The Marion County Commission sat in regular session pursuant to its

adjournment on Wednesday, February 24th, 2021. Present were Commissioner

Elliott, Commissioner VanGilder and Commissioner Longstreth.

Rev. Valerie Gittings led the Court with a prayer. County Attorney, Chuck

The Commission received an Order Allowing the Estate RE-opening in Re:

Estate of Doris Jeanne Flint.

County Administrator, Kris Cinalli explained the request to re-open the

Estate was to allow for distribution from the sale of real estate, after which the

Estate would be closed again.

Commissioner VanGilder moved that the Commission sign the Order

Confirming Probate of Wills by Clerk in Vacation. Commissioner

Longstreth seconded. President Elliott concurred.

The Commission received an Order Filing Confirming and Ratifying

Fiduciary supervisor’s Report of Claims and Settlement Reports #432.

At a Regular Session of the County Commission of Marion County, West

Virginia, continued and held for this County at their offices in the J. Harper

Meredith Building on the March 10th, 2021.

This day came David A. Glance, Fiduciary Supervisor for Marion County,

West Virginia, and presented to the Commission his Report of Claims and First

and Final Settlement Reports for the following estates which reports he has filed in

the Office of the Clerk of the County Commission, pending confirmation. There

being no further objections received to these reports and no errors appearing, the

Report of Claims and First and Final Settlement Reports are hereby ratified,

confirmed and approved.

Commissioner VanGilder moved that the Commission give its approval for

the Colfax Addendum for Engineering Services including HUD Language.

The Commission received a request for approval of the Appointments to the

Marion County Fire Levy Board. The appointments include the following

individuals: Susie Hinerman , Mike Caputo, Randy Elliott , Geno Guerreri , Chris

Efaw, and Roger Channel.

Commissioner VanGilder moved that the Commission grant its approval for

Appointment of Susie Hinerman, Mike Caputo, Geno Guerreri, and Chris Efaw

as voting members to the Marion County Fire Levy Board and Roger Channel as

a non-voting member. Commissioner Longstreth seconded. President Elliott

concurred.

The Commission received a request for approval of the Appointments to the

Marion County Building Commission. The Appointments include: Andy Kniceley,

Dave Tonkery, Melanie Thompson, Cannon Wadsworth and Kim Pellillo.

Commissioner VanGilder moved that the Commission grant its approval for

Appointment of Andy Kniceley, Dave Tonkery, Melanie Thompson, Cannon

Wadsworth and Kim Pellillo to the Marion County Building Commission.

Commissioner Longstreth seconded. President Elliott concurred.

For the Record, the Marion County Commission received a Request for

Reimbursement from West Virginia Division of Administrative Services Justice

and Community Services (18-VA-050).

For the Record, note the Marion County Commission received the West

Virginia State Auditor’s Office for the Marion County FY 2021-2022 Certified

Apportion values of the Public Utility Property located in Marion County.

For the Record, the Marion County Commission received the Valley Falls

Public Service District Reconciliation Summary for Periods ending 12-31-2020

and 1-31-2021.

The Commission received Outside Agency Requests, some of which sent a

representative to speak on their behalf.

Marcella Yaremchuk addressed the Commission with a request for Funding

for the Annual Three Rivers Festival which is scheduled to be held the weekend of

May 27th – 28th – 29th

, 2021 at Palatine Park. She noted that in 2020 the Three

Rivers Festival was the only festival in the state that did not cancel its annual event

and though the festival was altered due to the pandemic, the activities which were

held were enjoyed and applauded by many. She continued to explain that while the

festival will enlist the advisement of Lloyd White, Health Department Director, to

ensure that they will be abiding by CDC guidelines, she is hopeful that more

activities will be permitted and more people will be able to participate in them.

Ms. Yaremchuk expressed appreciation to the Commission for their continued

support of the Three Rivers Festival.

Marcella Yaremchuk also addressed the Commission on behalf of the

Women’s Club of Fairmont for a request for continued funding assistance to

enable them to maintain the building (which is on the National Historical list) and

keep up to date with utilities. She also commented that the Club was unable to be

self-sustaining during the pandemic because they were not able to have any in-

house activities which would produce revenue; despite having one successful

fundraiser during the year, they had to rely mostly on donations to address repairs

and utilities over the past year.

Ms. Yaremchuk also expressed concern that without donations to help

sustain the Women’s Club, their social outreach, “Blessings From the Basement”

would be unable to assist the less fortunate in our area by supplying home goods to

help them get established in new and safer living quarters.

Michelle McCord and Daphne Beckwith from Hope Inc. addressed the

Commission to request continued funding to help with their efforts in providing

shelter and a fresh start to victims of abuse. The agency can handle 11 residents at

one time at the shelter and the average stay is 4 to 5 months. Throughout the

pandemic there was greater demand than the shelter could accommodate and

clients had to be housed and fed through local hotels, all of which was covered by

Hope Inc. funds. During the pandemic there were many calls that came in from

hospital ER’s and law enforcement concerning people who were in immediate

threat of harm and had nowhere to go. The goal of the agency is to provide safe

shelter until such time that the clients can be aided in finding good and safe

housing apart from the situations from which they came.

Ms. McCord also reported that Hope Inc. works in conjunction with the

“Blessings From the Basement” program in helping to stock the new dwelling

places with essential items to help the residents get a new start. She also said that

the agency still has some funds available from the Cares Act, but there are specific

guidelines for what that money can be used for and sometimes there are needs for

which additional donations can be used.

Rev. “DD” Meighen spoke in appreciation of the Commission’s continued

support of the broadcast that he provides of meetings and other functions in the

County. In return, the Commissioners thanked “DD” for keeping the public

informed and promoting activities within the county.

The Commissioners expressed appreciation to those present for their

devotion to serving the underprivileged and to those who work on the Three Rivers

festival and other ventures which promote our County. The Commissioners voiced

support for continued funding for these agencies, along with others from which

they have received requests for funding assistance.

There being no further business to come before the County Commission, it is

ordered that this Commission do now recess until, Wednesday, March 24th

, 2021 at

10:00 a.m. for regularly scheduled meeting.
