Postioned for Better Service

s a board member of the Chamber it is my pleasure to step up to

assume the role of board chair for 2015-16.

During the Chamber’s annual meeting last month, some exciting

announcements were made regarding changes that position the 120-year-

old organization to continue to serve the region’s business community with

greater benefit to all.

The Chamber‘s board of directors has developed a plan that reflects input

received from its membership and many other businesses throughout the

region. One of the key objectives identified is the importance of having a

strong community partner and customer base. As we all know, in addition to their hometown, people

shop and do business outside of the community in which they live. So, it stands to reason that supporting

commerce throughout North Orange County is good for business as well as residents and visitors. The

Chamber has accordingly revamped its service structure, aimed at helping member businesses maximize

their exposure and engagement throughout the region.

From my perspective as public affairs manager at Southern California Gas Company, chair of the North

Orange County Legislative Alliance, and as an active member in chambers throughout the region, I know

how important it is for businesses, large and small, to have a strong Chamber of Commerce working

behind the scenes advocating for legislation that supports them in their pursuit of success. The Chamber’s

revitalized service structure allows us to do this better.

Supporting a modern business-has-no-borders culture, the Chamber represents businesses in not just

Fullerton but all of North Orange County. Embracing this philosophy, the Chamber brings its members

increased political standing, leadership, and economic development opportunities, which will in turn better

position these businesses to continue to provide diverse opportunities in which community members and

visitors can shop, dine, and recreate throughout the region.

THE ORANGE COUNTY LOOP is envisioned as 66

miles of seamless connections and an opportunity for people

to bike, walk and connect to some of California’s most scenic

beaches and inland reaches. About 70 percent of the OC Loop

is already in place and is used by thousands of people. Currently

available for recreation are nearly 46 miles of off-street trails along

the San Gabriel River, Coyote Creek, Santa Ana River, and the

Coastal/Beach Trail.

Once completed, the OC Loop will connect 17 cities in North and

West Orange County, providing safe biking and walking to over

180 schools and 200 parks. Approximately 650,000 people live

within one mile of the loop. in September 2014, another success

occurred when a two-mile stretch along Coyote Creek opened to

the public between the cities of Buena Park and La Mirada.

However, four major areas remain where gaps need to be filled:

•Coyote Creek/San Gabriel River Trail along the Los Angeles

County border;

•ElCajonTrailthroughBrea,PlacentiaandYorbaLinda;

•CoastalTrailthroughHuntingtonBeachandSealBeach;and

•UnionPacificRightofWayTrailthroughBreaandLaHabra.

The County of Orange submitted grant applications on June 1,

2015 to secure further funding to complete these segments under

the State’s Active Transportation Program with award notification

estimated in October-November 2015.

Working with its local and regional partners, the County remains

dedicated to completing the entire OC Loop for the improved

quality of life, safety and convenience of the residents and visitors

of Orange County.

Stress is the body’s natural reaction to the pressures of everyday life. When you encounter a stressful event, your brain triggers an alert to the rest of the body. The body responds by producing adrenaline to elevate blood pressure and increase energy.

in some cases this increase in energy is good. it can help us complete projects, avoid dangerous situations, or even increase our productivity.

However, long-term stress can interrupt many of the body’s natural processes and increase your risk of getting diseases. For example, stress lowers the immune system putting you more at risk for disease, disrupts the digestive system, and makes you more susceptible to depression.

So, how do you manage stress when it becomes too much to handle? in the workplace, dealing with stress can be approached several ways. Start by identifying the causes and determine if they can be changed. For example, if you are stressed by a long commute time, can it be changed to miss rush hour traffic or can you telecommute? Other steps in the workplace include the following:

•Get off to a good start by eating a healthy breakfast andplanning ahead.

•Set expectations and have a clear understanding of what isrequired and stay organized.

•Trytostayawayfromconflictbyavoidingofficegossip.

ACCORDING to the latest assessment by the united States

Drought Monitor, more than 80 percent of California is currently in a

state of extreme drought. The majority of Southern California is in an

area classified as exceptional, extreme, or severe drought. About 75

percent of the precipitation in California falls north of Sacramento,

yet about 75 percent of the water demand is south of Sacramento.

This basic geographical problem has led to the construction of the

most complex and sophisticated water storage and transport system

in the world. The primary system that moves water throughout the

State is the State Water Project, the largest state-build water and

power development and conveyance system. The project includes

24 storage facilities, reservoirs and lakes, 20 pumping plants, four

pumping generating plants, five hydroelectric power plants and 701

miles of open canals and pipelines.

The concept of the project was first raised in 1919

and was not without opposition. The project

received significant resistance from both the

North and the South. Northerners claimed

the water was rightfully theirs and did not

want to share with the South. The South

argued the project would be futile without

water rights guarantees. After many years

of special committee meetings, studies and

debates, the Project began construction in

1957. ultimately, the infrastructure that has

been built and the public policies that have been

created surrounding water in California have all required

tamperingwiththenaturalwaterflowsofthestate.

Approximately 50 percent of the water used

throughout Orange County comes from imported

supplies from Northern California through the State

Water Project as well as supplies from the Colorado

River. The other 50 percent of water comes from a

vast underground aquifer located below North and Central Orange

County as well as from recycled wastewater.

Orange County is heavily reliant on the groundwater basin and on

the Groundwater Replenishment System (GWRS), a joint project by

the Orange County Water District and the Orange County Sanitation

District, to provide water for the community. Without this local source

of water supply, Orange County would be almost 100 percent reliable

on imported water. The cost to import water from the Metropolitan

Water District is about $1000 per acre foot of water. The cost of

Orange County groundwater and water from the GWRS system is

about $480 per acre foot of water. Orange County groundwater is

ultimately cost-effective because of the low cost of recharging Santa

Ana River water compared to the high cost of pumping water over

the Tehachapi Mountains to Southern California.

in December 2014, NASA estimated that it would take

about 11 trillion gallons of water to recover from the

California drought. in order to combat drought

conditions, the solution needs to be a hybrid

approach of short and long term decisions

focused on local reliability and sustainability.

in April 2015, for the first time in state history,

California Governor Edmund G. Brown Jr.

directed the State Water Resources

Control Board to implement mandatory

water reductions in cities and towns across

California to reduce potable, or drinking, water

usage by 25 percent. This savings is anticipated to

amount to approximately 1.5 million acre-feet of water

over the next nine months.

in addition to strict water conservation standards

several additional options of creating a local water

supply are being explored including the final

expansion of GWRS as well as seawater desalination

plants. ultimately, local and state government in

California need to find local ways to create a resilient water supply

system that will lessen our dependence on imported water and on

surface water.

MESSAGE FROM THE MAyOR

When the governor and state water agencies

mandate reductions in water consumption, you

know things are not going well.

in Fullerton we have heard the mandate and are

striving to reach the required reduction by 28

percent of 2013 consumption levels.

The reductions being asked are substantial. We are

asking residents to reduce outdoor watering by 50

percent and to cover pools to minimize evaporation.

We are encouraging re-use of greywater for

irrigation and replacement of turf with native

landscaping or artificial turf. The list of water restrictions is

staggering. From limits on outdoor watering for parks, golf

courses, schools, and cemeteries, to no lawn watering between

8 a.m. and 6 p.m. and no watering of turf in the street medians.

As Mayor, i have additional concerns, which you may want to

consider.

Reduction in water consumption will result in reductions in revenue,

yet the cost to run the system remains unchanged. How will we bridge

the gap between reduced revenue and normal operating costs?

Additionally, as consumers begin to deal with these restrictions i

believe the cry for a building moratorium will grow. if implemented,

such a moratorium would have a devastating effect on our local

economy and jeopardize the city’s ability to provide

basic services. This would create a city-wide

recession and our local economy would stagnate.

Another concern is how will we respond when the

rain comes. Eventually, there will be more water.

Scientists are predicting an El Niño event for the

upcoming season. When the rain falls, will people

replace their dead turf with new sod? Will they

become wasteful as restrictions are lifted?

Fullerton’s water crisis is an economic crisis, which

affects us all. We each have a distinct role in this

drought and the various ripple effects it has created.

We also hold the power to move forward in a

responsible manner by continuing to practice conservation measures

beyond periods of drought, protecting our water resources long into

the future.

The City of Fullerton is putting together a robust education campaign

on water conservation which includes an updated website, lawn

signs for participating homes, door hangers, and city-wide banners.

i believe that citizens and businesses in Fullerton, and all of North

Orange County, can work together to conserve the one resource

thatwecannotlivewithout–water.

As the Great Recession raged from 2008 to 2013, just about everyone

from private citizens and corporations to civic entities felt the heat of

the worst economic downturn since the Great Depression. But two

fire departments from neighboring North Orange County cities rose

from the ashes with improved efficiencies.

Creative thinking was necessary to come up with new efficient ways

of providing services. The City Managers of Fullerton and Brea met in

2011 with the Fullerton and Brea Fire Chiefs to discuss the possibility

of sharing a Battalion Chief, a position which had become vacant in

the City of Brea. The cooperative leadership under consideration was

aimed at solving budget issues brought on by the recession.

Upon a handshake agreement made by the forward-thinking city

managers and fire chiefs, a temporary sharing of a Battalion Chief

was in the works. The discussion extended to the possibility of

sharing more command staff, and a plan was soon developed to

combine the fire command staffs of Fullerton and Brea.

The command staff consolidation was able to combine Fullerton’s

administrative staff of seven and Brea’s staff of eight and eliminate six

positions through attrition. The ongoing savings for the consolidation

is $1.2 million annually, split between the two cities. The savings to

date for the two cities is about $5 million.

In May of 2011, the handshake agreement turned into a one-year

agreement for a trial command staff consolidation. The next year, the

agreement was extended and in 2014 a five-year command staff

consolidation contract was signed.

The command staff for both cities is now comprised nine members

including the agency’s commander Fire Chief Wolfgang Knabe –

who served as Chief of the Fullerton Fire Department since 2005 – a

deputy chief of operations, deputy chief of administration, division

chief of training, division chief of support services, emergency

medical services manager, and three field battalion chiefs.

The joint fire command staff serves a combined population of more

than 180,000 in nearly 35 square miles.

The combined administrative unit of the two fire agencies continues

to explore additional efficiencies, including a potential full merger of

both departments.

Five organizations were formally recognized for excellence and community involvement

during the Fullerton Chamber of Commerce 2015 Business Achievement Awards

dinner on Wednesday, June 17 at the Summit House restaurant in Fullerton in front of an

audience of nearly 200 community and business leaders.

LARGE BUSINESS OF THE YEAR

Established in 1946, Pacific Miniatures, Inc., the maker of high-impact, scale

models and prototypes for marketing and educational exhibits in the aviation and

aerospace industries, employs more than 80 highly-skilled workers today. For the

past five years PacMin has collaborated with All the Arts for All the Kids Foundation

on a project that includes the public installation and sale of hearts decorated by

local artists to fund art and music programs offered to school children at Fullerton

elementary schools.

MEDIUM BUSINESS OF THE YEAR

Downtown Fullerton staple, Bourbon Street Bar & Grill is heavily involved in

supporting children with autism. Employing 40 people, the restaurant has recently

expanded its staff through a work-training program for students enrolled in special

education programs within the Fullerton Joint Union High School District.

SMALL BUSINESS OF THE YEAR

This year, two companies were selected in the small business category because

they have each flourished and positively impacted the Fullerton community.

Gabrielle Mullinax, owner of Fullerton Photographics, Inc., has been nationally

recognized as an innovator in the photographic industry. She has transformed the

company into a successful contemporary business with commercial viability. Over the

years, Mullinax and her staff have served many local charitable organizations, including

Crittenton Services for Children and Families.

Family owned and operated Patty’s Cakes and Desserts opened its doors on

Commonwealth Ave. in 2010 after years as a home-based business. Mother and son

team, Patty and Phillip Gomez, have deep ties to the Fullerton community and have

consistently supported the Fullerton Rotary, Assistance League of Fullerton, and the

Fullerton School District, to name a few.

QUALITY OF LIFE AWARD

Established in 1940, the Assistant League of Fullerton continues to help needy

families in Fullerton and neighboring cities, offering numerous avenues for assistance,

including its thrift store, which serves more than 25,000 customers annually, and

such programs as Operation School Bell, Operation New Start, Vision Screening and

Referral, Santa’s Closet, and Meals on Wheels.

FLASHBACK ON FuLLERTON

In 1950, the Fullerton Chamber of Commerce launched “Hospitality Lane,” a campaign that included an official scenic route through the

city aimed at attracting Sunday drivers and sightseers. Included along the 10-mile route was Hillcrest Park on Harbor Blvd. at Brea Blvd.,

in Fullerton. The photo above was included on a souvenir postcard from the era and included the caption, “Children and adults alike enjoy

watching and feeding ducks and other water fowl on this shaded lake in one of Orange County’s beautiful parks.” While the pond was

drained sometime in the early 2000’s, the park is still a local favorite with its hilly topography and wooded landscape.
