Parks and Recreation Advisory Board Meeting Thursday, October 26, 2017, 9:30am Logan City Hall, Aggie Conference Room

Present: Ed Stephens, Dan Blakely, Brandon Halaufia, Dan King, Tanya Rice, Laura Sawyer, Michael Timmons, Jason Pond

Excused: Herm Olsen, Andy Corbett

Approval of Minutes: Tanya made a motion to approve the minutes from the September 21, 2017 Parks and Recreation Advisory Board Meeting. Brandon seconded the motion. The minutes were unanimously approved as written.

Board Appointment Nominations: • Dan King’s second term ends next month • Jason’s first term ends next month and he has expressed interest in serving a second term • Laura’s first term ends next month and she’ll contact Frank Schofield for approval to serve a second term • Russ solicited suggestions of individuals to serve on the Board • Dan King said it would be nice to get someone who lives west of Main Street • Michael asked about renewing his and Brandon’s terms; their terms don’t end until 2018 • Jalayne will send everyone a reminder about submitting suggestions to her or Russ

Board Officers: • Dan King advised the Board to elect someone who attends the meetings regularly • Laura asked not to be nominated for the Chair position because she misses a lot of meetings

Recreation Center Operations: • The security cameras caught a student pulling a fire alarm the other day; not the first time this happened

o The high school asked the security guards not to approach the students • There was a gang related fight in the weight room during high school time from 2:30pm until 5:30pm • Jason asked if students from south campus have caused problems; no, the new freshman class is rough • PE teachers loan their keys to students to turn on the sound system or open doors but this gives students

access to places they shouldn’t be in • Dan Blakely found out the school needed to use the gyms when he saw a flyer for basketball tryouts • Dan King asked who from the school attends the Oversight Committee Meetings; Mike Hansen, Jim

Peacock, and someone to represent the PE teachers • Students aren’t permitted in the facility during lunch time because they bring in food and throw milk

cartons; Recreation Center staff has done a better job keeping students out of the facility during lunch • The school decided to hire someone to supervise the weight room from 2:30pm until 5:30pm • Students skipping class will sneak into the adult locker rooms and hang out in the hot tubs • Dan King felt there was a communication issue and asked about the purpose of the Oversight Committee

o Russ said there are so many people involved, i.e. coaches, teachers, etc. that it’s difficult to communicate information and protocol to the end of the line

• Laura asked if there are enough surveillance warning signs posted in the facility; yes • Laura asked if there is a sign by the fire alarms, to deter people from pulling them; no • Tanya asked what happened to the students who pulled the alarm; the footage was turned over to the

police and Dan Blakely didn’t know what happened after that • Tanya suggested putting the students to work to clean up the vandalism and then their peers see them,

which may deter further misbehavior o Staff at the Recreation Center would have to demonstrate and oversee any cleanup project

• Dan King asked if there is a public announcement system in the halls; yes o Dan Blakely said the high school intercom system is also linked to the Recreation Center

• Jason suggested using some of the School District land trust funds to pay for some of these issues; Russ meets with the City Finance Director and the School District to set the budget every year

o Jason said these funds are different because they’re controlled by the parents, not Jeff Barben

Canyon Road Walkway Project: • Everyone received a handout titled “Canyon Road Trail Concept”, which illustrated the plan for this trail • The project isn’t fully in design yet but the City would like to extend the sidewalk, from the bottom of the

short dugway, west along Canyon Road to connect to Center Street and 200 East • The sidewalk on the south side of Canyon Road from 600 East to Center Street is only four or five feet

wide; the proposed walkway would be a 10-foot wide concrete walkway • The City is preparing to go to bid for design services; CDBG funds will pay for a portion of this project • Those preparing the design proposals will have to determine the most feasible option from 500 East to

200 East • Jason asked if this project was part of the master plan; yes

600 East: 900 North to 1400 North Project: • Everyone received a handout which illustrated this project • The Department is working with Dayton Crites, County Trails Coordinator, and applying for funding • The trail will come from the top of the dugway at 600 East and use the existing sidewalk to 900 North

then follow the canal corridor, known as the middle canal, and connect to 1400 North • Dan King asked about crossing 800 East; some of the crossings are mid block crossings because it’s more

convenient for the trail user o Mid block crossings are more expensive but not uncommon

• Dayton has been evaluating how people get to and from the stadium from where they park; they use this proposed trail but they don’t cross at the same point on 800 East

• Dan King asked about the budget; Russ said the project is still in design but he estimated about $500,000

Receiving and Responding to Citizen Requests: • It is the Department’s mode of operation to respond to all inquiries in a timely manner

Recreation Manager Report: • There are 259 people registered for Jr. Jazz and registration is still open

o Dan King asked if the Jazz and the City are maintaining the same agreement as last year; yes

o About 1,200 people will register for the program but a lot of them wait until the last minute o Dan King asked about practicing in the gym at the middle school; Dan Blakely is working with

Daryl Guymon on those arrangements • Fall adult basketball was cancelled due to lack of participants; winter adult basketball is coming up • Flag football is over; parents suggested playing more games so staff is considering that possibility • Working with the Oversight Committee to review the Joint Use Agreement

o The downstairs weight room is going to be open to the public from 5:30am until 9:30pm • Island Heights won the bid to replace the next section of roof; they’ll do some repairs to prepare the roof

for the winter and then do the roof replacement in the spring • Received the evaluations from the Red Cross and will use that feedback in training next year • Lifeguarding classes will start in January

o Tanya asked how the public hears about that class; mostly word of mouth but the information is also available on Facebook, press releases, flyers at the Recreation Center, and the Leisure Guide

o Brandon suggested posting flyers in the high school so more 15 and 16 year olds get the information

o Dan King asked how difficult it is to get certified; not difficult but it’s best to do it in the winter o Jason suggested reaching out to the high school swim team and poco loco and asked if the classes

conflict with swim team practices; no, the class is three days a week for two weeks • Jason asked who runs Logan Youth Wrestling; the high school and they use their own wrestling facilities • Dan Blakely really struggled to find enough people willing to teach swim lessons; he was told that working

with the parents was awful and not worth the money

Parks Superintendent Report: • 300 East is under construction and scheduled to be paved next week; sidewalk, curb, and gutter were

poured all along the new sidewalk, which ties in with the new basketball court • In order to paint the surface on the basketball and pickleball courts, temperatures have to be above 40

degrees for three consecutive nights, which probably won’t happen until spring • The new parking lot at Bridger Park is almost finished • The irrigation crew is busying turning off irrigation, which takes about five weeks to get done • The river restoration project is moving along; there are some huge changes and lots of wide, open spaces • Trail construction is progressing; the box culvert is done and they’re finishing the wing walls today • Michael asked what would need to happen to winterize the restrooms so they could be open year-round

o The restrooms would need to be insulated and personnel would need to keep them clean o Ed said it’s difficult to go back and insulate old restrooms; they installed electric heaters, which

are expensive, in the east restroom at Mr. Logan Park and the lines in the walls froze anyway o It would be best if the restrooms were originally constructed to be year-round o Ed said they could use porta potties but that would cost about $100 a month per unit o Russ said it could be a matter of retro-fitting one restroom a year for the next fifteen years

Michael wanted to know if that could be part of the master plan o Ed said they leave as many restrooms open as late as possible o Dan King suggested designing all the future restrooms to stay open year-round o Tanya asked if the restroom at First Dam is newer and heated; no, it’s about 20 years old

Open Forum: • Tanya asked for an update on the Canyon Connector Trail

o The City and the architect have been working through the design details with UDOT o It will probably be the first week of December before bids are due and construction probably

won’t start until spring which will put completion around early fall • Held a public meeting for the bike park design at Bridger Elementary on Monday; there wasn’t any

opposition o The plan is to have a design completed by January and submit an application for RAPZ funds in

March
