Greetings from the Minister of Immigration, Refugees and Citizenship

I’m pleased to welcome you to MANSO’s Annual Integration Summit. Our government is committed to helping newcomers to integrate into Canada, so they can participate in their cities, towns and neighborhoods. As a result, we now support settlement services in 20 Manitoba communities. It’s valuable that you are bringing so many key players in the Manitoba settlement system together to plan how to enhance settlement outcomes for newcomers. I look forward to hearing from you on how future programs and innovations can improve the settlement experience of newcomers and engage even more members of your communities in the nation-building work of settlement and integration. You and your agencies and organizations are key to the success of newcomers in Canada. I thank you all for your dedication and wish you a productive and enjoyable summit.

Sincerely,

The Honourable Ahmed Hussen, P.C., M.P. Minister of Immigration, Refugees and Citizenship

WELCOME

Hello and welcome to the 2018 MANSO Integration Summit. On behalf of the MANSO Board, Staff and 2018 Integration Summit Advisory Committee, we thank you for taking the time to join us here today. We hope you arrive with curiosity and excitement to participate in whatever way feels comfortable to you, and leave with new skills, knowledge and renewed energy and passion for the role you play in integration.

We acknowledge that we are meeting on Treaty 1 Territory, the traditional lands of the Anishinaabe, Cree and Dakota as well as the Birthplace of the Metis Nation and the Heart of the Metis Homeland. We are honoured to have members of Manitoba’s indigenous community participate in our summit to guide us and support us in our work. We also thank the MANSO members and partners who have travelled to Winnipeg, whose organizations are located on other Treaty Territories including Treaty Number 2, Number 4 and Number 5.

We thank IRCC for supporting us in gathering together our whole membership plus partners, stakeholders, and funders again this year. Manitobans will play a central role in the Settlement and Integration Vision of building a more inclusive, culturally diverse and productive nation. We share the community responsibility to be welcoming and responsive to newcomers’ ongoing and emerging needs as we in turn benefit from the wealth of their talents and experiences.

Whether you have worked or volunteered in this field for decades, or if you are just joining us, we are glad you are here and look forward to learning from you and with you over the coming days.

A1: Settlement of Francophone Refugees in Manitoba

Description: The research team will present two aspects of our research program (Réseau interdisciplinaire de recherche sur l’immigration, RIRI):

1. Francophone Refugees According to a recent report by the Commissioner of Official Languages, French-speaking minority communities in Canada benefitted little from immigration. It is important then to understand the challenges faced by such communities and immigrants, in particular, those of francophone refugees who come to settle and integrate themselves in our communities and from which all can emerge as winners.

1. Refugee Claimants That Have Crossed the Border Through Emerson Our research project seeks to better understand the dynamics of this type of “illegal” immigration. In other words, what drives a person to resort to the illegal crossing of a border knowing the considerable personal risks involved? Then, after immigrant status on Canadian soil is obtained, what does the future hold for him or her? This research will greatly benefit communities in that it will allow the development of recommendations to guide decision-making in relation to both management and public policy in this regard.

Presenters:

• Patrick Noël, Professor of History, USB

• Etienne Rivard, Professor of Geography, USB

• Anne Sechin, Professor of Translation, USB
