PRESIDENT'S REPORT The April state meeting is history now and it was very enlightening to see every chapter represented at the meeting. I know it takes time out of your busy lives to attend but it is a appreciated by the state board. To hear some of the ideas for the corporation was very inter-esting and without the input of the members then we have nothing to build on. ABATE of Florida, Inc. is a organization of the people and by the people.
Next year in Florida we will be facing attempts to curb our rights like we have never had since the legislative session in 2000. The Governor for two years in a row decided that Mo-torcycle Safety and the lives of motorcyclists don’t mean anything. The money that is raised by the $2.50 that only motorcyclists pay is still being used as the Department of Highway Safety and Motor Vehicles as their private piggy bank. To see the posters and the very few billboards put out by them with OUR money is disgraceful. I believe it is time for us to do something about it. I will be speaking to our legal beagles to get their opinion on this situa-tion.
The ABATE of Florida, Inc.'s state party is the first weekend in October and everyone is wel-come as long as you are over the age of eighteen. Check the web for the flyer.

PRESIDENT Doc Reichenbach: We have a lot to get through today. At the last State meeting we discussed two proposals for by-laws change to membership rates. Since then we have received 3 more proposals. We will discuss under old business. Everyone said it was hard to sell the tickets for the cash prizes so we will be doing a firearms raffle. One is a 12 gauge over/under shotgun which was donated by Steve Knee. This is brand new in the box and comes with 5 chokes and a choke wrench. The other is a 30/30 Henry which is at the dealer. Winner must be eligible under law and pass the background check. The Henry must be picked up at the dealer. Turned down Mudder’s resignation and asked him to stay on until elections in June.VICE PRESIDENT Dennis "Mudder" Rudoi: Thanked everyone for their thoughts and prayers. Sharon is doing well. Do your best to sell the raffle tickets. Shotgun is worth $3000. Be safe out there. He’s open to ideas on how to better ABATE.SECRETARY Shelly Johnston: No corrections to minutes from February State meeting. Motion to accept minutes as published was made by Lake, seconded by Alachua and carried.TREASURER Patti Nasrallah: Went over balance sheet, income and expenses. Jim (Alachua) asked for a spread sheet of exactly what ABATE has in all accounts. Patti will bring it to the June meeting. The corporation as a whole is financially stable. The Lobbyist is paid from these funds. Gator Alley motioned for Treasurer’s report to be approved, 2nd by Duval and carried. SARGENT-AT-ARMS TJ Painter: Nothing to report.STATE OFFICE Ms. Boots: Expects every chapter to take some tickets for the gun raffle. We have 4000 because the printer gave us an extra 500. They are $5 each. She has already sold tickets today. The drawing will be 12/10/16 at the State meeting. The winners of Bike Week drawing were Rich Loghry (1st), William Deaver (2nd) and Christine Marshall (3rd). Thanked Lake County for selling the most tickets (522), Lighthouse was second at 252. Don’t wait until the last minute to send in insurance requests. We will have our current insurance until the end of May. Doc thanked her everything she has done all these years, she is the constant

he can count on. She is Miss ABATE of Florida, Inc.MEMBERSHIP Grace Lord: Highest % of growth for January was Lake County. Peace River and Southeast tied for most new members. Highest % of growth and most new members for February was Lake County. Life cards went to Black Creek, Estero River, Forest, Lake, Palm Beach, Southeast and West Coast. She will be starting a membership incentive and went over the different levels (see printout in packages). This will be ongoing-no time limit. This does not apply to on-time renewals. She will send out an email to membership trustees on how we are going to track this. Also, Doc noted that Coastal Insurance (Doug Guido) is offering ABATE members a 10% discount on insurance and will cover up to $3,000 in extras on your bike.MASTERLINK Bob Alexander: Copies of the March-April issue are up front, please take some.PR/COMMUNICATIONS SaraBeth Kohl: Read the proclamation signed by Governor Scott in recognition of May as Motorcycle Safety Awareness Month. It will be on the ABATE website later this week. She asked that chapters send her a copy of their proclamations.WEBMASTER Dan “Slo Mo” Henderson: Has helped a few chapters with their websites. Created template that Palm Beach uses. If you want to use that format he will help you. Will have counties on website so it will be easier to know what chapter represents it. If you click on a county it will bring up the chapter. SaraBeth noted it does not redirect to the chapter’s website.SAFETY DIRECTOR Victor Piorkowski: Went up to State office to take an inventory of what safety items we do have. Getting used to new position. When filling out MSAP paperwork please print names. When doing safety booth anyone who has MSAP certification can be the MSAP representative. Make sure you use the current MSAP request form on the website so you don’t order items that aren’t available. He will be putting together orders so get them to him 10 days prior to the State meeting. We will be buying more safety products. Safety items are also available on ridesmartflorida.com.PRODUCTS Steve Knee: People are using old forms with wrong prices. Use the form on the website. LEGISLATIVE Darrin “Scribe” Brooks: Doc said there is a big thing across the country about anti-profiling. Florida has not had this problem but the shootout in Waco has effected everyone. He got an email from William (Duval) that the Jacksonville Sheriff’s office (Duval County) has received a $400,000 grant from NHTSA under the disguise of motorcycle safety to stop motorcyclists to check for DUI. This is a violation of the 4th amendment. William is going to the meeting Tuesday. Doc asked him to find out if we are allowed to speak at the meeting. We need to see how they will be doing this. If they funnel all motorcycles into a checkpoint they then will inspect the bike and possibly give tickets for something other than DUI. Sally noted they must have a written protocol to follow. Jim asked if we could request information on how many DUI motorcyclists they pull over. LOBBYIST Doc Reichenbach: The stiffer penalties bill passed its first hearing in the Senate. We decided to run it as an amendment. In the second hearing the bill passed but Senator Clemens put in an amendment to take out the word motorcycles. His reason was if we don’t wear helmets we don’t deserve special treatment. Kept talking about helmets. The bill failed in the third hearing because it did not get 2/3 vote (vote was 17/40). The $300,000 safety money was in the budget. Doc went to the governor’s office and they said they didn’t see a problem with Gov.Scott approving it. But he vetoed it as soon as he got it. Doc went back to Scott’s office and was told he vetoed it because the Highway Safety Dept. does what we do. Clemens told Doc there will be a helmet bill this year. We will get a list of motorcycle friendly candidates. Grizz suggested we come up with a flyer stating the legislature is going to try to pass a helmet law this year and pass it around during Leesburg Bike Fest. Patti and Doc will work on one.LEGAL Larry Crow: Nothing to report.NCOM: Convention is in Atlantic City on Mother’s Day weekend (5/7-5/8). 2017 in Reno, 2018 in New Orleans. NCOM and MRF and other state rights groups will do a national profiling bill with language that states take away the safety stop. John Banta (Daytona Beach) sent Doc an email saying that MRF stated we endorse this and to ask our Senators to support it. That was mistake, you can’t ask someone to support

something that is not there. We will have it the minute he has it. A lot of areas are getting new legislators. We need to keep our friends in the Senate and House. As soon as we know who is running we will put out the list of people who are motorcycle friendlyMRF & AMA: MRF see above. AMA still fighting ethanol.STATE PARTY: Frizz reported the committee has met twice. Southwest, West Coast, Estero, Peace River and Gator Alley are co-hosting the party. This 3 day ADULT party is for ages 18 and over. Event will be roped off and children cannot go in. Date is 10/7-10/9/2016. Prepaid tickets will be $30, $35 at the door and includes primitive tent camping. Day passes are $15. We are looking for as many vendors as possible, vendor fee is $75 for the weekend for a 10 x 10. People wanting to camp with RV’s or trailers must go through the campground. Moe noted we are having this party for two reasons: to bring some serious money to State and to party! The more $30 advance sale tickets we sell the sooner State will get money and it will help tailor the event. We should have insurance in about a month then tickets will be available. This is not just an ABATE party. Everyone is welcome. OLD BUSINESS: Proposed by-laws changes: In February the delegates were instructed to take the two proposals back to their chapters to be voted on. Since the February State meeting 3 more proposals have been received. If we vote on the two that already went to the chapters then the new ones are null and void. If the 3 new ones are sent back then chapters will vote for the five and no new proposals will be accepted. Doc asked if the delegates wanted to table the first two. Bridgette made the motion and Ratchet seconded that we table the 2 that were already sent back to the chapters until the other 3 proposals are heard. Southernmost agreed to drop their proposal (last paragraph on by-law amendment. The vote on was 22 in favor, 21 opposed so all 4 proposals will go back to the chapters for vote. Also take the back page amendment from Southernmost except the last paragraph. A 2/3 vote is needed for a by-law change. This will be an elimination vote until one is passed.Proposal #1:Article IV – Membership E) Dues shall normally be $20 for Annual Membership and $600 for Life Membership 1) Chapters will submit $10 for Annual and $400 for Life Membership to ABATE of Florida, Inc. G) 1) Dues for At Large Membership shall be $20 for annual or $600 for Life Membership payable directly to ABATE of Florida, Inc.Proposal #2: Submitted by Moe Moser Article IV – Membership E) 1) Chapters will submit $20 for Annual Membership and $150 for Life Membership to ABATE of Florida, Inc.Proposal #3: submitted by First CoastArticle IV – MembershipAnnual dues remain at $20 year with all money going to State. E) Lifetime Memberships be removed as a BUYING option and replaced with an earned status. Member must have 5 or 10 years in good standing and have served ABATE, either on chapter boards or participation in chapter events and the betterment of ABATE of Florida, Inc. not just a member. Each chapter would nominate 3 members from their chapter that meet the qualifications and STATE would select 3 members to receive the honor of being granted a Lifetime membership. Once a year during the June meeting, with a $10 a year maintenance fee that STATE would also get.Proposal #4: submitted by Frank HammonsArticle IV – Membership3-E) Dues shall normally be thirty dollars ($30) for Annual Membership and three hundred dollars ($300)

for Life membership. G) 1) Chapters will submit twenty dollars ($20) for Annual Membership and three hundred ($300) for Life membership to ABATE of Florida, Inc. Dues for at-large membership shall be thirty ($30) for annual or 300 dollars ($300) for life membership, payable directly to ABATE of Florida. Proposal #5 (paragraph 8) from Southernmost was withdrawn. The remainder of the proposal regarding annual dues and credit for insurance is to be taken back to the chapters for discussion. Lobbyist proposals were due today. One proposal was received (James Reichenbach II).Proposals to host State meetings in 2017 are due by the June State meeting. February, June, August and December are available. Delegates voted to do the ride to the capital. Doc will put in for us to be there Monday April 10, 2017. Motion was made to change the meeting day from Saturday 4-8-17 to Sunday 4-9-17. Grizz made motion to hold the Leadership seminars again in July. They will be held at a central Florida location so they are closer for everyone. Slo Mo asked who he should direct a local news reporter with questions about accidents to. Doc said direct such inquiries to him. Doc thanked the delegates for their attendance today, every chapter was represented. This year will be tough. We are under attack not just in Florida but across the country. Motorcyclists are being killed by the hundreds. We need to protect ourselves and our kids. If ABATE goes away they won’t have anyone to stand up for them. We need to get people involved. No matter who you are only ABATE is standing up for you. Push what we do in order to save our lifestyle. We are the last line of defense for motorcyclists…the barbarians are at the gate. “Motorcyclists lives matter!” GOOD OF THE ORDER: Grizz- Leesburg Bike Fest April 21-24, Lake County has campground. Come out and work a shift and they will feed you ONE meal. Also, his chapter passed the hat for STATE, each person in attendance gave $1 and raised $70. They will be doing this every meeting. If every chapter did this it would help STATE a lot. April 15-16 Sebring Bike Fest. Inerstate Chapter has poker run. Also flyer for the June STATE meeting is on the table. Palm Beach event Saturday May 21, 1-5 pm.Jim said 1000 kids and 200 shop teachers visited Alachua’s safety booth at the Gator Nationals.SloMo- come out and support their event-all proceeds will be donated back to STATE.Raffle, silent auction and 50/50. What ABATE means to me. They call me JumpinJack; Well first, there is the intended purpose of ABATE-----to support a lobbyist in the state capital that will support motorcyclists rights. Motorcyclists always seem at the mercy of lawmakers and insurance companies, and it is beneficial to a rider's lifestyle to have someone fighting for our rights. And ABATE of Florida, INC, has been effective in the past: the mandatory helmet law, traffic sensor laws, motorcycle parking, motorcycles allowed in car pool lanes, and so on. All important issues to me, and they get on the docket because of our lobbyist in Tallahassee. Also in place is a patent, MSAP (Motorcycle Safety Awareness Program) that is presented in schools and any organization, by certified chapter Safety Directors. That is the meat and potatoes, and the fun part is how we support the lobbyist-by having toy runs, poker runs, campgrounds, and parties! We generate revenue through these events so we can pay the lobbyist. I've made many friends and had a great time over the years through ABATE of Florida, INC, Lake County Chapter, events, and am still enjoying the organization. So this is what it means to me-Fighting for my rights on the road. Making many friends, and all of them ride! Getting to see those friends on a regular basis. The camaraderie that comes from working and playing together on our fund raising projects. Being a part of something big... big enough to affect the entire state... and country! The feeling that comes from standing up for your rights, and not just getting steamrolled by the legislature. Participating in miles long escorted protest rides to get the public’s attention, an annual “Can You See Me Now” ride happens in May, motorcycle safety month. Collecting toys for the not so fortunate children. State meetings, and riding all around the state. And the parties! I have had so very much fun over the years, with the good friends I have made through ABATE Lake County Chapter. Good lasting relationships with people that care about the same things I do. And of course, the monthly meetings, so we can get together and run our business.I've been a member of ABATE Florida, INC, for 25 years, and it has been a meaningful and satisfying experience. And even though I go through periods when I'm not very accessible, I will always belong. Motorcycling is very important to me, and so is protecting my freedom. Ride on, ride safe, and see you all soon...

The 2016 Florida Legislative Session
The 2016 legislative session started out with great promise of what I was sure would be a successful legislative campaign. Even though the 2015 legislative session ended in a complete blindside to all observers, the Vulnerable Road Users (VRU) bill showed that it had merit and support. In preparation for the 2016 session, ABATE of Florida, Inc. reached out to families all across the State that who have had a loved one killed by a vehicle driver that only received what amounts to as a slap on the wrist. We brought together several families that were willing to share their stories and demonstrate a more personal connection as to why this VRU bill is important. The families emailed, phoned and visited the legislators. Some of the families even wrote very heartfelt accounts of their loss. But in the end one Senator was able to gather enough votes to strip the word motorcycles from the Senate version of the bill.
Sen. Jeff Clemens from Senate district 27 which includes parts of Palm Beach County first attempted to take out motorcycles during the second committee. This effort was stopped due to the strong support of Sen. Greg Evers and the other members of the Criminal Justice Committee. Sen. Clemens was successful in the Fiscal Policy Committee, yet we had vigorous support from both Sen. Maria Sachs and Sen. Alan Hays. However, Sen. Clemens was able to get the vocal support of Sen. Kelli Stargel to take motorcycles out of the bill.
Sen. Jeff Clemens stated that the reason he wanted to remove motorcycles from the list of Vulnerable Road Users is because “They (motorcycles) can go 120 mph” and also said motorcyclists choose the the dangers of riding motorcycles. He also said that he thinks is contradictory that motorcyclists fought to ride without helmets and that now we want to be listed as Vulnerable. I hope that the voters in Palm Beach County remember Sen. Clemens words at election time. Sen. Jeff Clemens is not motorcycle friendly by any means. On the other hand, I hope the voters will remember how hard Sen. Maria Sachs and Sen. Alan Hays fought for motorcyclist. We need to keep pro-motorcycle rights people in the legislature.
In the final days, Doc was able to get the VRU bill WITH motorcyclists attached to another bill. Sen. Jeff Clemens tried again to remove the word motorcycles but this time he failed, however the vote was very close. In the end that bill was getting bogged down with amendments and the bill died. The House version of the VRU bill did fly through all the committees, yet it died when the Senate version died.
At the same time the we were battling with the VRU bills, Doc was able to get the $300,000 safety and education request in the budget in both the House and Senate. This year just like last year the budget with our money included was passed by both chambers and went to the Governor. This year Gov. Scott vetoed many items including our safety money WITHOUT even getting the official budget on his desk.
The end result of the 2016 legislative session was a disappointment but it did reveal an opponent to motorcycle rights and safety that is comfortable enough with his voters to openly say that motorcyclists should not be considered vulnerable road users. We again learned that Governor Rick Scott thinks that taxpayer paid bureaucrats can do a better job of providing motorcycle safety and education than ABATE of Florida’s 100% volunteer, motorcycle riding, local community involved members.
ABATE of Florida, Inc. did find success with reaching out to and joining forces with families that have lost loved ones. We now have a several more families out there are better educated in how to be legislative warriors. I hope for the year when there are no families I have to reach out to because they lost a loved one.
