• Fire and accident prevention

• Firefighting and rescue work relating to accidents or natural events (explosion, oil spills, incidents on water, landslides, road accidents, gas or liquid leaks, floods, heavy rain, radiation)

• Firefighters are multiskilled rescuers. In addition to firefighting and rescue work, they also take part in accident prevention, medical care and ambulance service as well as civil preparedness

Liaison Officer• Rescue Department has named officers as a contact person

for every municipality– For planning

– In emergency situation or in exceptional circumstances the liaisonofficer helps the municipality management group to have overallsituational awareness

• Also the liaison officers are planned to go to every necessarycontrol rooms, for example– Power companies (Electricity Distributor)

– Other authorities (Police, Border Guard MRC)

– Traffic Control Rooms (Railroad, Subway, Highway)

– To help also colloboration with other Rescue Departments

KUJA Continuity Management Project

• The Association of Finnish Local and Regional Authorities and the National Emergency Supply Agency have decided to deepen their cooperation to enable the local government sector better meet the demand to secure its key services to citizens

• Improvement of the rescue services' capacity to support, where necessary,

municipal preparedness and readiness to coordinate the HUOVI portal

regionally as agreed with local authorities

• Recognition and introduction of other models for supporting municipal

preparedness (e.g. models in which Regional State Administrative

Agencies, regions or central urban municipalities take the lead)

What We Plan to Do• Tool for the continuity-management, HUOVI portal

– Operated by The National Emergency Supply Agency (NESA)

– In use for preparedness of companies that are critical to the security of supply

– Preparations have been made to use the portal to support societal preparedness in public administration as well

– The Regional Fire and Rescue Services will support municipal authorities

• Two year project started 2014

– Client-oriented, overarching concept of continuity management for local authorities and their critical service and operations chains. The concept offers uniform operational models and tools for local authorities, to be used free of charge as they deem fit
