Healthy Acadia Marijuana Prevention PSA Youth Contest Guidelines:
Healthy Acadia and the Partnership4Success Coalition are sponsoring the Marijuana Prevention PSA contest to give students across Washington County the opportunity to influence their peers in a positive way. The purpose of the Marijuana Prevention PSA Contest is to engage youth in developing messages for their peers, to increase youth perception of harm from marijuana use, and to decrease marijuana use by youth. We also would like to encourage youth to collaborate with others in their community, including other youth, older or younger, teachers, police officers, parents, and other community members in the creation of their PSAs. 1. The public service announcement (PSA) video or radio broadcast must be written and produced by student(s),
age 18 or younger, who reside in Washington County.
2. Entry forms and videos/radio broadcasts must be sent together and be post-‐marked or sent electronically no later than May 4, 2016. 4. Video PSA formats and special instructions: • Video PSA can be NO MORE THAN 2 minutes in length. • Acceptable formats for video PSAs include .MP4, .MPEG, and .MPG only. These can be sent electronically
or via hard-‐copy in memory stick or DVD format. • Please make sure the sound quality is suitable for presentation on television and other public media
outlets. The need for clear enunciation cannot be overstated. • All video submissions must include a standard end tag. The end tags are available on the contest resources
section of the Healthy Acadia website, and must be included exactly as provided. 5. Radio PSA formats and special instructions:
• Radio PSA broadcasts can be NO MORE THAN 1 minute in length. • All radio PSA broadcasts must be submitted as an .MP3 file. These can be sent electronically or via hard-‐
copy in memory stick or CD format. • The winners of the radio broadcast PSA will be required to travel to one of two WQDY radio stations (either
in Calais or Machias) during regular business hours to broadcast their script with a professional broadcaster. Travel to either of these destinations will NOT be provided by Healthy Acadia.
6. No use of copyrighted material is allowed without written permission. Violations will result in disqualification.
The video/radio content must be original. Any videos/radio PSAs that include vulgar language, inappropriate dress, and/or inappropriate or dangerous behavior will be automatically disqualified. Videos/radio PSAs will also be disqualified for any material that promotes bigotry, racism, hatred, or harm against any group or individual, or promotes discrimination based on race, sex, religion, nationality, disability, sexual or gender orientation, or age. The safety and well-‐being of all participants and community members is of the upmost importance.
7. Inclusion of individuals identified in videos require the written consent of each person unless he/she is not identified and an image was captured in a mass public setting or background. If the individual you are including in your video is under the age of 18, you must also obtain the written consent of that person’s parent or legal guardian. Photo consent forms can be downloaded at healthyacadia.org, and each consent form must be submitted with the entry form.
8. All music used in videos/radio PSAs must not violate any music or lyric copyrights. See Frequently Asked
Questions for more information. 9. By submitting a video/radio PSA, you grant to Healthy Acadia a royalty-‐free, irrevocable right to reproduce,
publish, distribute, perform, display, create derivative works of the submission, or otherwise use the work for Healthy Acadia purposes. The top videos/radio broadcasts, including student producer names, the title of the entries, and school names may be posted on Healthy Acadia’s webpage, and/or Facebook pages. The winning entries may also be broadcast on local radio stations and TV stations and used at other public events.
10. All entries will be judged using the following criteria:
• The PSA is informative about the issue. • The information is accurate, clear, and understandable. • The PSA gives an action for the audience to take that is clear and understandable. • For Video PSAs: The visual imagery is relevant to the issue, clear, and understandable. • The sound is of good quality, clear, and understandable. • The PSA is creative, original, and engaging.
11. One grand prize winner will be selected for each PSA category: video and radio. Each winning individual or
team will receive at least $100 in cash and prizes. Made possible with funding from the Healthy Maine Partnership Initiative, Maine CDC Division of Population Health.

Question: What types of things might I consider to get my PSA started? Answer: Consider the following questions to get you started on creating your PSA:
• What are your goals for the future? How does marijuana affect your goals? • What do you do now that is important to you? Sports, spending time with friends, etc. How could using
marijuana affect these things? • Who is actually smoking marijuana and why? • How does marijuana effect your brain development? • How does marijuana affect your ability to be a role model? • What are the best ways to not use marijuana? • How does marijuana use affect your school and/or community?
Question: Can I use music in my video or radio PSA? Answer: You can use background music. However, you must be careful not to violate any music or lyric copyrights. If you are unsure whether your use is appropriate, then it is best to use music and lyrics that are in the public domain or obtain permission to use them from the owner. Question: What is a copyright? Answer: Copyright gives the author of an original book, song, poem, or other creation the sole right to publish, perform, copy, distribute or adapt the work for a certain period of time, after which it enters the “public domain.” Question: What is the public domain? Answer: When a work enters the public domain, it means anyone can use it for any purpose. Question: May I use trademarks or brands in my video? Answer: Please take care not to focus on brand name products or logos (e.g. Starbucks, Coca-‐Cola, etc.) in your video/radio PSA. Any display or reference to brands, logos, etc. must be incidental, non-‐promotional, and not infringe on any copyright or trademark rights. Question: What is a trademark? Answer: A trademark is any word, name, or symbol that identifies a product sold, used, or purchased with a particular company (e.g. the yellow arches are a registered trademark of McDonald’s). Question: Do I need to obtain permission to include my friends in the video? Answer: Yes, you should obtain written consent from anyone you wish to videotape. If anyone in the video is under 18 years old, you will need to have his/her parent’s or legal guardian’s permission in writing unless it is incidental and in the public domain (i.e. a large crowd and a game). You can do this with the Photo Consent Form that must be submitted with the Entry Form. Question: Can Healthy Acadia refuse to use any video/radio submission? Answer: Healthy Acadia reserves the right to not play any video submissions that contain offensive material or violates the terms of the application or contest guidelines in any way.
