Technical Details

The TM250 is a dual-band phone that operates on bothCode Division Multiple Access (CDMA) frequencies:cellular services at 800 MHz, and PersonalCommunication Services (PCS) at 1.9 Ghz.

CDMA technology uses a feature called DSSS (DirectSequence Spread Spectrum) that enables the phone tokeep communication from being crossed and to use onefrequency channel by multiple users in the same specificarea. This results in a 10-fold capacity increase whencompared with analog mode. In addition, features suchas soft / softer handoff, hard Handoff, and dynamic RFpower control technologies combine to reduce callinterruptions.

The Cellular and PCS CDMA networks consist of MSO(Mobile Switching Office), BSC (Base Station Controller),BTS (Base station Transmission System), and MS(Mobile Station). The following table lists some majorCDMA standards.

As in non-predictive text entry, repeatedly pressing thekey cycles through all the choices. However, in the firstcycle, the first choice is not repeated in its usually position. For example, if the first choice for the 4 key is H, thesequence for repeated presses is "HGI4GHI4GHI4...".

For example, if the entered text is 'lat" and the 3 key ispressed, the client must choose between D,E, and F forthe next letter. It chooses E since "late" is more likely than"latd" or "latf" in English.

TIA Safety Information

The following is the complete TIA Safety Information forWireless Handheld phones.

Exposure to Radio Frequency Signal

Your wireless handheld portable telephone is a low powerradio transmitter and receiver. When it is ON, it receivesand also sends out radio frequency (RF) signals.

In August, 1996, the Federal CommunicationsCommissions (FCC) adopted RF exposure guidelineswith safety levels for hand-held wireless phones. Thoseguidelines are consistent with the safety standardspreviously set by both U.S. and international standardsbodies:

ANSI C95.1 (1992) *NCRP Report 86 (1986)ICNIRP (1996)

Those standards were based on comprehensive andperiodic evaluations of the relevant scientific literature. For example, over 120 scientists, engineers, andphysicians from universities, government healthagencies, and industry reviewed the available body ofresearch to develop the ANSI Standard (C95.1).The design of your phone complies with the FCCguidelines (and those standards).

Electronic DevicesMost modern electronic equipment is shielded from RFsignals. However, certain electronic equipment may notbe shielded against the RF signals from your wirelessphone.

PacemakersThe Health Industry Manufacturers Associationrecommends that a minimum separation of 6 inches bemaintained between a handheld wireless phone and apacemaker to avoid potential interference with thepacemaker. These recommendations are consistentwith the independent research by andrecommendations of Wireless Technology Research.

Persons with pacemakers:• Should ALWAYS keep the phone more than six inches

from their pacemaker when the phone is turned ON;• Should not carry the phone in a breast pocket• Should use the ear opposite the pacemaker to

minimize the potential for interference• Should turn the phone OFF immediately if there is any

reason to suspect that interference in taking place.

2. What is FDA's role concerning the safety ofwireless phones?Under the law, FDA does not review the safety ofradiation-emitting consumer products such aswireless phones before they can be sold, as it doeswith new drugs or medical devices. However, theagency has authority to take action if wirelessphones are shown to emit radiofrequency energy(RF) at a level that is hazardous to the user. In sucha case, FDA could require the manufacturers ofwireless phones to notify users of the health hazardand to repair, replace or recall the phones so that thehazard no longer exists.

Although the existing scientific data do not justifyFDA regulatory actions, FDA has urged the wirelessphone industry to take a number of steps, includingthe following:

• Support needed research into possible biologicaleffects of RF of the type emitted by wirelessphones;

• Design wireless phones in a way that minimizesany RF exposure to the user that is not necessaryfor device function; and

equipment, in the area over the air bag or in the air bagdeployment area. If in-vehicle wireless equipment isimproperly installed and the air bag inflates, seriousinjury could result.

FDA Consumer Update

The U.S. Food and Drug Administration’s Center forDevices and Radiological Health Consumer Update onMobile Phones:

1. Do wireless phones pose a health hazard? The available scientific evidence does not show thatany health problems are associated with usingwireless phones. There is no proof, however, thatwireless phones are absolutely safe. Wirelessphones emit low levels of radiofrequency energy(RF) in the microwave range while being used. Theyalso emit very low levels of RF when in the stand-bymode. Whereas high levels of RF can producehealth effects (by heating tissue), exposure to lowlevel RF that does not produce heating effectscauses no known adverse health effects. Manystudies of low level RF exposures have not foundany biological effects. Some studies have suggestedthat some biological effects may occur, but suchfindings have not been confirmed by additionalresearch. In some cases, other researchers have

FCC also regulates the base stations that thewireless phone networks rely upon. While thesebase stations operate at higher power than do thewireless phones themselves, the RF exposures thatpeople get from these base stations are typicallythousands of times lower than those they can getfrom wireless phones. Base stations are thus not thesubject of the safety questions discussed in thisdocument.

3. What kinds of phones are the subject of thisupdate? The term “wireless phone” refers here to hand-heldwireless phones with built-in antennas, often called“cell”, “mobile”, or “PCS” phones. These types ofwireless phones can expose the user to measurableradiofrequency energy (RF) because of the shortdistance between the phone and the user’s head. These RF exposures are limited by FederalCommunications Commission safety guidelines thatwere developed with the advice of FDA and otherfederal health and safety agencies. When the phoneis located at greater distances from the user, theexposure to RF is drastically lower because aperson's RF exposure decreases rapidly withincreasing distance from the source. The so-called"cordless phones," which have a base unitconnected to the telephone wiring in a house, typically operate at far lower power levels, and thus

• National Institute for Occupational Safety andHealth

• Environmental Protection Agency

• Occupational Safety and Health Administration

• National Telecommunications and InformationAsministration

The National Institutes of Health participates in someinteragency working group activities, as well. TheFDA shares regulatory responsibilities for wirelessphones with the Federal CommunicationsCommission (FCC). All phones that are sold in theUnited States must comply with FCC safetyguidelines that limit RF exposure. FCC relies on FDAand other health agencies for safety questions aboutwireless phones.

leukemia, or other cancers. None of the studiesdemonstrated the existence of any harmful healtheffects from wireless phone RF exposures. However, none of the studies can answer questions aboutlong-term exposures, since the average period ofphone use in these studies was around three years.

5. What research is needed to decide whether RFexposure from wireless phones poses a healthrisk?A combination of laboratory studies andepidemiological studies of people actually usingwireless phones would provide some of the data thatare needed. Lifetime animal exposure studies couldbe completed in a few years. However, very largenumbers of anime health effects, such as cancer. This is because the interval between the time ofexposure to a cancer-causing agent and the timetumors develop - if they do - may be many, manyyears. The interpretation of epidemiological studiesis hampered by difficulties in measuring actual RFexposure during day-to-day use of wireless phones. Many factors affect this measurement, such as theangle at which the phone is held, or which model ofphone is used.

6. What is FDA doing to find out more about thepossible health effects of wireless phone RF?FDA is working with the U.S. National ToxicologyProgram and with groups of investigators around the

produce RF exposures far below the FCC safetylimits.

4. What are the results of the research done already? The research done thus far has produced conflictingresults, and many studies have suffered from flawsin their research methods. Animal experimentsinvestigating the effects of radiofrequency energy(RF) exposures characteristic of wireless phoneshave yielded conflicting results that often cannot berepeated in other laboratories. A few animal studies, however, have suggested that low levels of RF couldaccelerate the development of cancer in laboratoryanimals. However, many of the studies that showedincreased tumor development used animals that hadbeen genetically engineered or treated with cancer-causing chemicals so as to be pre-disposed todevelop cancer in the absence of RF exposure.Other studies exposed the animals to RF for up to 22hours per day. These conditions are not similar to theconditions under which people use wireless phones,so we don’t know with certainty what the results ofsuch studies mean for human health.

Three large epidemiology studies have beenpublished since December 2000. Between them, thestudies investigated any possible associationbetween the use of wireless phones and primarybrain cancer, glioma, meningioma, or acousticneuroma, tumors of the brain or salivary gland,

7. How can I find out how much radiofrequencyenergy exposure I can get by using my wirelessphone? All phones sold in the United States must complywith Federal Communications Commission (FCC)guidelines that limit radiofrequency energy (RF)exposures. FCC established these guidelines inconsultation with FDA and the other federal healthand safety agencies. The FCC limit for RF exposurefrom wireless telephones is set at a SpecificAbsorption Rate (SAR) of 1.6 watts per kilogram (1.6W/kg). The FCC limit is consistent with the safetystandards developed by the Institute of Electrical andElectronic Engineering (IEEE) and the NationalCouncil on Radiation Protection and Measurement. The exposure limit takes into consideration thebody’s ability to remove heat from the tissues thatabsorb energy from the wireless phone and is setwell below levels known to have effects.Manufacturers of wireless phones must report theRF exposure level for each model of phone to theFCC.

The FCC website (http://www.fcc.gov/oet/rfsafety)gives directions for locating the FCC identificationnumber on your phone so you can find your phone’sRF exposure level in the online listing.

world to ensure that high priority animal studies areconducted to address important questions about theeffects of exposure to radiofrequency energy (RF). FDA has been a leading participant in the WorldHealth Organization International ElectromagneticFields (EMF) Project since its inception in 1996. Aninfluential result of this work has been thedevelopment of a detailed agenda of research needsthat has driven the establishment of new researchprograms around the world. The Project has alsohelped develop a series of public informationdocuments on EMF issues.

FDA and the Cellular Telecommunications & InternetAssociation (CTIA) have a formal CooperativeResearch and Development Agreement (CRADA) todo research on wireless phone safety. FDA providesthe scientific oversight, obtaining input from expertsin government, industry, and academicorganizations. CTIA-funded research is conductedthrough contracts to independent investigators. Theinitial research will include both laboratory studiesand studies of wireless phone users. The CRADAwill also include a broad assessment of additionalresearch needs in the context of the latest researchdevelopments around the world.

• If you must conduct extended conversations bywireless phone every dey, you could place moredistance between your body and the source of theRF, since the exposure level drops off dramaticallywith distamce. For example, you could use aheadset and carry the wireless phone away fromyour body or use a wireless phone connected to aremote antenna

Again, the scientific data do not demonstrate thatwireless phones are harmful. But if you areconcerned about the RF exposure from theseproducts, you can use measures like thosedescribed above to reduce your RF exposure fromwireless phone use.

10. What about children using wireless phones? The scientific evidence does not show a danger tousers of wireless phones, including children andteenagers. If you want to take steps to lowerexposure to radiofrequency energy (RF), themeasures described above would apply to childrenand teenagers using wireless phones. Reducing thetime of wireless phone use and increasing thedistance between the user and the RF source willreduce RF exposure.

Some groups sponsored by other nationalgovernments have advised that children bediscouraged from using wireless phones at all. Forexample, the government in the United Kingdom

8. What has FDA done to measure radiofrequencyenergy coming from wireless phones ?The Institute of Electrical and Electronic Engineers(IEEE) is developing a technical standard formeasuring the radiofrequency energy (RF) exposurefrom wireless phones and other wireless handsetswith the participation and leadership of FDAscientists measuring the rate at which RF isdeposited in the heads of wireless phone users. Thetest method uses a tissue-simulating model of thehuman head. Standardized SAR test methodology isexpected to greatly improve the consistency ofmeasurements made at different laboratories on thesame phone. SAR is the measurement of theamount of energy absorbed in tissue, either by thewhole body or a small part of the body. It is measuredin watts/kg (or milliwatts/g) of matter. Thismeasurement is used to determine whether awireless phone complies with safety guidelines.

9. What steps can I take to reduce my exposure toradiofrequency energy from my wireless phone? If there is a risk from these products--and at this pointwe do not know that there is--it is probably verysmall. If you are concerned about avoiding evenpotential risks, you can take a few simple steps tominimize your exposure to radiofrequency energy(RF). Since time is a key factor in how muchexposure a person receives, reducing the amount oftime spent using a wireless phone reduces RFexposure.

so that no interference occurs when a person uses a“compatible” phone and a “compatible” hearing aid atthe same time. This standard was approved by theIEEE in 2000.

FDA continues to monitor the use of wireless phonesfor possible interactions with other medical devices.Should harmful interference be found to occur, FDAwill conduct testing to assess the interference andwork to resolve the problem.

distributed leaflets containing such a recom-mendation in December 2000. They noted that noevidence exists that using a wireless phone causesbrain tumors or other ill effects. Theirrecommendation to limit wireless phone use bychildren was strictly precautionary; it was not basedon scientific evidence that any health hazard exists.

11. What about wireless phone interference withmedical equipment?Radiofrequency energy (RF) from wireless phonescan interact with some electronic devices. For thisreason, FDA helped develop a detailed test methodto measure electromagnetic interference (EMI) ofimplanted cardiac pacemakers and defibrillatorsfrom wireless telephones. This test method is nowpart of a standard sponsored by the Association forthe Advancement of Medical instrumentation (AAMI).The final draft, a joint effort by FDA, medical devicemanufacturers, and many other groups, wascompleted in late 2000. This standard will allowmanufacturers to ensure that cardiac pacemakersand defibrillators are safe from wireless phone EMI.FDA has tested hearing aids for interference fromhandheld wireless phones and helped develop avoluntary standard sponsored by the Institute ofElectrical and Electronic Engineers (IEEE). Thisstandard specifies test methods and performancerequirements for hearing aids and wireless phones

Before a phone model is available for sale to the public,it must be tested and certified to the FCC that it does notexceed the limit established by the government-adoptedrequirement for safe exposure. The tests are performedin positions and locations (e.g. at the ear and worn on thebody) as required by the FCC for each model. Thehighest SAR value for this model phone when tested foruse at the ear is 1.27 W/kg and when worn on the body,as described in this user guide, is 1.00 W/kg (Body-wornmeasurements differ among phone models, depen-dingupon available accessories and FCC requirements). While there may be differences between SAR levels ofvarious phones and at various positions, they all meetthe government requirement for safe exposure.

The FCC has granted an Equipment Authorization forthis model phone with all reported SAR levels evaluatedas in compliance with the FCC RF emission guidelines.SAR information on this model phone is on file with theFCC and can be found under the Display Grant sectionof http://www.fcc.gov/oet/fccid after searching on FCC IDBEJTM250. Additional information on SpecificAbsorption Rates (SAR) can be found on the CellularTelecommunications Industry Association (CTIA)website at http://www.wow-com.com.

* In the United States and Canada, the SAR limit formobile phones used by the public is 1.6 watts/kg(W/kg) averaged over one gram of tissue. Thestandard incorporates a substantial margin of safety togive additional protection for the public and to accountfor any variations in measurements.

Consumer Information on SAR

(Specific Absorption Rate)This Model Phone Meets the Government’s Requirementsfor Exposure to Radio Waves. Your wireless phone is aradio transmitter and receiver. It is designed andmanufactured not to exceed the emission limits forexposure to radio frequency (RF) energy set by theFederal Communications Commission of the U.S.Government. These limits are part of comprehensiveguidelines and establish permitted levels of RF energy forthe general population. The guidelines are based onstandards that were developed by independent scientificorganizations through periodic and thorough evaluation ofscientific studies. The standards include a substantialsafety margin designed to assure the safety of allpersons, regardless of age and health.

The exposure standard for wireless mobile phonesemploys a unit of measurement known as the SpecificAbsorption Rate, or SAR. The SAR limit set by the FCC is1.6W/kg. Tests for SAR are conducted using standardoperating positions specified by the FCC with the phonetransmitting at its highest certified power level in all testedfrequency bands. Although SAR is determined at thehighest certified power level, the actual SAR level of thephone while operating can be well below the maximumvalue. Because the phone is designed to operate atmultiple power levels to use only the power required toreach the network, in general, the closer you are to awireless base station antenna, the lower the poweroutput.
