0821 Heating Equipment – Boilers, circulation pumps, etc.

Deficiency

0821­1 Old Boilers The original 42 year old oil fired boilers are past their service life.

Deficiency category: RR

Remedy Replace (2) boiler with two cast iron section boilers with two new burners and appurtenances, each sized to serve 60­75% of full heating load of building. Control the boilers in a lead/lag system. Reconfigure heating supply, heating return, oil supply, and oil return piping as required. Install new breeching and chimney. Remove existing breeching. Breeching to be double wall positive pressure type with 1 inch thick insulation. Provide house keeping pads under boilers.

Estimated Construction Cost: $333,000. This cost includes renovation of boiler room piping and trim.

Deficiency

0821­2 Pumps Multiple redundant pumps through out the building. Excessive energy use of constant volume multiple pumps. Currently at least 8 circualting pumps are operating continuously whether needed or not. During warmer weather (summer and shoulder months) the pumps are typically shut off.

Deficiency category: RR, E

Remedy Remove all heating pumps (12) through out the building. Install two base mounted end suction pumps with variable frequency drives sized for full heating load of building. Remove all three way valves and replace with two­way valves. Install pressure sensors in three locations throughout the facility to control main circulation pumps. Reconfigure piping as required. The main ciculating pumps would only pump the amount of heating water actually required based upon control from the pressure sensors.

Estimated Construction Cost: $ 101,400.

0823 Ventilation Equipment – Fans, make­up units, mixing boxes, etc.

Ventilation systems VU­1 and VU­2 serve the bulk of the classrooms and occupied areas of the school. Both systems are full outside air and full exhaust system; there are no mixing dampers or returned air.

Both systems are designed to deliver the correct amount of outside air to the classrooms as required by IMC. A typical classroom was designed to have 600 cfm of outside air supplied to it. IMC requires 15 cfm OSA per occupant to be delivered for classrooms resulting in a maximum occupancy load for a classroom of 40. However the design of 600 cfm for a classroom results in an approximate ventilation air change every 15 minutes. Modern classrooms would be designed with an air change every 7­9 minutes, nearly double what is currently being supplied. Existing ductwork and wall grilles are not sized for a significant increase in ventilation volume.

VU­1 is a cabinet fan unit with filters, heating coil, and fan section and supplies ventilation air to the south wing classrooms and office area. The fan unit is an 8,630 cfm unit and is located in the south wing janitor storage area. This fan unit was installed in the original 1963 construction. Outside air and exhsut air are transported through an underground utilidor under the adjacent toilet rooms from the fans to a relief hood on the roof and an outside air louver on the exterior wall. The fan has dirty filters installed. Fan is very dirty. Spot measurements of diffusers in classrooms were done and the unit appears to be delivering roughly about design air volumes.

VU­2 is a cabinet fan unit with filters, heating coil, and fan section and supplies ventilation air to the east wing classrooms and office area. Fan unit is a 7,650 cfm unit and is located in the first floor east wing fan room. The fan unit was installed in the original 1963 construction. Fan casing and filters are dirty. Spot measurements of diffusers in classrooms were done and the unit appears to be delivering roughly 10% less than design air volumes.

VU­3 is a cabinet fan unit with filters, heating coil, and fan section and serves the Multipurpose Area. Fan unit is located in the above the adjacent janitor office/storage area east of the multipurpose room. VU­3 is a 6,400 cfm unit that supplies air to the multipurpose room. The fan unit was installed in the original 1963 construction. Fan casing and filters are dirty.

VU­4 is a cabinet fan air handling unit with return fan and supply fan with filters, heating coil, and fan sections. Fan unit is located in a fan room above the stage storage area. VU­4 is 1,800 cfm unit that supplies air to the Library room. Relief air exits through a roof cap. The fan unit was installed in the 1977 addition construction. Fan casing and filters are dirty.

EF­1 exhausts air from south wing classrooms and office spaces the 1963 construction. Fan is an utilty type exhaust fan (5,600 cfm) located in the fan room with VU­1. The fan unit was installed in the original 1963 construction. Fan casing and shaft are dirty.

EF­2 is a cabinet type exhaust fan that serves the east wing clasrroms. EF­2 is a 5,610 CFM fan unit. EF­2 is located in the east wing fan room along with VU­2. The fan unit was installed in the original 1963 construction. Fan casing and filters are dirty.

EF­3 is an utility type exhaust fan located in the fan room with VU­3. EF­3 returns and exhausts air from the multipurpose room. EF­3 is a 6,400 cfm fan. The fan unit was installed in the original 1963 construction. Fan casing and shaft are dirty.

EF­4 is a utility type fan (1200 cfm) located in the South wing fan room and exhausts air from the south wing toilet rooms and administration toilet rooms. EF­5 (500 cfm) is a utility type fan (1200 cfm) located in the East Wing fan room and exhausts air from the East wing toilet rooms. The fan units were installed in the original 1963 construction. Fan casings and shafts are dirty. Spot measurements indicate that air volumes are approximately 60% of design volumes.

The two toilet rooms for the Kindergarden classrooms, located at the end of the south wing, do not have exhaust fans. An exhaust grille is located in each toilet room with ductwork to a separate relief air cap on the roof above.

RALLY Room, Counselers office next to RALLY, janitor office/storage off the multipurpose room, and the teacher’s work room have no ventilation being supplied to the rooms.

Recommend increasing the capacity of the ventilation systems for a modern level of air change (7­9 minutes). Note this modification will impact ventilation ductwork and grille sizes.

0824 Ventilation Distribution – Ducts, insulation, diffusers, dampers, etc.

Ductwork is observed to be rectangular galvanized steel. Diffusers are a combination of steel wall grilles and lay in type architectural diffusers. Most supply air ductwork is not insulated in the 1963 original construction and the 1977 Construction. Outside air intakes are insulated with board type duct insulation. Some of this insulation is falling off or missing.

Ductwork is in good condition. However, ductwork is dirty on the inside throughout the building and needs to be cleaned. Grilles and diffusers are in good condition. However, through out the building grilles and diffusers are dirty and need to be cleaned. Duct insulation is in good condition.

Deficiency

0824­2 Administration Area Restricted Ventilation The adminstariton area that includes the main office the Principals office and the Nurses area do not have adequate ventilation. During spot measurements this area did not have any ventilation air being supplied which is an IMC code violation. Apparently in the past the above diffusers have been blocked and manual duct dampers have been closed due to excessive drafts and/or noise problems. Nurses area is only supplied ventilation, exhaust air is taken from adjacent areas. Diffusers have not been relocated along with room layout changes in the past and therefore have a poor distribution. Diffusers have been blocked in an attempt to lessen drafts.

Deficiency category: F, C (IMC Table 403.3)

Remedy The ventilation ductwork, diffusers and grilles needs to be revised for a better layout to the area, and exhaust grilles and ductwork need to be installed for the Nurses area.

0828 Controls – Heating and ventilation controls

Building automatic controls are a pneumatic/electric hybrid controls with some controls of equipment being done by direct digital controls, such as scheduling of equipment operation and immersion thermostats. Most controls for fan system dampers and thermostatic operations through out the building are still pneumatically operated. Control pneumatic air compressor and air dryer are located in the boiler room. DDC control panels are located in boiler room and fan rooms. Room thermostat, automatic valve, and damper actuators are generally pneumatic with all other controls having been changed over to DDC.
