Abstract
This deliverable reports the first year activities and definitions for the citizen
engagement processes for Antalya lighthouse project in MAtchUP project. The report is
the first release of series of engagement strategies to be delivered every year
periodically up to M36.
In the first sections of the deliverable MAtchUP citizen engagement strategies are
explained and the alignment with other WPs (esp. WP1 & WP8) is defined. Antalya
citizen engagement methodology is defined as five different phases (Inform, Consult,
Involve, Elaborate, Empower) with two main means of communication (virtual and face
to face). Section 3 analyses the ecosystem of Antalya in terms of public participation
and citizen engagement. Existing tools and channels both for virtual and face to face
measures have been reported. As the demo district is a part of large scale urban
transformation project based on Act 6306. “Urban Transformation of Disaster Risky
Areas” in Turkey, the public engagement activities that have been achieved up to now
also reported in this section. In the Diagnosis section, the new initiatives and activities
that are going to be held from M12 during the MAtchUP project are identified and
relevant stakeholders and their degree of participation is analysed. These activities are
reported in an action plan and relevant activities and communication actions have been
reported in Section 6 aligned with WP8 Dissemination activities of MAtchUP project.
The next deliverable will include the realized activities between M13-M24 and will be
reported at M24, September 2019.

1 Introduction
The aim of this document is to define the citizen engagement strategy to deploy in the
demonstration site of Antalya (New Kepez Santral Smart City) during the MAtchUP
project. The aim here is to explore the existing citizens’ engagement and participatory
processes in Antalya by describing the existing infrastructure and services already in
use for policy implementation and city strategic plans. The ecosystem analysis first
describes the main methodology to be followed during the MAtchUP project and then
defines relevant stakeholders from civil society, business, industry, research
organization to the local authorities. Virtual and Face 2 Face tools have been identified
and will be integrated during the MAtchUP project has been defined and adapted for
upcoming period activities. An action plan for the relevant activities, their required
degree of participation and a preliminary timeline is provided with relevant measures
for monitoring and evaluation.
In Antalya, we accept citizen engagement as a process of institutional and citizens’
transformation for various stakeholders of the city. The participation of the quadruple
helix of open innovation is therefore essential.

The aim of this deliverable is intended as a summary of the methodology, work
implemented and the main introduction of the following chapters and to analyse the
existing citizen engagement infrastructure and processes, in order to ensure the
efficiency and effectiveness of the MAtchUP new citizen engagement strategies.

Chapter 2 is intended as a summary of the methodology to be followed in MAtchUP,
the general framework for awareness, capacity building and infrastructures &
environment to be used for the participation processes.
In Chapter 3, the ecosystem of Antalya citizen engagement infrastructure and
processes are analysed in two methods: Existing Virtual and Face-to-Face (F2F)
infrastructure and studies have been identified. This chapter describes existing citizen
engagement methodologies and tools of Antalya and the studies that are done during
the urban transformation process of New Kepez Santral district. In order to make the
selection of the existing structure, based on the analysis, existing virtual and F2F
infrastructures suitable for MAtchUP are selected among the available infrastructure
components. Also, stakeholders are defined and explained. How and where they
intervene in the project and through which methodologies they get engaged are
studied.
Chapter 4 defines the Diagnosis which aims to provide the results of the Ecosystem
Analysis that is taken into account in the Action Plan, in order to optimize the MAtchUP
citizen engagement strategy deployment. This chapter includes citizen engagement
virtual tools (Co-Creation) and face to face activities to be implemented during the
MAtchUP Project.
Chapter 5 provides the Antalya citizen engagement process action plan for the next
two years. City needs and priorities Workshop, Citizen Engagement Activities,
Monitoring and Evaluation will be the main aims in this chapter.
Chapter 6 defines Antalya pilot dissemination and communication approach, channels
and activities linked with WP8.
1.1 Purpose and target group
This deliverable aims to provide the citizen engagement common framework that will
be applied during the MAtchUP project and citizen engagement approaches and
activities for specifically Antalya lighthouse interventions. This deliverable targets the
citizen engagement stakeholders including the citizens (civil society), public
administrations (Antalya Metropolitan Municipality, ANTEPE, district municipalities,
other government authorities in Antalya, NGOs), Businesses and Research institutes
and universities in Antalya.
1.2 Contribution of partners
The following Table 1 depicts the main contributions from participant partners in the
development of this deliverable.

ANTEPE Construction – ANTEPE is Antalya Metropolitan Municipalities’ commercial company (body) who is responsible for the for the implementation of the New Kepez Urban Transformation Project. ANP contributed from the F2F participation activities in the demo district.
SAM
SAMPAS – SAMPAS is the official consultant of the project who initiated the New Kepez Urban Transformation project and the company also co-ordinates the stakeholders with the support of the Antalya Metropolitan Municipality. The company will also implement the co-creation platform. SAMPAS has drafted and supported/assisted Antalya in the development of the deliverable esp. in Sections 3,4,5.
AKD Akdeniz University – The University contributed from citizen engagements perspectives such as preparing questionnaires and making surveys on certain subjects with the public.
DEM DEMİR ENERJİ contributed as a consortium partner (energy).
TAY TAYSİM contributed as a consortium partner (mobility).
1.3 Relation to other activities in the project
The following Table 2 depicts the main relationship of this deliverable to other activities
(or deliverables) developed within the MATCHUP Project and that should be
considered along with this document for further understanding of its contents.

D7.x The strategy developed in Chapter 6 for publication and participation will go hand in hand with international projects to support the implementation processes of sustainable Action Plans of other cities.
D8.x The strategy developed for public participation will be coordinated in alignment with project-wide dissemination and communication activities for Antalya.

2 MATCHUP Citizens’ engagement process
The general objective of the citizen engagement is the empowerment through the
involvement in the decision making and policies processes. The strategy has to cover
three main dimensions in order to enable a real empowerment:
- Awareness about the New Kepez Santral Urban Transformation and Smart
City initiatives in Kepez and Antalya in general
- Capacity building at the metropolitan municipality – at the individual and
collective level for urbanization processes / development
- Generation of a favourable infrastructure and environment allowing the
development of an active and binding participation among citizens and all other
stakeholders of urbanization and smart city initiatives
These three dimensions will be covered under the four MAtchUP pillars: Energy,
Mobility, ICT and Social (Figure 2).

Along the Project several participatory activities are planned with different key actors
and at different levels: under WP1 along the characterization and the strategic
planning, under WP8 under the Communication and Dissemination activities, and, in
the demo site of Antalya, along the citizens’ engagement actions (WP4). The features
of participation, co-decision, social inclusion and synergies with existing initiatives (see
D1.1) shall nurture the MAtchUP processes, both at the city and the project level. The
several participatory activities scheduled along the Project should be understood as a
continuous process and the synergies among the citizens’ engagement actions, and
between them and the existing initiatives under the planning, demonstration and
replication actions should be identified, put in value and strengthen.
In order to clarify the common participatory environment, the following figure (Figure 3)
shows the citizens’ engagement infrastructure and processes planned along the

3 Ecosystem analysis
The aim of this section is to analyse the existing citizen engagement infrastructure and
processes in Antalya and especially in the Kepez Urban Transformation area. The
ultimate goal is to ensure and guarantee ‘MAtchUP new citizen engagement strategies’
which will be efficient, effective and useful.
3.1 Analysis of the existing citizen engagement infrastructure
This section describes the existing citizen engagement infrastructure and their degree
of use.

There are 5 participation degrees of the public participation in Antalya:
INFORM: to provide balanced and objective information in a timely manner to
the citizens.
CONSULT: to obtain feedback on analysis, issues, alternatives and decisions.
INVOLVE: to work with the public to make sure that concerns and aspirations
are considered and understood.
COLLABORATE: to partner with the public in each aspect of the decision-
making.
EMPOWER: to place final decision-making in the hands of the public.
In this section, according to these 5 participation degrees, the Virtual and Face-to-Face
channels are described.
3.1.1 Virtual
As of today, Antalya Metropolitan Municipality does not have a co-creation or a
participatory platform. The municipality continues working on the Web, communication
channels (call centres, billboards, meetings, e-Gov modules), social media, etc.
OTHER VIRTUAL TOOLS:
Web site of Antalya (https://www.antalya.bel.tr) is being used by the
Metropolitan Municipality of Antalya for many years and the website(portal) is
being updated frequently. General Information on Antalya, the Metropolitan

Municipality, Mayor, Strategic Management, Channels for citizens such as
contact, disabled citizens, etc are being shared on this website
Antalya demand & complaint channels: Through this channel, the citizens not
only can acquire telephone and fax numbers of many institutions related to the
municipality but also they are able to fill in demands and complaints
(https://ebelge.antalya.bel.tr/SikayetOneri/Index).
WhatsApp, Call Center (ABİM) and MUBİM – Through Whatsapp application,
the citizens can contact the municipality and send them voice or document
related inquires, mostly through mobile phones. Through ABİM, all sorts of
announcements and notices are made also many public institutions phone and
fax numbers are shared. (https://www.antalya.bel.tr/i/iletisim) Through MUBİM,
the municipality manages the interactions between the citizens and the local
authorities which are called ‘Muhtarlık’ in Turkey. These are responsible for
neighbourhood management. https://muhtar.antalya.bel.tr
Online E-Government Services: https://online.antalya.bel.tr/ - This e-
municipality (e-government related) portal includes sub departments and
functions for users such as fast payment, funeral activities, debt inquiries,
procurements, etc. (https://online.antalya.bel.tr/)
Social Media: Antalya Municipality and SAMPAS and other local stakeholders
have been actively using Social Media to inform, involve and consult the
citizens about the general aspects of the project.
COLLABORATING WITH THE CITIZENS:
Many surveys were implemented in Antalya city in order to collaborate with the public
and the citizens.
Antalya Municipality can deploy surveys & questionnaires in order to get feedbacks
from the citizens. Antalya Municipality software systems have capabilities such as
creating and disseminating surveys & questionnaires.
Example: Antalya Municipality applied a survey for the ‘Çallı Kavşağı (Çallı Intersection
in 2015) and asked the citizens of the city if they would be willing to see an overpass
on the intersection or not with the aim of easing and relaxing the car traffic. Please see:

Collecting ‘Requests and Complaints’ is an important collaboration strategy for both
Municipalities: Antalya Metropolitan & Kepez. This way, the public will not get involved
in decision making processes but also they will be empowered for critical decisions
which will affect public life dramatically.

EMPOWERING THE CITIZENS:
The decisions taken together with the public, both in the city of Antalya and also in the
Kepez Transformation Project, are being implemented and the feedbacks are given to
the citizens. Using billboards throughout the city, especially by the municipality, using
mass media like television & radio channels are some examples…
We should have a selection criterion for the virtual infrastructure and F2F structure and
we have decided to select the following criterial:
The virtual infrastructure should be;
User friendly and easy to use (for all types of users – including admins)
Effective and efficient, functional,
Easy to administrate,
Multi-lingual,
Preferably open-source tool,
Capable of allowing the users to Inform, Consult, Involve, Collaborate,
Empower the citizens

Key Alliances:
The public sector alliance which includes the Ministry and the Municipality.
Since both of them are from the same political parties (AKP – Justice and
Development Party), as we have observed, they work in a very positive co-
ordination and in a very efficient way. The public parties also represent the
citizens; therefore, the public parties are supposed to make alliances with the
citizens for the best results possible in Kepez Project.
The private sector alliance which includes the companies, consultant
company, contractor company and other sub-contracted firms which aim for
the same result.
Key Conflicts:
Right owners made agreements with the contractor in the supervision of the
Municipality and the Municipal Company which is responsible for the whole
Kepez Transformation Project. Therefore, there can be certain conflicts
between the contractor company (SURYAPI) and the right owners in terms of
the delivery of new apartments and other units.
Just as described above, a very similar conflict may occur between the Private
Sector (especially the construction company SURYAPI) and the public
authorities (Municipality of Antalya). Since the tender was won by SURYAPI,
the employer is Antalya Municipality therefore if there will be any delays or
cancellations of the work, a serious conflict may come about.
3.1.2 Face-to-face
There are certain opportunities Antalya Municipality can use / offer to citizens in order
to engage them face-to-face in processes.
i. Since the aim is to inform, involve, collaborate, consult and even empower as
many citizens as possible about certain decisions before they are taken,
television / radio programs and advertisement can be used.
ii. Enabling citizens to participate in the municipal parliamentary meetings and
also in the ordinary/daily meetings. This will not only allow the citizens to
monitor what is happening and being talked during municipal parliamentary
meetings but also they will be allowed to participate and speak during these
meetings.
iii. Antalya is a fast developing city, including the Kepez area where the Kepez
Urban transformation is taking place. In this mega transformation project, the
contractor company (SURYAPI) opened a sales (project) office in order to sell
newly developed business and commercial units. Thousands of people visit
these sales offices from all over the city and give a great opportunity for face-to-
face interactions. Such interactions can certainly be used to get maximum
feedback from the citizens.
iv. Shopping centres and social gathering areas are plentiful in Antalya city.
Therefore, Antalya municipality can deploy teams of people for the aim of
collecting feedback from the citizens when these citizens visit shopping centres

or social gathering areas. Also such gatherings can be used to inform the public
on many issues. A ‘two-way’ information sharing would be possible.

3.2 Analysis of participatory processes and tools deployed in the district
Kepez urban transformation project is one of the most important participation models
which has been developed in Turkey. We can examine the participation process of
right owners under 3 main headings:
USED INFRASTRUCTURE:
Preliminary Information Process: All right owners were contacted and
requests were recorded one by one. Opinions of the right owners were received
during the project phase. Interactions between the right owners living in the
area were enabled and this way, people interacted with each other about the
new transformation project which was being planned. (COMPLETED)

Gathering Permission Phase: Once the project idea was matured between
the consulting company(SAMPAS) and both municipalities (Antalya
Metropolitan and Kepez) and after the preliminary approvals from the right
owners living in the area, the project idea was taken to the Cabinet of Ministers
of the Turkish Government (a requirement for all transformation projects by
law). The Cabinet of Ministers approved the transformation project in Kepez
area therefore the permission of the state was taken. (COMPLETED)
Project Meetings with the Right Owners Phase: Once the approval was
taken from the government of Turkey, the project meetings were initiated. All
the people and families were invited to a series of meetings in which all the
political elites and the mayors were present. The right owners (people living in
the project area) were informed with project films and slide shows. Also, the
mayors informed the public first hand, face-to-face and all the questions were
answered. (ONGOING)
Tendering Phase: Once the right owners were very well informed about the
planned project, almost all powerful and successful construction company and
their owners (including the top managers of these companies) in Turkey were
invited to the preliminary check of the area in Kepez which was to be
transformed. The mayor of Antalya Metropolitan Municipality Mr. Menderes
Türel hosted all the guests and the mediator party was SAMPAS. All companies
took a very close look at the area in Kepez and had a chance to make the first
analysis of the project. Eventually, the project was tendered out by the
municipality and SURYAPI Company won the bid. The contractor was decided.

Preparing for the Construction Phase: People living in the area were moved
to other parts of the city and their rental fees were given to them by the Ministry
of the Urbanisation for a period of time. Once the people left the project area,
the whole project area (140 acres) were completely demolished, trees were
gathered to another site for future planting, the infrastructure was completed by
the responsible municipalities and eventually the area was perfectly ready for
the construction. (COMPLETED)
Actual Construction Phase: According to project schedule, the first phase
(right owners’ dwellings) of the construction (800.000 m²) is planned to be
completed in the first quarter (Q1) of 2019. Throughout this process, a ‘total
agreement’ with the rights owners has been reached and they have been
informed about the construction process. Also, the right owners were informed
about the quality of construction and new living spaces in the project.

INFORMING THE CITIZENS:
All the billboards in the city were used in order to inform the citizens about the new
project that was being planned in Kepez area. More than 10 meetings were organised
by the Municipality and the consultant company (SAMPAS) and the municipality made
sure that all the people living in the area actually knew what was being planned.
Many booklets and leaflets were prepared by the consultant company in the
supervision of the Municipality of Antalya in order to inform the citizens. A ‘Project

Office’ was opened in Kepez area in order to inform people Face-to-Face and

CONSULTING WITH THE CITIZENS:
During the organised 10 meetings before the project even started, the Mayor of Both
Antalya greater city and the Mayor of Kepez (including others from the political party
teams) consulted with the people living in Kepez area. The issues consulted with the
citizens of Kepez are:
Do you actually want a transformation in your area(Kepez) together with other
stakeholders or instead would you like to do something on your own?
What would you require / request for the transformation of your land / apartment
/ home? What are the conditions you require? (Both for the Municipalities and
the contractor company)
Who would you like the contractor company to be and what percentage of the
final outcome would you be willing to share with the contractor company?

INVOLVING THE CITIZENS:
From the very beginning, the municipality of Antalya and all the other stakeholders of
the Kepez transformation project were aware of the fact that if the citizens are not
involved in the whole process, the project would fail. Again, the citizens were the part of
the project from the very beginning with the organized meetings where the whole
citizens were invited.
At one point, the transformation project required that the people who used to live in the
transformation area to get their new apartments /commercial units. Therefore, the
authorities decided to organize a ‘Notary based Lottery’ where the whole people would
be present and witness who is getting what. The draw for the new apartments and
commercials were held on 1 March 2018.
During the lottery, 5073 units in the first phase of the construction have been delivered
to 3265 families based on their rights within an official notary based lottery (ANT, ANP).
This was realized in late February 2018 within four days of a very successful citizen
engagement and lottery where each day thousands of people attended.
Being present at the lottery, Mayor of Antalya City Menderes Türel said: ‘For more than
30 years, we have been dreaming about this urban transformation project. We are
going to deliver the deeds of the new flats to the right owners in 2019. We had said that
Kepez Santral area would develop dramatically through this project, it is already
understood from the interest of people during the lottery process that this will happen

In Antalya Kepez district, the initiation of the construction of the Kepez Transformation
project was organized. The public and the mass media (Press, television & radio
stations) were present at this meeting which 2 ministers were also invited.

BUDGETARY ASPECT:
In terms of the participatory budget aspect, 2 major budgets that were available for the
whole transformation project:
Municipal Budgets (Antalya Metropolitan Municipality & Kepez Municipality):
The initial spending was made through these budgets, especially from the
Metropolitan municipality of Antalya since the whole project area belongs to the
municipality. Also, since the project area is in Kepez district, the municipality of
Kepez also contributed to certain spending.
Ministerial Budget (Ministry of Environment and Urbanisation): The right
owners (people who used to live in the project area) were transferred to rental
apartments for the whole period of the construction of the new project and most
of the rental costs were sponsored by the ministry of Urbanisation for a certain

3.3 Analysis of key stakeholders
There are many public shareholders in the Kepez Transformation project of Antalya
city:
Public administration represented by the Municipality:
Ministry of Urbanisation and Environment: The ministry makes the highest level
of decision making in terms of the structure of the project, ultimately represents
the government of Turkey.
Municipality of Antalya: The Municipality is responsible from everything in the
city scope. Therefore, the implementation of the transformation is managed by
the Municipality.
ANTEPE: is the Antalya Municipality’s company which is responsible from the
commercial implementation of the transformation project.
Suppliers, representing the private sector, industry, financial entities:
SAMPAS is responsible as the official consultant company of the Kepez
Transformation Project which acts as a mediator between many parties such as
the ministry, municipality, citizens living in the area (right owners), contractor
company, other supplying companies, universities, etc…
SURYAPI: is the company responsible from constructing the new Kepez under
the supervision of the Municipality and other local authorities.
Financial Entities are also participating in the project and giving certain credit
lines to companies that are developing the new Kepez.
Citizens and civil society organizations:
Right Owners (People living in Kepez area): The people, families, who have
been living in Kepez District of Antalya city for decades. The main goal of the
transformation project that takes place in Kepez is to increase the living
conditions/standards of the families in every way; Better health services, better
& higher education, well-paying jobs, more secure societies, high technology
environment, better mobility, etc. are just some of the targets the transformation
wants to achieve.
Chamber of Architects & Engineers, Environment, City Planning
University, research or the academy:
Akdeniz University of Antalya is being a part of this transformation that is taking
place in Kepez area of Antalya city. The university is a partner in Matchup
project.
Citizens and NGOs: There are 3.265 right owner families / individuals (citizens living in
the area) in the Kepez Urban Transformation Project. As the transformation completes,
since there will be residential and commercial areas in new Kepez, there will be more
than 40.000 people living and working in the new Kepez area.
A new multi-purpose center has been built by the Kepez Municipality for the NGO’s
inside Kepez district which will support the transformation project which is under
development in Kepez. The name of the new center will be Neşet Ertaş and it is

4 Diagnosis
4.1 Citizen Engagement Diagnosis
The citizen engagement has started from day 1 and from the very first day of Kepez
Urban Transformation project in Antalya City, not only the right owners (people who
have been living in Kepez area for decades) are contacted but also all the other
stakeholders. More than 10 meetings were arranged by the Municipality of Antalya in
order to get in communication Face-to-face with the actual people living in Kepez area
and in order for them to really understand what is being planned and what are the
aims/intentions/expected results of the whole project.
The general strategy of citizen engagement will continue the same way - informing the
citizens fully, consulting them for their ideas and opinions, getting them involved in the
decision making process, collaborating with them and empowering them by allowing
them to take part in the decision making process.

The participation of the stakeholders in the project are planned to be maximized due to
the need to collaborate for the successful outcome of the project. The public
participation was maximised by organising necessary and required meetings with the
citizens living in Kepez Transformation area and also with the project offices which
were opened in the transformation area. These offices allowed the citizens to get
information about the project and its progress. With these information and sales offices,
consultations, involvement of the citizens and their participation in the project was
guaranteed.
The municipality and the ministry, as the main stakeholders in the project, involved in
the project from the very beginning, together with the private sector representative
consultant company SAMPAS (SAM). The project was initiated with a ‘public – private
partnership’ which was aiming to enhance and transform the Kepez area of Antalya
City. Antalya Municipality’s development company ANTEPE (ANP), which is
responsible from the development of Kepez Transformation project, was involved in the
project.
At the second stage, the citizens were involved through meetings and gatherings. They
were informed about the project, they were consulted and they were asked for further
collaboration in the coming years in order to guarantee the successful outcome of the
project.
Moreover, the first phase of billboards, especially in Kepez area was deployed in order
to inform the citizens further and advertise the project.
At the third stage, the tendering of the new Kepez Project Development (construction
phase) was initiated. SURYAPI, a company well known in the construction sector in
Turkey, won the tender and became the contractor of Kepez Transformation Project.

In terms of Match-up, a co-creation tool is targeted and planned to be put in service in
addition to the existing modules and services (see above). Therefore, as one of the
most promising online, open source collaboration platforms, Antalya Metropolitan
Municipality has been evaluating Decidim tool (www.decidim.org) for future use.
Decidim is quite a success story originating from Spain. Decidim has gained a great
degree of success in Barcelona, as of July 2017 by hosting 12 participatory processes,
more than 10.000 collected proposals, more than 20.000 participants, more than 1.500
results, more than 650 face-to-face meetings and more than 180.000 votes in favour
collected. After this success story, including another lighthouse city of MAtchUP,
Valencia has been using this tool and the number of municipalities using this tools has
increased dramatically2.
According to Decidim.org, “Decidim is more than a digital platform: it’s a common's free
and open project and infrastructure involving code, documentation, design, training
courses, a legal framework, collaborative interfaces, user and facilitation communities,
and a common vision. The Decidim tool is capable of helping citizens, organizations
and public institutions self-organize democratically at every scale.”
Decidim is the main platform considered to be used during the MAtchUP project and
Urban Transformation process for New Kepez Santral Smart City, in Antalya for co-
creation and participatory processes.
For Antalya case, Turkish and English languages will be applied in such a platform. The Decidim platform does support multi-language structure but it is not automatically translated between languages. So, if it the platform is wanted to be in three languages,

for example, Turkish, English and German, the fields will have to be filled in for all languages. For each of the text fields you will have to click on “ TR ” to enter Turkish text and “ EN” to enter English and “DE” for German language.
The main purpose for using Decidim for Antalya:

Antalya Decidim Usage
Decidim will be re-branded and customized for Antalya. The local name of the co-
creation tool will be decided during the next term. All four pillars of MAtchUP project will
be addressed with Decidim Antalya (Figure 29).

The municipality also plans to ‘Inform, Consult, Involve, Collaborate, Empower’ all
parties with the Decidim tool.
Decidim virtual platform also has face-to-face features / components which are
essential for the process in Antalya:
MEETINGS: meetings in person, in other words face-to-face events included in
a process.
ACCOUNTABILITY: follow-up files for initiatives, projects, plans etc. This
enables other components such as proposals and face-to-face meetings to be
added.
Antalya Municipality also plans to deploy Decidim mobile application in order to
mobilize the online platform.
Antalya is considering to use the Decidim co-creation portal effectively in the non-technical interventions of MAtchUP Antalya project at the city and district level. Decidim will be integrated in the Antalya Urban Platform for co-creation purposes. Among several features of Decidim Antalya, questionnaires, surveys, debates, votes, proposals (petitions) are going to be released for informing, consulting, involving, collaborating and empowering phases on each of the non-technical actions below.

4.4 Definition of the MAtchUP F2F infrastructure
MAtchUP Meeting Point (activities, key personnel, schedule): As for now, the
Kepez Urban Transformation Office is being used. Not only the right owners of
Kepez but also the general citizens of Antalya are being welcomed in this office
and they are being informed about the urban transformation project that is
taking place in KEPEZ. Once the transformation is completed, the ‘MAtchUP
the meeting point’ will be re-evaluated & re-located in consultations with the
Antalya Municipality.
Working groups (objectives, members profile, meetings schedule, tools)
Many workshops will be organized throughout the project life cycle. The first
workshop will be held solely by the municipality of Antalya. The second
workshop will be held together with the other public institutions / stakeholders
and the third meeting will also involve the citizens as well. There will be
Coordination and Management Group and the technical group and the thematic
group. The technical working group might be divided into different Thematic
Working Groups (TWG) according to their knowledge area (energy, mobility,
ICT, social).
Spaces for decision making (objectives, members profile, meetings schedule,
tools) Billboards are used widely in Antalya and the municipality of the city have
been deploying such billboards in order to have a Face-to-Face communication
with the public. For instance, the Balbey project was asked to the citizens
through these billboards. The objective is going to be to INFORM the public to
the fullest.

5 Action Plan
5.1 City needs and priorities Workshop (WS3)
City needs and priorities will be discussed in WS3 at month 14 (November, 2018)
Citizen Engagement activities:
Project meeting invitations, public meeting in regards to the state of the project, sales
office activities, TV and radio channel advertisements as well as theatre games and
movie theatre advertisements, billboard advertisements and information, social
activities, games, etc.
5.1.1 Inform
As described in 4.1 Citizen Engagement Diagnosis; Citizens have been informed
thoroughly from the very beginning of the idea of the project until today. The
information flow to the citizens throughout the project until the end will also be
guaranteed by all parties.
5.1.2 Consult
As described in 4.1 Citizen Engagement Diagnosis; especially during the project
information meetings of the Kepez transformation project, the whole people living in the
area were consulted through arranged meetings which all the mayors of the city were
present. Consultations are ongoing and the project sales office and also both the
Antalya Metropolitan Municipality and the Kepez District Municipality are engaging with
the citizens and consulting them as the project develops.
5.1.3 Involve
As described in 4.1 Citizen Engagement Diagnosis; the involvement of the public was
most visible when the Lottery took place. All right owners participated/got involved in
this lottery for their new apartments. Furthermore, through various surveys citizens will
get involved in certain decision making processes.
5.1.4 Collaborate
As described in 4.1 Citizen Engagement Diagnosis; the collaboration with the public is
crucial for the project success. Surveys and other kinds of collaboration such as
‘Request & Complaints’ that are gathered from the citizens through technology means
will be important not only for the project but also for the good-management of the whole
city.
5.1.5 Empower
Survey infrastructure and the Request & Complaint infrastructure which are both
enabled through virtual windows enable the public for empowerment. The decisions are
based on the public this way and they are in fact ‘the decision makers’ in certain
processes.

5.2 Monitoring
For the monitoring of the engagement process, we will take both qualitative and
quantitative measures. Antalya Metropolitan Municipality Foreign Affairs team will be
responsible to monitor the progress of each engagement activity (either virtual or F2F)
with MAtchUP local partners and relevant authorities in Antalya.
For qualitative measures, Antalya local monitoring task group will analyse the
responses and create a list of actions generating activities with high impact and report
during quarterly reporting process.
For quantitative measures, we will be using the following tools and example questions
(not limited to the list below) to check the audience reached and activity responses
from each of them.
Certain tools will be used to monitor:

a. How many users registered? How many are from Kepez District, how
many from Antalya city, how many from other cities?

These measures will be collected monthly and recorded in a database (or
spreadsheets). Antalya will define a structure of following each of the specific
engagement model and activity and the data will be collected and distributed according
to this structure. Quarterly based records and summary report about the monitoring
process will be recorded into MAtchUP repository.
5.3 Evaluation
Antalya local team will define KPIs and thresholds to reach for each item and each
activity per timeline. These KPIs will be defined per activity type and stakeholders and
time. These will be analysed monthly based and compared within the visualization
environment.
There are certain results and targets which are claimed to be successful outcomes.
Municipal Meetings with the right owners:
The expected turn out should not be less than 80% of the whole number of right
owners.
On social Media
Follower numbers will be evaluated. The expected follower numbers for 2018 (in ref. to
2017) are as follows:

6 Dissemination and communication
The dissemination & communication activities related to citizen engagement on Kepez
District Transformation project started even before MAtchUP project, mostly by
meetings with the local families who have been living in the area for decades. The
language and the systematic of the ‘Communication’ was very strong since all the
politicians and the private sector supported the project fully from the very beginning
(The project meetings started in 2014). Also right after the beginning of the MAtchUP
project, we have been putting a lot of effort in communication and dissemination
especially on social media and through the ‘project office’ which is the meeting point of
the Project in Antalya. Thousands of people visited this site and almost all of them left
with project related brochures, booklets, leaflets and many other items. At the same
time, the MAtchUP project has also been widely presented to visitors and that still
continues.
Many billboards throughout the city of Antalya have been used in order to communicate
with the citizens about the Kepez Project, the website of the Municipality has also
disseminated many news about the MAtchUP project and meetings. Social Media has
been used, especially by the municipality of Antalya and many communications have
been realized.
During the Notary based Lottery for the Kepez transformation project, thousands of
families from Kepez area participated and also this event found a great deal of space in
local and national media. We are planning to promote the same kind of dissemination
for MAtchUP project based on Kepez project in the national media (mostly internet
news portals, municipal news portals, tv and radio ads, etc.) and we will try to inform as
many people as possible not only in Antalya but also throughout Turkey.
The ground-breaking meeting for Kepez Project (see section 3.2, figure 24) was also a
great communication and dissemination event since 2 ministers and many other
important people attended the ceremony and this was widely presented in local and
national media.
6.1 Approach & Strategy
As Antalya, we will not only try to involve & collaborate with as many stakeholders as
possible throughout the whole process and the project life-cycles but also we will try to
involve as many citizens as possible since we are targeting a citizen-centric approach.
We will try to inform as many people as possible both in Antalya and also in Turkey and
other countries, if possible.
We will try to use channels and tools in the most positive and efficient/effective way
possible and therefore will try to ‘make a difference’. We will definitely look for a ‘two-
way information flow’, so that informing, consulting, involving, collaborating and
empowering the citizens and the stakeholders shall be easier and mostly straight
forward.
The main aim is going to be gaining ‘trust & support’ of all stakeholders, especially the
citizens through a ‘healthy & sound’ communication & dissemination conduct since we
see this extremely crucial for the project success.

6.1.1 Communication and Dissemination strategy
We will deploy the strategy of inform-consult-involve-collaborate-empower in a ‘citizen-
centric’ way. We will try to engage as many people as possible in all processes. We will
use the mass media, especially TV, radio and newspapers and also the online news
portals which are used widely in Turkey, especially. We will employ billboards which
many citizens see every day and also we are planning to use the Municipal web portals
(including the e-government portal) to communicate with people. Decidim tool will be
used by the Antalya metropolitan municipality and through this virtual window, many
surveys, forums, questionnaires, information sharing and many other activities related
to dissemination and communication will be realized.
Good relations have been conducted with opinion leaders in the district, local and
national media representatives and this is going to be important for our activities and
future plans. We will try to add on top of these good relations and will try to improve
them. Antalya Municipality has a very strong relationship with the local media in
Antalya (TV, radio, local newspapers, etc.) therefore we will try to benefit from these
good relations. In summary, Media / Press, both strategically and also tactically, will be
one of the most important aspect of our communication & dissemination activities.
