URBACT is a European exchange and learning programme promotingsustainable urban development

Objective
To develop alternative site uses and techniques which both secure the long-term preservation of the military heritage and contribute to broader sustainable development of the surrounding urban areas

How to achieve the sustainable re-use of built heritage through maximising buildings’ energy efficiency, the use of renewable energies and effective waste management
How to develop alternative site uses to preserve the military heritage in the long term
How to optimise access to military heritage sites by sustainable modes of transport, minimising car use. This must decouple transport growth from GDP growth
How the socio-economic re-use of military sites can maximise local jobs for local people and therefore engender more sustainable and cohesive communities

The URBACT projects
› 2 types of projects
- Thematic networks (TN): 8-12 partners, mostly cities, working for 36 months maximum
- Working Groups (WG) : 6-8 partners, cities and public authorities, working for 24 months maximum
› 2 phases:- Development phase: to complete partnership, define issues to
be addressed and work plan
- Implementation phase: to implement activities and produce outputs
› Main activities:- Developing exchange and learning activities through
transnational seminars and workshops
- Contributing to the capitalisation of knowledge, at project level and at programme level
- Contributing to dissemination of outputs to all urban players

Project ressources
› Each project has a limited budget:
- Thematic networks: 710.000 euros max
- Working groups: 300.000 euros max
› The budget is usually equally shared among partners
› The URBACT programme co-finances projects:
- Partners located in Competitiveness regions: 70%
- Partners located in Convergence regions: 80%
› The budget covers mainly costs for the management of the project, the organisation of seminars, travel and accomodation of participants, communication-dissemination of outputs
› Additional envelop for expertise:
- Thematic networks: 125.000 euros
- Working groups: 50.000 euros
