In 2015 the World Tourism Organization (UNWTO), with the support of UNSD, initiated the project Measuring Sustainable Tourism (MST). Measuring Sustainable Tourism

Project Update

Paper prepared for UNCEEA meeting, June 2018

Background 1. In 2015 the World Tourism Organization (UNWTO), with the support of UNSD,

initiated the project Measuring Sustainable Tourism (MST). Progress on the project was presented to UNCEEA at its 2015

1, 2016

2 and 2017

3 meetings. A key motivation

for the MST project is developing tourism statistics to support measurement of progress towards the UN Sustainable Development Goals (SDGs) and particularly those SDG targets that relate directly to sustainable tourism.

2. The project will have 3 main outputs:

1) a Statistical Framework for Measuring Sustainable Tourism aimed at expanding the measurement of tourism, which currently is mostly focused on economics, to include also environmental and social considerations. A core feature of the framework is the linking of the SEEA with the existing framework for tourism satellite accounts (TSA);

2) the conceptualization and development of SDG indicators in coordination with the formal process of the Inter-agency and Expert Group on SDG Indicators; and

3) implementation of the Statistical Framework in countries.

3. The Technical Note on linking the TSA and the SEEA has been developed in the framework of the MST project. The development of the Technical Note was endorsed by the UNCEEA at its June 2016 meeting and by the UNWTO Committee on Statistics and TSA at its meeting in January 2017.

Conference on Tourism Statistics held in Manila, Philippines, in June 2017. The Conference is considered a historical milestone for tourism statistics. It gathered over 1,500 tourism leaders and practitioners from across the globe to set the roadmap to

the first draft of the Statistical Framework for Measuring Sustainable Tourism. It was the first time ever that a UNWTO event united ministers, statistical chiefs, policy experts, statisticians, private sector and academics dedicated to sustainable development and tourism. All parties fully supported the notion that there is a need to put credible data behind the drive towards more sustainable tourism.

5. An entire session was dedicated to linking the TSA and the SEEA, of which the Technical Note was the central paper. The relevance and feasibility of work on linking these two areas of measurement was highlighted in a series of country presentations. Examples from Canada, Fiji, Mexico, Saudi Arabia and the Philippines showed that the development of the MST Framework is not limited to those countries with statistical systems that are considered to be more developed. Indeed, working directly on issues of policy relevance is possible in all countries.

6. The Conference concluded with the adoption of the Manila Call for Action on Measuring Sustainable Tourism. The Manila Call for Action represents a global commitment to create a consistent statistical approach to measuring the full impact of tourism. It recognizes that effective sustainable tourism policies require integrated, coherent, comparable and robust data.

UNWTO GENERAL ASSEMBLY 7. A report from the Manila Conference and the Call for Action were presented to the

UNWTO General Assembly, UNWTO highest decision-making body, in September 2017.

8. The UNWTO General Assembly adopted the following resolutions with regard to the MST project:

Appreciates the hard work and dedication of the members in the Committee on Statistics and Tourism Satellite Account and in the Working Group of Experts on Measuring Sustainable Tourism that resulted in the United Nations support to the development of the Statistical Framework for Measuring Sustainable Tourism;

Endorses the Manila Call for Action on Measuring Sustainable Tourism and calls upon all UNWTO Member States to unite behind this common cause;

Encourages the Secretary-General to address statistics, including the MST project, as a strategic priority for the Organization in order to be able to fulfil the Organization’s UN mandate and worldwide expectations in the context of the SDGs indicators.

UNWTO Committee on Tourism Statistics and TSA 9. The Committee on Tourism Statistics and TSA is the standing committee of the

UNWTO that guides the development of tourism statistics and which has carriage of the MST project. A first round of consultation of the updated draft statistical framework was launched among members of the Committee and members of the Working Group of Experts on MST

4 from 5 February 2018 to 9 March 2018.

Comments were received from 19 countries, international agencies, academic institutions and related initiatives.

10. At its meeting in February 20185, discussion of the MST project was the key agenda

item. The draft Statistical Framework for MST prepared for the consultation was presented as well as an initial proposal for an implementation strategy and a brief timeline on the steps ahead.

11. Another key feature of the Committee meeting were the presentations of results from pilot studies such as Italy, Mexico, Philippines and Saudi Arabia. Canada presented on how MST can support national policies. Other pilot studies are: Austria, Fiji, Netherlands, Sweden and Wales

12. To further advance the development of the statistical framework, the Committee agreed on the creation of a few small sub-groups to the Working Group of Experts on Measuring Sustainable Tourism. Three sub-groups would deal with specific issues related to the statistical framework: 1) the social dimension of sustainable tourism, 2) tourism employment and, 3) spatial areas. Three other sub-groups would relate to MST cross-cutting issues: 1) SDG tourism indicators, 2) implementation and, 3) communication.

UNITED NATIONS STATISTICAL COMMISSION 14. With respect to environmental-economic accounting specifically, the UNSC, at its

49th session, requested the UNCEEA to advance the work on linking SEEA to Tourism Satellite Accounts in support of the measurement of sustainable tourism.

Next steps 15. With respect to the Technical Note Linking SEEA and TSA, comments received from

the SEEA Central Framework Technical Committee at its meeting (5 June 2018) will be reflected in a final version of the document.

16. The findings of the MST pilot studies will be compiled in a summary document and will include relevant examples and results on linking TSA and SEEA as per the approaches described in the Technical Note.

17. A revised version of the Statistical Framework for MST incorporating the comments received from the 1

st consultation and the outcomes from ongoing research and

discussion will be completed in September 2018. At its forthcoming meeting (mid-October), the Working Group of Experts on MST will discuss the new version of the statistical framework and as well as the findings from the sub-groups. Further rounds of revision and consultation are expected ahead of finalization in late 2019.

18. In parallel to the development of the statistical framework, the work will focus on designing an implementation strategy for MST including the extension of the number of pilot studies and importantly, a program of capacity building, implementation support and associated materials. It is also planned to make communication efforts in order to increase the visibility of the MST project.

19. It is noted also that through 2018 work will continue towards drafting of a TSA Compilation Guide, co-ordinated by UNSD with the support of UNWTO, and this will

make reference to elements related to MST including the Technical Note on linking SEEA and TSA.

20. The MST project will be happy to provide a further update on progress to the next UNCEEA meeting.

Issues for decision/discussion Members of UNCEEA are asked to:

Endorse the Technical Note linking the TSA and the SEEA, subject to the incorporation of the comments made by the SEEA Central Framework Technical Committee.

Note the progress made in the Measuring Sustainable Tourism Project.

Recommend its members to further engage in the MST project, notably by conducting pilot studies and testing the approaches described in the Technical Note.

Encourage its members to participate in the next meeting of the Working Group of Experts on MST (24-25 October 2018, Madrid, Spain).
