REGISTRATION OF ENGINEERING PRACTITIONERS UNDER ENGINEERING COUNCIL, SRI LANKA ACT NO 4 OF 2017.

ENGINEERING COUNCIL, SRI LANKA, ACT NO 4 OF 2017 is an Act to provide for the establishment of the ENGINEERING COUNCIL, SRI LANKA which shall be responsible for the mainte-nance of professional standards and conduct of engineering practitioners; registration of different categories of engineering practitioners; and to provide for matters connected therewith or incidental thereto.

Engineering Council, Sri Lanka has now been established and it is now in the process of registering engineering practitioners.

As per section 14 (1) of this Act, no engineering practitioner shall engage in the practice of engineering profession unless such engineering practitioner is registered under section15 or 18 of the same Act.

In terms of schedule A and section 15 (3) of this Act, applica-tions for registration of following engineering practitioners in Engineering Council, Sri Lanka (ECSL) have to be authorized by Institution of Incorporated Engineers, Sri Lanka (IIESL).

Applications from the following classes of members of IIESL are now being invited by Hony. Secretary, IIESL in order to author-ize (to be authorized by the Council of Management of IIESL) and forward the same to ECSL for registration.

All Corporate Members (i.e. Fellows and Members) – to be registered as INCORPORATED ENGINEERS in ECSL (Form No. IIESL-ECSL-REG-IEng is to be filled).

Associate Members who possess an Engineering Diploma recognized by IIESL – to be registered as ENGINEERING DIPLOMATES in ECSL (Form No. IIESL-ECSL-REG-EngDip is to be filled).

Specimen applications and relevant instructions can be downloaded from IIESL Web Site (www.iiesl.lk)

IIESL is already 41 years old as a Professional Institution engaged in various

kinds of activities in Sri Lanka and in foreign countries.

According to the current situation, it is vital to have our own high rise

building for the institution for its reputation and the necessity. Then we

will be in a position to expand our activities and services and will be able to

give better service to our country. At the moment institution has around

8000 members. It is a strong force. All those members are doing valuable

and responsible services to our country individually. And also, many of

them contribute a considerable volume to the economy of the country.

Some of our members working or living abroad doing a great job by

earning foreign income to our nation facing many difficulties . Those silent

services are not known to many of the people in Sri Lanka.

Now time has come to give publicity to our institution and inform the pub-

lic about the activities that we are carrying out. So, having our own building

for our institution has become a very important matter at this moment.

Battaramulla is a vast developing area and our 30 perches land is situated

in the vicinity of Sethsiripaya. There are several ministries and government

departments close to our land. So, we are fortunate enough to have a land

which is suitable for a professional institution like ours.

Some of our members have already volunteered to give their technical

support required in the project of building the headquarters. Also we are

receiving donations for building funds from our individual members. Now

we have a big task in front of us. Every member’s dream is to have our own

building. So, do not miss this golden opportunity of being a contributor to

this Building Project. Your name will be engraved on a plaque placed on the

ground floor of the building. Please contact the Fund-Raising Committee

for your contribution.

ENGINEERING COUNCIL, SRI LANKA MEETS HEADS OF LEADING ENGINEERING ESTABLISHMENTS. A meeting among Members of Engineering Council, Sri Lanka (ECSL), Representatives of Institution of Engineers, Sri Lanka (IESL), Institution of Incorporated Engineers, Sri Lanka (IIESL) and Heads, Senior Officers of several leading engineering establishments of the country was held on March 22nd,2019 at IESL, Colombo 7. Chairman of ECSL, Prof. S.B.S. Abayakoon chairing the meeting, expressed that this was a preliminary discussion mainly to get views on matters related to schemes of recruitment, promotions of engi-neering practitioners etc. General Manager-State Engineering Corporation, General Manager-Central Engineering Consultancy Bureau, Senior Officers representing Ceylon Electricity Board, Road Devel-opment Authority, National Water Supply and Drainage Board, Department of Irriga-tion, Sri Lanka Railways, Sri Lanka Telecom expressed their views at this meeting. Sever-al Members of ECSL including Members of ECSL who represent IIESL; Eng. (Dr.) T.A.G. Gunasekara, Eng. D.S. Senarath, Eng. K. Ariyawansa, Eng. Pani Kavikeshawa and Eng. (Prof.) T.M. Pallewatta-President, IESL with several other members of IESL; Eng.B.S.Perera-President,IIESL,Eng.P.A.D.R.Chandrasiri-President-Elect,IIESL were pre-sent on this occasion. Eng. Late. Air Vice Marshal Kingsley Samaratunga Air Vice Marshal Kingsley Samaratunga hailed from Matara, the third in a family of three children, and had his primary and secondary education at Wes-ley College, Colombo where he excelled in his studies, literary activities and sports. On comple-tion of his secondary education he entered the University of Moratuwa, Katubedda Campus in the

year 1974 and successfully completed the National Diploma in Mechani-cal Engineering. In the year 1975, he was elected as the Editor of the Technical Students’ Union and was instrumental in publishing the NDT’ 75 magazine after a lapse of six years. On completion of his Diploma he joined Ceylon Ceramics Corporation as a Mechanical Superintendent and served at Lanka Walltiles, Balangoda, Ceramic Corporation, Pili-yandala and finally the Lime Plant, Hungama. In October 1979 he was commissioned as a Pilot Officer in the Air Field Construction Branch of the Sri Lanka Air Force (SLAF). Since then he has worked at various lev-els in the Air Force such as Engineering, Command and Staff appoint-ments. His last Command appointment was at Air Force Base Weerawila as the Commanding Officer. Air Vice Marshal Kingsley Samaratunga has followed several professional courses locally as well as abroad. In the year 1993 he was selected for the Senior Air Staff Course at the prestig-ious Defense Services Command and Staff College, Mirpur, Bangladesh, where he graduated in the year 1994. His Commandants' Paper titled “Ethnic Crisis in Sri Lanka and its Impact on Indo-Sri Lankan Relation-ship” was judged the best paper presented among the foreign students. In the same year he was awarded the “Uththama Seva Padakkama” for his unblemished record of service during his tenure. During his career of 29 years in SLAF he has been awarded numerous other medals as well. Air Vice Marshal Kingsley Samaratunga was elected the President of the Institution of Incorporated Engineers of Sri Lanka (IIESL) for the 1998/1999 Sessions and in the same year he was appointed as the Co-Chairman of the SAARC Diploma Engineers Forum. He was also the Pres-ident of the IIESL Past Presidents’ Forum. He was a Fellow of IIESL and was also a Charter President of the NDT Alumni Association. Air Vice Marshal Kingsley Samaratunga retired from the Sri Lanka Air Force as a member of the Board of Management of SLAF and Director Civil Engi-neering, becoming the first to hold the rank of Air Vice Marshal in the Air Field Construction Branch. Post his retirement from SLAF he worked at top management positions at several construction companies in Sri Lanka. At the time of his demise he was a Vice President of the Organi-zation of Professional Association Sri Lanka (OPA), a Council Member of the Engineers’ Guild of Sri Lanka (EGSL), member of the Association of Retired Flag Rank Officers (ARFRO) and Retired Air Force Office Associa-tion (RAFOA). Late. Eng. Piyasoma Weerakkody

Late Eng. Weerakkody hails from Polgas-owita in Colombo District in Western Province. His alma mater was Kotte Anan-da Shastralaya, one of the legendary and distinctive school in Sri Lanka..

After completion of his early education, he Joined Hardy Senior Technical Institute in 1968 and obtained National Diploma in Technology (Civil Engineering). He then joined Mahaweli Devel-opment Board in 1973 and was responsible to carry out the survey & setting out the entire Bowathanne Diversion Dam. After completion of Bovatenna preliminary construction in Bowatenne dam he was assigned to oversee the improvements of Sudu Ganga and Amban Ganga development work and then widening and improvements to Elahera, Minneriya and Yoda Ela.

In 1981 he was appointed as Irrigation Engineer in Mahaweli Authority of Sri Lanka downstream development area H5 in Kalawewa basin which covers 15000 acres of irrigational lands. In the same year he was promoted to Project Irrigation Engineer in H5. In 1982 promoted to Senior Irrigation Engineer H5 and further promoted to Manager Irrigation Systems.

His Innovative emphasis on new participatory management strategies, finally resulted in international recognition in 2001 appointed to the post of Sector Coordinator – Institutional De-velopment & Organizational Strengthening (D2ADP) in CARIE International Sri Lanka.

As an Institutional Development Specialist he served in the larg-est irrigated agricultural and socio development projects in the dry zone of Sri Lanka.

He also assumed duties in the field of Institutional Develop-ments with the JAICA study team on Southern Area Develop-ment Master Plan.

He was awarded an International award, by International Irriga-tion Management Institute (IIMI) for the case study on “Farmer-Officer Coordination to Achieve Flexible Irrigation Scheduling” – IIMI case study No. 3

He also held managerial positions in the field of Institutional Development in Mahaweli Economic Agency. His specific re-sponsibility was to prepare strategic proposals to turn over the O & M responsibility of the tertiary irrigation systems to the farmer groups in Mahaweli settlements.

He also worked with ADB consultants as a Training Course Direc-tor and Trainer

He was the Managing Director / Director Sanko Developers Pvt Ltd. (Projects - Calibration of water measurement structures and training of farmers on water management in Mahaweli Authority of Sri Lanka system H.

He was engaged in Calibration of water measurement structures and training of farmers on water management in Sooriyawewa block under Walawe Left Bank Irrigation Upgrading & Extension Project – Nippon Koei Co. Ltd & Mahaweli Authority of Sri Lanka.

He was the Founder of LinkWood Enterprises in 2003. (furniture and kitchen cupboards manufacturing company) at the time of his demise.

NOTICE CALLING NOMINATIONS 1. Nominations are invited from Corporate Members of the Institution of Incorporated Engineers, Sri Lanka for posts in the

Council of Management for the session 2019/2020 as per details given below.

1.1 The format for the Nomination Paper is attached to this notice. Nominations should be posted to the Chief Re-

turning Officer or deposited in the Nomination Box provided at the headquarters of the Institution at No 27/B.

Udumulla Road, Battaramulla, Sri Lanka, so that they are received in this office before 4.00p.m on 03/06/2019.

Nominations sent by fax or email or any other mode are not accepted.

Nominations received thereafter will be invalid

1.2 The Nomination Paper shall be submitted with the written consent and declaration of the Candidate, as given in

the Nomination Form and his/her Bio-Data in the prescribed format in a sealed envelope marked NOMINATION

PAPER.

1.3 Each Nomination shall be proposed and seconded by Corporate Members.

1.4 A system of preferential voting for election of the posts of President Elect, Honorary Secretary, Honorary Treasur-

er, Honorary Assistant Secretary, Assistant Treasurer, Editor in the case of two (2) or more nominees, and in the

case of Vice President when there are three (3) or exceeding the number of vacancies.

1.5 In the event of the number of nominations received exceeds the number of vacancies, a vote by secret ballot be

taken at the Annual General Meeting. In the case of a tie, the member to serve shall be decided by the toss of a

coin.

1.6 In the event, if the number of nominations received is less than the number of vacancies, names shall be recom-

mended by the Members present at the Annual General Meeting for the filing of the posts. These names shall be

presented at the first meeting of the Council after the Annual General Meeting for clarification on the eligibility

of the candidates. Any vacancies which could not be filled at the Annual General Meeting will be filled at the

Council meeting.

1.7 The nominations should be placed in a sealed envelope. The post for which the nomination is submitted should

be written legibly on the left hand corner on the cover of the envelope.

1.8 The photocopy of each nomination accepted or rejected by the Election Panel will be displayed on the Notice

Board or such other conspicuous place at the Institution’s Headquarters from 5.00p.m to 7.00 p.m. on

03/06/2019 and objections in writing to any such nomination by any Corporate Member shall be received at the

Institution headquarters between 7.00 p.m. to 8.00p.m on 03/06/2019. The decision of the Panel to such objec-

tions and the list of eligible candidates and the list of candidates elected uncontested will be displayed in the

Notice Board of the Institution Headquarters before 10.00 a.m. on 04/06/2019.

1.9 Chief Returning Officer, Assistant Returning Officers and the Executive Secretary (if he/she is a Corporate Mem-

ber of the Institution) shall not be eligible to submit nominations, or sign as a proposer or a seconder of any of

the candidates, or be elected to any post in the Council during the period of calling nominations, conducting of

elections and releasing names of the newly elected Members at the Annual General Meeting.

2. PRESIDENT - ELECT

As per Bye Law 14.1.1, nominations are called for the post of President –Elect among Fellow Members who have

held the office of as,

A Vice President for not less than two (02) full sessions.

OR

A Fellow who has served as Honorary Secretary for one (01) full session and one session as Vice President.

OR

A Fellow who has served as Treasurer for one (01) full session and one session as Vice President

The President – Elect shall hold office in Council for one full session and shall assume the Post of President at the

end of the session.

In the event where the President-Elect is incapacitated to hold office for whatever reason, an election shall be held

to replace him from among the general membership who is qualified to hold such office as above at the Annual

General meeting or at a Special General Meeting

3. VICE PRESIDENTS

As per Bye Law 14.2 the term of office of Vice-President shall be two sessions. At the end of each session two (02)

Vice-Presidents shall retire but shall be eligible for re-election. Following Three (3) Members will continue in Council

till end of their terms of office representing Vice Presidents.

Nominations are called for filling the vacancies of 02 Post of Vice President to be elected from Fellows who have

served the Council for at least two (02) full sessions or Members who have served the Council for at least six (06)

full sessions at the time of closing nominations for the election.

4. HONORARY SECRETARY.

AS per Bye Law 14.3.0, nominations are called for the Post of Honorary Secretary. He should have served the Council

as a member for at least two full sessions. His term of office shall be one session and shall be eligible for re-election.

5. HONORARY TREASURER.

Shall be elected by the Corporate Membership from among those who have served the Council as a Member for at

least two full sessions. His term of office shall be one session and shall be eligible for re- election.

Unless he desires for re-election as Honorary Treasurer or election as any other office bearer stated in Bye Law 12.2.1,

for the succeeding session, he shall serve as a Council Member for the succeeding session. In such event he shall sub-

mit his nomination to be a Council Member for the succeeding session as per Bye Law 15.3.1. Such appointment shall

be exempted from the “Procedure for voting and Election” stated in Bye Law 15.4.1 and he shall be elected uncon-

tested. His term of office shall be one session and shall be eligible for re-election but Bye Law 15.5.1 shall be applica-

ble for re-election.

6. EDITOR

As per bye Law 14.3.0 nominations are called for Post of Editor. He should have served the Council as a member for

at least two full sessions. His term of office shall be one session and shall be eligible for re-election.

7. HONORARY ASSISTANT SECRETARY

As per Bye Law 14.3.0 nominations are called for Post of Honorary Assistant Secretary. He should have served the

Council as a member for at least one full session. His term of office shall be one session and shall be eligible for re-

election.

8. ASSISTANT TREASURER

As per bye Law 14.3.0 nominations are called for Post of Assistant Treasurer. He should have served

the Council as a member for at least one full session. His term of office shall be one session and shall be eligible for

re-election.

9. COUNCIL MEMBERS

As per Bye Law 14.5.0 there shall be Twenty Six (26) Council Members, elected by Corporate Members, from among

Corporate Members who have been on the Roll for more than one year. Composition of Twenty Six (26) Council

Members shall satisfy the following requirements.

1) At least two (02) shall be females out of Twenty Six (26). 2) A minimum of five (05) shall be under the age of forty (40) years on the date of closing nominations.

They shall serve the Council for a period of two consecutive sessions. If a Council Member is appointed in compliance

with Bye Law 14.3.0 he shall serve the Council for the first session only.

Of the Twenty-Six (26) Council Members, Thirteen (13) Members shall retire at the end of every session. However,

those retiring shall be eligible for re-election.

Following Thirteen (13) Members will continue in the Council till the end of their terms of office representing Mem-

bers.

I. A Candidate may seek election for only one post.

II. Rules for the conduct of the Elections as approved by the Council are enclosed for information.

III. As per rules, no candidate who has submitted one nomination paper shall submit another nomination paper for

another post, unless and until the previous nomination paper is withdrawn in writing, before the time fixed for clos-

ing of nominations.

IV. Any continuing member of Council who wishes to contest another post, before being nominated to the new post,

will have to submit his resignation from his continuing post to be effective at the end of the current session.

V. Nominations shall be made strictly on the format provided herewith and the Chief Returning Officer will have the

authority to reject any nominations that have not been submitted on the standard formats.

VI. Session means a period from one Annual General Meeting to the next Annual General Meeting. Those who have

been elected or appointed by the Council to fill the vacancy will not satisfy one session.

VII. This notice is being sent to the address registered in this office

VIII. As per Bye Law 6.3.0 Members whose names were in the register as members as defined in the Constitution before

January 1st ,1989 shall have voting rights and right to be elected to the Council irrespective of their class of mem-

bership as prescribed in these Bye Laws

RULES FOR THE CONDUCT OF ELECTIONS

1. The Council should decide the appropriate timing to hold the election giving due consideration to both Bye Laws of

the Institution of Incorporated Engineers, Sri Lanka and its annual calendar.

2. At the appropriate time the Council shall appoint a Past President or Fellow as the Chief Returning Officer. He shall

be assisted by two Corporate Members as Assistant Returning Officers, appointed By the Council.

3. As per Bye Law 15.1.1 the Chief Returning Officer is solely responsible for calling nominations, conducting of election

and releasing the names of the newly elected Members at the Annual General Meeting. He shall be assisted by the

Executive Secretary and two Corporate Members as Assistant Returning Officers.

4. Chief Returning Officer and Assistant Returning Officers and the Executive Secretary (if he is a Corporate Member of

the Institution) shall not be eligible to submit nominations or be elected to any post in the Council or signed as Pro-

poser or Seconder for any candidate contesting during the period of calling nominations, conducting of elections and

releasing the names of the newly elected Members at the Annual General Meeting.

5. As per Bye Laws the Chief Returning Officer shall call nominations for the different posts vacant in the Council. Nomi-

nation Paper shall be submitted in sealed envelope marked ‘NOMINATION PAPER’ on the left hand corner. No candi-

date who has submitted one nomination paper shall submit another nomination paper for another post, unless and

until the previous nomination paper is withdrawn in writing, before the time fixed for closing of nominations. In the

nomination paper, only the information required should be filled up. Candidates or the Proposer or the Seconder for

any candidate, should not make any additional endorsements.

6. The Executive Secretary shall submit a report to Returning Officers on the nomination received. It shall be the duty

of the Executive Secretary to check the eligibility of each candidate for the post nominated, but the responsibility

shall be with the Chief Returning Officer. The Returning Officers shall satisfy themselves as to validity of the nomina-

tions received.

7. The conduct of Elections shall be based on the Roll of the Institution on the date nominations closed. Nomination

Form together with the Bio-Data shall be furnished by each Candidate in the formats approved by the Council. The

nominations that have been submitted deviating from the prescribed formats shall be rejected by the Chief Return-

ing Officer whose decision shall be final. The Candidate shall take full responsibility for the correctness and accuracy

of the Bio Data furnished by making declaration to that effect in the bio data form.

8. In the case of a contest the names of candidates for a particular post shall be given in the ascending order of mem-

bership number of the Institution of Incorporated Engineers, Sri Lanka on the Voting Paper. The Voting Paper shall

carry the signature or authenticated seal of the Chief Returning Officer. Voting Papers will be issued to all the eligible

Corporate Members whose names are in the Roll of the Institution and present at the Annual General Meeting.

9. For the Posts of President Elect, Honorary Secretary, Honorary Treasurer, Honorary Assistant Secretary, Assistant

Treasurer and Editor, if there are two (2) or more candidates and in the case of Vice Presidents and of Council Mem-

bers other than office bearers when there are more than vacancies given in the Notice Calling Nominations, voting

shall be on a system of preferential voting.

10. In respect of Vice Presidents there shall be five (5) positions in the Council who could serve two sessions and In re-

spect of Council Members there shall be twenty six (26) Positions in the Council who could serve two consecutive

sessions. Out of twenty six Council Members minimum of five (5) shall be under the age of 40 years on the date of

closing nominations and minimum of two (2) shall be Female Members. The Chief Returning Officer will identify the

number of vacancies of Vice Presidents and Council Members this will be indicated in the Notice Calling Nomina-

tions.

11. As per Bye Law 13.13.1, a member who has found guilty of improper conduct by the Council shall not be eligible to

contest any post or serve in the Council, and the Candidates are required to make a mandatory declaration in their

Nomination Form stating that they have never been proved guilty of such conduct.

12. The Chief Returning Officer and Assistant Returning Officers personally supervise the procedure adopted in delivery

of Voting Papers and counting the same.

13. The Count of Votes shall commence immediately after the closure of the poll. Once started it should continue with-

out any interruption.

14. The Chief Returning Officer shall announce the results of the Candidates elected uncontested at the Annual General

Meeting. He shall announce the results of polls after the count election at the Annual General Meeting.

15. If there are more vacancies after conducting the elections, Chief Returning Officer shall take action to fill the bal-

ance vacancies from the Corporate Members present, Proposed and Seconded by Corporate Members. If the num-

ber proposed exceeds the number of balance vacancies, election shall be conduct by the Chief Returning Officer

either by secret ballot or show of hands at the Annual General Meeting. In case of a tie the member to be served in

the Council will be decided by toss of coin.

16. Any vacancies which could not be filled at the Annual General Meeting other than President Elect will be filled at

the Council Meeting.

17. Chief Returning Officer shall report to the Council on the conduct of the poll and the results of the election.

18. The Returning Officers and the staff of the Institution shall neither take active part in sponsoring candidates nor act

in any way that could be construed as being partial to any Candidate.

19. The candidates are strongly discouraged from canvassing for votes or soliciting the vote of any member

20. In the event of an election for the post of President Elect, each candidate shall be called upon to address the gen-

eral membership before voting at the Annual General Meeting or Special General Meeting where applicable. Each

candidate shall be given only one chance and the period allocated for each candidate shall not be more than ten

(10) minutes.

21. The resignations given by candidates prior to Annual General Meeting (withdrawing from contest or withdrawing

after the conduct of the election shall be tabled before the Council at the time of receipt of such resignation, and

accepted. Such acceptance shall be notified to the candidate.

22. A candidate who is continuing member for the next Session of the Council, but wishes to contest a different post in

the next Council, shall inform Honorary Secretary in writing of his or her resignation from the relevant post at the

end of the present session of the Council. This letter shall be received on or before the date on which nominations

will be closed.

23. The decision made by the Chief Returning Officer on the conduct of the elections shall be final and no further claims

or appeals shall be entertained.
