    This Memorandum ofUnderstanding (MOU) constitutes an agreement between theUnited States Department ofHomeland Security (DHS) and the Los Angeles County (California)Board ofSupe{VisoTS to create a project pursuant to which U.S. Immigration and CustomsEnforcement (ICE) authorizes.nominated, trained and certified personnel of he 1;.os AngelesCounty Sheriff's Departrilent (LASD) to perform certain immigration enforcement functions asspecified herein. The LASD represents Los Angeles County in the implementation andadministration of his MOU. It is the intent of the parties that this project will r e s u l ~ in enhancedcapaCity to deal with immigration violators in Los A n g ~ l e s County jail facilities.

    m. POLICYThis MOU sets forth the scope of the immigration officer functions that DRS isauthorizing the participating LASD personnel to perform. It sets forth with specificity thedurationof he authority conveyed and the specific lines ofauthority, including the requirement

    that participating LASD personnel be subject to lCB supervision while performing immigrationrelated duties pursuant to this MOU.     V. NOMINATION OF PERSONNEL.The SheriffofLos Angeles County will nominate to ICE candidates for initial trainingand certification under this MOU.     Compiaints regarding exercise of mmigration enforcement authority by any participatingpersonnel shall be handled in accordance with Section XI4 below. REQUJRED REVffiW OF ACTIVITIESThe ICE Assistant Secretary and the Los Angeles County ShePff shall establish asteering committee that will meet periodically to review and assess the immigration enforcementactivities that have been conducted pursuant to this MOU. The steering committee will meetperiodically in Los Angeles COwtty at locations to beagreed upon by the parties. These reviewsare intended to assess the use made of ~ g r a t i o n enforcement authority and to ensurecompliance with the terms of his MOU. Steeling committee participants will be supplied withspecific information on case reviews, individual participants' evaluations, con;tplaints filed,media coverage, and. to the extent piacticable, statistical information on i n c r e ~ e d immigrationenforcement activity in Los Angeles County.     Appendix B: Complaint ProcedureThis project is ajoint effort between DHSIICE and the Los Angeles County (California)BoardofSupervisors, in which selected LASD personnel are authorized to perform. immigration.
