INTRODUCTION:

PREAMBLE MISSION

Logistics Department, erstwhile Transport Department, in Oil India Limited, since its inception, has been consistently showing high level of commitment with the entire work-force indefatigably engaged as an immensely dedicated team facilitating operations in challenging environments, to achieve the organizational goals.

To provide logistic support to all around exploration and development activities of the company by transporting Workforce, Materials and Equipment at right time at right place in a safe, economical and eco-friendly way.

ACTIVITIES: In order to achieve the mission, Logistics Department performs amongst others, the following activities on a regular basis:

Drilling & Work-Over Rig inter location movement and material handling in rig-up,

rig-down jobs.

Workforce movement through round-the-clock bus service to various installations in

the oilfield.

Contract management of outsourced vehicles & mobile equipment.

Provisioning of passenger and utility vehicles for different departments.

Maintenance of all company owned vehicle & equipment on wheel.

Inspecting hired as well as company owned vehicles for their road worthiness.

Spares inventory management for company owned vehicles & mobile equipment.

Transfer of well consumables and tubular.

Tubular handling at Materials yard.

Material handling jobs in connection with maintenance of production equipment and

construction of different installations.

Transfer of LWC to drilling location.

Logistic support to Civil Authorities, Social Organizations, Visiting dignitaries, etc.

Documentation of company owned vehicles & mobile equipment.

Departmental human resource planning & development.

Thus, Logistics Department is the Total Logistical Solution for the company.

FIELDS OPERATION SECTION:

RIG-MOVEMENT:

By their very nature, rig movements are complex. Logistics Department’s focus is to optimize the movement of rig and minimize the downtime, so that the company can generate more revenue from its assets. As specialists in this field, the department has built up a highly experienced team and has utilized its available resources most effectively. The work-force possesses an intimate knowledge of rig movements, allowing it to collaborate professionally and effectively with other departments like Civil, Drilling, Electrical, TS – Drilling etc. to optimize the rig movement.

ACHIEVEMENTS:

i) Record numbers of Carrier vehicles and Wagons (Tubing / Casing) offloaded during the fiscal year due to round the clock support given by the Field Section of Logistics Department.

ii) CTU recovery at 2 locations at Bhogpara and Kuhiabari without causing any damage to the unit in record time.

iii) Despite several Bandhs/Blockades called by different organizations which hampered the

smooth material movement to various drilling/work-over locations and other production installations, the Section completed the work assigned in the shortest effective time.

iv) Two nos. of Top drive VFD rigs have been successfully commissioned along with the help of other departments.

CRITICAL SITUATIONS:

i) During the financial year, difficult environment problems (Local problem, Bandh, Strike,

Blockade, etc.) hampered the smooth workforce movement to various installations in the

oilfields.

ii) In addition to the above, many passenger vehicles and buses were damaged during bandh

/strike by agitators

ACHIEVEMENT:

i) During the financial year, a total of 278 Nos. Public Affairs duties were performed by

light passenger vehicles for various social organizations such as AASU, Moran Students

Union, Chutia Students Union, OIRDS, ATASA, AAJYCP, Mottock Student Union etc.

with a total of 905 Vehicle days.

were successfully performed by light passenger vehicles.

iii) SAP based allocation system for buses implemented (with help of ERP & IT). In

addition to the same, monthly statements can also be created through SAP.

MAINTENANCE SECTION:

Logistics Department is directly involved in operation & maintenance of company owned resources, it also carries out maintenance and provides operational support to more than 260 Nos. vehicles & equipment under the control of different departments –

Drilling Equipment - 37 (Work-Over Outfit, Cementing Unit/Silo, Tugger Hoist, Agri-Tractor, etc.)

Production Equipment - 143 (Coil Tubing Units, Steam Generator, Winches, Swabbing Hoist, etc.)

Well Logging Equipment - 09 (Well Logging Unit & Equipment)

Seismic Survey Equipment - 17 (Explosive & Inst. Van, Radio Mast, etc.)

Logistics Equipment - 38 (Oil Field Trucks, Cranes/Loaders, Tractor Trailer Units)

Miscellaneous - 81(Locomotive, Excavator, Fire Tender/ Pump, Two Wheeler, Forklift, etc.)

CRITICAL MAINTENANCE: i) WSS of Production OIL Department and Well Logging Department were able to carry out

more than 2000 and 1500 nos. of jobs respectively during the Fiscal Year due to round the clock maintenance support given by the Maintenance Section of the Logistics Department.

ii) Regularly maintaining Open Hole Logging Truck (OIL-5514) at Rajasthan by sending crew from Duliajan to provide back-up support for well logging & wire line jobs.

iii) Critical Replacement of Cummins Smart Engine ISX-430V in Coiled Tubing Unit OIL-3509 iv) Major Overhauling of One (01) No. Allison Transmission, Model-HT750DRD. v) Critical replacement under warranty of 2nd Section Tele-cylinder assembly of newly

procured company owned TIL Crane OIL 6047. vi) Modification job of two (02) Nos. Light scrapping Winches OIL-9164 and OIL 91A42.

vii) Complete replacement of pneumatic lines, major repairing of brakes and suspension system of Workover Outfit (K-600) OIL-5109 with the co-operation of Central Workshop.

viii) Complete change of Pneumatic lines and fitting of independent steering system of Workover Outfits OIL-5117, 5118 and 5119.

Landmarks: i) Complete overhauling and refurbishing of engine, Allison transmission, etc. of NCTU OIL-

3507. The cost saving for this job is over Rupees One Crore. ii) Major repairing of Double Split Drum Planetary Gearbox system of Cased Hole Well Logging

Truck OIL-5516 by completely utilizing in-house resources. The cost saving for this job is around Rupees Thirty-five Lakhs.

iii) Conversion of Explosive Van Oil-4160 into Mobile Steam Generator to replace OIL-9208. The cost saving for this job is around Rupees Fifteen Lakhs.

iv) Replacement of Mechanical Transmission of Oilfield Truck OIL-4511 with Automatic Transmission. The cost saving for this job is around Rupees One Crore.

INVENTORY AND QUALITY CONTROL SECTION:

Inventory Carrying Costs have been reduced substantially by implementing adequate control measures, revisiting the inventory and declaring NFO of obsolete items.

By close monitoring and optimizing the monthly purchase, the total purchase amount is limited to within the annual sanctioned budget of Rs. 36 lakhs (Rs. 3 lakhs per month).

INTERNSHIP/TRAINING:

The department provide training (ranging from 15-60 days) to students from various Institutes/Universities as part of the company policy to give opportunity to students to get acquainted with the industrial environment i.e. to make them aware of the work culture that they will have to adopt later in their career. Further, this also gives some hands on experience to the students and provides them the opportunity to put into practice the theoretical aspects they learn during their course of study in college. These types of provision gives better industry-academia interaction, and make fresh graduates industry ready.

25 (Twenty Five) numbers of Internship students (including both from summer and winter interns) were given training in the four Maintenance Workshops (Crane, Heavy, PV-M, P&E section) of the department during the Fiscal Year, 2016-2017. Prominent institutes/university which sent their students for internship are AEC, JEC, NERIST, Dibrugarh University, GIMT, NITS Mirza, KIIT, NIT Silchar, Tezpur University etc.

COMMISSIONING OF NEW ASSETS DURING 2016-17 The following assets were commissioned during the FY 2016-17:

DISPOSAL OF WRITE-OFF ASSETS DURING 2016-17 The following assets were disposed off during the FY 2016-17: i) 08 (Eight) Nos. of Maruti Gypsy. ii) 05 (Five) Nos. of Mahindra Bolero. iii) 05 (Five) Nos. of Truck Mounted Cranes.

HEALTH SAFETY AND ENVIRONMENT SECTION:

SAFETY AND OHSAS POINTS IMPLEMENTATION:

During the Fiscal Year significant improvement in awareness on safety related points was achieved. Important amongst them are as below:

i) Continuation of Tool Box Meeting at the beginning of the day.

ii) Continuation of Physical fitness program at the beginning of the day.

iii) Continuation of Pit Level Meeting and Departmental Safety Meeting regularly.

iv) Regular Fire Mock Drills were carried out in all section of Logistics Maintenance Workshop.

v) SOP Training on Maintenance operations were carried out for 07 Nos.

vi) Statutory Trainings Imparted:

a. MVT (Refresher): 43 Nos.

b. MVT(C): 43 Nos.

c. Gas Testing & Work Permit: 12 Nos.

d. First Aid Training: 18 Nos.

vii) Fitting of reverse alarm in all Company owned vehicles, and ensuring the same in hired vehicles.

viii) Hoarding of work and road safety related posters at suitable places in both the Installations of Logistics Department.

ix) Strictly adhering to all the necessary safety related precautions while working in the Installations. And also issuing of necessary work permits prior to commencement of work.

x) All the old sockets under Maintenance Section were replaced to Industrial type.

xi) Renovation of Logistics Maintenance Installation by complete roof painting of the workshop, and other necessary civil maintenance job for better hygiene and house-keeping.

xii) Illumination in all the Maintenance Sections were improved by fitting more nos. of wall lights.

xiii) Under the guidance of the S&E Department the workmen were regularly briefed about the importance of reporting near-miss, and 04 nos. Near-misses were reported during the 2016-17.

xiv) 04 Nos. of Job Safety Analysis where conducted during the Fiscal Year.

xv) There was no accident under the Installations of Logistics Department.

xvi) Conspicuity Sheet (Fluorescent Strips) were fixed on all Company owned mobile equipment.

ENERGY CONSERVATION: In order to conserve energy, the following steps are taken, amongst others-

i) Computerized bus operation scheduling for optimization of bus operation. ii) Close monitoring of all vehicles to avoid unnecessary run of vehicles.

iii) Reduction of fuel consumption by introducing SMART engine in special purpose vehicles/equipment in Logging, Logistics, Drilling & Production.

iv) Trips are combined whenever & wherever possible. v) Vehicles are judiciously allocated to effectively suit the purpose & volume of man/ material/

equipment to be transported. vi) Periodic maintenance of all the vehicles is carried out which ensures that the vehicles

remain energy-efficient. vii) Proper Driver Training is imparted to the Drivers which encourages practice of efficient

driving habits that minimize energy consumption of the vehicles. viii) HSD consumption of company owned vehicles operating under Logistics Fields Operation

Section have been reduced by more than 15000 liters as compared to previous year by optimum and efficient utilization of resources.

ACKNOWLEDGEMENT

Logistics Department acknowledges the contribution, help, support and co-operation rendered by all departments concerned for effective running of Field, Maintenance & Passenger Vehicle operations and achievements thereof throughout the year under review despite of hurdles and constrains and environmental problems in particular.

This was made possible by sincere & coordinated effort, cooperation and positive attitude of the associated departments and back up by management under several constraints and limitations and also good support from Motor Workers’ Union & Owner Association for operating the vehicles in difficult situation.

We would also like to acknowledge the contribution made by the executives, as well as work persons of Logistics Department and specially the support & guidance/ advice extended by Management which has enabled the department to achieve the said result in Field, Maintenance & Passenger Vehicle operations. We would like to place on record our deep appreciation and acknowledge the intangible support from various departments.
