Locality Strategy
Roll out of locality working
Concerns expressed about a new tier of bureaucracy and the role of elected politicians
The original proposals for the development of Locality Based Partnerships have been refined to take into account the feedback received
The approach proposed acknowledges the role of ward members as community leaders and is flexible, recognising that ‘one size does not fit all’
Locality lead officers
The new way of working will be supported through existing staff/resources and each of the localities will be supported by Senior Managers who will have a key role in: Organising local members briefings (based on the
localities)
Locality lead officers will have the role of managing relationships with other organisations

Too Many Consultations!
• There will be a forward plan detailing future consultations – April 2012
• All consultations will have to – be relevant– explain the benefit to the Parish Council– Allow sufficient time for consideration
Parish Precepts
• We keep talking about Participatory Budgeting• We Extended the deadline for precept submission to
31st January 2012• We are trying to protect front line services in 2012/13• If Parish Councils want to increase the levels or
frequency of service they can – and should budget for it
• We need a discussion on how the precept will be used going forward
New Charter 2011
• Working relationships in Local Government in Herefordshire
• The mechanism for working together– Parish, Town & City Councils (Local Councils) and
Herefordshire Council– 58 ward councillors in 40 wards– 1200 parish councillors in 134 local councils– 1 Parish Liaison Officer
• The Charter is for everyone
Moving forward…• It’s critical we work together• All Local Councils have to be involved• Localism will be a challenge
– Neighbourhood Planning– Participatory Budgeting– Service Delivery– Community Right to Buy– Asset Transfer
