Supportive services and information will be available to homeless andlow-income individuals and families during the Project Connect outreachevent Wednesday, Oct. 3 in San Bernardino.

The event, planned for 10 a.m. to 2 p.m. at New Beginnings’ downtowncampus, 785 N. Arrowhead Ave., will offer free medical screenings, legalservices, employment services, housing support services, child careinformation and services, senior services and more.

Information on other county services and resources also will beavailable.

Results of the 2018 Point-In-Time Count showed a 13.5 percent increasein individuals without a permanent home in the county when compared to2017.

The San Bernardino County Homeless Partnership’s report, released inApril, revealed specific jumps in the numbers of homeless veterans,unaccompanied women and unsheltered families.

The report, however, showed an 18 percent decrease in the chronicallyhomeless population.

The event is hosted by the San Bernardino County HomelessPartnership and partners.

Project Connect outreach events are held periodically throughout SanBernardino County to help people get medical and social services,according to a county news release.

Former Redlands Human Resources Director AmyHagan filed discrimination charges with the U.S.Equal Employment Opportunity Commission,claiming the city failed to put an end to sexualharassment by her supervisor.

On Tuesday, Oct. 2, the City Council will discussthe new complaint and the ongoing threat oflitigation from Hagan over medical insurance andsexual harassment claims she made against CityManager N. Enrique Martinez. The discussion willbe in closed session, along with consideration of aperformance evaluation for Martinez “associatedwith the two specific above-referenced closedsession matters.”

City Attorney Daniel McHugh would not releasethe evaluation because it is “personnel related.”

Martinez, though, spoke about the case for the firsttime since the allegations were reported by thispublication in August.

“As you know, the allegations are the subject of aninvestigation and I do not want to make any publiccomment that might improperly influence thatinvestigation,” he said in an emailed statement.“However, I am confident that the conclusion of theinvestigation will show that I did not act

“I am very proud of the work that we do and thethings we have accomplished in this city over thepast 11 years,” he continues. “I value andappreciate the trust that the City Council and theresidents have placed in me and I want them toknow that their trust is not misplaced.”

Though not mentioned by name in the Sept. 17federal Charge of Discrimination against the city,Hagan confirmed via email that the “supervisor”mentioned is Martinez.

In the charge, Hagan says her supervisor had herrun his dating profiles, called her names anddiscussed his sex life with her. When she told thecity, “the sexual harassment continued and theRespondent (the city) failed to promptly correctdespite my numerous complaints.”

After asking him to stop, she was told she wouldbe fired, according to the charge.

Hagan left her position Feb. 2 with an agreementthat included a provision for more than 20 years ofmedical bridge insurance and also released the

It’s been almost two years since Ontario International Airport returned tolocal control, and passenger and cargo numbers continue to reach newheights, according to airport officials.

Passenger volume grew 18 percent last month compared to August2017, while cargo shipments went up 17 percent, the Ontario

International Airport Authority announced Friday.

In November 2016, Los Angeles World Airports passed control of theairport to the Ontario International Airport Authority.

The airport saw 458,029 passengers arriving and departing in August —an increase of 18.2 percent over August 2017. Of thosepassengers, 435,690 were flying on domestic flights and 22,339 wereflying internationally. International flights represented the largest growtharea, with an 82.5 percent increase in international passengers overAugust 2017 numbers.

Since the transfer to local control, the airport has picked up new routes toMexico and Taiwan, and officials have announced plans to upgrade adated international terminal.

“The consistent increases in passenger volume affirm what we are doingto develop Ontario into a world-class gateway and create a first-rateairport experience,” airport authority president Alan D. Wapner said in apress release. “Our customers demand a smooth, hassle-freeexperience along with popular services and amenities, and we arededicated to meeting their expectations.”

The airport also has more domestic flights, including nonstop trips toOrlando on Frontier Airlines and nonstop flights to New York’s JFKAirport on JetBlue.

Overall, passenger traffic is up 13.2 percent over the first eight months of2018.

When California voters lowered the threshold to pass school bondsnearly two decades ago, they opened the floodgates for $133 billion intaxpayer-funded spending to modernize campuses across the state.

Crucial to the passage of Proposition 39 in 2000 was the requirementthat citizen oversight committees in each school district would watchevery dollar of spending like a hawk, with an annual audit to ensureaccountability.

Before Californians lowered the vote required from two-thirds to 55percent, roughly half of the school funding measures passed. Since thelaw was changed in 2000 — and citizen oversight panels became arequirement — 80 percent of school bonds have been green-lighted byvoters who know the importance of schools to their communities and areinterested in upgrading aging campuses.

Making it easier to pass school bonds, says former Los Angeles UnifiedSchool District board member David Tokofsky, has created “this lust forthe money.”

Locally since the vote change in 2000, $40 billion in school bonds havebeen issued in Los Angeles County, $6.6 billion in Riverside County, $6billion in Orange County and $3.5 billion in San Bernardino County.

But critics say the bond oversight committeesystem at the core of change is flawed. Often,they say, such panels are stacked withmembers who have a vested interest in

campus improvements — from construction ortrade union interests to school foundationrepresentatives.

And that leaves actual oversight on shakyground.

“Very often, you get friends of friends, orrubber stamps, or people who don’tunderstand what’s going on and the staff will

take advantage by not adequately training them,” said Nick Marinovich,former executive director of the California League of Bond OversightCommittees.

“When the selection process breaks down,” he said, “the whole oversightprocess breaks down, because you don’t get people who know whatthey’re doing.”

‘Foxes guarding the hen house’

“When you look at the people who comprise the bond oversightcommittee, they have a personal interest,” Chen said. “They’re eitherconnected to our (education) foundation or they have an interest inpossible financial opportunities with construction. You look at the namesand say, ‘Yay, citizens,’ but you look at them and they’re often the foxesguarding the hen house.”

In nearby Hermosa Beach, resident Miyo Prassas agrees that bondoversight committees are filled with people not inclined to question theschool district.

“They’re friends, or they appoint people pro-school district,” Prassassaid. “We had someone from our anti-bond group go in there, who’s veryqualified, and she got rejected.”

In theory, citizen oversight committees ensure everything stays on track,with money only spent on improvement projects listed in the bondproposal, and not diverted to other expenses such as teacher oradministrator salaries or school operating costs. But, according to somecritics, the committees often don’t provide enough scrutiny.

“They stock these with rubber-stamp people and they don’t ask manyquestions and they don’t offer much material,” said Riverside residentand community activist Scott Andrews. “There was $15 million of projectsunder one (Alvord Unified School District) agenda item. … I said ‘Whatare you doing? I’ve got no idea what you’re voting on, and neither doyou!’ “

Committee chairman goesrogue

A recent controversy inPasadena illustrates what canhappen when a citizens bondoversight committee or one of itsmembers steps out of bounds.

District’s efforts to silenceoversight committee Chairman Quincy Hocutt, who questioned expensesfor legal fees from a prior $350 million bond measure.

The school board on Thursday ousted Hocutt after accusing himof violating the district’s ethics policy in his relentless pursuit of perceivedfinancial missteps and his opposition to an upcoming schools-relatedballot measure. Specifically, the district said Hocutt stepped out of linewhen he penned a ballot argument opposing the city’s Measure J on theNov. 6 ballot.

Hocutt acknowledges he has ruffled feathers because of his closescrutiny of district financials and his tendency to ask tough questions. “Ithink it’s important that districts listen to those questions and take someactions,” he said.

For example, he said, the oversight committee has suggested that thedistrict publish construction status reports so residents know how theprojects funded by bond proceeds are progressing.

“They weren’t even telling the public what’s going on with the(construction). Nobody knew. To me, that’s not transparent,” said Hocutt,who presided over a committee meeting Sept. 19 even though the districttried to cancel it and five of the panel’s 10 members did not show up.

Stifling oversight committees

Michael Turnipseed, current president of the California League of BondOversight Committees, said it’s not unusual for bond oversightcommittee members to be removed, as Pasadena Unified did withHocutt.

“Sometimes people get pretty aggressive because they see somethingthey don’t think is right,” Turnipseed said. “The vast majority of the time,the district thinks anybody who questions them is a troublemaker.”

And if committees ask too many questions, saidMarinovich, Turnipseed’s predecessor, school boards can find ways tothwart them.

“If the committee does get active,” he said, “they frustrate them, theydisband them, they stifle them.”

Some school boards, he said, have forbidden committees from asking forinformation or incorrectly told them they can’t discuss the committee’sbusiness under the state’s open meetings law, the Ralph M. Brown Act.

Indeed, when a previous chairman of Pasadena Unified’s oversightcommittee also raised concerns last year over what he described as“clearly illegal” spending of bond proceeds on legal fees, district officialsdisputed that notion and refused to turn over records. The committeethen resorted to filing public record requests.

But even if committees do spot problems, there’s little they can do.

“They have no legal power to enforce anything,” said Earl De Vries, whohas been opposing bond measures in the Ontario-Montclair SchoolDistrict, Chaffey Joint Union High School District and Chaffey College fortwo decades. “Any time you say ‘oversight,’ you’d think they have somepower, a rubber stamp, ‘yes,’ ‘no,’ ‘maybe so.’ “

In Montebello, committeestands down

On the flip side of disputesinvolving aggressive oversightcommittees are committees thatsimply fail to carry out theirstatutory duties.

In 2017, state auditors excoriatedthe Montebello Unified SchoolDistrict for a series ofmanagement blunders, including its failure to oversee expenses fundedby bond proceeds. A bond oversight committee that was required tomeet annually did not meet once from October 2013 to March 2017,putting millions of dollars in bond proceeds at “risk of abuse,” a stateaudit said.

and buy more than 150 computers that it left, unopened, in a warehouse.

In contrast with a state audit, critics say audits conducted by individualschool districts often are not useful.

“They’re very focused on a ‘clean audit.’ But the audits are very narrowon what they’re focused on,” Marinovich said.

Such audits, he said, often only explore the simplest questions: Werefunds spent on capital projects? Were they authorized by voters? Did thedistrict inappropriately spend bond funds on operating expenses? That’snot enough to tell voters that their money is being spent correctly, hesaid. “You need an expanded performance audit.”

Tokofsky, the former LAUSD board member, said: “I’m guessing if yougathered 20 of these audits and gave them to a high-grade professionalauditor, they’d probably say they meet the minimum standard of theProp. 39 requirements. I don’t think any of them would be submitted forAudit of the Year.”

Nonspecific ballot measures

Among the challenges for citizen oversight committees is ensuring bondproceeds are spent in a manner consistent with what was approved byvoters. Increasingly, however, ballot measures are not specific in whatconstruction projects are planned.

“The lawyers have gotten it down to the point where they never put aspecific list of projects in the ballot measure,” said Richard Michael, aretired IT worker from the Pomona area who operates the Big Bad Bondswebsite.

“It just says ‘improve the quality of education, get students ready for21st-century careers and college,’ ” Michael said. “There will be thingsthat they get that are certainly good, like new science classrooms, butthey’ll also get items like new theaters or sports stadiums, things thataren’t related to the quality of education, but are good for attractingpeople to their districts.”

Indeed, that seems to have happened in Hermosa Beach, said Prassas,

the resident who questions the independence of the oversight committeein her town of less than 20,000 people.

Although she notes she is “a liberal Democrat” who has “no problemspending money,” Prassas is highly critical of how the tiny HermosaBeach City Elementary School District has spent some of the proceedsfrom $72.9 million in bond measures passed in 2002 and 2016.

When it proposed the 2002 measure seeking approval of $13.9 million inbonds, she said, the district said it needed to build 11 new classrooms.

“They ended up spending $11 million for a gymnasium and twoclassrooms that replaced two other classrooms and didn’t add anything,”she said.

It was legal — and therefore outside the purview of the oversightcommittee — for the district to build the gym with the bond money,instead of the other nine classrooms, because it was on a list of projectsthe money might be spent on, Prassas said.

In the Cypress School District in Orange County, one critic similarly saiddistrict officials have marketed their bonds in misleading fashion.

“The school district listed nine schools to be renovated,” said GeorgePardon, a former vice president for administration and finance at CalState Dominguez Hills and Cal State Los Angeles.

Instead, the district closed three of the nine schools and replaced theclassroom space with modular classrooms on other campuses. Thedistrict then exchanged two previously closed schools for apartmentcomplexes, from which it draws ongoing revenue.

“If every school district engaged in this type of action, they could addmodulars to some campuses for the purpose of creating ‘surplus’property to exchange it for income property to augment their operatingbudgets,” Pardon wrote in an email. “This is terrible fiscal policy bypassing off high-cost debt costs to future generations in exchange for asmall return on investment so they don’t have to (do) their budgets.”

Solving the problems

Tokofsky, who served on the LAUSD board from 1995 to 2007, believesit’s time to revise the bond oversight committee process. Currently, hesaid, the committees “are missing a lot of stuff.”

“There’s no question that in the next decade or less we need to revisitthe bond oversight language and toughen it up,” he said. “It’s still goodgovernment, it’s still oversight, it’s all good things. But at 55 percent, andwith people’s proclivity to vote for schools no matter what, it needs morereform. It needs strengthening.”

He’d like to see the vote percentage required to approve a school bondincreased to 60 percent.

“I think school districts need facilities, and I’m not anti-tax,” said Michael,who operates the school bond watchdog website. “If they followed thelaw, and had an intention to follow the law, it could be done withoutchanging any law. Right now they’re not following any of the laws.”

Clarifying the mission of the oversight committees also might help, somesuggest.

“What I would add, if I was in charge, was some transparency to theprocess of selecting people and make them disclose what their personalinterests are,” said Chen, the Manhattan Beach teachers union rep. “Iwould create a process that’s more transparent and reliable and makesure there’s an ability for them to communicate to the public when there’ssome discord.”

Marinovich, the former head of the California League of Bond OversightCommittees,.would like to see an expanded oversight audit, funded bybond revenue, and more training for committee members.

“Committee members need to have structured training, so theyunderstand their role and function and especially the history,” he said.

But in the end, Marinovich said, the public and news media need to do abetter job of holding districts accountable.

“When they go back to the voters, they should be asked, ‘What’s youraccountability, how has that been going?’ “

Detectives continued to search for the driver of anSUV that struck and killed a 14-year-old SanBernardino girl as she walked to school Fridaymorning, California Highway Patrol officials said onMonday.

“Our investigators … received tips over theweekend and information due to media exposurethe case received,” said Officer Brian Alvarez in astatement. “They followed up on multiple leads andinspected several vehicles, which matched thedescription; unfortunately, the vehicle, nor thedriver, have been located as of Monday morning.”

Jade Maldonado, a freshman at Pacific HighSchool, was crossing the street at GlasgowAvenue and Pacific Street just after 7 a.m. Friday,Sept. 28 when a vehicle – described as a tan 2000to 2004 GMC SUV traveling 40 to 50 mph – struckher and kept on driving, according to the CHP.

Over the weekend, friends,family members, teachers andclassmates gathered at thefront of Pacific High — lessthan a mile from where theteenager was struck — for amemorial.

Investigators asked anyonewho may have informationregarding the incident tocontact the CHP at 909-383-4247.

Seven juveniles — including the 5-year-old younger brother of one of theother teenagers — drove a stolen vehicle over the weekend into a blockwall after a short pursuit, police said Monday.

Two of the juveniles suffered moderate injuries with the other five takento a hospital as a precaution, said Sgt. Kevin Goltara with the FontanaPolice Department. The juveniles are from Upland, Colton and Fontana.

Just before 10 a.m. Saturday, Sept. 29, officers spotted a gray 2007Chevy Silverado reported stolen from Upland at Citrus and Randallavenues, Goltara said. When officers tried to pull the Silverado over, thedriver drove off, but less than a mile away he lost control and crashedinto the block wall near Tokay Drive and San Bernardino Avenue, policesaid.

Inside the Silverado, officers found the juveniles, ages 5 to 17, Goltarasaid. Officers also found a gun in the vehicle along with ammunition,officials said.

The driver was arrested and booked into Juvenile Hall. A second teenhad a no-bail warrant and was also arrested, police said.

Depending on the results of the investigation, charges could still bebrought against others.

Two 18-year-olds have been accused of firing at a Fontana home earlySunday morning, missing the occupants but hitting the house severaltimes, police said.

Rodolfo Martinez of Riverside and Eduardo Rodriguez of Fontana wereboth arrested on suspicion of attempted murder, conspiracy to commit acrime, negligent discharge of a firearm and participation in a criminalstreet gang, according to San Bernardino County Sheriff’s bookinginformation.

Police were called to the 7700 block of Cypress Avenue around 1 a.m.for a shooting, according to Sgt. Kevin Goltara.

The victim told police a white Toyota Tacoma pulled up in front of thehome, the passenger got out and started firing at him, Goltara said.

Police said several shots were fired but all of them missed the victim.

A short time later, an officer spotted the vehicle and pulled it over on the210 Freeway and Alder Avenue, Goltara said.

Officers found a firearm in the vehicle and the occupants — Rodriguezand Martinez — were arrested, Goltara said.

Both were booked into West Valley Detention Center in RanchoCucamonga in lieu of $1 million bail each.

That’s according to the latest homebuying report from CoreLogic. Hereare five trends you should know about the local market, data for themonth compared to 12 months earlier and how those results looked vs.the six-county Southern California region …

1. All residences: $325,000 median, up 3.5 percent. SoCal? $535,000median, up 7 percent. San Bernardino sales were 2,977 — off 6.5percent. SoCal? 22,261 — off 8.1 percent.

2. Existing single-family homes: $315,000 median, up 8.62 percent.SoCal? $555,000 median, up 5.71 percent. San Bernardino sales were2,502 — off 5.3 percent. SoCal? 15,449 — off 8.1 percent.

Errors in the new California Motor Voter registration system mayundermine the credibility of elections, some worry.

The state’s Department of Motor Vehicles announced early inSeptember that it sent 23,000 voter registrations with errors to thesecretary of state. This included mistakes in political party

selections, vote-by-mail options and 3,000 registrations from people who had optednot to be registered.

Mark Meuser, the Republican candidate for secretary of state, who oversees elections,said the errors make ordinary Californians mistrustful.

“It causes them to be concerned about the integrity of the election process,” hesaid. “If you make small mistakes like that, does my voter really matter?”

Secretary of State Alex Padilla, a Democrat, expressed disappointment and frustrationabout the errors in a statement. “The DMV has assured us that they have takennecessary actions to prevent this from occurring again,” he said.

The California Motor Voter program was approved in 2015 to make registering to votemore convenient. As of May, California had 6.1 million people who are eligible to votebut have not registered, according to the secretary of state’s statistics.

Under Motor Voter, all eligible voters are automatically registered to vote when theyapply for or renew their driver’s licenses, unless they opt out. They are also given thechance to select a political party, choose whether to vote by mail and select a languagefor election materials.

The mistakes were caused when DMV staffers had more than one customer recordopen on their computer screens and inadvertently merged the records, said DMVspokesperson Jessica Gonzalez. Those affected were sent letters urging them to checktheir voter registration status on the secretary of state’s website.

Gonzalez said that none of the affected customers were undocumented immigrants.During debate over Motor Voter, some expressed concern that undocumentedimmigrants with driver’s licenses would accidentally be registered to vote.

Political scene observers had noticed that DMV voter registrations had included anunusually high number of people selecting “no party preference”—46 percent, or414,587 out of 898,724 total registrations so far this year. In previous years thatnumber had been 30 percent. But as a recent survey by Political Data, Inc. found,much of this change may not be intentional.

The frm surveyed 1,200 voters who had their registration updated at the DMV andfound that 31 percent of those who selected “no party preference” thought they hadactually registered as Democratic or Republican. When informed what happened, only79 percent said it was their intention to register “no party preference.”

Paul Mitchell, vice president of Political Data, Inc., believes the confusion may havecome from the slightly different DMV registration form. “It asks people if they want toregister with a political party or select a political party,” he said in an email. “And ifthey say they want to select a political party they can. But my guess is that the extralittle step has more people saying ‘[O]h, I don’t need to join a party’ and they selectthat. Or they are kinda just rushing to get out of the DMV and select that.”

He believes the impact on the upcoming election will be minimal. “We are going to seerecord-high registrations, but a huge chunk of those are voters … were alreadyregistered, and didn’t really need to be re-registered,” he said. “Then there will besome people registering who have no intention on actually voting.”Meuser said it was a mistake to give voter registration responsibilities to the DMV.

“Here in California, our DMV is one of the worst in the nation,” he said. “They can’thandle even the problems they have. Now they’re in charge of the process. You’regiving people who can’t even do their own job more responsibilities.”

He faults Padilla for rushing through the process without double-checking that peoplewere properly trained.

The DMV has put in place additional safeguards such as software updates and stafftraining to prevent future errors, Gonzalez said. “That updated system has beenthoroughly tested, and no additional errors have been found.”
