    The Market and Policy Analyses of Raw Materials, Horticulture and Tropical Products Team provides economic data and analyses on major agricultural raw materials and horticultural and tropical products. Commodities covered under the Team include, bananas and tropical fruits, citrus fruits, cotton, hides and skins, jute, kenaf and allied fibres, sugar, and tea. The Team also undertakes market reviews, outlook appraisals and projections, and provides assistance to developing countries in designing and implementing national policies for those agricultural commodities which enter into international trade.

    This document is the fifteenth edition of the World Statistical Compendium, whose first issue was published in 1980.

    The present edition, prepared in response to the ever growing demand for coherent statistical data in the hides, skins and derived products sector, contains up-dated figures up to 2012. Country series have been revised in cases where new information has become available and an integrated approach used in the previous compendia has been adopted.

    The compendium contains results of statistical analysis of some 190 countries linking stages of processing from the raw hide to the finished product stage. The methodological approach adopted is described in more detail in the 1986 edition.

    Please note that some countries are listed under two different country groups, for different years, according to their change in economic aggregation. In particular: Cyprus appears in Near East up to 2003 and in EU (25) from 2004; Czech Republic, Hungary, Malta, Poland, Slovakia and Slovenia appear in Rest of Europe up to 2003 and in EU (25) from 2004; Estonia, Latvia and Lithuania appear in Area Former USSR up to 2003 and in EU (25) from 2004. Bulgaria and Romania appear in Rest of Europe up to 2006 and in EU (27) from 2007.

    The detailed statistical data on production, utilization and trade of hides and skins, leather and leather footwear are preceded by eleven summary tables highlighting the salient features and changes which have taken place in the hides and skins and leather sector.

    Despite progress in enhancing the coherence and comparability of the data presented, shortcomings still exist. In particular, the growing difficulty encountered during the years in finding and collecting comprehensive and reliable data on leather and footwear production at world level, has led to the total estimation of the figures shown for heavy leather, light leather from bovine and light leather from sheep and goats. Production estimates are based on the availability of raw material and on volume of exports.

    Please note that subheading 4103.10 (goatskins and kidskins) has been deleted from the harmonized commodity coding system of the World Customs Organization as of 1.1.2007 because of low volume of trade. Therefore, collection of trade data on raw goatskins and kidskins is discontinued. This change affects tables IV, V, 12, 15, 18 and 21.

    AND SHORT TERM OUTLOOK

    1. Highlights

    The global financial crisis of the late 2000s had a major impact on the hides and skins market. The sudden drop in growth of world incomes in 2008 and 2009 prompted a contraction in demand for consumer products, including shoes and other leather items. The volume of hides and skins exported globally fell by five percent, but prices fell more dramatically and the global earnings from the export of raw hides and skins fell by almost 30 percent from 2008 to 2009. A recovery in prices from mid-2009 was initially strong and by March 2011 Chicago hide prices had risen above levels that had prevailed through most of 2004 to 2008. Apart from a downturn in prices in late 2011, prices of raw hides and skins remained firm in 2012, surpassing their levels prevailing prior to the crisis.

    2. Developments in the global economy

    In the wake of the subprime crisis of August 2007 in the United States, the financial crisis in September 2008 resulted in a severe drop in global production. Growth in global GDP, which had exceeded 5 per cent in each of 2005 and 2006 halved in 2007 and dropped below zero to 0.7 per cent in 2009. The global averages were supported by developing countries, particularly in Asia, while the developed economies suffered more severely. The advanced economies as a whole contracted by 3.7 percent in 2009.

    Recovery was evident by the fourth quarter of 2009 and proceeded rapidly in 2010. For many countries GDP growth in 2010 exceeded that of 2007; even for the developed countries, GDP growth in 2010 was only a little slower than in 2007. Globally, GDP declined by 2.3 percent in 2009, but in 2010 is estimated to have grown 4.1 percent, on a par with the 4 percent of 2007. The recovery, however, was not sustained in 2011.

    The global growth rate slowed to 2.7 percent in 2011, but this global average result masks weak performance in some consuming countries. The largest consumer of leather shoes, China, saw its strong GDP growth rate drop only from 10.4 to 9.1 percent, but among the developed countries the largest shoe consumers are the United States and Italy, which each saw their GDP growth rate halve between 2010 and 2011. Global growth in 2012 remained subdued, driven by slower growth in emerging markets and developing economies, on the back of lower domestic demand and protracted crisis in the euro area.

    3. Demand for hides and skins strengthened in 2011 and 2012

    Demand for consumer goods generally, but especially for those which tend to be luxury items, is correlated with economic growth. Sales of leather shoes, leather fashion accessories and cars with leather seats are among those items which suffered as a result of the downturn of 2008 and 2009 as consumers became less able or less willing to continue purchasing these goods. As a consequence of the weakened demand for leather goods, demand and prices for raw hides and skins also weakened. Demand for leather goods strengthened in 2010, much of 2011, and 2012 as evidenced by the recovery in hide prices.

    4. Production of hides and skins declines in 2011 but recovers in 2012

    The FAO Meat Price Index shows that global meat prices have increased steadily since February 2009. In response to higher prices, producers in many areas have withheld stock from slaughter to build herds. Thus from 2009 to 2012 cattle numbers increased by 1.7 percent, while bovine hide and skin production, a by-product of beef and veal, declined by 0.4 percent between 2009 and 2012, but increased by 1.1 percent between 2011 and 2012.

    Bovine hide production has, over several decades, expanded in the developing countries while it contracted in the developed countries. Brazils production has increased steadily over a number of years, and it nearly reached that of the United States, the worlds largest producer in 2012. China, the third largest hide producer, has also seen its production grow over the two decades.

    Bovine hide production in Latin America and the Carribbean, the largest producing region, was virtually unchanged in 2011 but increased by 5.8 percent in 2012. Argentina, after a fall in 2010 and 2011 due to producers withholding stock from slaughter to rebuild herds following a drought in 2008 and 2009, and by export restrictions introduced in 2008 to guarantee local supplies, saw its production increase in 2012 by 27 percent, remaining thus the second largest producer after Brazil.

    Sheep skin production, which is more-or-less equally shared between developing and developed countries, fell in the last four years from a peak in 2007 and 2008, largely due to a marked drop in slaughter in New Zealand as producers withheld stock to rebuild flocks following a drought. Some limited recovery occurred in the subsequent two years.

    Production of goatskins, 95 percent of which occurs in developing countries, has expanded steadily over a number of years to exceed 300 000 tonnes for the first time in 2007. Two thirds of this production takes place in the Far East, where India, China and Bangladesh have continued to expand their production.

    5. Global trade in hides and skins recovers in 2011

    Exports of bovine hides and skins, which had weakened in 2008 and slumped by a further decrease with the financial crisis in 2009, recovered in 2010 and 2011 increasing by 1 percent. Exports from developing countries, which amount to less than 15 percent of the global total, recovered to 93 percent of their 2007 levels, while 2011 exports from developed countries exceeded their 2007 levels. The recovery from 2009 to 2011 was more marked in Latin America and Europe. Global exports of sheepskins, however, recovered by only 1 percent from their weakened 2009 levels, roughly in line with production.

    6. Export earnings

    The impact of the fall in volume traded in 2009 coupled with a serious weakening in prices resulted in a fall in global earnings from the export of raw hides and skins by almost 30 percent between 2008 and 2009. With both volumes and prices recovering in 2010 and 2011, the value of trade in raw material recovered to exceed the levels (in nominal terms) of most previous years.

    However, raw hides and skins constitute a relatively small and declining proportion of the total value of trade in the hides, skins, leather and leather footwear sector. At the global level, raw material constituted 12 percent of the total value of exports of hides,

  • xskins, leather and footwear in the three years 1993-95. By 2009-11 the proportion of raw material in total exports had dropped to 8 percent.

    In some regions, particularly Africa and the Near East, this trend is more apparent than at the global level. In Africa, footwear exports in recent years constitute a markedly increased proportion of exports compared with the early 1990s, while in the Near East leather has become a much larger component of exports in the sector.

    Partly as a result of the increasing tanning and manufacturing activity in producing countries, export earnings in the sector have shown a strong upward trend over the past decade.

    Following a sharp contraction in 2009, the aggregated value of exports of all categories recovered by 18 percent in 2010 and a further 14 percent in 2011, reflecting a combination of increased volumes and improved prices. Export earnings from raw hides and skins increased by more nearly 60 percent in 2010 and 18 percent in 2011, export earnings from leather increased by 28 percent in 2010 and 14 percent in 2011, while the value

    of shoe exports grew by a more modest 11 and 13 percent in the two years respectively. Each region of the world showed a broadly similar pattern.

    7. Prospects for 2013

    As a by-product, the supply of hides and skins depends primarily on the production of meat, though variations in the rate of collection may be a factor in some countries, and the application of policies (see below) can also be significant in some cases. OECD-FAO1 forecasts global bovine meat production in 2013 to be slightly higher than in 2011 and 2012, and thus the supply of bovine hides and skins may also be expected to expand slightly. Production in the United States is likely to decline, continuing the downward trend seen over the past decade. India, Brazil, Argentina and the Republic of Korea are all likely to see increased production, compensating, in aggregate, for the decline in production in the United States.

    Demand for leather products is expected to be influenced by the uncertain prospects for the global economy, with subdued growth expected for 2013. The slower growth in GDP estimated for 2013, especially in the major western consuming countries, is likely to constrain demand and, with little change or a slight expansion likely in supply, prices for leather and hence for hides and skins could be under downward depresser. Developing economies, particularly in Asia, are continuing to fare somewhat better than those of Europe and North America, and demand may remain reasonably strong in these countries, partly offsetting the weak conditions in the developed economies.

    8. Challenges facing the sector

    Changing market conditions

    In the medium to longer term, demand for leather for footwear, automobile upholstery and other applications is expected to continue to expand, particularly in the faster-growing developing countries of Asia and Latin America. Consumption of meat also is expected to grow, but this growth will be concentrated in pig and poultry meats. Cattle and sheep, being less efficient at converting feed to meat, are likely to see slower growth, particularly should feed prices remain high. As cattle and sheep are the major sources of hides and skins for leather, supplies might be expected to grow more slowly than demand causing prices to remain firm in the future.

    At the same time, shifts now evident within the leather market may be expected to continue. Demand for leather footwear, the major application for leather, has continued to grow modestly despite traditional leather footwear losing market share to athletic shoes. The use of leather in garments has declined, but leather use in furniture and particularly automobile upholstery has been growing strongly. As automobiles have become smaller and more economical, buyers have become increasingly able to load them with a higher level of luxury, including leather upholstery. The leather industry must continue to innovate and adapt to changing market demand.

    Trade restrictions: exports

    In June 2011 the government of Uganda announced that the export of hides and skins had been banned in order to boost the local tanning industry. In taking this action, the

    government apparently hopes to attract investors to the sector. Ethiopia, Nigeria, Sudan, Uganda and Zambia are now among those African nations which do not permit the export of hides and skins. Tanzania has considered taking similar action.

    Export bans and taxes have been popular means of providing support to tanning and manufacturing in exporting countries and have been debated on a number of occasions by the Sub-Group on Hides and Skins, including at its Sixth Session in 1998, its Seventh Session in 2001 and at the Consultation on Hides and Skins in 2006. By restricting or prohibiting exports from a country, domestic supply is increased and prices in that country are reduced. The increased supply of raw material encourages activity in the tanning and leather manufacturing industries. However, the reduced prices weaken returns to farmers and discourage collection of material. Prices on the world market are increased and made more volatile, although the impact of one or two individual countries on the global market would be limited.

    Trade restrictions: imports

    Tariff escalation has long been a feature of trade in the hides, skins and leather sector. That is, tariff protection applied by many countries against imports is generally higher, and in some cases much higher, on goods which embody higher levels of processing than with raw or semi-processed material. Considerable trade liberalization was achieved in recent years, under the Uruguay Round, and more gains have been made since then. Concessions by the EU, the United States and Japan in granting duty-free entry to imports from the Least Developed Countries have been of benefit to those LDCs with the capacity to export processed and manufactured products, and the cessation of the European Unions four-year-long anti-dumping duties on leather shoes imported from China as of April 1 2011 has further added to the reduction in trade barriers in the hides and skins sector. Nevertheless, many countries continue to apply significant barriers against imports of leather and leather products. Where higher tariffs are applied to processed and manufactured goods, the benefits that developing countries might gain from adding value to their raw material before exporting it are undermined.

    Climate change

    The supply of hides and skins, and hence leather, may come under challenge from climate change in two ways. Firstly, increasing temperature, changing rainfall patterns and an increasing frequency of extreme weather events may dampen expansion of agricultural production in many, but not all, countries through the 21st century. Secondly, attempts to mitigate the foreseen impact of climate change may lead to some downward pressure on livestock numbers, particularly of ruminants, which are seen as a significant source of greenhouse gas.
