1 Primary Collection Solid Waste

In Udupi, Kundapura and Karkala 90 % to 97% (34 out of 35 wards ) of municipal area is covered. In Saligrama TP 50% of municipal area is covered.

By Dec 2012 remaining areas will be covered.

2 Segregation of Solid Waste

25 to 35% of waste collected is segregated at source and at disposal sites of 3 ULBs. Information, Education and Communication (IEC) activities such as Workshops, Jathas, Seminars, Cleanness Campaign, display of hoardings, audio announcements are carried out in all the ULBs

Action plan is prepared and by June 2013 complete segregation will be achieved in phased manner.

6 Treatment of Solid Waste

In all ULBs Biodegradable waste is Inertised by spraying microbial culture. Recyclable waste is sent for recyclers.

1. In Udupi CMC Rs 54 lakhs was earmarked in 2011-12 13th finance commission to establish 2tonnes/day Biomethanation plants. Estimates are prepared and submitted for approval.

2. To generate 1 MW electricity, from waste, Expression of interest is called and proposal is submitted to Govt for approval on DBOT basis under PPP model

3. In Kundapura Rs 30 Lakhs is earmarked for setting up Vermi compost plant under SFC, and tender process in progress.

7 Disposal of Solid Waste

In Udupi and Kundapura Sanitary landfill sites are developed consisting of COMPOUND WALL, INTERNAL ROAD, WINDROW COMPOSTE YARD, AEROBIC AND ANOROBIC LECHEAT COLLECTION PONDS, SANITARY LANDFILL AREA, MONITORING WELL, STROM WATER AND LECHEAT DRAINS. The rejects are land filled in Sanitary land fill area, in Karkala rejects are land filled in Engineering land fill area. For Saligrama TP, the waste is sent to Udupi site.

For Saligrama TP Land is identified and proposal is submitted to government for procurement. An amount of Rs.60 Lakhs is reserved under SFC 2011-12 for procurement of land.

From the funds of Nirmala Grama Puraskara, Suvarna Grama and Swacha Grama Schemes 120 Grama Panchayaths have taken up the solid waste management.

Solid Waste dumping yards ,Dust bins, Solid Waste Transportation vehicles like tricycles, Tractors, Goods carriers etc. are arranged for the rural solid waste management.

The action plan is prepared for 20 Grama Panchayaths for solid waste management under Sampoorna Swachatha Andolana 2012-13 annual implementation plan. And remaining 6 Grama Panchayaths will be covered next year

122 Grama panchayaths have landfill sites.

Street sweeping is done in all the 146 Grama Panchayaths.

Grama panchayaths collect waste by different transportation modes .

Transportation to the landfill site is covered in 122 GramaPanchayaths.

•Installed Electrostatic Precipitator (ESP) and Flue Gas Desulphurization Plant (FGD) and chimney of 275m AGL to the Boiler to control fly ash and sulphur dioxide emissions within stipulated standards.

•Installed Effluent treatment plant & Sewage treatment plant to treat the effluent & sewage generated.

•Replaced earlier FRP pipeline with Mild Steel (MS) pipe line for the intake of Sea Water and to avoid pipeline breakage and leakages .

The sea water quality at discharge point is being monitored regularly by the College of Fisheries, Mangalore and no significant change in quality of sea water is observed.•Provided online stack monitoring system to Boiler Stack. •Installed 4 Nos of continuous Ambient Air Quality monitoring stations.• The Expert Committee is constituted by District Administration to look into the environmental aspects of the UPCL.

River & Sea Water Pollution Status

• There are 14 rivers in Udupi District namely Shiroor River, Byndoor River, Yedamavinahole, Souparnika River, Chakra River, Kubja River, Varahi River, Seeta River, Madisalu River, Swarna River, Udyavara River, Pangala River, Kamini River and Shambavi River.

•UPCL and fishmeal industries are discharging treated effluent in to sea after confirming to the stipulated standards. There are no other major liquid effluent discharging industries into rivers or marine –eco system located in Udupi district.

• The river water quality of Swarna which is a drinking water source for Udupi city is being monitored regularly and no pollution observed.

1. No highly Polluting industries are allowed to establish within 500 mts from the river bank

2. Regular monitoring of rivers & Sea will be carried out 3. Prevention of sewage entry in to rivers will be monitored and

if any sewage entry is observed suitable action will be initiated against local bodies. Since, CMC Udupi and TMC Kundapur have submitted the action plan to complete the remaining UGD works. TMC Karkala has also submitted the action plan for up-gradation of STP and to provide UGD.

4. The river water monitoring and Sea water monitoring will be carried out once in 3 months.

1. The major hazardous waste generated by M/s. SE Composites Ltd, Padubidri such as Waste Resin, Glue of 182 T & Waste FRP of 1277 T are being handed over to authorised incinerators for the final disposal.

2. The major hazardous waste repossessor is M/s. Mahaveera Metal Inds for reprocessing of lead bearing waste, which is not functioning since last 2 years.

3. M/s. Suzlon Wind International generates waste glass fibre, PVC foam of 65 T, which is being disposed at TSDF site at Dabaspet.

4. Major E Waste generators are Robosoft Technologies & Manipal University & same is handed over to authorised E Waste recyclers.

5. All other industries generates used/waste oil and discarded containers as hazardous waste Viz. UPCL, KSRTC Depot, Automobile service stations, SE Composites Ltd etc which are being handed over to authorised re-processors/recyclers for final disposal.

• Udupi has a Dist. Hospital , MCH – Hosp., 2 Taluk Hospitals& 6 Community Health Centers, 59 Primary Health Centers.

Colour coded containers( waste bins) provided to the Govt.Health institutions by Karnataka Health System Development Project, Bangalore with guidelines for collection &Segregation.

Training programmes were also conducted on Bio-Medical Waste management for Medical Officers ,Para Medical Staffs and group ‘D’ officials of the Health Institutions in the district.

All the staffs of the 13 Integrated Counseling & Testing Centers had been trained for Infection control separately by Karnataka State Aids Prevention Society Bangalore.

Health care providers of all the health institutions had been immunized for Hepatitis ‘B’.

• Deep burial and sharp pits are constructed at the PHC level, except PHC Kodibengre which is running in a rented building and is tied up with nearest PHC Kemmannu.

• Liquid waste disinfection units are provided to district, and taluk level hospitals and all CHCs and PHCs.

• Hypochlorite solution & Bleaching powder used for Disinfection.

Construction of deep burial pit and sharp pit for the solid Bio medical waste and liquid disinfection unit for the liquid waste was completed 100%.

2 days IMEP training programme was conducted in phased manner in DTC Surathkal where 28 Doctors, 36 Staff Nurse and 1 ANM are trained on Bio Medical Waste Management.

For Training purpose 5 member District Trainer were Constituted and member were undergone 3 days training to carryout training to the Paramedical staffs on both government and private sector with the support of KHSDRP AND EMPRI Bangalore.

One day training Programme will be taken up by the district training team to all Para medical staffs in the district in a Phased manner.

District level committee of 9 members, under the chairmanship of the District Commissioner was constituted to periodically review the progress of the implementation of biomedical waste management in the district.
