AUDIENCE PARTICIPATION/LETTERS FROM THE PUBLIC
OLD BUSINESS
A. Consideration of an Ordinance approving Lincolnwood Fest 2015 on July 23-26, 2015
Hincapie- Each year the Friends of the Lincolnwood Community Center present a letter to the Park
and Village Board to get approval to hold the annual Lincolnwood Fest. The Ordinance, approved
annually by the Village Board, waives the business license fee, extends the hours of the park on Friday
and Saturday, and allows for amusements and alcohol. We typically have one Ordinance to cover all
of it. Fest set-up starts on Sunday prior and then the event runs Thursday-Sunday. This event has
been going on for approximately 21 years, the first 16 years led by Diana Lass, Executive Director of
the Lincolnwood Chamber and Jim Berger of Lincolnwood Bank and the last five years by Randy
Myles of the Village Inn of Skokie and Barb Faermark of MARC Printing of Lincolnwood. Tonight
we welcome Damian Kardaras, business owner and resident and Jackie Boland, Executive Director of
the Lincolnwood Chamber. Damien and Jackie would like to become the new coordinators of
Lincolnwood Fest.
Ito- It is nice to see that Randy is still involved
Hincapie- He has a vested interest in the Fest as a food vendor.
Lovering- I see the hours for the Fest are until 11:30pm. is this a change?
Hincapie- No, the last two years the entertainment at ended at 11pm with lights turning off at 11:30pm
to allow the safe exit of the park.
On motion, Spino/Ito to approve an Ordinance waiving business license fee requirement and the
enforcement of section 6-3-2(B) and 6-3-9(I) of the Village code for Lincolnwood Fest 2015 on July 23-26,
2015. 4-0, motion passed.
B. Consideration of an Ordinance approving NTDSE-ED Fundraiser at the Community Center on
April 18, 2015
Hincapie- The Special Education Foundation is holding an adults-only trivia night at the Community
Center on April 18, 2015. Tickets will be sold at $25 per person and would also like to sell beer and
wine at the event. This is a fundraising event that did very well last year.
On motion, Tomacic/Spino to approve an Ordinance waiving enforcement of section 10-2-36(A) of the
municipal code of Lincolnwood for the sale of beer and wine at the Lincolnwood Community Center by the
NTDSE-ED Foundation. 4-0, motion passed.
Izzi-Thank you very much for allowing this fundraiser, with the proceeds from events like this we will
be installing a merry-go-round for children with wheel chairs at Malloy School in Skokie.
NEW BUSINESS
A. Request from Slammers Softball for Tournament
Stachewicz- Presentation of Slammers Softball Association Fundraising Tournament and Field Fees
Hincapie-The reason the fee was waived in the past is that the Slammers are associated with District
219 as a feeding program. After much discussion with the other parks and recreation agencies that
feed into District 219 it is the feeling that this isn’t an event that would be covered through the inter-
government agreement. While staff believes the event to be worthwhile, the recommendation is to no
longer provide the fields at no cost. The recommendation is to give a volume discount of 50%. The
discount may be adjusted if the hours are adjusted. We are not looking to have a negative impact on
the event, but just to recoup some of the costs that the Village incurs with the use.
On motion, Ito/Tomacic to approve the new fee structure for the Slammers. 4-0, motion passed.
Lovering-As a past coach and parent of a player, I am torn, but I believe this is a good accommodation
Hincapie- Skokie is also looking at charging for field use
Lovering- Do they know about the change?
Stachewicz- The Slammers have been made aware that this change is coming
On motion, Spino/Ito to approve the new fee structure for field rentals. 4-0, motion passed.
B. Deign Proposals for the renovation of O’Brien Park
Stachewicz-Presentation of the O’Brien Park Renovation
Hincapie- We have gone through a new more formal process to make sure that we are giving everyone
an opportunity to present a design. Kids around the World is the non-profit organization that staff is
recommending to receive the playground equipment as a donation. They will disassemble, move and
refurbish the equipment and will reassemble it in a city or country that wouldn’t typically have a
playground. They encourage residents to come and participate in the removal of the old playground.
I was also contacted by one of our Lincoln Hall students who has designed the new O’Brien Park in
her STEM class, we will be showing that design later this evening.
Lovering- If we all could take about ten minutes to walk around and review the design submissions we
will resume shortly
Stachewicz- Results are in and we have a tie between Design #5 and Design #3
Hincapie- Village staff and the afterschool program, Club Kid, also voted on the designs and the
winner of those votes was Design #5
a. Public Input Snyder- I like the designs that are presented, are we losing any trees with any of these?
Hincapie- No, the only trees that we are and have been losing are those with the ash bore
Snyder- I do not see much shade, will there be shaded areas? And what about the sculpture?
Hincapie- All of the designs include the sculpture, we might need to put a slab of concrete
under it, but it will remain in the park. Depending on base price of the equipment we will
have the ability to add in alternatives; drinking fountains, basketball courts, shade structure
and fencing
Snyder- I am concerned about the fence and where it will be located, we want to make sure
the kids are safe
Hincapie- We will also be looking at the alley that dead ends, we have had a few comments
about people cutting through. So we will be looking to put up a barrier at the entrance.
Ito-If anyone sees this happening please call the police
On motion, Ito/Spino to approve design #5 for O’Brien Park Renovation. 4-0, motion passed.
Snyder- Will the surface be wood chips?
Hincapie – Yes
Lovering- I remember growing and going to Flowers Park that had a cannon and tank for kids to play
on, it was the cat’s meow
Lee- Will there be a barrier up during the process of replacement?
Hincapie – Yes that will be included in the specifications sent out to the companies who will be
installing the playground. Last year the Drake renovation took about a week to complete.
Kung- There is a large tree out there and I am concerned with branches falling, does the Village check
on things like that?
Lovering-Yes we have park inspections that happen and looking at the surrounding shrubbery is
included in the walk-through of the park.
Hincapie- Public Works also does trim and make sure that the areas are safe after major storms, they
are very proactive
Ito-The Village also has an arborist that checks in with the Village as well
Ahsan- I am 11 years old and a 6th
grade student at Lincoln Hall. My design for O’Brien Park
includes a slide into a ball pit, swings, fountain on a higher platform for everyone to find, tables and a
family lounge area, restrooms, built in trampoline with soft landing pads on the sides, street signs to
direct people, and a track for jogging or biking.
Hincapie- Nabiha we have four more parks to do and would love for you to be involved on the design
for the next one.
Lovering- You have put a lot of thought into this and are very passionate about it, I bet lots of
companies would be interested in your ideas.
Hincapie- We would love to have you at the grand opening, thank you.

machinery to get them out.

Hincapie- We are looking into options.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: Lincolnwood Centennial Park, formerly known as Channel Runne Park, is an elongated piece of land of approximately 19 acres along the channel on McCormick Avenue, running from Touhy Avenue to Devon Avenue. The Village leases this land from the Metropolitan Water Reclamation District. Since 2007 the park has been renovated in phases, per the Park Master Plan that was approved by the Village Board in 2006. The park features a bike/walking path that extends the length of the park, an outdoor amphitheater, a small craft boat launch on the channel, a nine-hole disc golf course, the Village’s sculpture collection, a stage that doubles as a fishing platform, and a parking lot. The final phase of development will include a picnic shelter/restroom facility and a nature path through the park leading to a scenic outlook over the channel. When theses amenities were first presented to the public and the Village Code was being revised, the hours were established to be in line with the hours of Proesel Park, closing at 11 pm. Based on the activities in the park, staff recommends aligning the hours with that of the other parks in the Village closing at 9 pm instead of 11 pm. When doing the research to make this change staff realized that there was a discrepancy in the code relative to the hours established for picnics in Centennial Park. The change would bring Centennial Park into line with all parks, except Proesel, limiting picnic hours to 10 am – 6 pm, rather than the previously established hours of 9 am – 10 pm. It is also recommended to add language to address vehicular parking in lots adjacent to parks. Based on the new language there is no parking in any lot during the hours which the park is closed. FINANCIAL IMPACT: None

AN ORDINANCE AMENDING SECTION 6-3-2
OF THE MUNICIPAL CODE OF LINCOLNWOOD
REGARDING THE HOURS OF OPERATION OF VILLAGE PARKS
WHEREAS, the Village of Lincolnwood is a home rule municipal corporation in
accordance with Article VII, Section 6(a) of the Constitution of the State of Illinois of 1970; and
WHEREAS, the Village has the authority to adopt ordinances and to promulgate rules
and regulations that pertain to its government and affairs; and
WHEREAS, pursuant to Section 6-3-2 of the Municipal Code of Lincolnwood, as
amended ("Village Code"), parks within the Village are open to the public only during certain
specified hours; and
WHEREAS, the Village President and Board of Trustees desire to amend Section 6-3-2
of the Village Code to update the regulations concerning hours of operation for Village parks;
and
WHEREAS, the President and Board of Trustees have determined that it will serve and
be in the best interest of the Village and its residents to amend the Village Code in accordance
with this Ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF LINCOLNWOOD, COOK COUNTY, ILLINOIS, as
follows:
SECTION 1. RECITALS. The facts and statements contained in the preamble to this
Ordinance are found to be true and correct and are hereby adopted as part of this Ordinance.
SECTION 2. PUBLIC PARKS HOURS. Section 6-3-2 of the Village Code is hereby
amended further to read as follows:
"6-3-2: HOURS.
(A) No person shall be or remain in G.G. Rowell Park, Goebelt Park, Flowers
Park, Kenneth Park, Kildare Park, Drake Park, Central Park, O'Brien Park,
Springfield Park, Rossi Park, Columbia Park, or Lincolnwood Centennial
Park between the hours of 9:00 p.m. and 6:00 a.m. on the following day,
except as to ice skating or activities for which permits are issued.
(B) No person shall be or remain in Henry A. Proesel Park between the hours
of 11:00 p.m. and 6:00 a.m. on the following day, each and every day of
the year.

(C) Vehicular Parking. No vehicle may be parked in any parking lot used
for any Village park during the hours during which such park is

during the following times or upon the prior written approval of the
Department of Parks and Recreation:

SECTION 3. SEVERABILITY. If any provision of this Ordinance or part thereof is
held invalid by a court of competent jurisdiction, the remaining provisions of this Ordinance are
to remain in full force and effect, and are to be interpreted, applied, and enforced so as to
achieve, as near as may be, the purpose and intent of this Ordinance to the greatest extent
permitted by applicable law.
SECTION 4. EFFECTIVE DATE. This Ordinance will be in full force and effect from
and after its passage, approval, and publication in the manner provided by law.

If authorized by the Village Board at the, the Village with enter into an agreement with Kids Around the World, a non-profit organization, to disassemble, remove and refurbish the equipment. An Invitation to Bid for the purchase and installation of new equipment was advertised in late February with submittals due on March 10, 2015. A recommendation will be considered by the board at the March 17, 2015 meeting. FINANCIAL IMPACT: The Village will not remove the current playground equipment or pay to have a contractor remove the equipment. This is a cost savings of $800. DOCUMENTS ATTACHED: 1. AN ORDINANCE AUTHORIZING THE DONATION OF PLAYGROUND
EQUIPMENT OWNED BY THE VILLAGE OF LINCOLNWOOD
WHEREAS, the Village of Lincolnwood is a home rule municipal corporation in
accordance with Article VII, Section 6(a) of the Constitution of the State of Illinois of 1970; and
WHEREAS, the Village is the owner of certain playground equipment currently located
at O’Brien Park, which equipment is described in detail on Exhibit A attached to and, by this
reference, made a part of this Ordinance ("Property"); and
WHEREAS, the Village President and Board of Trustees have determined that ownership
of the Property is no longer necessary or useful to, or for the best interests of, the Village; and
WHEREAS, Kids Around the World, Inc., of Rockford, Illinois ("KIDS"), is an Illinois
not-for-profit corporation that provides charitable services to underprivileged children, which
services include the construction of playgrounds; and
WHEREAS, the Village desires to dispose of the Property by donating it to KIDS; and
WHEREAS, the Village and KIDS desire to enter into an agreement for the donation of
the Property by the Village to KIDS, and for the disassembly and removal of the Property from
O’Brien Park ("Agreement"); and
WHEREAS, the President and Board of Trustees have determined that it will serve and
be in the best interest of the Village and its residents to enter into the Agreement with KIDS and
to donate the Property to KIDS, as set forth in this Ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF LINCOLNWOOD, COOK COUNTY, ILLINOIS, as
follows:
SECTION 1. RECITALS. The facts and statements contained in the preamble to this
Ordinance are found to be true and correct and are hereby adopted as part of this Ordinance.
SECTION 2. AUTHORIZATION TO DISPOSE OF PROPERTY. Pursuant to Section
11-76-4 of the Illinois Municipal Code, 65 ILCS 5/11-76-4, Section 8-8-14 of the Municipal
Code of Lincolnwood, and the home rule authority of the Village, the Village Board of Trustees
declares that ownership of the Property is no longer necessary or useful to, or in the best interests
of, the Village. The President and Board of Trustees hereby authorizes the donation of the
Property to KIDS in accordance with the Agreement.
SECTION 3. APPROVAL OF AGREEMENT. The Agreement by and between the
Village and KIDS is hereby approved in substantially the form attached to this Ordinance as
Exhibit A, and in a final form to be approved by the Village Manager and the Village Attorney.

SECTION 4. EXECUTION OF AGREEMENT. The Village Manager and the Village
Clerk are hereby authorized and directed to execute and attest, on behalf of the Village, the
Agreement upon receipt by the Village Clerk of at least one original copy of the Agreement
executed by KIDS; provided, however, that if the executed copy of the Agreement is not
received by the Village Clerk within 30 days after the effective date of this Ordinance, then this
authority to execute and attest will, at the option of the President and Board of Trustees, be null
and void.
SECTION 5. SEVERABILITY. If any provision of this Ordinance or part thereof is
held invalid by a court of competent jurisdiction, the remaining provisions of this Ordinance will
remain in full force and effect, and are to be interpreted, applied, and enforced so as to achieve,
as near as may be, the purpose and intent of this Ordinance to the greatest extent permitted by
applicable law.
SECTION 6. EFFECTIVE DATE. This Ordinance will be in full force and effect from
and after its passage and approval as provided by law

SUBJECT: Approval of a Recommendation by the Park and Recreation Board to Adopt a Resolution
to Authorize the Village Manager to Sign an Agreement to Donate the O’Brien Park Playground Equipment to Kids Around the World, a Not-for-Profit Organization, that will Dissemble, Remove and Transport the Equipment to be Reinstalled in Another Country
SUMMARY AND BACKGROUND OF SUBJECT MATTER: During the 2005-2006 fiscal year, a Playground Replacement Program was established, as part of the Village capital plan, to replace the aging, outdated playgrounds in the Village parks. So far, Columbia, Kildare, Rossi, Goebelt, Kenneth, Springfield and Drake playgrounds have been replaced. The existing playground equipment at O’Brien Park is rusted, dated and no longer meets the safety standards adopted by the ASTM (American Standard for Testing Materials). The equipment was originally installed in 1993. Kids around the World is a not-for--profit organization that provides recycled playgrounds to areas inside and outside the United States that typically wouldn’t have access to a playground. Volunteers dissemble; remove and ship the equipment, then reassemble in another location. The Kids around the World volunteers will come to O’Brien Park and remove the equipment. Community volunteers are welcome to participate. The Village worked successfully with Kids around the World with the Drake Park playground in 2013. FINANCIAL IMPACT: There is no cost to the Village to donate the playground equipment. The Village will save the cost of having the equipment removed as part of the project, which is about $800. RECOMMENDED MOTION: Motion to approve a Resolution to authorize the Village Manager to sign an agreement with Kids
Around the World to donate the O’Brien Park Playground equipment, including the disassembly and removal of the equipment from the site and transporting to its new location.

61125 (hereinafter referred to as “KIDS”) and ________________________________________

manufacturer nor a vendor of the Equipment, that KIDS takes the Equipment and each part
thereof “as-is” and that the Donating Organization has not made, and does not hereby make, any
representation, warranty, or covenant, express or implied, with respect to compliance with any and
all applicable guidelines or regulations, including, but not limited to ASTM and CPSC, the
merchantability, condition, quality, durability, design, operation, fitness for use, or suitability of the
Equipment in any respect whatsoever or in connection with or for the purposes and uses of KIDS,
or as to the absence of latent or other defects whether or not discoverable, or as to the absence of
any infringement of any patent, trademark or copyright, or as to any obligation based on strict
liability in tort or any other representation, warranty, or covenant of any kind or character,
express or implied, with respect thereto, it being agreed that all risks incident thereto are to be
borne by KIDS and the Donating Organization shall not be obligated or liable for actual, incidental,
consequential, or other damages of or to buyer or other person or entity arising out of or in
connection with the use or performance of the Equipment and the maintenance thereof. KIDS
acknowledges that KIDS has selected the Equipment KIDS is acquiring from the Donating
Organization based on KIDS’ own judgment and the Donating Organization hereby affirmatively
disclaims reliance on any oral representation concerning the Equipment made to KIDS.
INSURANCE REQUIREMENTS: KIDS shall maintain insurance of the types and in the amounts listed
below.
A. Commercial General Liability Insurance
KIDS shall maintain commercial general liability (CGL) insurance with a limit of not less than
$1,000,000 each occurrence and a $2,000,000 aggregate limit.
CGL insurance shall be written on Insurance Services Office (ISO) occurrence form CG 00 01 10
93, or a substitute form providing equivalent coverage, and shall cover liability arising from
premises, operations, independent contractors, products-completed operations, personal injury
and advertising injury, and liability assumed under an insured contract.
The ____________ shall be included as an additional insured under the CGL insurance form.
B. Business Auto Liability Insurance
If applicable, KIDS shall maintain business auto liability insurance with a limit of not less than
$1,000,000 each accident. Such insurance shall cover liability arising out of any auto including
owned, hired and non-owned autos.
C. Workers Compensation Insurance
Kids will maintain a worker’s compensation insurance policy to cover all of the Kids employees
with a minimum employer’s liability limit of $100,000 / $500,000 / $100,000.
D. General Insurance Provisions
1. Evidence of Insurance
Prior to removal of the Equipment, KIDS shall furnish ____________ with a certificate(s) of
valid insurance meeting the above noted requirements.
E. Compliance with Laws
KIDS agrees to perform and complete the disassembly and removal of the Equipment from its
present location in Drake Park, Lincolnwood, Illinois, in accordance with all applicable laws and
regulations.

New this year, instead of hosting a St. Patrick’s Day party, the Social Club will be heading out to the Irish American Heritage Center on St. Patrick’s Day for music, food and fun. RecTrac This past month staff has spent much time and effort in updating our registration software. Training was held on site in the Parks and Recreation Department for three days to launch the updated online registration process. Recreation staff were able to develop the page on site with the trainer, a wonderful experience for all in the office to be involved in this process. Staff are continuing to play around and learn with the new software to clean up old programs and make sure all online registration is up to date. While we still have a ways to go, we have made some huge leaps in the past month. Department Communication The Summer brochure is headed to press the week of March 9 with delivery scheduled for the end of the month. This brochure will be featuring new programs such as:

O’Brien Park
Staff has continued the process for renovation of O’Brien Park. We have worked with the
chosen designer to come up with specifications and bid documents. The tentative
schedule for the O’Brien Park project is as follows:
• Bids due March 10 at 10:00 A.M.
• Present to Park Board March 10
• Recommendation to Village Board March 17
• Disassemble Playground Week of March 31
• Install New Playground Week of April 7
Office Operations
Staff took part in training for an upgrade to our RecTrac software. The training took place
February 17- February 19. During this training staff learned to streamline RecTrac
processes, cleaned up our database, and helped create our new registration splash page.
Our clerk/receptionist has been busy with camp registrations. Non-resident camp
registration started March 3.
Concession Stand
Staff has ordered a new food warmer for the concession stand. At the end of the season
last year our old warmer broke down. The new food warmer will be installed during the
month of March.
Non-Resident Pool Pass
Staff has started working with Pete Graziano from Clientfirst to setup for this year’s non-
resident pool registration. We have started the process of securing the hosting server
rental. We must rent a server for the high amount of traffic to the non-resident pool pass
page. This year’s non-resident pool pass registration starts at 10:00 A.M. on April 18.
Park Inspections
The park inspection report for February is attached.
Community Center Program Supervisor March 2015 Melissa Rimdzius [email protected] Community Center There are currently five large room rentals and one small room rental scheduled for the month of March. Revenue for the 23 rental hours is estimated at $2025. The Community Center will also host Lincolnwood Baseball (2.5 hours) and the Amateur Radio Club (2.5 hours) this month. Early Childhood The Wednesday morning Indoor Playground at the Community Center was open from January 7 through February 25, 2015. Over the course of the season, 33 children visited the Indoor Playground and revenue totaled $74. Parents and caregivers provided positive feedback during this drop-in program, and have already asked if it will be offered again next winter. Teen Trips Last month, two Lincolnwood tweens participated in the President’s Day Trip to Kalahari Indoor Waterpark in Wisconsin! This trip was offered in cooperation with the Skokie Park District in order to keep transportation and staff expenses at a minimum. Adult Programs The Community Center was transformed into a painting studio for the Painting & Wine Tasting event on Thursday, February 26. An instructor from Tipsy Paint in Glenview guided twenty-four participants through the process of painting a piece titled Riverwalk. During drying breaks, participants created beaded wine charms and enjoyed a wine tasting provided by Lincolnwood Wine & Spirits. Fitness All fitness classes will transition from the first session to the second session March 12-23. The upcoming session will be promoted to current and past participants in-person and via email, as well as to the overall community through social media. Day Camp Over 50 new and returning summer staff candidates have submitted applications and signed up for group interviews. Since many high schools and colleges schedule spring break in March, three group interviews will take place throughout the month. Considering that we hear that many of our residents are finding out about our programs via Facebook, this is a very good number to nurture.
Meetup.com I was granted access to post our events in the following Meetup.com group: Kids & Parents Playgroup, Lincolnwood and Surrounding. This group has 92 members.
Youth Programs Coordinator March 2015 Aryn Fletcher [email protected] Winter Youth Programs Session 2 of our Winter/Spring programs have started the first week of March. Program numbers are below (as of 3/4/2015). Monday classes will begin at the end of March, staff is anticipating Karate and Soc-Key to fill by then. Friday Night Open Gym and Saturday Morning Sports concluded the last weekend of February. Each program had an average of 30 kids per meeting. Club Kid Two new families have inquired about Club Kid and will be in later this month register their children for the remainder of the school year. We currently have 40 kids enrolled in Club Kid. Birthday Parties: There are three more birthday parties planned so far for the Month of March. The themes are: Lego and two Indoor Playground parties. Special Events 2015 Daddy Daughter Dance This year’s Daddy Daughter Dance had a total of 56 daughters and 53 dads at the event. Two weeks before the event we did extra advertising on Facebook and other parent websites to boost the low registration. We had 21 couples register the week of the event. The dance was held at Monastero’s Ristorante. A buffet style meal with kid-friendly food for the daughters and healthy choices for the dads was provided. The DJ and the photo-booth were also contracted through Monastero’s as staff has done in years past. New this year, a candy buffet and Candy Land theme was added to the event that the girls (and dads!) got to visit throughout the night. Goody bags were provided for the girls to take candy home at the end of the night.

For the past two years there has been a craft keepsake offered for the girls to make and take home at the end of the evening. This year we had two options; a magnetic picture frame to decorate and frame a picture of their choice from the photo booth, as well as the option to make a bracelet and necklace craft. Staff has received positive feedback from the event and planning has already begun for the 2016 Daddy Daughter Dance!
