ABOUT PPP PPP is an alternative public procurement strategy. It relates to the delivery of public assets and services that in the past were the realm of the public sector, using private sector project financing and expertise. PFI is one of the approaches under PPP. Under PFI the government does not own the capital assets instead buys services from the private sector who owns and operates the capital assets under concession agreement it entered with the government (Khairuddin, 2009).

ABOUT PROCUREMENT AND PROJECT DELIVERY RESEARCH UNIT (PPDSRU)

Procurement & Project Delivery System Research Unit (PPDSRU) is a research cluster under International Islamic University Malaysia. The key objective of PPDSRU is to do research, develop and transfer knowledge on newer thinking and newer technologies relating to the processes, procedures and systems of construction procurement, construction businesses, socio-economic growth and development in the context of the construction sector focusing on housing, building and infrastructure.

ABOUT PUBLIC-PRIVATE PARTNERSHIP UNIT (3PU) The Malaysian Government’s involvement with the private sector began in the 1980s with the formulation of the Privatisation Policy in 1983. At that time, the task of implementing various privatisation projects was entrusted to the Privatisation Section of the Economic Planning Unit in the Prime Minister’s Department. Realising the increasing need and importance for closer public-private sector collaboration, the Public Private Partnership Unit (3PU) was established in the Prime Minister’s Department in April 2009 as a dedicated agency to spearhead private sector’s involvement in the national development agenda. Among the functions of 3PU are encouraging economic growth through increased investments and fostering greater cooperation between the public and private sectors; planning, implementing and evaluating privatisation and PPP programmes; ensuring value for money through cost effective initiatives and optimum risk distribution and optimizing the country’s resources and expertise in the public and private sectors.
