The committee had been constituted by the State Gov- ernment in June, 2007 to con- sider all aspects of develop- ments and to suggest neces- sary modifications to the Tamil Nadu Town and Country Plan- ning Act. The recommendations are under the active consideration of the Governoment, the Hous- ing and Urban Development Secretary had told the High Court on Feb. 3. The recommendations of the committee, with regard to amendment to Sections 56 and 57 of the Act, were already acted upon and incorporated as provisions for locking and sealing of the unauthorised buildings by way of Act 61 of 2008, the counter-affidavit, filed in response to a public interest litigation by Citizens Consumer and Civil Action Group, said. The Supreme Court had on Jan. 9 ordered that the seals placed on 25 shops by CMDA and Chennai Corporation on Oct. 31, 2011 for violating build- ing rules be removed for a pe- riod of 6 weeks. The Supreme Court also directed the High Court to dispose of all the un- sealing applications filed by Ranganathan Street Mer- chants Association and others when the matter was taken up in the 4 th week of January. TAMIL CINEMA 75 -A LOOK BACK

TAMIL CINEMA AND MUSIC - 3

In the early days of movies, the word ‘Talkies’ was usedas the suffix to the name of a cinema theater as in SelectTalkies’, ‘Crown Talkies’ and such.

These names appear confusing - and even amusing - toforeigners in India and to those studying the history ofIndian Cinema. The word was used by theater owners tomake it clear that it was wired and equipped for sound andthat it screened talking pictures and not silent movies.

Even after movies began to talk in 1931, silent filmscontinued to be made for some more time and screened asbefore In India. So, at a given point of time in a town, bothsilent and talking pictures were being screened in differenttheaters! To distinguish between the two, the word ‘Talkies’was added to the name of the theater with sound equipment.Such names continue to be in vogue even today in the 21stcentury in many parts of India, especially in small townsand rural areas.

Indian Cinema played a significant role in the FreedomMovement, in spite of the rigid system of film censorship bythe British government. Yet filmmakers used smart andsubtle methods to introduce the message of the struggle,mainly through songs. The role of Tamil Cinema in theFreedom Movement awaits a full and in-depth study tilltoday.

Unfortunately there are no gramophone records (thencommonly known as “plates”) of the songs of “Kalidas”, andno print of the film has survived. Even the song-book is nottraceable and, sadly, details about the names of its lyricistand music composer and other technicians remainunknown.

“Kalidas” was the only Tamil talkie to be produced in1931 and it created history. A new aural age in cinema haddawned and the role of film music began to take roots in thehearts, minds and souls of moviegoers.

In the same year, many silent films were produced inMadras. They were “Bhaktha Vatsal” (or “Durvaasa GarvaBangham”), “Leila, the Star of Mingrelia”, “MayaMadhusudhan”, “Nara Narayan”, “Praval Padmini” (or“Coral Queen”), “Rose of Rajasthan”, “Satharam”, “SignetRing”(the latter-day pioneer and famed filmmaker, K.Subramanyam, then cutting his teeth in cinema, wrote itsstory and scenario), “Taranhar”(story and scenario - K.Subramanyam) and “Vishwamitra”. Sadly these films arelost forever in the limbo of time.

Even though the films were silent, they were accompaniedby background music provided in the cinema house by theexhibitor. Instrument players, mostly using harmoniumand tabla and sometimes a flute, sat in the pit of thetheater and they played appropriate background musicscore. Interestingly the background score for the samemovie varied from theater to theater - even from show toshow - depending on the moods of the instrument playerswho produced the score at a moment’s notice! Not any easyjob that!

There were also men standing at a doorway in the middleof the theater-wall and they narrated, in the local language,the events on the screen and also spoke out the dialoguesin their own fashion. Such men, known as “barkers”,enjoyed a certain degree of popularity and some of themwere treated as “stars” with fan following of their own! Thispractice was in vogue in Japan and also in small towns andvillages in India.

The silent films were less than 6000 feet in length andwere screened at the speed of 16 frames per second. The 35mm sound films run at 24 frames per second.

Another interesting feature which was popular in thatperiod in South India was ‘live shows’ during the screeningof a silent film. Projection would be stopped and dancers,mostly scantily dressed women, would come on stage andperform dances for about fifteen to twenty minutes. Suchdances were widely advertised in hand bills and the crowdswere larger on such days!

They appealed for posting of

policemen in buses on routespassing through areas in whichschools are located, in themorning and the evening.

Following an assurancegiven by police officials that asolution will be found, the driv-ers moved the buses.

The student caught by thebus crew was handed over tothe police who summoned hisfather to the spot.

The student was let off afterbeing given a stern warning.
