III. AVAILABLE BUILDINGS Four facilities that could most easily be converted into a call center/BPO facility have been identified, ranging in size from 3,300 square feet to over 84,000 square feet. All four facilities were previously used for retail establishments and/or professional office uses, have open floor plans to accommodate workstations, and feature more than adequate on-site parking. Each location either has the existing telecommunications infrastructure or could have it within 60 to 90 days. Here is a quick summary of the facilities: 1915 Maple Street

IV. WORKFORCE SUMMARY WORKFORCE CHARACTERISTICS Attached you’ll find a labor characteristics report specific to the call center/BPO industry. As you will see from this report, there are approximately 20,107 workers with transferable skills and experience in our laborshed. And the highest concentration of that workforce resides within the cities of Burlington and West Burlington. The attached 2014 Call Center Labor Characteristics Report further highlights unemployment figures for this workforce, wage ranges based on experience and occupation code, willingness of workers to change or accept employment and more.

LOCATION ANALYSIS OF EXISTING CALL CENTER EMPLOYERS We analyzed the location of existing call center and BPO facilities in Southeast Iowa. Our initial search focused on the following counties in Southeast Iowa and Western Illinois:

Des Moines Henry Lee Louisa Muscatine Henderson (IL) McDonough (IL) Warren (IL)

This initial search returned a single result: Company Location #Employees Distance from Burlington Thomas L. Cardella Keokuk, IA 250 40 miles Subsequently, we expanded the search to include all of Eastern Iowa. From this search we were able to identify 21 dedicated call center operations employing about 4,000 workers. The closest two facilities are located in Iowa City (78 miles) and Coralville (81 miles). The largest concentrations of facilities are in Dubuque (1200 workers), Davenport (1200 workers) and Cedar Rapids (900 workers). If there is additional workforce data that would be of assistance to you, please do not hesitate to contact us. We are more than happy to work with Iowa Workforce Development to gather customized data specific to your business.  

V. FIBER & COMMUNICATIONS Greater Burlington is fortunate to be served by multiple fiber providers, including Danville Mutual Telephone Company, LISCO Corporation and Century Link. Moreover, it has been our experience they are willing to work with each other to provide redundant layers of service. In evaluating the five available facilities described in Section III of this analysis, we contacted each provider to verify existing or potential service, as well as approximate timeframes to install fiber service if it was not already in place. Danville Mutual Telephone Company Tim Fencl, General Manager & CEO, has indicated that they could provide service to any of the four locations within approximately 60 to 90 days. With dedicated fiber service they would be able to provide internet and ethernet connections, VOIP, traditional POTS service, and a suite of internet and cloud based services.

LISCO Corporation LISCO has indicated they are underway with plans to have fiber run to 505 Division and 915 Maple in the spring of 2014. They also may be able to serve 3320 Agency, but they are quite a distance away from the 2910 Madison location. Century Link Marc Abel, Area Operations Manager, has indicated that they have existing fiber available at each of the locations. VI. INCENTIVES SUMMARY In order to more fully evaluate a project’s eligibility for incentives we’d need, at a minimum, information on the expected wages and benefits for the jobs to be created, as well as an estimate of the company’s total planned investment. Below is a summary of incentive programs that may be available. Upon gathering additional information on the number of jobs your project would create, wages, benefits and total investment, we would be able to provide you with a more accurate appraisal of your potential incentives.

ENTERPRISE ZONE The City of Burlington has two established Enterprise Zones which provide benefits for residential and industrial development that may include: tax abatement, investment tax credit, research activity credit, refund of sales, service and use taxes, and a New Jobs Training supplemental credit. TARGETED JOBS WITHHOLDING TAX CREDIT The City of Burlington has been designated as one of only five pilot cities for the new Targeted Jobs Withholding Tax Credit program. Under this program, a withholding agreement between the city and the employer allows up to 3% of the gross wages paid by the business to be directed to the city on a quarterly basis. The community must then match these funds dollar for dollar and use the funds in an urban renewal project related to the employer. TAX INCREMENT FINANCING (TIF) TIF is based on the amount of property taxes generated by the incremental increase in the value of the property over a specified time. It may be used to pay for infrastructure, provide a tax refund or create cash by borrowing against the anticipated tax revenue. TAX ABATEMENT The amount of abatement is calculated against the incremental increase in the value of the property over a specific period of time and amounts to a reduction in taxes of either three years of a 100% abatement or a five year sliding scale with abatement at 75% year one, 60% year two, 45% year three, 30% year four and 15% year five. IOWA NEW JOBS TRAINING PROGRAM (260E) The Iowa Industrial New Jobs Training Program provides funds to train new employees of eligible Iowa businesses. Eligible businesses may be new to Iowa, expanding their Iowa work force, or relocating to the state. The program is funded by a diversion of payroll withholding tax to the local community college and results in no additional costs for the company or the employee.
