Tertiary qualifications in a relevant field.

Experience in a senior management role, with a proven ability to lead, inspire and mentor staff to deliver individual and team outcomes, maintain service outcomes and improve productivity.

A proven capacity to deal with complex community, development, economic and regulatory services issues including the formulation of appropriate action strategies and the provision of high level advice to the Chief Executive Officer and Council.

Strong analytical, problem solving, conflict resolution and mediation skills

including public relations, community engagement, and public education;

striving for mutually beneficial outcomes across a broad range of

Excellent communication skills including the ability to prepare high quality

written reports, policies, action plans, correspondence and other

1. POSITION OBJECTIVES To effectively manage and assume responsibility for Town Planning, Building, Aboriginal Health, Environmental Health, Ranger, Waste and Emergency Services functions ensuring Shire goals and objectives are achieved by:

Ensuring statutory requirements are met and promoting good government

Providing advice to Council and the organisation

Proven experience in the development and implementation of organisational

strategic, operational and financial management plans and budgets.

Working knowledge of consultation and adoption practices pertaining to the implementation of local planning strategies and planning schemes, and planning scheme amendments.

Knowledge of SAT and Magistrates Court proceedings.

4. KEY DUTIES/RESPONSIBILITIES

Outcome - Organisational

Assist Senior Management in strategic planning, goal setting and objectives.

Develop, review and oversee the implementation of service plans for

Planning, Building, Aboriginal and Environmental Health, Ranger, Waste and

Emergency Services, including the programming of activities, special projects

and budget allocations.

Maintain effective communication with other Shire Departments, Councillors,

the public, developers, State Government Departments and external

consultants.

Foster a culture of customer service excellence in all service areas.

Develop and review policies and procedures; review, update and implement

system improvements.

Review, amend, update and communicate changes to existing local laws,

policies and procedures.

Oversee and report on financial and costing reporting as required as part of

the budgetary process.

Oversee the statutory requirements for all teams.

Preparation of reports to Council and Senior Management and attendance at

management, committee and Council meetings as required.

Implement resolutions of Council and report on progress of action taken.

Ensure reporting activities are provided to the Council and the Senior

Oversee the provision of professional Town Planning and Building advice and

assistance.

Lead the community consultation process for a new Local Planning Strategy

Contribute to the Shire on the effective assessment of development

applications and preparation of Shire policies.

Manage both Planning and Building applications to ensure statutory

timeframes are adhered to.

Monitor, evaluate and adopt innovations regarding town planning and building

both locally and within Western Australia.

Ensure compliance of Building Applications and that construction meets the

requirements of the Building Code of Australia and the Building Regulations.

Oversee the development of Local Planning Policies, educational materials

and press releases to ensure community members and visitors are informed

regarding relevant policy and legislative requirements.

Attend to public enquires.

Outcome – Aboriginal Health, Environmental Health and Waste

Oversee the provision of professional Environmental Health advice and

assistance.

Oversee Environmental Health issues in Indigenous communities and ensure

the Shire meets the Service Agreement targets and obligations for these

communities.

Oversee the administration of licensing and permits as provided for in

accordance with Council policy, Local Laws and delegations.

Ensure efficient processing of compliance and enforcement actions and

infringements pertaining to relevant legislation and Council Local Laws in

accordance with delegated authority and make recommendations as

necessary.

Oversee the preparation of site inspection reports and briefing notes for use

in legal action and other actions to achieve compliance, including preparation

of formal notices for execution.

Oversee the organisation and presentation of health campaigns, health

education and health promotion courses

Oversee the delivery of food, pool water and effluent water sampling

programs to ensure compliance with standards.

Monitor, evaluate and adopt innovations regarding public and environmental

health both locally and within Western Australia.

Prepare briefs and/or attend and give evidence on Council’s behalf relative to

health matters at the Magistrate’s Court as required.

Assist in the management of the Shire’s Waste Management sites, including

operations, reporting and future development in line with legislation, industry

standards and community expectations.

Outcome - Ranger Services

Oversee the provision of professional advice and assistance on Ranger

matters.

Oversee the implementation of change management initiatives and ensure

work is carried out in accordance with legislative requirements.

Liaise with other Shire Departments and external agencies such as the

Police, Department of Fire and Emergency Services, Department of

Biodiversity Conservation and Attractions and SAFE in matters relating to

Ranger Services.

Oversee the development of educational material and press releases to

ensure community members and visitors are informed regarding relevant

policy and legislative requirements.

Attend to public enquires in relation to Law Enforcement and Compliance

activities including infringement queries and complaints.

Liaise effectively with the relevant Magistrate’s Court, State Administrative

Tribunal, legal counsel and State Government Departments where

appropriate.

Outcome - Emergency Management

Undertake Emergency Management duties when required.

Assist in the periodical review of the Local Emergency Management

Arrangements.

Be the responsible officer for the implementation of the Shire of Derby/West

Kimberley Tropical Cyclone and Storm Surge Emergency Management plan.

Lead the staff of the Development Services Department so that their

performance is professional; their work is accurate and in accordance with

legislation.

review staff performance, provide counselling and support in order to meet

services activities throughout the organisation by implementing a proactive

regime that facilitates seamless and transparent processes for all customers

and staff.

Undertake other duties as required by the Director Technical and Development Services in accordance with the broad banding principles of the Enterprise Agreement for Indoor staff. 6. KEY CHALLENGES

The Manager must promote and exemplify the Shire’s Vision, Mission and

Ensuring the existing functionality of the Synergy soft Ranger, Health and

Building modules are being utilising and, identifying opportunities to expand

functionality to improve business processes. Ensure the development

services functions are efficient and resources are utilised effectively.

Drive the review and formulation and of policies and procedures to ensure

consistent outputs.

Lead the community consultation process for a new Local Planning Strategy

and Planning Scheme No. 8.

Negotiate and influence across all levels of the organisation to achieve

support and endorsement for development services initiatives.

Maintaining awareness of strategic and operational demands and priorities,

engaging with staff across all levels of the organisation and providing

effecting and effective responses.

External Stakeholders The Manager maintains cordial and professional relationships with the executive staff of other Councils within the region, relevant organisations that the support the Shire, relevant regional and community organisations, legal professionals and business industry groups.

Government Agencies The Manager has cordial and effective dealings with those government agencies necessary for the work of the Council. The Manager is well considered by senior government personnel.

8. EXTENT OF AUTHORITY This position operates under general direction of the Director Technical and Development Services, in accordance with strategic objectives, delegated authority, procedures and policies of Council as well as statutory provisions of the Local Government Act 1995 and other relevant legislation, awards and agreements. The position is required to exercise initiative and judgement where practices are not clearly defined. This position may make decisions in the following areas independently, without the

guidance of the Director of Technical and Development Services:

Operates with a high degree of autonomy within the operational delegations.

Is accountable for delivering on assigned outcomes and for the accuracy,

integrity and quality of advice provided in this context.

1. CONTRACT OF EMPLOYMENT:

This position is offered on a three year contract of employment.

2. SALARY:

The salary is negotiated within the range of $ 110,000 to $ 125,000 per annum.

3. HOURS OF WORK:

Flexible working hours apply for this role. However normal office hours are from 8am to 5pm with one hour lunch break, additional hours may apply as per operational requirements.

4. ANNUAL LEAVE:

For all intents and purposes annual leave provided will be five weeks per annum on completion of 12 months service.

5. EXECUTIVE DAYS OFF

Up to five executive days are negotiable every 12 months for senior staff.

6. MOTOR VEHICLE A fully maintained motor vehicle will be supplied for you for negotiated unrestricted private use.

7. LONG SERVICE LEAVE:

Thirteen (13) weeks after ten (10) years continuous Local Government service, transferable between Local Authorities within Western Australia.

8. DRIVERS LICENCE:

A current WA (Class C) Drivers Licence is an essential requirement.

9. SUPERANNUATION:

It is a condition of employment that you become a member of the WA Local Government Superannuation Plan. The Council makes superannuation contributions of 9.50% of the base salary plus matching contributions of up to 7% providing the employee makes voluntary contributions of 7% or more. The combined total of the SDWK contribution shall not exceed 16.50% of the specified salary. Salary Package – this is negotiable dependent on the requirements of the successful applicant.

10. ACCOMMODATION

Unfurnished accommodation is provided at a rental of $180 per fortnight.

Rental charges may be subject to review as per Council policies on these matters.

11. UTILITIES ALLOWANCE

The subsidy encompasses a utility subsidy primarily for the operation of air-conditioners and a water usage towards the cost of water usage and gas usage at the employee’s residence.

An employee with their own accommodation is entitled to claim reimbursement for 100% of paid

12. RELOCATION ALLOWANCE:

The Shire will pay relocation expenses up to the value of $8,000. Should the employee resign within 24 months the employee shall reimburse 50%, if they resign within 12 months the reimbursement will be 100%.

Discounts for staff for the use of aquatic centre facilities as per Council policy.

Professional development is encouraged and promoted by providing staff training as necessary and attendance at seminars/conferences is also supported.
