational licensing in the real estate industry sector.
Other issues that emerged during the consultations associated with the preparation
of this scoping paper were:
the development of a unit on the role and responsibilities of real estate
agents in relation to self-managed superannuation funds [REIA]
the development of pathways between the qualifications for the real estate
and business broking industry sectors as examined in the NOLS process [REIA]
the development of new qualifications for:
auctioneers
commercial agents [REIA]
a request that CPSISC discuss with the Innovation and Business Services
Industry Skills Council [IBSA] the possibility of transferring the qualifications
for conveyancers from the Financial Services Training Package to the Property
Services Training Package on the basis that this would consolidate property
qualifications in a single Training Package and enable issues associated with
the core / elective structure of the existing qualification to be addressed
[Consumer Affairs Victoria].
the need to reduce repetition in the units of competency, particularly in
relation to generic skills i.e. communication and legislative requirements
[REINT].
A range of options was considered through the scoping project on how the work
associated with the redevelopment of the real estate qualifications might be
undertaken.
REIA suggested that it could coordinate a working group comprising the REI State
and Territory Training Managers along with two industry regulators, potentially
Victoria and Western Australia, to undertake the redevelopment of the
qualifications. In this case, REIA proposed that the Estate Agents Council would
represent New South Wales as REINSW is no longer part of the national association.
REIA suggested that REINSW could be consulted through a separate process.
The option of establishing a regulators working group to provide input into any real
estate working group as well as the working groups in the stock and station agency
and community strata management industry sectors was broadly supported by
Consumer Affairs Victoria and NSW Fair Trading.
There is a range of perspectives in the real estate industry sector and the
redevelopment of the real estate qualifications needs to be cognisant of:
the different views amongst and between stakeholder groups about the
relationship between occupational licensing and qualifications in the real
estate industry sector

the relationships between the real estate and business broking industry
sectors and the need to examine the viability of the business broking
qualifications
the views of employees within the industry on qualifications.
Given this situation it is recommended that a broadly based working group be
established to redevelop the qualifications in the real estate industry sector
[including business broking]. The membership of this working group, which will be
convened by REIA, could comprise:

Franchises x 1
Regulator x 2
APSA x 1.
It is envisaged that the REIA would convene a series of meetings of a REIA Working
Group, comprising REI State and Territory Training Managers, to provide input into
the main working group. The REIA Working Group could also provide input into the
working groups undertaking the redevelopment of the community strata
management and stock and station agency qualifications. If REINSW is not included
in this group then CPSISC will need to establish a separate process for consulting
with REINSW on the redevelopment of the qualifications.
It is also envisaged that state and territory regulators would convene a parallel
series of meetings. This group, which would primarily focus on the real estate
qualifications, could also provide input into other working groups that are
concerned with redeveloping qualifications for licensed occupations.

The qualifications in CPP07 Property Services Training Package relevant to the
strata community management industry sector are:
CPP30311 Certificate III in Property Services (Operations)
CPP40611 Certificate IV in Property Services (Operations).
There are 13 RTOs that currently have CPP40611 and six that have CPP30311 on
their scope of registration. As indicated in the following table government funded
enrolments in both qualifications have risen over the period 2009 to 2013.
It should be noted that the facilities management and strata community
management industry sectors potentially both use these qualifications.

The demand for CPP40611 Certificate IV in Property Services (Operations) is driven
by its inclusion in the accreditation scheme managed by Strata Community Australia
[SCA] and the occupational licensing arrangements for strata community managers
in New South Wales. The only other jurisdiction where strata community managers
are licensed is the Northern Territory where the educational requirements of the
license are based on the real estate qualifications.
Discussions conducted with SCA, the peak national body representing strata
community managers, indicated that:
A new entry-level course is planned to be introduced by SCA that will form
the basic requirement for SCA’s accreditation scheme. This course will not be
included in the Property Services Training Package and is based on an industry
specific program developed in the USA. Work on the development of this
course is well advanced. Given this development it is possible that this
industry sector’s use of CPP30311 Certificate III in Property Services
(Operations) will diminish over time. This may call into question the viability
of this qualification.
The current CPP40611 Certificate IV in Property Services (Operations) forms
part of SCA’s accreditation program but does not meet SCA’s requirements.

This in part is due to the qualification bridging both the facilities
management and strata community management industry sectors. SCA is keen
to work with CPSISC to develop a new Certificate IV qualification specifically
for the strata community management industry sector. It is envisaged that
this new qualification would link with the entry-level course discussed above.
SCA has worked with Spectra, a private training provider, to customise a
diploma level management qualification from the Business Services Training
Package to meet the skill development needs of people in management roles
in the strata community management industry sector. SCA has expressed
interest in investigating whether an equivalent industry specific qualification
could be developed for this group and be included in the Property Services
Training Package. CPSISC has expressed qualified support for this notion
provided that sufficient industry specific competencies are identified and
that the proposed qualification does not duplicate existing diploma level
programs in the Business Services Training Package.
SCA has proposed that a working group be formed to undertake the qualifications
redevelopment. This would comprise industry representatives drawn from SCA’s
cross-jurisdictional education subcommittee. This group has played a lead role in
development of the SCA accreditation scheme, the design of the proposed entry-
level course and the customisation of the diploma program. It is envisaged that this
group will work on the development of the proposed Certificate IV, investigate the
viability of establishing an industry specific diploma qualification and advise on the
continued viability of CPP30311 Certificate III in Property Services (Operations).
The proposed development of a specialist Certificate IV and diploma would result in
a clear industry specific qualification pathway for strata community managers
within the Property Services Training Package that is linked to both the SCA’s
accreditation program and the current NSW licensing arrangements. It may also
provide a basis for reviewing occupational licensing arrangements in this industry
sector in the Northern Territory. SCA proposes that it would coordinate the working
group with assistance from the CPSISC consultant and that an invitation would be
extended to a relevant industry regulator to join the working party.

The qualifications in CPP07 Property Services Training Package relevant to the
facilities management industry sector are:

CPP40611 Certificate IV in Property Services (Operations)
CPP30311 Certificate III in Property Services (Operations).
There are no RTOs that currently have CPP60211, four that have CPP50511 and 12
that have CPP40611 listed on their scope of registration.

As indicated in Figures 10-12, there were no students enrolled in government
funded training places in CPP60211 in the period 209-13, 48 in CPP50511 and 70 in
CPP40611. It should be noted that CPP40611 is accessed by both the facilities
management and the strata community management industry sectors and it is likely
that the majority of government funded enrolments in this qualification were
drawn from the community strata management industry sector.
As with CPP40611, CPP30311 Certificate III in Property Services (Operations) is
accessed by both the facilities management and strata community management
subsectors. Again it is likely that the majority of government funded enrolments in
this qualification were drawn from the community strata management industry
sector.

The main qualification in the Property Services Training Package for the facilities
management industry sector appears to be CPP50511 Diploma of Property Services
(Asset and Facility Management).
There are four RTOs that have this qualification on their scope of registration.
These are FM Edge and RMIT in Victoria and TAFE Queensland and South
Metropolitan Institute of TAFE in Queensland.3 All 48 students enrolled in
government funded training places in this program in 2013 were based in Victoria.
The major Victorian provider of this qualification appears to be RMIT. As indicated
below, in 2013 RMIT enrolled 38 students in this program with 37 completing the
qualification.

Facilities Management Australia [FMA], in conjunction with Holmesglen Institute,
has developed an accredited course 22086VIC Diploma of Facilities Management.
This course is owned by FMA and offered exclusively by Holmesglen Institute. The
accredited course was developed through contributions by industry participants
(large companies) and they are keen to see its continuance. Discussions conducted
with FMA, as part of this scoping project, indicated that the organisation has a high
level of confidence in the accredited course.
There are now more than 120 students who have enrolled in this program since its
commencement. This number continues to grow. In the four year period that the

course has been offered seven students have been eligible for the award, although
the duration at which the course is undertaken is slightly above the initially
anticipated 18 month period as the content is quite intense in nature. The course
includes students from New Zealand and a small number of international
enrolments outside of the Australian and New Zealand markets.
FMA actively promotes this course and remains committed to the current
arrangement with Holmesglen Institute to provide the program. FMA is working
closely with three with other institutions to undertake delivery of the course in
both online and blended learning delivery models. It is anticipated this course will
be added to the scope of at least one other institution during 2015.
The number of enrolments in both CPP50511 Diploma of Property Services (Asset
and Facility Management) and 22086VIC Diploma of Facilities Management is limited
and there is significant overlap in the content of these two qualifications. The
successful completion of CPP50511 requires the attainment of 16 units of
competency whereas completion of 22086VIC requires 18 units of competency. Nine
of the 18 units in 22086VIC are contained in CPP50511 and there is significant
overlap in the content of the remaining units. The primary difference between the
two qualifications is four units in 22086VIC that have been specifically designed for
the accredited course. These cover matters dealing with facility maintenance
plans, innovative practice, sustainability and facility life cycle. While no detailed
comparison of the two programs has been undertaken it is arguable that these
matters are either currently or could be readily addressed in a redeveloped version
of CPP50511.
While supporting the redevelopment of the CPP5011, it is questionable whether
CPP60211 Advanced Diploma of Property Services (Asset and Facility Management)
should continue to be offered through the Property Services Training Package. At
present this qualification is not listed on the scope of registration of any Registered
Training Organisation and according to NCVER there were no publicly funded
enrolments in this qualification in the period 2009 to 2013.
Given the discussion in section 6.3 about the establishment of a distinct Certificate
IV qualification for the community strata management industry sector,
consideration should be given to establishing a distinct Certificate IV qualification
for the facilities management sub sector. These two qualifications would replace
the current CPP40611 Certificate IV in Property Services (Operations).
The FMA believes that as an industry there have been a limited number of
enrolments across all qualifications possibly due to a fragmented career pathway.
FMA has been developing an education and career pathway that is closely mapped
to industry needs. This aligns a range of competencies with the ANZSCO positions
for the industry and provides an outline of training qualifications. This work is
currently going through a phase of broader industry consultation. The outcome of
which will have engaged all major industry stakeholders and provide clarity related
to qualification needs at all levels from Certificate III through to advanced diploma.
In addition, building industry regulators are interested in securing input into any
process given the nature and impact of such on the future qualification
requirements.
FMA believes the current information available has significant gaps and believes
this information should be obtained through the industry consultation prior to any

final decision on reducing or consolidating qualifications should occur. FMA
considers that it is too early now to make this determination based on the available
information being inconsistent with anecdotal industry feedback. This is the
rationale for a robust industry consultation prior to deciding on the fate of any
qualification. As such a final decision related to any qualification redevelopment
should be deferred until this research and consultation is completed.
CPSISC has indicated that it would be beneficial to both organisations if it was
engaged in some of these processes as the outcomes of the FMA research and
consultation processes would inform the redevelopment of national qualifications.
6 .5 Summary of ou tcomes of the scop ing of qua l i f i c a t i ons f ramework
The key outcomes of the scoping study are:
6.5.1 Stock and station agency industry sector
Redevelopment of CPP40407 Certificate IV in Property Services (Stock and
Station Agency)
ALPA raised concerns about the quality and consistency of assessments
undertaken by RTOs offering CPP40407 Certificate IV in Property Services
[Stock and Station Agency]. These concerns should be considered in the
development of the Assessment Requirements component of the Stock and
Station Agency specific units of competency in CPP40407 Certificate IV in
Property Services (Stock and Station Agency).
Working group coordinated through the ALPA to undertake qualification
redevelopment.
6.5.2 Real estate agency industry sector [including business broking]
Redevelopment of the following real estate qualifications:
CPP50307 Diploma of Property Services (Agency Management)
CPP40307 Certificate IV in Property Services (Real Estate)
CPP30211 Certificate III in Property Services (Agency)
Redevelopment of qualifications to be cognisant of links between
qualifications and occupational licensing, particularly in the real estate
industry sector
Rationalisation of the business broking qualification with the redevelopment
of CPP40507 Certificate IV in Property Services (Business Broking) and
potential deletion of the CPP50409 Diploma of Property Services (Business
Broking) from Property Services Training Package.
Pathways established between redeveloped qualifications for real estate
agents and business brokers.
Redesign of units of competency to examine options for reducing duplication
across the existing real estate units, particularly in relation to areas such as
legislation and communication.
Potential new qualifications for commercial agents and auctioneers based on
strong evidence of need.

Broad based working party, chaired by REIA, established to carry out
redevelopment of qualifications with input received from two specialist
groups – REIA Working Group and industry regulators.
6.5.3 Strata community management industry sector
Development of new certificate IV qualification for strata community
management industry sector to replace current CPP40611 Certificate IV in
Property Services (Operations) that is shared with facilities management
industry sector.
Advise on need to develop a new sector specific, management oriented
qualification at Diploma level to replace the existing Diploma of Property
Services (Asset and Facility Management). It is recommended that this only be
undertaken if it can be shown that there is a need for such a qualification and
that it does not duplicate management qualifications in the Business Services
Training Package.
Advise on potential deletion of CPP30311 Certificate III in Property Services
(Operations) from Property Services Training Package as it no longer required
by the sector.
Working group coordinated through the SCA to undertake qualification
redevelopment.
6.5.4 Facilities management industry sector – at this stage no redevelopment of
the qualifications in this sector should take place until the industry, through FMA,
concludes the research and consultations being undertaken on the sector’s skill and
qualification requirements. Based on the findings of this scoping study, any work
related to the skill and qualification requirements of the sector should consider the
following:
Development of new certificate IV qualification for facilities management
industry sector to replace current CPP40611 Certificate IV in Property
Services (Operations).
Potential deletion of CPP30311 Certificate III in Property Services
(Operations) from Property Services Training Package.
The need for a sector specific qualification at Diploma level to replace the
existing Diploma of Property Services (Asset and Facility Management).
Deletion of CPP60211 Advanced Diploma of Property Services (Asset and
Facility Management) from Property Services Training Package.
