Terms & Conditions of authorization
Tire authorizatron shall cornply i,vith the provlsions of Environment (Protection) Act. 1986 anclthe rules made there under.
The authorizatton or its renewai shail be produced for rnspection at the request of an officerauthorized by the M.P. Pollution Control Board.
The person authorrzed shall not rent, lend, sell, transfer or othei-wise kansport the e-wastewithor-rt obtaining prior permission of the M.p. pollution control Board.
Any r"rnauthortzed change in persomel, equipments as working condition as mentronecl rn theapplication by the person authorized sha1l constttute a breach of his authoization.
It rs tire duty of the authonzed person to take prior permrssion of the M.p. pollution ControlBoard to close down the operations.
An application for the renewal of an authorization shall be made as laid down in sub-rule (6) ofrule 9.
The authorization shall be cancelled or suspended by MPPCB as per Rule 10 of the e-waste(M&H) Rtiles, 2011, in case the recycler fails to comply with any of the conditions of thear-rthorization/registered or with any of the provisions of Environment (Protection) Act, 1986 asamended or rule made there under.
The authon zarion shail cease to be valid in case of expiry of the validity or suspension orcancellation of any of the existing consents under Water (Prevention & Control ofPolltrtion) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 andAuthorization under Hazardous Waste (Management, Handling and Tran boundaryMovement) Rules, 2008, as amended, Registration of recycler issued by MadhyaPradesh Pollution Control Board (MPPCB) and this authorization shall remain invaliduntil valid consent (s)/authorization/registration are obtained.
The Recycler shall provide copies of the valid consents and authorization to tireauctioneer/seller/collection centre at the time of each procurement.
The industry shall comply all the conditrons as mentioned in e-waste recycler registratronletter No. 155 dt. 0i.03.2013.
The urdushy shall be responsible to ensure that the quantily of the waste (s) procured each timeis enclosed in the Pass-Book by the authorized seller/auctioneer. In case of in-rport theendorsement should be obtained frorn the Customs Authonties.
In case of imports fwhere permitted as per Hazardous Waste (Management, Handlingand Transboundary Movement), Rules 2008] :-
(i) The recycler should submit the analysis report received from the expofier toMPPCB each time the consignments. of recyclable waste are received.
(ii) Copper content in the consignment of Copper dross should be equal or morethan 65oh of recoverable Copper. Lead and Cadmium content in it shall notexceed 1.25% and 0.1% respectively.
(iii) Lead & Cadmium content in the consignment of spent cleaned metalcatalyst containing copper and copper reverts, cake & residu"e shouid beequal or less than 1 .25o/o and 0.1% respectively.
(iv) Zinc content in the consignment of Zinc ash should be equal or more than

4. The waste specified under E- waste as mentioned above shall be stored as per MoEF and CpCIguidelines issued time to time and disposed off'as indicated in above table at SL.No.3 as per E Waste(Management & Handling) Rules 20II.
5. The authorization shall be enforced for a period of five years w,e.f. 0I.09.2014 subject to tlie rener,r,'alof rental agreement with owner of the land where collection center for E-wastes is being operared &Proprietor of M/s Dalit Enterprises shall have to submit the renewed rental agreement copr before t1rexpiry of rental agreement period otherwise this authorization shall be treatecl as canceile,automatically.
6 The authorization is subject to the conditions as enclosed and to such conditions as specified in the rulefor the time being in force under the Environment fProtection] Act, 1986. ;7 The occupier shal1 be responsible for safe and environmentaily sounci hanciiing of E-wastes gener.ated irhis establishment.
The collection, storage, transport & handling of E-wastes in the collection center has to be donrcarefully without breaking the end of life equipment.
9' The stored E- wastes, if any, shall also be disposed off as directed in point no.3 within 1g0 days fro'the date of issuance of authorization and the report along with necessary documents should btsubmitted to the Board.
10 The F'-waste collected by occupier is stored in a seculed manner and shall be handed over to authorizeclrecycler M/s Tech Logic unit-2, Ranganathpura. Bangalore, I(arnataka.

12 The Board reserves the rights to amend/cancel/revoke/levy any of the conditionnecessary for implementation of the provisions of the rules.

. The ar-rthorization shall cornply with the provision of Environment (Protection) Act, 1 986 and the rules
made there under.
: The ar"rthorization or its renewal shall be produced for inspection at the request of an officer ar-rthorized
by the M.P.Pollutior-r ControlBoard, Bhopal.
-:. The person authorized shall not rent, lend, sell, transfer or otherwise transpotl the E- wastes withoutobtaining prior permission of the M.P.Poliution Control Board.
1. Any unauthorized change in personnel, equipments as workir-rg conditions as mentioned in the
application by the person authorized shall constitr-rte a breach of his authorization.
5. The authorized person should inform the name, address and telephone/mobile uutnber of the nodalnffir'er reennn5jfls for E-waste management to the general Public.*"-- ^"*"*b-
6. An application for the renewal of an authorization shall be made as laid down in sub-rule (6) of rule 9
under the E-Waste (Management and Handling) Rules, 201 1.
7 , Any other conditions for compliance shall be bound on authorized officer as per the Gr-ridelines issued bythe MoEF or CPCB.
B. The occr"rpier shall be responsible for safe and environmentally sound handling of E- waste generated inhis establishment. The occupier shall comply with the provision of the rules and ensure that the E-wastecollected by thern is stored in a secured manner and no damage is caused to the envirorunent duringstorage & transpoftation tili E-waste reaches to registereci ciismantier or registereci recycier.
9. Collection centre should be secured with boundary wal1 and security personnel. The occupier shallensure that no damage is caused to the environment during storagd and transporlation of E-waste.
10. The E-wastes generated in the establishment of an occupier shall be sent or sold to a dismantler orrecycler registered or authorized under these rules by CPCB/SPCB.
1L Tlie occupier shall take all adequate steps while hanclling E-wastes to contain contaminants and preventaccidents and limit their conseqllences on human beings and the environment and provide persons
t& working on the site with the training, equipment and the information necessary to ensure their safety.
17. The collection, storage, transportation, segregation, reflirbishment, dismantling, recycling and disposal ofE-waste shall be in accordance with the procedures prescribed in the guidelines published by the CentralPollution Control Board from time to time.
13 The storage capacity of collection centre sl-rould be commensurate with available area. volume ofoperations (in weight) and type of E-waste.
l4 Containers of appropriate size and shapes should be used for segregation of e-waste items (comprising ofelectronic items) to facilitate effective handling and recycling operations. Containers can be made ofeither wood or plastic or rnild steel or any appropriate material with sufficient strength and shapes (top-open containers, caged, boxes etc) for hoiding the e-waste. These containers shor-rld be placed in such a
way that there should be an adequate space for movement of man and material. The heisht of containersshould be limited to 7 feet.
15 The collection centt'e where white goods like refrigerator and air conditioners are also stored sliouid haveadequate facilities for handling/arresting leakage of compressor oils, CFCs/lICFCs if any. The garlanddrain and a catch pit should be provided for collection ofany accidental lealcages, seepages anddischarses.

The authorization shall be enforced for a period of five years w.e.f. 15-09-2014, subject to the
renewal of rental agreement with owner of the land where collection center for E-Waste is being
operated & iWS Manmohan Kochar shall have to submit the renewed rental agreement copy
before the expiry of agreement period otherwise this authorization shall be treated as cancelled
automatically.
The authorization is subject to the conditions as annexed and to such conditions as specified in
the rules for the time being in force under the Environment fProtection] Act, 1986.
The stored E-waste, if any, shall also be disposed off as directed in point no.3 within 180 days
from the date of issuance of authorization and the reoort alons with necessarv documents shouldwe submitted to the Board.
7. The E-rvaste collected by occupier is stored in a secured manner and shall be handed over toauthorized recycler. The occupier shali submit an agreement with the registered recycler within120 days from the date of issue of this authorization.
8. The Board reseryes the rights to amend/cancel/renewalllevy any of the conditions as and when
deemed necessary for implementation of the provisions of the rules.

The occupier shall be responsible for safe and environmentally sound handling of E-waste generatedin his establishment. l5' Containers of appropriate size and shapes should be usecl for segregation of e-waste items (comprisingof electronic items) to facilitate effective handling and recycling operations. Containers can be madeof either wood or plastic or mild steel or any appropriate material with sufficient 5trength and shapes(top open containers, caged, boxes etc) for hclding the e-r.vaste. These containers shouid be piaced insuch a way that there should be an adequate space for movement of man and material. The heisht ofcontainers should be limited to 7 feet.
i6 The collection centre where while goods like refrigeratorand conditioners are also stored should haveadequate facilities for handling/arresting leakage of compressor oils, CFCs /HCFCs if any. Thegarland drain and a catch pit should be provided for colleciion of any accidental leakages, ,.Lpug.,and discharges.

The registration may be cancelled or suspended by MPPCB as per Rule 8(5) of the HW Rules, in case the recycler fails to comply with any of theconditions of the registration or with any of the provisions of theEnvironment (Protection) Act, 1986 as amended or Rules made thereunder.
The registration shall cease to be valid in case of explry of the validity orsuspension or cancellation of any of the existing consents Undor Water(Prevention & Control of Pollution) Act, 1974, Alr (Preventlon & Control ofPollution) Act, 1981 and Authorization under Hazardoug Wagte(Management, Handling and Transboundary Movement) Rules, 2008, agamended, issued by Madhya Pradesh Pollution Control Board (MPpCB)and this registration shall remain invalid until consent (s)/authorizatlon arQ
obtained.
The Recycler shall submit copies of the valid consents and authorizationto the auctioneer/seller at the time of each procurement.
The Recycler shall be responsible to ensure that the quantity of the waste(s) pro.cured each time is endorsed in this Pass-Book by the authorizedseller/auctioneer. ln case of import this endorsement should be obtained
from the Customs Authorities.
5. In case of imports [where permitted as per Hazardous Waste(Management, Handling and Transboundary Movement), Rules 20081.
(i) The recycler should submit the analysis report received from theexporter to MPPCB each time the consignments of recyclablewaste are received.
(ii ) Copper content in the consignment of Copper dross should be
equal or more than 65% of recoverable Copper. Lead and
Cadmium bontent in it shall not exceed 1-25% and 0-1o/o
respectively.Lead & cadmium content in the consignment of spent cleanedmetal catalyst containing copper and copper reverts, cake &
rcsiduc should be equal or less than 1-25Yo and 0.1%
respectively.Zinc content in the consignment of Zinc ash should be equal ormore than 65 0/o of recoverable Zinc. Lead and cadmiumcontent shall not exceed 1.25% and 0'1% respectively. '
Lead content in the consignment of Brass dross should be equal
to or less than 1 .25o/o.
