INTRODUCTION

THE MARGARET RIVER YOUTH SPACE IS BEING DESIGNED AS A UNIQUE, ICONIC AND SITE RESPONSIVE MULTIPURPOSE, MULTI-GENERATIONAL FACILITY THAT AIMS TO COMPLEMENT THE EXISTING USES AND FACILITIES OF THE MARGARET RIVER YOUTH PRECINCT.

This facility will become the central social hub within the Gloucester Park recreational precinct for the youth and the broader community of Augusta-Margaret River while also appealing to the national skate community by including a design of a facility that is world class and creating a draw card to attract more active recreation tourism to the already vibrant Margaret River region.

In January of 2016, Convic started the engagement process with the community working group. The aim of these meetings is to empower the community by having them involved in the design process of the facility. Gathering this initial informative feedback will generate the design vision for the draft concept design options, create a community driven identity for the facility and build a baseline picture regarding the demographics of the skate and broader community.

The following report outlines the strategic approach to define an informed conceptual response and design for the current community demand and their future needs.

SITE CONTEXT The proposed site is located on Wallcliffe Road, next to the Shire of Augusta-Margaret River offices. The space is currently used as a programmed activity node with the existing skate park, covering approximately half of the site, and an informal recreation area utilised by the ‘Zone Room’ and Scout Hall. A number of established trees flank the internal service roads and existing skate park banks.

The Youth Space site presents an opportunity to develop the precinct to create a dynamic and activated community hub, offering recreational and social experiences for all members of the community, from day to day usage to community centred activities and events.

1. Existing Margaret River Skate Park

EXISTING SKATE ASSESSMENT

As part of previous engagement Convic undertook an assessment of the current Skate and BMX facility at Margaret River as part of the redevelopment of the site. The facility was assessed according to function and condition using the assessment system outlined in the Site Assessment Report (July 2013).

The existing skate park is highly activated, however, due to weathering and constant high impact use since its construction in 1999, it has become dilapidated and many safety hazards have developed. For a number of years numerous local users and community groups have driven for the skate park to be re-developed or remediated.

The facility is planned for refurbishment and expansion to meet with current community needs for the youth space, particularly as this precinct has been provisioned to act as a central Youth Space with the Zone Room, public toilets and the skate / BMX facility.

PREVIOUS ENGAGEMENT Convic were engaged in 2013 to undertake an assessment of the existing skate park. The facility was assessed according to function and condition of which the following outcome was a result of this assessment.

“Overall the skate park was rated as a “FAIL”(0%), which equates to it having little remaining useful life. Parks at this stage of their life cycle require regular inspections and higher levels of maintenance to ensure they remain safe to users. There were a number of maintenance and significant issues present that require addressing to mitigate facility risk.

The need for replacement will be required in the next year. Planning and budgeting for these works should be undertaken with this time frame in mind”.

Through some initial community consultation, Convic have worked with council to develop a master plan for the youth precinct. This master plan was generally well received by the community with a more detailed consultation needed for the design of the proposed skate facility.

CURRENT ENGAGEMENT Convic are currently engaged by the Shire of Augusta-Margaret River to produce a concept design for the facility that will meet both council’s and community’s requirements. Through this process council have selected a representative community working group (CWG) that Convic are engaging to understand the community requirements for the proposed facility. This consultation process with the CWG will help to inform the design of precinct.

An initial pre-design community workshop was carried out in January 2016 to gather ideas, requirements and needs of the community. Upon the resolution and definition of a return brief, a draft concept design will be developed and presented to provide opportunity for comments from the CWG. The feedback will be collated and considered in the continued development of the design into the final concept report.

SKATE CONTEXT The Shire of Augusta-Margaret River has a rich surfing and skating culture. The existing skate park has been a pivotal part of the youth community for over 13 years and has become an essential part of the broader community.

The Shire currently has two skate parks within a 45 minute drive of Margaret River. These have an emphasis on flow terrain such as banks, transitions and hips. These parks include Augusta to the south and Dunsborough to the north.

The current skate park within the Youth Space site in Margaret River has a street style focus with banks and ledges. The spine that connects the mini ramp and bowl creates a unique area for BMX users while still being integrated into the overall skate facility. The facility is set into an integrated open space of landscape context with a lawn area and established trees.

This facility and its features are to be considered with respect to the redevelopment of the existing skate park to ensure a varied provision of skate is provided within the wider South West region of Australia.

COMMUNITY WORKSHOP SUMMARY On Friday 29th January 2016 a pre-design CWG workshop was held on site of the existing skate facility, at the Margaret River Zone Room. The workshop focussed on gathering ideas, requirements and needs form the community representatives for the Margaret River Youth Precinct.

Following an informative presentation that outlined and defined the workshop process, workshop outcome expectations, definition of the council brief and estimated project budget, the working group was asked the following questions:

• What works well in the existing facility and space?• What needs improving in the existing facility and space?• What is missing in the existing facility and space?• What amenity items should be included in the new precinct?• What recreational items should be included in the new

precinct?• What activation opportunities should be allowed for?

The outcomes of this discussion resulted in a “wish list” of items that the working group would like to be included within the design of the precinct. Working with the CWG, a number of bubble diagrams were developed to create spatial mapping for the precinct. These diagrams will help develop a draft concept design. The CWG is engaged throughout the design phases of the project and will continue to review and inform the design outcomes.

03 COMPETITION BOWL AND PROCESS BUDGET

INTERNATIONAL COMPETITION POTENTIAL ‘Surf culture’ is a major influence in the region with world renowned waves and international professional competition. As a hub of this ‘surf culture’ in the region and the close ties between surf and skate as sports, it creates an amazing opportunity to expand on the already developed competition infrastructure, sponsors, attendance and business influx into the Shire.

To host a successful and ongoing international competition, planning is required to be undertaken during the design phase to ensure both the skate facility is of an appropriate scale and standard and the adjoining amenities cater to the potential of large crowds and requirements for holding a large scale competition. To ensure this type of advanced level facility will be an asset to the wider community, it would require complementary ‘stepping stone’ level infrastructure to allow for users to develop rider skills, before riding the more difficult features. To accommodate this level of infrastructure requires the acquisition of additional and supporting funding of in the order of $650k-$800k.

These works would include:

• Deep competition bowl. A unique design in comparison to competition bowls around the world to meet world class construction tolerances and materials. To create a draw card and destination for professional skaters from around the world.

• Seating and platform options that are expandable with temporary seating structures for events.

• Drainage and earthwork requirements for an in ground bowl of the required depth. (This may be anything up to 4m deep).

• Lighting, electrical and multimedia requirements to cater to event use.

Apart from the physical infrastructure, to fully understand the requirements of getting a successful international competition off the ground, a business management plan is required to be developed. Convic have the capability to lead the preparation of this document in partnership with specialist professional event organisers such as Renton Millar of Shredability. This document should include:

DESIGN ELEMENTS

PLANTING PROGRAM The plant species selection is designed to soften the transition between the hard nature of the facility and the soft nature of the broader park whilst providing all year interest through the use of colour, dry creek bed species and architectural structure. It combines the local natural character with a contemporary selection of plant species.

Trees have been selected to provide varying scale and build a canopy structure between the existing trees throughout the middle of the precinct and the Eucalyptus species on the peripheral boundaries.

The planting palette for the Margaret River Youth Precinct has been carefully selected from indigenous species that represent the local landscape character of south western Australia. The species include but are not limited to:

FURNITURE + PLAY PROGRAM The precinct will have a furniture palette that is unique to the youth precinct while forming connections to newly developed areas of the Shire of Augusta - Margaret River. This palette will be overlayed with the precinct colour palette, forming a totally integrated facility.

Play elements within the precinct create an informal, unstructured style of use and this will be replicated through their design and colour palette.

LIGHTING PROGRAM The lighting palette aims to create a usable, iconic and safe night time space. This will be achieved through several lighting types and techniques, such as 400 Watt Area Flood Lighting on a 12m columns for active sport usability.

Lighting can be designed to be implemented within the skate plaza construction, or as a secondary project. Conduits will be considered and allowed for within the skate plaza design.

Light columns will be positioned to provide even distribution of light to mitigate shadows in skate landing zones.

Note : This estimate is based on currently available industry prices. Skate park construction is a specialised trade and costs are prone to fluctuation. Convic have based the skate park costs on recently tendered projects in metro areas with a remote loading for the Margaret River location. No allowance has been made for upgrade of local electrical supply to the site , excavation of rock and/or upgrade of existing subgrade. This is an estimate of probable costs only, all components of which are subject to escalation in construction, labour and material costs. Prices submitted at tender may vary according to market demand at the time of tender in the order of +/-10%.

Note : This estimate is based on currently available industry prices. Skate park construction is a specialised trade and costs are prone to fluctuation. Convic have based the skate park costs on recently tendered projects in metro areas with a remote loading for the Margaret River location. No allowance has been made for upgrade of local electrical supply to the site , excavation of rock and/or upgrade of existing subgrade. This is an estimate of probable costs only, all components of which are subject to escalation in construction, labour and material costs.
