MATHURA CANTONMENT

ANNUAL ADMINISTRATION REPORT: 2016-2017

CONSTITUTION:

Mathura is a category II Cantonment. The Board is comprising of 14 members of which 7 are elected members.

ELECTION:

General election of the Board was held on 11-01-2015. REVENUE:

i) Measures Taken To Augment Revenue

Recovery of taxes increased by Rs. 37,12,859.00 as compaired to previous years. Collected an amount of Rs. 3,41,109.00 from mobile operators for cable laying. Vehicle parking fee increased to Rs. 15,31,238.00 in financial year 2016-17.

ii) Comparison Of Tax Rates With Neighboring Municipality Tax Rates

Taxes are levied on the basis of schedule of rates of the adjoining Mathura Municipality area. In addition to that, the Board is levying Conservancy Tax at the rate of 12.5% on the assessed value of the property as per Govt. Gazette Notification No. 576/XI-48/C dated 28 Feb. 1930.

iii) Percentage Recovery of Taxes Against Total Demand During The Year

After initiating prosecution under Cantonment Act,2006 against the default tax payer, out of total outstanding amount of Rs 2,36,92,663.00 a sum of Rs 43,58,598.00 have been recovered as tax revenue of the past years. Out of the current demand of Rs. 62,95,516.00, a total amount recovered is Rs.24,65,193.00 i.e. 39.15% which more than double the previous year recovery.

WATER SUPPLY:

Cantonment Board is having only one Over Head Water Tank of one lac gallon capacity with a Vertical Turbine (VT) pumping station of 25 HP capacity. Per capita supply of water in the jurisdiction of the Board in the Cantonment including notified civil area is forty five gallon per day. Total population in the area under the Board is approx 3000. Provision is being made for water supply in unnotified (private) area of Board consisting population of 15,000.

PUBLIC WORKS: Following works were carried out during the year:

(in rupees) Maintenance And Repairs: (a) Buildings 35,68,835.00 (b) Roads 49,08,992.00 (c) Drainage 17,68,009.00 (d) Water Supply 7,08,263.00 (f) Misc. Public improvements 21,31,830.00 EDUCATION:

i) Schools: The Board maintains 2 Primary Schools with sanctioned strength of 2 Head Masters and 13 Asstt Teachers. The total number of students on roll in both the schools during the year is 227.

ii) School Management Committees: Meetings of School Management Committees are being held regularly.

iii) Vocational Training: Vocational Training Center with Fashion Design & Beautician and Tailoring courses earlier run by this Board through Jan Shikshan Sansthan, a NGO Group by providing accommodation in Cantonment Library Building was not successful. Therefore, no Vocational Training Center in this Board at present. However efforts are being made to setup new Skill Development Center.

iv) Promotion To Education: Scholarship is being provided by the U.P. State Govt. to all students. As per direction of the DG, DE & PD, DE, Central Command, the Board has also implemented scholarship schemes for meritorious students annually. The Board has also provided facility of Mid-day meal to students of primary schools run by this Board through “Akshay Patra” with co- operation of Basic Shiksha Adhikari, Mathura of U.P. State Govt. Distributed an amount of Rs. 49,400.00 to meritorious students and students having attendance more than 90%.

SPECIAL MEASURE FOR CHILDREN: Children play equipments are installed in the parks run by this Board. ENVIRONMENT & SANITATION:

i) General Sanitation: Sanitation in the Cantonment jurisdiction including notified civil areas are satisfactory. Sanitation work in private colonies is being out sourced. ii) Ban On Use Of Polythene : Use of polythene has been banned in this Cantonment. Further general awareness has been created not to use poly bags in future. The surprise checks are made and the offenders are prosecuted.

iii) Efforts Made for Improvement of Solid Waste Management: The Board has started disposal of solid waste generated in Cantonment. MSW door to door garbage collection is being done in civil and military area with arrangement of covered transportation. Segregation and compositng of Municipal Solid Waste is being carried out by out sourcing.

iv) Tree Plantation: Total 380 saplings were planted all over the Cantonment of which survival rate is 60 %. In addition to above, major tree plantation exercise was carried with Military units in Cantonment.

PUBLIC HEALTH:

i) Hospital & Dispensary:

The Board maintains a Dispensary with a part time M.B.B.S. Doctor, one Compounder and a Mid-wife. About 10,913 patients have been treated in the Dispensary. Time to time Pulse Polio Programme have also been organized in the Dispensary as a part of National Programme.

ii) Special Measures Taken for Senior Citizens: Board is running Old Age Day Care Center for Senior Citizen and part time Yoga Centre in Bal Vatika Park.

iii) Progress On:

a) Kishori Clinic: Services provided by engaging part time lady doctor. Due to less

participation of patients the service is discontinued.

b) Janni Suraksha Yojna: This facility is being provided by U.P. State Govt.

c) HIV Testing Facilities: Facilities are available.

d) Mobile Dispensary: Facility for mobile dispensary is available for senior Citizens and planned to start Mobile clinic for all in year 2017-18.

e) Special Medical Camp: Efforts are being made.

iv) Health Care Measures for Cantonment Board Employees And Their Dependants. Time to time health check up of employees and dependants is being done.

GENERAL ADMINISTRATION

i) Status of Implementation of New Pension Scheme NPS has been implemented.

ii) Public Rederresal Mechanism :- Board is providing facility of ‘Samadhan’ for receiving complaint from the Public on phone and the complaint received are being redressed timely. A new web based and mobile application of Samadhan has also been launched.

iii) Audit of Accounts :- The general administration of Cantonment remained satisfactory. The audit of accounts of Cantonment Board has been carried out upto 30th Sep 2016.

iv) Any other Initiative in Public Interest :- The facility of Yoga programme is being

organized by the Board through voluntary expert of Yoga in the park run by the Board. Public complaints android based mobile app developed, as Samadhan.

LAND RECORDS MANAGEMENT AND MODERNIZONTION

i) Creation of IT Section :- I. T. Section has been created in this Board and Computer Programmer has been appointed.

ii) Status of Raksha Bhoomi Implementation :- Raksha Bhoomi 5.0 version has been linked to the server in AURC, DGDE thorugh lease line.

iii) Document Management System :- Document Management System has been completed.

iv) Steps Taken to Automize Office Processes :- Online Tax System is in development

phase and will be implemented by June 2017.

v) Digitization of Office Record :- Digitization of office record has been done. MARKET: No market is maintained by the Board.

FIRE FIGHTING: The Board does not have any fire fighting arrangements of its own and depends on State Govt. and Mathura Refinery for this purpose. However, small Fire fighting equipments and sencer alarms have been installed to meet emergent requirement. BIRTH AND DEATH: A total of 308 birth and 68 death cases have been registered during the year 2016-2017 BOARD MEETINGS: Total eight ordinary meetings and one special meeting were held during the year 2016-2017.
